Abstract

Proses pembuatan kebijakan pembagian kewenangan antar tingkat pemerintahan menempatkan pengelolaan hutan lindung menjadi kewenangan Pemerintah Kabupaten. Setelah satu dekade kebijakan tersebut berjalan, deforestasi di hutan lindung terus berlanjut. Kajian ini bertujuan untuk mengevaluasi bagaimana kebijakan pembagian kewenangan antar tingkat pemerintahan dirumuskan dan diimplementasikan. Kajian dilakukan di tiga Kabupaten dalam DAS Batanghari (Kabupaten Tanjung Jabung Timur, Kabupaten Sarolangun dan Kabupaten Solok Selatan), dengan melakukan analisis evaluasi proses pembuatan kebijakan dan melihat implementasinya. Hasil penelitian menunjukkan bahwa kinerja pengelolaan hutan lindung ditentukan oleh perumusan kebijakan dan implementasi kebijakan di lapangan. Perubahan tutupan hutan menjadi non hutan menunjukkan bahwa kebijakan yang ada terbukti belum efektif. Kasus pembagian kewenangan antar tingkat pemerintahan menunjukkan bahwa proses dan implementasi kebijakan tidak berjalan linier. Diskursus dan pengetahuan yang berkembang, aktor serta jaringannya menentukan lahirnya sebuah kebijakan.

Abstract

”Decentralization of protected forest management from central to district government has not yet been implemented effectively. This effectiveness depends on many factors that include policy contents and political process or discourse in the policy making process. This study aimsto: 1) analyze the discourse in policy making process of decentralization in the management of protected forests, 2) analyze the actors/networks and their interests and 3) find out policy space for future policy reform. Both quantitative and qualitative approaches were used in the study. The results show that there are three discourses in the policy-making process of decentralized management of protected forests, namely: i) democratic discourse (with story line of externality and accountability, supported by an association forum of Indonesian district government and  decentralization experts); ii) economic discourse (with story line of efficiency, supported by businessmen, Association of Indonesian Provincial Government and World Bank); and iii) democratic and economic discourses. The House of Representatives (DPR) and Ministry of Home Affairs have authorities and capacities to integrate two discourses. Redefining of externality and interdependency can be used as narratives of new policies to improve the policy of decentralized protected forest management.

Abstract

Dalam rangka perumusan strategi kebijakan penggunaan stimulan ramah lingkungan dalam produksi getah pinus maka studi tentang inovasi pemanfaatan stimulan adalah suatu keniscayaan. Penelitian ini bertujuan untuk mengidentifikasi penggunaan stimulan berbahan dasar asam kuat (H2SO4), cuka kayu dan ETRAT pada penyadapan pinus. Hasil penelitian menunjukkan bahwa penggunaan stimulan dapat meningkatkan aliran getah dan memperpanjang periode aliran getah sehingga getah yang diperoleh per pengunduhan lebih banyak. Penggunaan stimulan H2SO4 dapat meningkatkan produksi getah per pengunduhan lebih banyak dibandingkan ETRAT dan cuka kayu, baik pada penggunaan di areal dengan ketinggian di atas 500 mdpl maupun di bawah 500 mdpl. Penggunaan stimulan H2SO4 menyebabkan kayu berubah warna menjadi coklat tua hingga kemerahan bahkan perubahan warna tersebut sampai masuk kedalam kayu sejauh ¾ bagian ke arah sumbu kayu. Di sisi lain penggunaan stimulan organik tidak menyebabkan perubahan warna kayu yang berarti. Oleh karena itu penggunaan jenis stimulan dalam penyadapan pinus perlu mempertimbangkan efek negatif yang ditimbulkan, baik terhadap kesehatan pohon, pekerja maupun lingkungan. Aspek ekonomi bukan satu-satunya faktor utama yang harus terus dikejar untuk mencapai target finansial namun perlu mempetimbangkan aspek ekologi dan sosial untuk mencapai sustainabilitas hasil dan pohon penghasilnya.

Abstract

Index of Cultural Significance biodiversity plants in ethnobotanical study was an important step for seeking a strategy for subsisten activity. This study was aimed to identify utilised plants that have the highest value at Kerinci community. The current study was conducted in three villages within the Kerinci Regency, Jambi Province, which located close to the Kerinci Seblat National Park: Baru Lempur, Lama Tamiai, and Ulu Jemih for 8 months (October 2013 to May 2014). Data was obtained by implementing  participation-observation method through interviews. Estimation of cultural significance for every plant species observed using the Index for Cultural Significance (ICS). Results indicated that the people of Kerinci possessed good knowledge on the biodiversity of their surrounding. Two hundred and thirty four species of useful plants we recorded with ICS value ranging from 3 to 59. Rice (Oryza sativa; Poaceae) and Cinnamon (Cinnamomum burmannii; Lauraceae) had highest ICS value, whereas ‘inggu’ (Ruta angustifolia; Rutaceae) and ‘bunching onion’ (Allium fistulosum, Amaryllidaceae ) have the lowest ICS value.

Abstract

This paper present a correlation between human capital and economic grawrh. There are two important points concerning this correlation, First, human capital should be put on the same priorih as other factor in economic growth. Second, human capital has a significant impact on the economic growth.

Abstract

This article provides the contribution of private forest to household income. Private forest has the ecological and economic functions. One of the ecological functions is hydro-orological function, while the economic function is as one of the income source for the owner.  This article used the secondary data from the survey of Upper Cimanuk Watershed Management at 1996. The results of the research indicate that the contributions of private forest to the total income of household are different: for upper zone (31,5%), middle zone (5,6%) and lower zone (10,2%). Those differences are highly correlated with the extent degree of land fertility.
