Abstract

Latar Belakang: Perluasan kepesertaan jaminan kesehatan pada masyarakat sektor informal masih merupakan permasa- lahan nyata di berbagai negara. Karakteristik spesifik yang dimiliki oleh masyarakat sektor informal mempunyai potensi negatif dan positif yang harus bisa dikenali oleh pembuat kebijakan dalam rangka memberikan rekomendasi kebijakan yang paling tepat. Penelitian ini bertujuan untuk menganalisis hubungan karakteristik masyarakat sektor informal terhadap kepemilikan jaminan kesehatan. Hasil penelitian ini diharapkan dapat memberikan kontribusi dalam upaya perluasan cakupan kepesertaan Non PBI Mandiri dimasa yang akan datang. Metode Penelitian : Penelitian ini merupakan studi observasio- nal analitik dengan rancangan Cross sectional dengan pende- katan data kuantitatif yang digunakan berhasil mendapatkan sebanyak 349.491 responden masyarakat sektor informal di Indonesia. Untuk memberikan gambaran karakteristik masyara- kat sektor informal dalam kepemilikan Jaminan kesehatan digu- nakan analisis data univariat dan bivariat. Hasil : Berdasarkan hasil analisis diketahui bahwa faktor yang berhubungan dengan kepemilikian asuransi sukarela adalah umur (p<0,001), pendidikan (p<0,001), pekerjaan (p<0,001), status perkawinan (p=0,002), status dalam keluarga (p=0,035), tempat tinggal (p<0,001), status ekonomi (p<0,001), status tempat tinggal (p<0,001), kepemilikan obat tradisional (p<0,001) dan kepemilikan riwayat penyakit kronis (p<0,013). Sebanyak 95,4% responden tidak memiliki akses terhadap pelayanan kesehatan Kesimpulan: Upaya perluasan cakupan kepesertaan Non PBI mandiri tidak hanya membutuhkan promosi kesehatan yang baik, akan tetapi juga harus diimbangi dengan kebijakan peme- rataan akses dan peningkatan kuantitas serta kualitas pelayan- an kesehatan. Upaya untuk mengkaji potensi pembiayaan kesehatan, utamanya melalui identifikasi revenue collection dan metode pengumpulan premi yang tepat bagi masyarakat sektor informal harus terus dilakukan.Background: The effort of extending of health insurance enrollment to the informal sector has risen to become an agenda in Man countries. The informal sector has a specific characteristic with positive and negative potential that should be recognized by all of the decision-makers in order to make appropriate policy. This research aims to analyze the informal sector characteris- tic regarding health insurance enrollment. The Renault may contribute to extending universal coverage in the enrollment of Non-PBI (voluntary scheme) on JKN in the coming years. Method: This study was observational analytic with a cross-sectional design. A quantitative approach was used to analyze 349.492 respondents from informal sector community in Indonesia. Univariate and bivariate data analysis was used to give information about the correlation between informal sector charac- teristic and health insurance enrollment. Result: Data analysis showed the variables correlate into health insurance enrollment are : Age (p<0,001), Education (p<0,001), jobs(p<0,001), marital status (p=0,002), role on family (p=0,035), place of resident (p<0,001), economic status (p<0,001), home status (p<0,001), traditional medication stock (p<0,001) and history of chronic illness (p<0,013). Many re- spondents ( 95,4% ) have no access to health care provider Conclusion: Effort on extending of non PBI (voluntary scheme) enrollment not only need a good health promotion but also balancing with policies in order to ensure many factors such as equity on health care access and increasing the quantity and quality of health care. There must be a policy analysis to explore health financing potential on informal sector communi- ty, especially to identify the appropriate and adequate me- thods on revenue collection and premium collection.

Abstract

Background: Patient safety is a system in hospital to make patient care safer. The system includes risk assessment, identification and management of patient risk, incident analysis and report, capability of learning from an incident and its follow-up, and solution implementation to minimize risk. Risk management is reducing mistakes and accidents as low as possible, and minimizing possible worst outcome for patient. Methodology: This research is an evaluative descriptive qualitative research. Informants in this research are 4 health workers, 2 stakeholders, and 2 Hospital committee chosen using purposive sampling method. The techniques used for data collection are in-depth interview, observation, and documentation. Data analysis used is content analysis. Result: Four global themes obtained are: input implementation is still not good; implementation process is good enough but there are some obstacles; output implementation has some drawback; implementation of programs has some obstacles; role of policy makers for strategy in implementation. Conclusion: CRM implementation in Emergency Room of RSUD Banyumas is passable and could provide some benefits to its human resources, however some drawbacks still exist in the implementation. &nbsp;

Abstract

ABSTRACT The cost of outpatient care unit of the organization's first level health centers in Banyumas higher than the tariffs imposed at this time. The result is still needed government subsidies to cover operational costs shortage of health service delivery level of the first outpatient clinic. The results Kurniawan and Intiasari (2010) shows the average willingness to pay the community is still low. This prompted research to find out what factors affecting willingness to pay outpatient services at Puskesmas in Banyumas district. This study was survey research with explanatory research. The approach in this study using cross-sectional. The study population was people who visit the Puskesmas in 2009. The sample of this study some 105 people, with a minimum sample size formula.The result of this research shows ATP has a diverse community with an average of Rp. 21908.63 ATP and WTP are varied with an average WTP of&nbsp; Rp. 3770.00. There is a relationship of age, ATP, and food expenditure by the public willingness to pay tariffs outpatient clinic services. There is no relationship between level of education, gender, occupation, non-food expenditure by the public willingness to pay tariffs outpatient clinic services. There are the influence of age together and ATP on the willingness of society to pay tariffs at Puskesmas. As suggestion for Puskesmas can prioritize community with the productive age group and a high ATP as outpatient service utilization. Puskesmas should consider the community that has a low ATP but has a higher WTP in order to take advantage of outpatient clinic services. Keywords: Kemauan membayar , Puskesmas Kesmasindo. Abstract

ABSTRACT Purbalingga District was a pilot project of Desa Siaga Programme in Central Java Province.One of Indicator Desa Siaga Programme was Musyawarah Masyarakat Desa (MMD). The goals of MMD was to find out the helth problem solving and to provide Poliklinik Kesehatan Desa (PKD) with all of potential resources of the village. The Aim of these research was to know the potensialy factor influence MMD in Purbalingga District. Cross sectional survey on village community were conducted in 2008 with a quistionaire. Simple Random Sampling was used to get 96 respondent.There have been three (3) factors that influence positively through MMD Programme : Income, Social Status and Perception to MMD. The suggestion from this research was to held problem solving cycle training for village community and other activity that could be increasing community participation in Purbalingga District. Abstract

ABSTRACT South Purwokerto is a region that also has high risk of Sexual Transmitted Infection (IMS) because there are wild prostitution areas which located in ex terminal and Rajawali Cinema. Based on data, curative service exploiting in Puskesmas Baturaden II have been good enough that equals to 83,93%, while in Puskesmas Purwokerto Selatan shows number of patients exploiting therapy service of IMS still be low that equals to 37,5%. This research aims to know service exploiting of Sexual Transmitted Infection ( IMS) therapy&nbsp; at IMS patient and factors influencing service exploiting of IMS therapy. The type of this research is survey with form of explanatory research. Population of this research is society in the job region of Puskesmas Purwokerto Selatan who have high risk of IMS. The sample number of this research is 40, obtained from formula of minimum sample size. Result of research shows that there is correlation between knowledge about therapy service of IMS, promotion of therapy service of IMS, and quality of therapy service of IMS with service exploiting of therapy IMS. While there is no correlation between service reachability of IMS therapy and service need of IMS therapy with service exploiting of IMS therapy. There is simultanous influence between promotion of IMS therapy service and quality of IMS &nbsp;therapy service with service exploiting of IMS therapy. Suggestion in this research is puskesmas must increase promotion of therapy service of IMS to the society in puskesmas region&nbsp; and increase quality of therapy service of IMS to the patient of IMS therapy. Abstract

ABSTRACT Different levels of ability and willingness to pay society encourages research to see how much the level of ability and willingness of the community especially the informal sector workers who are vulnerable to disease. Parking attendants who have no fixed income, and working outdoors is an object of research is interesting to examine the ability to pay and willingness to pay for public health care in Banyumas district. This descriptive research used consumption survey by 1 month &nbsp;recall for food budget and non food budget to scalling ATP. The Contingent Valuation Methode (CVM) used to scalling the WTP. Number of samples in this research is 40 people. Parking attendants &nbsp;in Banyumas District have Average of ATP was Rp. 21.706,6. The &nbsp;respondents have average of WTP &nbsp;Rp. 9262,5 for outpatient service in public health centers. The respondents have average of WTP Rp. 121.500,0 for inpatient service in public health centers. The ATP of the parking attendant health services is higher than the WTP outpatient of the parking attendant, and is lower than the WTP inpatient of the parking attendant.&nbsp; Parking attedants should follow the health insurance so that if the events requiring inpatients service in public health centers. Abstract

The increase in the budget deficit BPJS in the first 3 years of implementation JKN require special attention. One of the problems in the implementation of JKN is high late payment of premiums by the participants of the Non PBI Mandiri. The purpose of this study was to determine the participants' perceptions of Non PBI Mandiri to the recommendations transition strategy JKN premium payer. This study is a policy with qualitative descriptive approach. The study design used policy aims to draw up a recommendation is the Case Study on the phenomenon of late payment of premiums. Depth interviews with 11 informants participants Independent Non PBI done with purposive sampling quota system. The result showed that the presence of positive consequences as the public response to the concept of a transitional strategy premium payer. Participants claimed to be greatly assisted if the program was held because it can ease the burden of their medical expenses when his advanced age and does not have income again, providing peace in the certainty of change of insurer premiums in non-productive age. Conclusion of the study were breakthrough made in a transitional strategy premium payer has received positive responses from the public policy goals.

Abstract

ABSTRACT Research to assess the amount of real costs for the provision of RJTP health care of Puskesmas in Banyumas as the basis for determination of tariff policy. The results show the unit cost&nbsp;of&nbsp;health care which considering total cost without investation &nbsp;is greater than tariff set by the The goverment of Banyumas&nbsp;regency. Average unit costs for health care in BP was Rp. 5846, unit-cost of MCH / family planning is Rp. 6775, - but the average unit cost&nbsp; in the BPG reached a high nominal, it is Rp. 23 724. Determination of tariff that was being applied in&nbsp;RJTP&nbsp;Banyumas is Rp. 5.000, - for the BP service and MCH / family planning, and for &nbsp;BPG service is Rp.8.000. The current tariff is lower than the unit cost of service. This research suggests that it is necessary&nbsp;to have unity of perceptions toward&nbsp; stakeholders in government of Banyumas regency about the benefits of unit cost analysis in determining the tariff policy in the future, and it suggests to do research about Ability and Willingness to Pay in order to obtain&nbsp;more&nbsp;rational and competitive tariff determination and calculation in regency of Banyumas. Abstract

ABSTRACT 169 &nbsp; Level of satisfaction of community service to public health&nbsp; centers need to meet the standards of public service minister by decree in 2004. Based on the above background research done on the influence of patient characteristics on the satisfaction index of ambulatory service in Banyumas public health center. This study aims to analyze the public about the service satisfaction index&nbsp; of ambulatory service in Banyumas public health center and the influence&nbsp; factors on the satisfaction index. This study is an observational study with survey research methods. The approach of this study using cross-sectional approach. The study population was all households in Banyumas public health center. The research sample consists of 150 people, with accidental sampling method. Retrieval research data using a questionnaire instrument. Analysis of research data using univariate analysis, bivariate analysis, and multivariate analysis. The research was conducted in Banyumas public health center. Results showed that most people (51.3%) satisfied with the service ambulatory, and 48.7% of the public are not satisfied with the service ambulatory in Banyumas public health center. There was no association between age, occupation, gender, and status of financing of patient satisfaction with the level of ambulatory service in Banyumas public health center. There is a relationship between education and marital status of patients with levels of satisfaction ambulatory service in Banyumas public health center. There are influences together education and marital status of patients with level of satisfaction ambulatory service in Banyumas public health center. Proposed study is Banyumas public health center to immediately improve patient care aspects of the course mainly discipline officers in providing service. Kesmasindo. Abstract

Background: Planning is an initial stage and as an important and decisive stage, because planning for drug needs will affect the next cycle of drug management in the health care unit. If the planning are weak, it will give a negative impact on the overall management cycle. The findings of expired drugs is a negative impact experienced by the Pharmaceutical Technical Service Unit of Government Health Department in Depok, so it can be assumed that drug planning has not been carried out properly. Methods: This research is a qualitative research with a case study design. This research was conducted at the Pharmaceutical Technical Service Unit of Government Health Department in Depok with 8 informants. The data analysis used was content analysis. Results: Analysis of drug planning at the Pharmaceutical Technical Service Unit of Government Health Department in Depok shows that limited human resources do not yet know enough about the process of calculating drug needs, recording and reporting drug logistics which is done manually to be the main obstacle in using data for drug planning, selecting types of drugs and calculating drug needs not completely according to the guidelines. Drug planning is not done optimally because there are expired drugs and drug stock vacancies which cause the planning results are not as expected. So it is necessary to monitor and evaluate the availability of drugs so that the findings of expired drugs can be minimized as well as training in drug management so that drug managers understand about good drug management and methods of planning drug needs in accordance with established guidelines. Conclusion: Drug planning carried out by the Pharmaceutical Technical Service Unit of Government Health Department in Depok is not fully in accordance with the technical guidelines for drug procurement also there are expired drugs and drug stock vacancies which cause the planning results are not as expected. The existence of expired drugs and drug stock vacancies at the UPTD Pharmacy at the Depok City Health Service are caused by factors outside the system, including short drug expiration periods, changes in disease patterns, COVID-19 pandemic conditions that hinder the distribution of program drugs to program targets, and drugs not available at e-catalog.
