Abstract

Persons with disabilities in Surabaya remain marginalized in accessing public transportation, often facing discrimination and limited fulfillment of their mobility rights. The City of Surabaya has not yet fully succeeded in building an inclusive public transport system, particularly in the Suroboyo Bus service. This study examines the application of human governance principles in Suroboyo Bus services for persons with disabilities. A qualitative case study was employed, using observation, interviews, and documentation. Informants were selected through purposive and snowball sampling, and data were analyzed using the Miles and Huberman model, including data reduction, display, and conclusion drawing. The findings show that human governance has begun to be applied, though still partial. Social accountability is evident through formal hearings and informal complaint channels, yet integration into decision-making remains limited. Civic education appears in crew training and public campaigns, but implementation lacks continuity. Equality and freedom are promoted through the involvement of disability communities, though challenges persist due to limited empathy among some staff and uneven accessibility. . Participation is encouraged through forums and discussions, although it has not been embedded systematically in policy-making. Adaptive government performance is visible in regulations and accessibility facilities, yet benefits are not fully realized by persons with disabilities. Reliability emerges through crew responsiveness and technology support, but service consistency remains unstable, particularly during peak hours. Inclusive public transportation in Surabaya is progressing but remains incomplete, requiring stronger policies, consistent training, and active involvement of persons with disabilities to achieve equality and justice

Abstract

Purpose : This research aims to identify the forms of melon farmers’ involvement and the social changes experienced by farmers in the Republik Melon program through a co-production approach. Design/methodology/approach : This study was conducted within the Republik Melon innovation program in Wates District, Blitar Regency, using a qualitative method with a case study approach. Data were collected through observation, interviews, and documentation to explore program implementation and stakeholder involvement. Findings : The findings show that melon farmers are actively involved in the development of the Republik Melon program and directly benefit from its implementation. The program contributes to economic improvement and social welfare, particularly through the creation of new employment opportunities for farmers. In addition to melon farmers, the program involves cross-sector collaboration with several actors, including the Blitar Regency Office of Food Security and Agriculture (DKPP), Bappedalitbang of Blitar Regency, the Wates District Government, the Wates Agricultural Extension Center (BPP), the Wates Women Farmers Group, and MSMEs in Tugurejo Village. Practical Implication : The results can be used by local governments and program implementers as evaluation material and a basis for decision-making to improve the effectiveness and sustainability of the Republik Melon program. The co-production approach may also serve as a reference for strengthening collaboration and community participation in other regional innovation programs. Originality/value : This study highlights a greenhouse-based agricultural innovation that positions farmers as key actors, reflecting the principles of co-production and the values of collaboration, empowerment, and community participation in modern public administration.

Abstract

This study aims to analyze the public value of the emergency call service provided by the National Search and Rescue Agency at the Surabaya SAR Office. The research is based on the importance of emergency services that are responsive, fast, and accessible to the public during disasters, accidents, and missing persons cases. As an institution responsible for search and rescue operations, Basarnas plays an important role in providing humanitarian assistance and ensuring public safety during emergency situations. Therefore, the quality of emergency call services becomes an essential aspect in supporting effective rescue operations and building public trust. This study employed a descriptive qualitative approach using interviews, observations, and documentation techniques to collect data from officers and related informants. The research applied the Public Value theory proposed by Faulkner and Kaufman(2018) (2017), which consists of Outcome Achievement, Trust and Legitimacy, Service Delivery Quality, and Efficiency. The findings show that the Basarnas emergency call service at the Surabaya SAR Office has been implemented effectively through successful rescue operations, responsive officers, and services that are easily accessed by the community. Public trust in the institution is also reflected in the positive perception of the officers’ professionalism and responsibility. In addition, the service is provided free of charge and supported by efficient resource utilization. However, continuous public outreach and the expansion of SAR operational coverage are still needed to improve service effectiveness in the future.

Abstract

The spread of Covid-19 directly hit the tourism sector in West Nusa Tenggara (NTB). Changes in West Nusa Tenggara tourism conditions require the government to adopt new policy measures to deal with conditions. Local governments in NTB are trying to restore the tourism sector with a social configuration or policy environment. This study explores policy learning in tourism recovery in the West Nusa Tenggara region due to Covid-19. The method used is a literature review with a narrative review approach. The literature analyzed in this study comes entirely from journal articles discussing tourism recovery in NTB due to the Covid-19 pandemic. Policy learning at the micro-level shows that policymakers must absorb the socio-cultural values of the community as a consideration in taking steps to improve tourism. At the meso level, some tourist destinations still find it challenging to get out of the pressure of the pandemic due to limited infrastructure to the preparation of human resources in anticipating the effects of the pandemic. At the macro level, direct intervention from the Ministry of Tourism is needed in three aspects. First, build tourism supporting facilities. Second, various policies are implemented based on Cleanliness, Health, Safety, and Environmental Sustainability (CHSE). Third, tourism recovery involves multi-stakeholder. This study contributes to making a theoretical contribution to policy learning in restoring the tourism sector due to the pandemic. Practically, this study can be a reference for the government in restoring the conditions of various tourist destinations in NTB.

Abstract

Penelitian ini bertujuan menganalisis penerapan konsep Dynamic Governance dalam penyelenggaraan Nganjuk Smart City oleh Pemerintah Kabupaten Nganjuk. Penelitian menggunakan pendekatan kualitatif dengan teknik pengumpulan data melalui wawancara mendalam, observasi, dan dokumentasi pada lima organisasi perangkat daerah yang terkait di Kabupaten Nganjuk. Analisis didasarkan pada teori Dynamic Governance dari Neo dan Chen yang menekankan tiga elemen yaitu kapabilitas (thinking ahead, thinking again, dan thinking across), budaya organisasi dan perubahan. Hasil penelitian menunjukkan bahwa meskipun telah berkembang berbagai inovasi layanan digital, penerapan tata kelola dinamis masih menghadapi sejumlah tantangan, antara lain koordinasi antar-organisasi perangkat daerah yang belum optimal, lemahnya evaluasi berbasis data, dan rendahnya partisipasi masyarakat digital. Penelitian ini merekomendasikan penguatan budaya organisasi yang adaptif serta peningkatan integrasi sistem dan komunikasi lintas sektor guna mendukung keberlanjutan Smart City yang lebih efektif.

Abstract

Dalam suatu organisasi kepemimpinan memiliki peran utama. Seorang pemimpin harus memiliki kemampuan untuk mengarahkan bawahannya untuk mencapai tujuan yang telah ditetapkan bersama. Penelitian ini bertujuan untuk mengetahui gaya kepemimpinan situasional yang diterapkan oleh Kepala Desa Banjarsari dalam meningkatkan kinerja perangkat desa yang digambarkan melalui dimensi gaya kepemimpinan situasional yaitu telling, selling, participating dan delegating. Metode penelitian yang diterapkan adalah penelitian deskriptif dengan pendekatan kualitatif, dengan fokus penelitian tertuju pada bagaimana gaya kepemimpinan yang dilakukan kepala desa sebagai langkah meningkatkan kinerja perangkat desa di Desa Banjarsari dengan menggunakan teori Hersey Blanchard (2014). Metode pengumpulan data yang diterapkan mencakup studi literatur, observasi, dan wawancara dengan anggota perangkat Desa Banjarsari. Dari hasil penelitian menyatakan bahwa gaya kepemimpinan situasional yang digunakan oleh Kepala Desa Banjarsari dapat dikatakan memengaruhi kinerja karyawan secara signifikan dan positif, dikarenakan kepala desa telah memenuhi empat dimensi gaya kepemimpinan situasional yang telah menghasilkan kinerja perangkat desa secara optimal yang dibuktikan dari pendapatan dedikasi dari Pemerintah Kabupaten Probolinggo untuk Desa Banjarsari.

Abstract

The Open Unemployment Rate (OUR) in East Java in 2025 was recorded at 3.71%, with 4.36% of the unemployed being university graduates. In Surabaya City, the unemployment rate reached 4.84%, of which 4.62% consisted of educated unemployed individuals. This condition indicates a persistent gap between the competencies of higher education graduates and labor market demands, as well as weaknesses in the transition mechanism from education to employment. To address this issue, the Ministry of Manpower launched the National Internship Program (MagangHub). This study aims to analyze the implementation of the MagangHub Program in enhancing the work readiness of fresh graduates in Surabaya City using Richard E. Matland’s policy implementation theory, which encompasses the dimensions of policy accuracy, implementer accuracy, target accuracy, and environmental accuracy. This research employed a descriptive qualitative approach, with data collected through interviews and document analysis. The findings indicate that the implementation of the MagangHub Program has been relatively effective. The program is considered appropriate in addressing the issue of skill mismatch, supported by a structured mentoring system, targeted at recent graduates as a group requiring work experience, and implemented within a conducive working environment. The program has also proven effective in improving participants’ hard skills, soft skills, and overall work readiness. However, the study identified an implementation gap between the program’s objective of supporting workforce absorption and the realities of its implementation in practice. Regulatory and institutional limitations, particularly within government agencies, have prevented internship experiences from being directly transformed into more certain employment opportunities. Therefore, while the MagangHub Program has successfully enhanced participants’ employability, it has not yet fully achieved employment outcomes in the form of sustainable workforce absorption.Keywords: Educated Unemployment, Fresh Graduates, Maganghub, Policy Implementation, Work Readiness.
