Abstract

The persistence of child beggars in Lhokseumawe City indicates that child protection and social welfare measures mandated by Aceh Qanun Number 11 of 2013 have not been implemented optimally. This study analyzes the implementation of the Qanun in protecting and handling child beggars and identifies the obstacles affecting its implementation. A descriptive qualitative approach was employed in Lhokseumawe City. Data were collected through observation, interviews, and documentation involving nine informants from the Social Affairs Office, the Civil Service Police Unit and Wilayatul Hisbah, a social foundation, community members, and child beggars. Data were analyzed through reduction, presentation, and conclusion drawing using the policy implementation dimensions of communication, resources, disposition, and bureaucratic structure. The findings show that the policy has been implemented through inter-agency coordination, street enforcement, data collection, guidance, social and religious advice, and repatriation to families or areas of origin. However, implementation remains oriented toward temporary enforcement rather than continuous rehabilitation. Public socialization is limited, the shelter is no longer functioning, facilities and operational budgets are inadequate, and sustainable empowerment programs are unavailable. Child beggars also tend to return to begging because of economic pressure, habitual behavior, peer influence, easy income, and continuing donations from the public. Strengthening budgets, shelters, rehabilitation, family assistance, and sustained public education is therefore required.

Abstract

Managing Islamic educational institutions in Muslim minority areas requires strategies that maintain religious identity while responding to sociocultural diversity and limited institutional resources. This study analyzes how adaptive leadership, contextual pedagogy, and community-based management contribute to the sustainability of madrasahs in Muslim minority contexts. Employing a qualitative approach with an intrinsic case study design, the research was conducted at MTs Baitussholihin in East Lore, Poso Regency, Central Sulawesi, Indonesia. The study collected data from 33 informants through semi-structured interviews, participant observations, and document analysis, and analyzed them using the interactive model of Miles, Huberman, and Saldaña. The findings reveal three interconnected dimensions of madrasah management. First, adaptive leadership supports participatory decision-making, shared responsibilities, and interfaith engagement, strengthening institutional legitimacy and social trust. Second, contextual pedagogy integrates local languages, cultural experiences, multilingual projects, and differentiated cooperative learning to accommodate students' diverse backgrounds. Third, community-based management promotes institutional sustainability through parental involvement, interfaith collaboration, transparent communication, and non-financial contributions. These dimensions mutually reinforce one another in addressing social prejudice, encouraging community participation, and maintaining the madrasah's Islamic identity within a multicultural environment. The study concludes that sustainable madrasah management in Muslim minority areas depends on integrating adaptive leadership, contextual pedagogy, and community collaboration as complementary institutional practices. These findings contribute to an integrative understanding of Islamic education management in religiously diverse communities.

Abstract

This study aims to determine the influence of the scramble learning model on the interest and learning outcomes of fourth grade mathematics at SDN Nanggulan. This type of research is a Quasi Experiment with a quantitative approach. Data collection techniques using questionnaires, tests, interviews and documentation. Hypothesis testing using Multivariate Of Analysis Variance (MANOVA).To test the data analysis is done by using the SPSS application. The results showed that 1) There is an influence of the scramble learning model on the interest in learning mathematics of fourth grade students with the results of the univariate test analysis, namely the sig value. 0.037 < 0.05 and it can be said that Ha is accepted. 2) There is an influence of the scramble learning model on the fourth grade students' mathematics learning outcomes with the results of the univariate test analysis, namely the value of sig. 0.038 < 0.05 and it can be said that Ha is accepted. 3) There is an effect of the Scramble learning model on the interest and learning outcomes of fourth grade students in mathematics. This is based on the results of the multivariate test analysis, namely the results of the Pillai's Trace, Wilks' Lambda, Hotelling's Trace and Roy's Largest Root tests have a sig value. of 0.040 < 0.05 and it can be said that Ha is accepted.
