Abstract

Abstract : Economic growth in the emerging market is often followed by rent-seeking activities and corruption. Rent-seeking practice actually can happen everywhere; in advanced countries as well as in developing ones. However, rent-seeking activities in developing countries can be found in every activities. Korean experience is remarkably different. Abstract

Abstract : The vast shifting map of local agencies makes it impossible to treat local government as a single organisation. The externalization of many services, the centralization of others, make local government is only one actor among a network of agencies in a modern-network society. Partnership between local government and private entities is seen as positive, even essential. In  Municipality this kind of partnership is the result of a focus on outcomes. Partnership is seen as a vehicle to create mutual trust as well as learning.There have been many progress in innovation of development program, corporate focus, investment in training and leadership development as well as cultural change. Abstract

This research aims at scrutinizing the implementation of self-mass sertification (SMS) and the difficulties during its implementation in Kudus Regency in the period of 2006-2008. the researcher employes descriptive qualitative method and indept interview to collect relevant data. There are three important findings :Firstly, SMS’s procedures are much simpler, easier and cheaper tahn the conventional’s procedures; secondly, they who want to certify their land have to pay only small of money, cheaper than conventional’s procedure;  and thisrdly, the constraint of the implementation comes from its mass characteristic as well as the lack of socialization of the program.

Abstract

Indonesian political system has changed from authoritarian regime of Soeharto to a more democratic one. The new Oder political system has restricted power and participation to a small portion of the population who are high-ranking officers in the army and the bureaucracy. This system of government has been eliminated by reformist movement in the late of 1990s. However, while the structure of government has changed, government is still rooted in a personalized system which shy away the possibility of bureaucracy reform. There is a need for a pro-active leadership to amend the structural weakness of the state.
