Abstract

ABSTRACT Regional Property must be managed properly and correctly by paying attention to functional principles, legal certainty, transparency, efficiency, accountability and certainty of value. The Banten Provincial Government, to be able to implement the provisions of Government Regulation Number 27 of 2014 and Article 511 paragraph 1 of the Minister of Home Affairs Regulation Number 19 of 2016 concerning Guidelines for Management of Regional Property, has issued Banten Province Regional Regulation Number 1 of 2019 concerning the management of regional property. However, in implementation there are still several obstacles faced by Banten Province, especially the Regional Financial and Asset Management Agency (BPKAD) in managing regional property in several cycles. Based on this and considering the importance of Regional Property Management, the regional government of Banten Province together with BPKAD is expected to be able to find efforts and implement appropriate and reliable strategies in managing regional property, especially in planning activities and budgeting needs for regional property.

Abstract

In presidential elections or head of state elections, of course, the people have the right to participate in politics both in voting and being elected. General elections or elections are still considered the most tangible form of public participation in the administration of government. One of them is participation through social media which is often used by teenagers who are also known as beginner voters. With the development of the age, social media has become a part of daily life, especially for the younger generation. This study aims to find out whether there is an influence of social media on the participation of novice voters in the presidential election, to find out how much influence social media has on the participation of the presidential election, and to find out what factors can affect the participation of novice voters in the presidential and vice presidential elections. This research method uses a quantitative method by conducting a survey by distributing a questionnaire in the form of a google form to social media users who follow the social media accounts of the Tangerang Regency General Election Commission (KPU). The sample used consisted of novice voters aged 17-21 years who actively used social media and followed the social media accounts of the General Election Commission (KPU) of Tangerang Regency. Based on the hypothesis test using the F test, Fcal = (0.515) > F table (4.56) is obtained, because Fcal > Ftable, H₀ is rejected and Ha is rejected with a significance of 0.000 < 0.05. So it can be interpreted that simultaneously (Together) there is a positive and insignificant influence between the variables of Social Media and Beginner Voters on the Presidential and Vice Presidential Elections.

Abstract

Malabar Village, located in Bandung District, Serang Regency, is mostly utilized for settlements, agriculture, and plantations. With agricultural land becoming increasingly scarce, there is an urgent need for alternative farming methods. Hydroponics, a technique of growing plants without soil, offers a cost-effective and practical solution, especially for areas with limited land availability. The method of implementing this training activity begins with socialization activities about hydroponics, then continued with training activities and assistance in making hydroponics. Based on the results of the activities that have been carried out, there is a very good response from the residents. Although the residents are not familiar with the cultivation of plants with hydroponics using plastic bottles. Farming techniques such as hydroponics are new to the people of Malabar Village. This is because the people of Malabar Village are accustomed to farming or gardening conventionally or using soil planting media. Residents who are accustomed to farming traditionally welcome this new way. This project demonstrates that hydroponic farming is not only feasible but also affordable, requires minimal resources and offers potential economic benefits. This community empowerment activity was successfully implemented. After being given an understanding of the utilization of plastic bottle waste as a hydroponic growing medium, it can be seen that the skills and abilities of the community have increased in utilizing used bottles into hydroponic growing media, the equipment needed is easy, the manufacturing is simple, and the costs required are cheap. This activity supports the independence of residents in handling plastic bottle waste to be used as useful and valuable hydroponic planting media.

Abstract

The Simultaneous Regional Elections (Pilkada) in Indonesia aim to enhance democratic processes by increasing electoral efficiency and effectiveness. Governed by Law No. 10 of 2016, Pilkada allows citizens to directly elect regional leaders, thereby shaping local governance and development. Banten Province, characterized by its unique geographical and demographic conditions, participated in the 2024 Pilkada to elect its Governor and Deputy Governor. With a high urbanization rate, particularly in the Tangerang metropolitan area, and a diverse voter composition, the election dynamics in Banten reflect broader political trends and challenges. This study employs a qualitative approach to analyze the 2024 Banten gubernatorial election, focusing on voter participation factors and the political implications of the election results. Data collection was conducted through literature reviews of relevant books, scientific journals, official reports, and media sources. The research finds that the election was highly competitive, with two prominent candidate pairs: Airin Rachmi Diany–Ade Sumardi and Andra Soni–Achmad Dimyati Natakusumah. The election results declared Andra Soni and Achmad Dimyati Natakusumah as the winning candidates, securing 55.88% of the votes. Voter participation reached 66.19%, an improvement compared to previous elections, with Serang Regency recording the highest turnout (73.76%) and South Tangerang City the lowest (57.08%). Female voters dominated participation at 53.18%, while disabled voters had a significantly lower turnout at only 36.98%. The study suggests that election organizers, particularly the Banten Provincial General Election Commission (KPU), should conduct targeted outreach in low-turnout areas and provide better accessibility for disabled voters to enhance electoral participation in future elections.

Abstract

This study aims to determine the role of the Department of Manpower and Transmigration (DISNAKERTRANS) of Serang City in reducing the open unemployment rate. The research method used is qualitative method. The source of data in this qualitative research is by digging up information / information directly from sources of information that are considered related. The result of this research shows that DISNAKERTRANS of Serang City plays a major role in the effort to reduce unemployment through its work program, namely organizing the employment information system; implementing training, apprenticeship and labor productivity; implementing placement and expansion of employment opportunities; implementing the development of industrial relations and work requirements; and implementing the development and supervision of labor norms. However, from the work program, the role of DISNAKERTRANS in efforts to reduce the unemployment rate has not fully run optimally. Many obstacles hinder its realization, especially in terms of facilities, budget and effectiveness of labor absorption so that the unemployment rate is still high.

Abstract

Human development is a key indicator for evaluating the success of sustainable development efforts. This research aims to examine the relationship between the Human Development Index (HDI) and the realization of the Sustainable Development Goals (SDGs) in Banten Province, specifically focusing on efforts to reduce poverty and address regional inequality. Utilizing a library research approach, the study draws primarily from official publications issued by the Central Statistics Agency (BPS) of Banten Province and supporting documents and reports relevant to the SDGs. The findings indicate that rising HDI levels in the province generally align with progress in several SDG objectives. Specifically, progress is most evident in SDG 1, which focuses on poverty eradication, and SDG 10, which addresses reducing social and economic disparities. Substantial variations in HDI among districts and cities persist, highlighting regional disparities that challenge the equitable realization of SDG outcomes. The study concludes that HDI can be utilized as a strategic tool for identifying development priorities and assessing the impact of SDG-related programs. This research contributes to the field of development policy by advocating for the integration of HDI indicators with SDG objectives to promote more equitable and inclusive welfare outcomes at both local and global scales.

Abstract

Penelitian ini bertujuan untuk menganalisis implementasi adaptive governance di Provinsi Banten dalam konteks desentralisasi yang asimetris dan ketimpangan kapasitas pembangunan antar wilayah. Perbedaan kapasitas fiskal antar kabupaten/kota berpotensi menimbulkan fragmentasi respons kebijakan dalam pembangunan daerah. Penelitian ini menggunakan pendekatan kualitatif dengan desain studi kasus eksploratif. Data dikumpulkan melalui wawancara semi terstruktur dengan 12 informan kunci yang terdiri dari unsur pemerintah daerah, DPRD, akademisi, dan tokoh masyarakat, serta dilengkapi dengan observasi terbatas dan analisis dokumen kebijakan. Data dianalisis menggunakan analisis tematik. Hasil penelitian menunjukkan bahwa adaptive governance di Provinsi Banten berkembang melalui tiga mekanisme utama, yaitu pembelajaran kelembagaan, kolaborasi lintas aktor, dan inovasi birokrasi berbasis digital. Pembelajaran kolektif melalui forum koordinasi kebijakan berperan dalam mengurangi fragmentasi respons kebijakan antar wilayah. Kolaborasi multi aktor memperkuat koordinasi lintas tingkat pemerintahan, sementara transformasi digital mendukung integrasi data pembangunan dan transparansi kebijakan. Penelitian ini menegaskan bahwa dalam sistem desentralisasi yang memiliki ketimpangan kapasitas antar wilayah, penguatan pembelajaran kolektif dan kolaborasi kebijakan menjadi faktor penting dalam membangun kapasitas adaptif pemerintahan daerah.
