Abstract

Review of the national constellation of tourism at this time could not be denied. that policy development in the field of tourism, particularly the development of local tourism sector remains a critical issue in the implementation of national development. In the report OECD Tourism Policy and International (1987) stated that, the success in the development of tourism will provide a positive impact on the three main things, namely "the National stimulation of economic growth, the maximization of exchange foreigner, and the creation of jobs”. Many of the opportunities and challenges also need to be faced with serious, because in the current era of regional autonomy, the district / city attempted exploit tourism sector as a superior program. Government of South Sumatra Province has undertaken efforts in the various regional regulations, which came up with the sting Department Strategic Plan to promote tourism in the city of Palembang is a reference guide for the whole apparatus of Culture and Tourism Department of Jakarta, with lnstasi related agencies, stakeholders and other people so that the similarity of views. Description is a basic program that describes the development of tourism in the city of Palembang is basically in order to increase the role of tourism in supporting the regional economy and increase the increase the welfare of the people. Thus, the Local Government through the Department of Palembang City Culture and Tourism, can coordinate to the companies included in the tour industry by conducting various activities such as promotions, marketing of tourism through various programs. Kotler and Fox (see Yoeti, 2002: 1) the formulation of a strategy must be based on and be guided to: Environment analysis, Resource Analysis and Formulation Steps Goals. In formulating a strategy tourist destination, it is recommended done through three levels, namely: First, Doing the analysis on the group of companies that are the tourist industry in the tourist destination is. Second, it related to the strategic policies of regional governments on the development of tourism. Third, the strategy of tourism development in the regional accessibility, facilities, objects and attractions, and other supporting facilities.

Abstract

Governance in effect is society servant, arranged governance don’t to service itself, but toservice society and creates condition that enables each society member develop its ability and itscreativity after reach aim with (Rasyid, 1988:139). Analogously thereto therefore aim form State issubject to be form governance that services people. Democratic governance wherewith governancewhich of people, by people and for means deep people can give service besting to people, as muchinvolve people and as much people enjoys it. Practically organizational public (governance) up tothis republic stand is positioned to service power instead of services costumer, namely people(Dwijawijoto, 2001:54). Abstract

Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis peran Kepemimpinan dan Kompetensi Terhadap Kinerja Pegawai Bagian Perlengkapan Sekretariat Dewan Kota Prabumulih serta mendeskripsikan dan menganalisis faktor-faktor yang mempengaruhi Kepemimpinan dan Kompetensi Terhadap Kinerja Pegawai Bagian Perlengkapan Sekretariat Dewan Kota Prabumulih. Penelitian ini menggunakan metode deskriptif kualitatif, dengan teknik pengumpulan data antara lain: observasi, wawancara dan dokumentasi. Hasil dari penelitian menunjukan Analisis menunjukkan bahwa kepemimpinan berpengaruh signifikan terhadap kinerja pegawai di Bagian Perlengkapan Sekretariat Dewan Kota Prabumulih. Dimensi kepemimpinan seperti telling, selling, participating, dan delegating memiliki peran penting, dengan telling membantu pemahaman tugas, selling memerlukan dukungan lebih, participating meningkatkan komitmen tetapi perlu lebih banyak keterlibatan dalam keputusan, dan delegating efektif namun memerlukan perbaikan dalam dukungan. Analisis faktor-faktor yang mempengaruhi kepemimpinan dan kompetensi terhadap kinerja pegawai di Bagian Perlengkapan Sekretariat Dewan Kota Prabumulih menunjukkan bahwa kualitas SDM, motivasi, dan kepemimpinan saling terkait dan mempengaruhi kinerja pegawai.

Abstract

Artikel atau tulisan ini bertujuan untuk menganalisis peran kepala sekolah terhadap perilaku organisasi di SMK Al Hikmah Mesuji serta menganalisis upaya kepala sekolah dalam meningkatkan perilaku dalam organisasi yang ada di SMK Al Hikmah. Penelitian ini menggunakan pendekatan kualitatif dengan studi kasus di SMK Al Hikmah, Kecamatan Mesuji. Data dikumpulkan melalui observasi non-partisipan dan dianalisis melalui pengumpulan, reduksi, dan penyajian data. Kajian ini menyimpulkan bahwa Kepala sekolah SMK Al Hikmah Mesuji memainkan peran vital dalam pengelolaan pendidikan dengan memberikan teladan, mengelola konflik, memastikan disiplin, serta meningkatkan kualitas pembelajaran melalui pelatihan dan evaluasi. Kepala sekolah berperan penting dalam pencapaian tujuan pendidikan dan peningkatan kualitas di SMK Al Hikmah melalui keterlibatan anggota sekolah dalam pengambilan keputusan dan pemberian teladan. Kepala sekolah SMK Al Hikmah meningkatkan perilaku organisasi dengan pengelolaan konflik, komunikasi efektif, dan keputusan partisipatif, serta evaluasi rutin yang mendukung kinerja dan pengembangan profesional.

Abstract

The aim of this research is to find out how the archive management policy is implemented at the Jirak Jaya District Office, Musi Banyuasin Regency. The research method used is qualitative. The focus of this research is on the Implementation of Records Management Policy with several elements that must be implemented through 1) Communication, 2) Resources, 3) Disposition 4) Bureaucratic Structure. This research data comes from primary data and secondary data. The data collection procedures for this research are 1) Stages of entering the field (getting in), 2) Stages of being in the field (getting along), 3) Stages of leaving the field (getting out). Based on the research results, it can be concluded that in 1) communication there are different sources of information and it is not clear in conveying information that details about static archive management have not been included in the RENSTRA and RENJA and have not been conveyed optimally to interested parties regarding the basic documents that become policies. static archive management; 2) Resources, there has not been a master plan related to the provision of static archive management facilities, instead what has happened is a partial plan which has a tendency to be patchy in meeting the needs of these facilities, and there is no functional archivist who has special archive management capabilities; 3) Disposition, the attitude of data and information management officers towards static records management policies is still not good, because formally static records management policies are still a new category of affairs within the scope of regional government bureaucracy; 4) Bureaucratic structure, there is overlapping division of authority in the Data and Information Management Section of the Jirak Jaya Subdistrict Office, Musi Banyuasin Regency.

Abstract

Public policy not only describes the process and consequences but also a set of tools and general mechanisms that provide choices of actions to be made. Previous research shows that systematic analysis of the current state of public policy is still limited. For this reason, it is necessary public policy mapping research is needed. This research uses a bibliometric approach with Scopus data between 2013 and 2023. The analysis was conducted on 12422 publications. Bibliometrics in this study used Biblioshiny and Vosviewer. The results showed that research on public policy has increased and decreased quite significantly. From 2013 to 2021 there was an increase in publications, but from 2022 to 2023 there was a decrease in publications. The average citations from 2013 to 2023 have increased and decreased. The most visible decrease occurred in 2022, namely by 1.8. The average citation per writing is 20.08. In addition, from the results of Vosviewer, it can also be seen that public administration issues continue to develop and have a network with other issues. Issues that still need to be developed related to covid-19, urban areas, education, epidemiology, social media, mental health, sustainable development, climate change, city policy, child protection policies, and pregnancy.

Abstract

Reformasi birokrasi dilaksanakan dalam rangka mewujudkan tata kelola pemerintahan yang baik (good governance), dimana reformasi birokrasi adalah langkah starategis untuk membangun aparatur sipil negara agar lebih berkualitas dalam mengemban tugas tugas pemerintahan, sebagai penyelenggara pelayanan publik dengan tujuan memenuhi kebutuhan masyarakat baik berupa barang atau jasa sesuai dengan standar dan peraturan yang telah ditetapkan. Penelitian ini bertujuan untuk mengetahui : (1) Untuk mengetahui upaya- upaya dalam mereformasi Birokrasi pada Kantor Kelurahan Karang Anyar Kota Palembang, (2) pengaruh reformasi birokrasi terhadap kinerja pelayanan Kelurahan Karang Anyar Kota Palembang. Penelitian yang dilakukan dapat digolongkan pada jenis penelitian survai. Data–data diperoleh dengan menyebarkan kuesioner kepada responden sebanyak 40 orang. Sedangkan analisisnya menggunakan statistik regresi sederhana. Dari penelitian yang telah dilakukan diketahui bahwa ada pengaruh yang signifikan antara reformasi birokrasi terhadap kinerja pelayanan Kelurahan. Artinya bahwa reformasi birokrasi dapat dijadikan sebagai dasar untuk memprediksi terhadap kinerja pelayanan Kelurahan Karang Anyar Kota Palembang. Kontribusi yang diberikan oleh variabel reformasi birokrasi terhadap kinerja pelayanan sebesar 33,20%, sedangkan sisanya 66,80% merupakan variabel-variabel yang tidak terprediksi dalam penelitian ini.

Abstract

Penelitian ini bertujuan untuk mengetahui bagaimana pengaruh pemberian tambahan penghasilan terhadap kinerja pegawai Badan Pengembangan Sumber Daya Manusia Daerah Provinsi Sumatera Selatan. Penelitian ini dilakukan dengan mengambil lokasi di Pegawai Pegawai BPSDMD Provinsi Sumatera Selatan. Metode yang digunakan dalam penelitian ini adalah metode penelitian eksplanatori (explanatory research). Dari hasil penelitian diperoleh kesimpulan yaitu hasil penelitian menunjukkan bahwa terdapat hubungan sumber daya manusia terhadap pegawai Badan Pengembangan Sumber Daya Manusia Daerah Provinsi Sumatera Selatan. Hubungan antara sumber daya manusia dan kinerja pegawai Badan Pengembangan Sumber Daya Manusia Daerah Provinsi Sumatera Selatan menunjukkan derajat keeratan yang sangat erat. Kinerja pegawai Badan Pengembangan Sumber Daya Manusia Daerah Provinsi Sumatera Selatan dipengaruhi oleh sumber daya yang bersifat fisik dan non fisik.
