Abstract

Land cover in Indonesia's forest areas is dynamic and can change rapidly with factors including the conversion of forest areas for use in other sectors; unsustainable forest management; illegal logging; unsustainable mining activities; disturbance; and forest fires, ineffectiveness and failure to optimize reforestation and land rehabilitation have also contributed to an increase in the area of ​​highly degraded land. Therefore, it is necessary to make significant improvements to the system and structure of forest governance to ensure that forest management is more sustainable and equitable, and not prone to corrupt practices. The aims of this paper are (a) to review the 2014 Forest Governance Index; (b) Analyzing the latest developments in Indonesia's Forest Performance; and (c) Analyze Indonesia's current e-government index and forest governance strategy. The results show that the transparency aspect is the weakest aspect in Indonesian forest governance in 2014 which indicates the need for systemic improvements to control the rate of deforestation and forest degradation related to corrupt practices. Currently, the government continues to make improvements and innovations in implementing good governance in the forestry sector. Forest management policies continue to meet new paradigms and national, regional and global strategic challenges such as meeting the demands of the SDG's and other international agreements. For Indonesia's e-government Development Index continues to experience improvement. For online service indexes, technology and service provision are the most important components to be improved. Meanwhile, for the telecommunication infrastructure index, the component of fixed broadband subscriptions is still weak. Steps to eradicate corruption through improving e-government can increase the effectiveness of regional development governance and performance.

Abstract

Pertambahan jumlah penduduk mengakibatkan semakin banyaknya sisaan yang dihasilkan sehingga jumlah timbulan sampah juga semakin meningkat. Kepadatan penduduk yang tinggi dan akses kendaraan yang terbatas di Kampung Pulo Geulis, Kelurahan Babakan Pasar, Kota Bogor menyebabkan terhambatnya sistem pengelolaan sampah secara konvensional. Dalam mengatasi permasalahan tersebut, masyarakat Kampung Pulo Geulis pada tahun 2017 mendirikan bank sampah di lingkungan permukiman. Akan tetapi, hingga saat ini partisipasi masyarakat masih rendah. Tujuan penelitian ini, yaitu mengidentifikasi sistem pengelolaan sampah berkelanjutan, dan mengestimasi manfaat ekonomi dari pengelolaan sampah. Metode analisis yang digunakan yaitu metode analisis deskriptif dan analisis pendapatan. Hasil penelitian menunjukkan bahwa terdapat lima pola penanganan sampah di Kampung Pulo Geulis, mayoritas pola penanganan sampah yaitu sampah diangkut langsung oleh petugas kebersihan , hanya 22% yang melalui bank sampah. Manfaat ekonomi total dari pengelolaan sampah sebesar Rp 44.182.016/tahun, manfaat ekonomi yang diperoleh pengelola Bank Sampah Pulo Cantik hanya sebesar 0,26%, sisanya diterima oleh masyarakat anggota dan tenaga kerja bank sampah.

Abstract

Developing a regional resilience index for natural disasters is essential for systematically monitoring resilience performance and supporting evidence-based policymaking. Strengthening regional resilience is particularly critical for West Java Province, given its high exposure and vulnerability to multiple hazards. This study aims to construct a comprehensive framework of regional disaster resilience indicators and to assess the level of resilience across the province. The research employs a Systematic Literature Review (SLR) and the PROMETHEE (Preference Ranking Organization Method for Enrichment Evaluation) for multi-criteria analysis. Secondary data were obtained from Statistics of West Java Province, while the SLR was conducted using the Scopus database complemented by manual searches. A total of 77 selected articles yielded 22 principal indicators of regional disaster resilience, classified into five dimensions: economic, social, ecological, infrastructure, and institutional. The assessment reveals that several indicators—particularly within the ecological, infrastructure, and institutional dimensions—demonstrate relatively low performance across districts and cities. Based on 17 equally weighted indicators, the ranking results identify Cimahi City, Bandung City, and Cirebon City as the three most resilient regions in the province. Meanwhile, Tasikmalaya City, Cianjur City, and Indramayu City ranked lowest in terms of disaster resilience. These findings provide an empirical basis for stakeholders and policymakers to evaluate regional resilience capacity and formulate integrated action plans and targeted mitigation strategies to support sustainable and adaptive regional development.
