Abstract

Private forest is one of the alternatives to support food security and household income. The research is located in village of Cidokom, Leuwibatu, and Mekarjaya, Subdistrict of Rumpin with 66 respondents. This study aims to analysis contribution of private forest to the total household income and food security of farmer households Data was collected by field observation, interview and literature study. Analysis of contribution to food security was done by calculating total energy from all crop production with unit of cap/cal/day by comparing the recommended daily consumption of energy and nutritional value (AKG) of 2150 kcal/person/day. The level of household food security is measured by using food share. Food share is cross-classification of two indicators of food security. The two indicators are the share of food expenditure and the adequacy of energy consumption (kcal). The results showed that (1) The average contribution of private forest for household income from timber plantation is 10.63% and food crops is 30.22% of total income, (2) there are 46 types of crops which contribute to food security per day with average 393.70 cal/cap/day or 18.75% from total energy/day/person,(3) the distribution of households that have food resistant (TKE>90%) is 69,69%.KeyWords: Private forest, agroforestry, food security

Abstract

Bali’s marine resources is an important economy asset as well as food resource for local community and marine tourism. Nusa Penida Island is located in Nusa Penida District, Klungkung Region, Bali Province. It is belonging to the coral triangle area, the highest marine biodiversity in the world. Based on Decision Letter from Ministry of Marine and Fishery number 24/2014 about Nusa Penida Marine Conservation Area in Klungkung Region, Nusa Penida marine area was designated as Marine Tourism Park. Most of coastal communities in Nusa Penida are seaweed farmer. Marine tourism activity has significant impact for community’s life. Integrated development is required to be done for its sustainability. The objective of this study is to analyze marine tourism contribution for community’s prosperity in coastal area of Nusa Penida Island. Purposive sampling is chosen to collecting field data trough interview and questionnaire in 30 respondents and analyzed used BPS’s indicator (2011). As much as 90% of coastal community in Nusa Penida is categorized in moderate living condition. Marine tourism activity contributes about 36% of local income, it’s mean that marine tourism activity in Nusa Penida give positive contribution for local communities’ prosperity.

Abstract

Community forests are a viable alternative for timber suppliers. Community forestry institutions are required to ensure its sustainability. Cooperatives become one of the appropriate alternatives in accordance with the institution at the site level in community forest development. One of the peasant organizations that manages the human resources in the form of cooperatives is a Taman Wijaya Rasa Cooperative (Kostajasa) located in Kebumen. This study aims to analyze the role of Kostajasa in community forest management. The descriptive analysis used in describing the role of Kostajasa in community forest management supporting three community forest subsystems, namely production, processing and marketing subsystem. Kostajasa has played a good role in all three subsystems. In the production subsystem, there are still less roles in the determination of timber products to be managed, and setting the felling regulation. In the processing subsystem Kostajasa have already play a good role to connect several industries to receive raw materials from farmers’ timber and maintain the demand continuity for raw materials so that farmers’ timber is absorbed. In the marketing subsystem, Kostajasa also play a good role among others, shorten the marketing chain of wood products from community forest and offering a better price outside Kostajasa.

Abstract

Untuk mengatasi deforestasi, Pemerintah Sumatera Selatan berkomitmen untuk menjadi yang terdepan dalam mencapai Pertumbuhan Hijau 2017. Semua kegiatan ekonomi terkait tata guna lahan harus sesuai dengan regulasi. Sektor swasta mendukung dengan beberapa inisiatif melalui sertifikasi sebagai komitmen mereka terhadap nol deforestasi (ZDC). Namun dari data tutupan lahan, Sumatera Selatan merupakan salah satu provinsi dengan kehilangan tutupan hutan tertinggi di Indonesia yang diikuti dengan peningkatan kegiatan ekonomi. Kajian ini bertujuan untuk menjelaskan komitmen sektor publik dan swasta dalam mewujudkan nol deforestasi. Kami melakukan wawancara dengan instansi terkait dan mengumpulkan data tentang intervensi publik dan inisiatif swasta. Penelitian ini menggunakan teori kepatuhan untuk menganalisis komitmen kedua sektor. Hasil penelitian menunjukkan bahwa sektor publik dan swasta di Sumatera Selatan telah menunjukkan komitmennya terhadap jenis kepatuhan yang diinduksi oleh perjanjian. Kepatuhan tersebut menunjukkan bagaimana komitmen tersebut diintegrasikan ke dalam kebijakan, pengaturan tata kelola publik dan swasta yang selaras, dan perubahan kualitas lingkungan yang baik dengan penurunan laju deforestasi dari 4% menjadi 2%. Hal ini menunjukkan bahwa salah satu tujuan ZDC yaitu setidaknya mengurangi separuh laju hilangnya hutan alam pada tahun 2020 telah dilaksanakan oleh kedua sektor. Selain itu, kedua sektor tetap berupaya untuk mengakhiri hilangnya hutan alam pada tahun 2030.

Abstract

The success of  the development of  Private Forest (PF) can not be separated from the farmer groups (FG). The research aimed to: (1) analyzing the organization and rules of  FG and (2) analyzing the relationship between development of  FG and its PF that managed by this FG. First analysis by using historical case studies or organization method while second analysis by using ethnographic method. The results showed that the organizational structure of  FG which was formed since the beginning or as a result of  reform was simple so it would be ease to facilitate on the decision making. Norms of  the group was as the result of  the deliberation agreed upon, understood and adhered to by all members, even though it was not formally written. The norm of  the board executives and members were not been stated formally but it was reported during group deliberation and so that it running well. FG consisting of  15 people and was formed in 2002 and amended in 2011 and it growing continuously until 2014. The development of  the FG was characterized by growing type of  business, assets of  the FG and the land area of  PF was managed by FG.

Abstract

Pengelolaan dan pemanfaatan jasa lingkungan seperti wisata alam yang terjadi selama ini di wilayah Cagar Alam Pegunungan Arfak (CAPA) belum menjadi perhatian stakeholder terkait dikarenakan kurangnya informasi tentang manfaat ekonominya. Penelitian ini bertujuan untuk mengevaluasi nilai ekonomi pengelolaanwisata alam di Kampung Kwau, Distrik Minyambouw, Kabupaten Manokwari. Kampung Kwau merupakan salah satu daerah penyangga dari Cagar Alam Pegunungan Arfak. Metode yang digunakan adalah Travel Cost Method (TCM) dengan sistem zonasi (asal pengunjung). Data yang dikumpulkan berupa data primer dan sekunder dengan cara wawancara serta studi literatur. Hasil penelitian menunjukkan bahwanilai ekonomi pengelolaan wisata alam di Kampung Kwaupada tahun 2011 adalah  Rp. 895.868.125 dari total biaya pengeluaran pengunjung.Biayapengeluaranyang terbesar adalah biaya transportasi (91%).Obyek wisata alam andalan Kampung Kwau adalah bird watching. Penelitian ini diharapkan dapat menjadi bahan acuan dalam pengelolaan kawasan CAPA.

Abstract

ABSTRACTFood security remains a serious issue for Indonesia, as the availability and distribution of food is unequal in all regions of the country. There is surplus production of cereals (rice and maize) in most provinces in Indonesia, but there are still provinces with production deficits. The planting patterns of private forests established in Indonesia are very diverse and are intended to become a source of food for the community. The objectives of this study are 1) to identify different private forests that have been developed for food crops, and 2) to determine the availability of food for farming households from private forests. Primary and secondary data are used for this study. Primary data collection is done through structured interviews with questionnaires. The results show that the form of private forest for food supply is developed by using agroforestry patterns with areas ranging from < 1 hectare to > 1 hectare with different combinations of food crops. There are seven types of crops grown in private forest that have high value and are needed by farmhouses.Keywords : private forest, food security, agroforestry, food availability ABSTRAKKetahanan pangan masih menjadi masalah yang serius untuk Indonesia, karena ketersediaan dan distribusi pangan yang belum merata di seluruh wilayah Indonesia. Surplus produksi serealia (padi dan jagung) terjadi di sebagian besar provinsi di Indonesia, namun masih terdapat provinsi yang mengalami defisit produksi. Pola tanam hutan rakyat yang dikembangkan di Indonesia sangat beragam di setiap daerah, dan diharapkan dapat menjadi sumber pangan bagi masyarakat. Tujuan penelitian ini adalah 1) mengidentifikasi berbagai bentuk hutan rakyat yang telah dikembangkan untuk budidaya tanaman pangan, dan 2) mengidentifikasi ketersediaan pangan untuk rumah tangga petani dari hutan rakyat. Penelitian ini menggunakan data primer dan sekunder. Pengumpulan data primer dilakukan melalui wawancara terstruktur menggunakan kuisioner. Hasil penelitian menunjukkan bahwa bentuk hutan rakyat untuk penyediaan pangan dikembangkan dengan pola agroforestry dengan luasan lahan bervariasi antara < 1 ha dan > 1 ha. dengan kombinasi tanaman pangan yang berbeda. Terdapat tujuh jenis tanaman yang dihasilkan dari hutanrakyat dan mempunyai nilai tinggi serta dibutuhkan oleh rumahtangga petani.Kata kunci: hutan rakyat, ketahanan pangan, agroforestry, ketersediaan pangan

Abstract

Hutan rakyat mempunyai peran penting terhadap petani hutan rakyat di Provinsi Jawa Barat. Perubahan Undang-Undang Nomor 23 Tahun 2014 tentang Pemerintahan Daerah berpengaruh terhadap sektor kehutanan. Tujuan penelitian ini mengidentifikasi pengaruh perubahan peraturan perundangan tersebut terhadap pengurusan hutan rakyat. Pengumpulan data dan informasi dilaksanakan di KLHK, Dinas Kehutanan Provinsi Jawa Barat, CDK Wilayah IV Kabupaten Cianjur, serta Dinas Pertanian, Perkebunan, Pangan, dan Hortikultura Kabupaten Cianjur. Penelitian ini menggunakan analisis isi dan analisis perbandingan. Analisis isi terhadap perundangan yang berhubungan dengan hutan rakyat, tupoksi instansi terkait, dan tupoksi CDK Wilayah IV Kabupaten Cianjur dengan Dinas Pertanian, Perkebunan, Pangan, dan Hortikultura Kabupaten Cianjur. Hasil penelitian menunjukkan bahwa tidak ada peraturan perundangan dan tupoksi yang secara jelas menyatakan tentang hutan rakyat. Berdasarkan analisis perbandingan jumlah kegiatan dan anggaran hutan rakyat sangat sedikit dibandingkan dengan kegiatan dan anggaran untuk hutan Negara. Pemerintah lebih memperhatikan hutan negara dibanding hutan rakyat.

Abstract

About 2.5 million hectares of a total of 15 million hectares of oil palm plantation in Indonesia are planted in, or conflict with, the forest zone. Oil palm plantations face a conflict between socio-economic and ecological issues. This study was conducted in the Harapan Rainforest, Jambi to evaluate the potential of oil palm-based agroforestry to reconcile economic and ecological interests, by considering socio-economic and financial feasibility as well as biodiversity and land cover. The financial feasibility of oil palm agroforestry is compared to oil palm monoculture, employing a discounted cash flow approach using three indicators: net present value (NPV), benefit-cost ratio (BCR), and internal rate of return (IRR). Two ecological indicators—biodiversity and land cover—are evaluated in an experimental plot of oil palm agroforestry in Jambi. This study indicates that the NPV, BCR, and IRR of oil palm monoculture are IDR 62,644,836 (US$ 4,476.84), 1.39, and 20.77%, respectively, while the oil palm agroforestry planted in the experimental plot potentially generates much better values of financial indicators with NPV, BCR, and IRR being IDR 209,221,212 (US$ 14,951.76), 1.79, and 24.42%, respectively.  Besides evaluating financial feasibility, we also found that the reviewed current studies indicate that the oil palm agroforestry provides positive ecological impacts, such as increased forest land cover, invertebrate fauna, and bird diversity.

Abstract

Perhutanan sosial adalah program Kementerian Lingkungan Hidup dan Kehutanan (KLHK) Republik Indonesia. Kegiatan ini memiliki tujuan untuk menyejahterakan masyarakat sekitar hutan dan meningkatkan peran serta masyarakat dalam mengelola kawasan hutan sehingga dapat meningkatkan taraf kehidupan masyarakat sekitar hutan. Perhutanan sosial sebagai kebijakan pengelolaan hutan memiliki sisi dan potensi bagi terjadinya konflik disebabkan antaranya oleh dua hal yakni dikotomi ruang lingkup pengelolaan di dalam atau di luar kawasan hutan dan fakta historis pengelolaan kawasan antara pulau Jawa dan luar pulau Jawa meliputi aspek kelangkaan sumber daya, klaim ulayat, serta perbedaan kepentingan antara para pihak yang terlibat dalam program. Target perhutanan sosial saat ini baru tercapai kurang lebih 15.8% dari luasan target awal 12.7 juta Ha. Berbagai stakeholder menyampaikan peranannya dan solusi dari berbagai sudut pandang terhadap isu terhangat mengenai perhutanan sosial untuk mengatasi permasalahan yang terjadi mulai dari tingkat tapak yakni kesatuan pengelola hutan sampai pada peran para kepentingan ditingkat pemerintah.
