Abstract

The term “anti-American” sounds debatable in analyzing the relationship between Islamic world and United States. This term arguably stems from Huntington’s thesis on clash of civilization, which argued that the culture is the main belligerent instead of countries in the conflict. Two main cultures: the contrast between the West and Islam often eventually shapes the rivalry relationship between these two civilizations. Investigating the persistence rivalry between the two through critical literature review method, this article tries to answer the question of why Muslims are still hostile to American culture. It further argues that that media, which are mostly from Middle Eastern countries, have essential in shaping the fluctuated trend of anti-American sentiment among Muslims. This heavily depends on the impact of US foreign policy on Arab that might precipitates anti-American sentiments.

Abstract

The implementation of decentralization policies in Indonesia highlights contested interests between central and subnational governments. Particularly since the end of authoritarian rule, decentralization efforts have continuously faced tensions with recentralization interests. These interests do not necessarily aim to restore a strong state with a hierarchical command structure. Instead, the recent decentralization policies tend to display an administrative state supported by hierarchical policies. Consequently, the autonomous regions are no longer fully autonomous in managing their internal affairs but are increasingly required to comply with national policies. This study seeks to further investigate the reasons behind these shifts through a critical discourse analysis of relevant documents, FGDs, and expert interviews. Primary data were collected from in-depth interviews and FGD recordings, while secondary data were obtained from relevant literature. These data were then analyzed by synthesizing key findings per each expert and applying a link-and-match approach. This study seeks to validate the collected information to facilitate the interpretation of new findings, which were then presented in a draft outlining the debates on the topic and the position of the study. The findings indicate that the paradigm shift has made decentralization more administratively burdensome for the subnational level, as demonstrated by the increased policy assistance from the central government. The central government manages decentralization at the provincial, district, municipal, and even village levels through targeted policy objectives with key indicators. Consequently, the current decentralization creates a dependent relationship between subnational governments and the central government, primarily through fiscal transfers. A limitation of this study includes the relatively unexplored responses from local officials.

Abstract

Poverty remains a persistent challenge nationally and subnationally. Reliance on ineffective grants fuels poverty. This study analyzes innovative poverty alleviation policies in Banten and Yogyakarta, focusing on inter-branch interactions. Collaboration is key to creating better joint policies and maintaining parliamentary oversight of the government’s programs. The purpose of this study is to outline the challenges and factors that influence the success of innovative policies in both regions. This study uses a qualitative approach and a comparative case study design. Data were collected through in-depth interviews, in-depth fieldwork, focus group discussions (FGDs), and document analysis conducted between 2015 and 2017, and analyzed using a deductive thematic approach. The results of this study show that poverty alleviation approaches should be tailored based on thematic analysis of each region. This study suggests a best practice approach to evaluate policy effectiveness. Therefore, this study recommends that the DPR RI collaborate with the government for optimal policy implementation. In addition, the DPR RI needs to promote poverty-related legislation, conduct cross-sectoral and cross-actor oversight, and/or reform the poverty budget mechanism.

Abstract

The new direction of ethnic Chinese citizenship politics in Indonesia is marked by a communal revival in non-governmental organizations, media and schools. The past of ethnic Chinese in Indonesia is indeed full of crises, but the future of Chinese citizens in Indonesia really depends on the policies of each ruling regime towards their group. The new direction of ethnic Chinese citizenship politics in Indonesia must be understood as a process of psychological rehabilitation for sentiment and antipathy towards China in the past. The interpretation of social reality and the social movements they carry out on a local scale should be appreciated and appreciated rationally and sympathetically. The government's efforts to create democratic change require much greater effort. Perhaps with the development of democratization in Indonesia, residents of Chinese descent, especially in Jakarta and Manado, will feel that there is security stability, economic growth and equal access to work so that social justice for all is truly achieved to the maximum. Thus, the central government needs to encourage the involvement of Chinese citizens in the world of local government politics at both the executive and legislative levels so that they can find the best way to deal with ethnic and religious tensions in our democratic political system.

Abstract

The Regional Representative Council of the Republic of Indonesia (DPD RI) faces the challenge of digital transformation. This research evaluates its digital readiness, comparing it with Estonia, South Korea, Singapore, and India, to bridge the digital divide between the central office and regional offices. Using gap analysis, Multi-Dimensional Scaling (MDS), and the Analytical Hierarchy Process (AHP), we found that infrastructure, institutions, and human resources are key factors. The AHP prioritizes human resources (43.9%), institutions (31.1%), and infrastructure (19.6%). The top programs include i-Parliament Literacy (40.3%), i-Parliament Management (39.6%), and Digital Infrastructure (20.1%), which have the potential to increase the readiness index to 76.43 (“VERY READY”). Currently, the DPD RI index stands at 56.05 (“READY”), indicating significant regional disparities, particularly in Eastern Indonesia, and lagging behind benchmark countries in terms of interconnectivity, security, and parliamentary digitalization. This prioritizes “soft infrastructure” (80%) over “hard infrastructure” (20.1%), aligning with initiatives such as the Digital New Deal 2.0 and Digital India. This study validates and develops the combined application of gap analysis, MDS, and AHP.

Abstract

Pemahaman Trisakti sebagai salah satu opus magnum pemikiran Sukarno sendiri merupakan sumbangan terbesar dalam nasionalisme kita. Trisakti yang memuat tiga kata utama yakni berdaulat secara politik, berdikari secara ekonomi, dan berkepribadian secara budaya adalah serangkaian kata bagaimana membuat bangsa menjadi kuat dan mandiri. Hal itulah yang menjadikan Trisakti ini menjadi kata kunci menarik dalam menjelaskan konstelasi politik baik dalam maupun luar negeri, terlebih lagi dikumandangkannya tahun-tahun-tahun vivere pericoloso. Konsepsi Trisakti sendiri kemudian lenyap seiring dengan jatuhnya pemerintahan Sukarno dengan Orde Baru. Pada periode selanjutnya itulah, terjadi apa yang dikhawatirkan oleh Sukarno yakni menguatnya mental inlander, komprador, oportunis, koruptif, maupun kolaborator. Maka dalam konteks kekinian, sangatlah urgen dan signifikan bila kita perlu mengedepankan Trisakti sebagai bagian narasi pemecah solusi bangsa terutama dalam merombak mental-mental terebut. Tulisan ini akan mengelaborasi lebih lanjut mengenai konteks Trisakti dalam era kontemporer dihubungkan dengan menguatnya globalisasi dan pembangunan karakter bangsa.

Abstract

The current Islamic studies literature focusing on women’s expression in Indonesia remains understudied. It still presents a scholarly challenge for current Islamic studies to address the issue of ideal expressed space for women. This mainly includes women’s positions and roles in society and their concerns about public issues. Addressing this puzzle, this paper aims to analyse how Islam affirmatively can address women’s expression as individuals and members of social groups. This paper employs critical discourse analysis by cultivating theoretical frameworks such as the debate between feminism and Islamic understandings of women. The findings of this study show that the need for inclusive public space for women to express their concerns while keeping their Islamic faith is imminent. This paper also further investigates how three women movements build up their expressed spaces and their impact on society.

Abstract

The implementation of special autonomy regions is how the central government acknowledges the uniqueness and significant contributions of specific regions to Indonesia. The acknowledgment is then accommodated within special autonomy policies. Starting with Papua in 2001, there are eight provinces with special regions. Despite having a special autonomy status, those provinces may have more problems. The issues are mainly the historical root of integration with Indonesia, resource inequality, and the genuine representations of indigenous people as officeholders. These three issues have been common problems in Indonesia since the up-and-down relationship exists between the central government and those special autonomous regions. The unequal compensation in revenue transfer always becomes a hotbed that recalls the integration process with Indonesia long ago. In line with the previously mentioned problems, this paper aims to evaluate the policy performance of special autonomy policies in Aceh and Papua. Both regions are worth investigating because there are always disputed classical problems that disrupt national integrity. Most importantly, both regions have insurgency movements that force the central government to respond swiftly. Compared with other special autonomous regions, Aceh and Papua have been in a turbulent position with Jakarta for many decades. These fluctuating relationships show unresolved problems that are still ingrained in both regions. Following up on the mentioned problems briefly, this paper reveals that while special autonomy in Aceh technically has ended the long conflict, Papua still struggles with scattered conflict in some regions. These different results show the remaining challenges the special autonomy policy should deal with very soon.

Abstract

The discussion about barzanji is not only in the theological debate, but also in the cultural debate. The paradigm of sunnah and bid’ah that has contained the study of Islamic theology has been developed in to cultural studies that puts them in a reciprocal relationship. This study aimed to analyze barzanji in the critical culture debate which emerged a new perspective on the dichotomy of sunnah and bid’ah even becomed more dynamic in analyzing culture. Diskusi tentang barzanji tidak hanya terjadi dalam perdebatan teologis saja, akan tetapi juga dalam perdebatan budaya. paradigma tentang sunnah dan bid’ah yang selama ini terdapat dalam kajian teologi Islam berkembang dalam kajian budaya yang menempatkan keduanya dalam relasi timbal balik. Studi ini menggunakan analisa cultural studies untuk mengkaji barzanji dalam perdebatan kritis budaya khususnya, yang memberikan cara pandang baru terhadap dikotomi sunnah dan bid’ah menjadi lebih dinamis dalam menganalisis budaya.
