Abstract

Pengabdian masyarakat ini bertujuan untuk mendorong pemerintah beradaptasi dengan situasi pandemi COVID-19 yang mengurangi atau bahkan tidak memungkinkan pelayan publik secara tatap muka di Kelurahan Bukit Sangkal Kota Palembang. Dalam pengabdian masyarakat ini kami memberikan pemahaman tentang pengintegrasian media sosial dalam pelayanan publik yaitu Aplikasi Whatsapp. Secara umum, metode yang kami gunakan adalah sosialisasi dan focus group discussion (FGD) dimana sosialisasi dimaksudkan untuk memberikan pemahaman mengenai cara-cara dna kemungkinan penggunaan media sosial dalam pelayanan publik sedangkan FGD dimaksudkan untuk membentuk kesepakatan antara pemerintah kelurahan dengan masyarakat tentang bagaimana pelayanan publik harus diberikan. Hasil pengabdian masyarakat adalah suatu prosedur baru dimana setiap dokumen yang diberikan berubah dri fisik ke elektronik. Yang lain adalah revitalisasi fungsi Ketua RT sebagai verifikator dari semua dokumen yang dikirimkan oleh masyarakat. Tantangan yang kami temui antara lain keraguan akan kebenaran dokumen, keraguan akan waktu pelayanan dan yang terakhir adalah literasi digital dari masyarakat.

Abstract

The Rohingya Muslim ethnicity has long experienced structural violence and direct violence. Structural violence in the form of restrictions on access to needs is felt by the Rohingya Muslims in the economic, political, social, and cultural sectors. Meanwhile, direct violence took the form of ethnic cleansing, which claimed thousands of lives, and hundreds of thousands of people evacuated themselves to other countries. However, the Myanmar government has closed all access to humanitarian aid by closing itself off from the international community. The Indonesian people took several actions that condemned what had happened to the Rohingya Muslim ethnic. Indonesia uses the path of Humanitarian Diplomacy in this conflict. Indonesia is the first and only country that Myanmar has accepted to have a dialogue with its official officials. The researcher discusses the Indonesian government's strategy in humanitarian diplomacy with Myanmar. The researcher found that the foreign policy of Humanitarian Diplomacy carried out by Indonesia was influenced by 4 Bureaucratic Influencers, namely the President of the Republic of Indonesia, the House of Representatives, the Minister of Foreign Affairs of Indonesia, and the Ministry of Foreign Affairs of the Republic of Indonesia. In this study, the author uses descriptive qualitative research methods based on literature research using secondary data related to the issues raised in this paper.

Abstract

Instagram, sebuah platform media sosial berbasis foto dan video, merupakan salah satu media sosial yang jadi tren di kalangan politisi perempuan sebagai media komunikasi politik. Terdapat banyak literatur mengenai penggunaan Instagram oleh para politisi, termasuk juga politisi perempuan, khususnya ketika kampanye menjelang pemilihan umum. Namun, masih sedikit literatur yang meneliti penggunaan media sosial oleh politisi perempuan setelah mereka duduk di bangku legislatif. Untuk mengisi kekosongan tersebut, penelitian ini bertujuan untuk mendeskripsikan bagaimana politisi perempuan, dalam hal ini perempuan anggota legislatif, menggunakan Instagram sebagai media komunikasi politik pasca pemilihan umum. Penelitian ini menggunakan multiple case study dengan mengevaluasi konten foto, video, dan keterangan konten yang diunggah ke Instagram dari sembilan perempuan anggota legislatif yang masing-masingnya berasal dari sembilan partai politik yang berbeda. Dalam mengambil data, penelitian ini menggunakan alat bantu perangkat lunak bernama Instagram Scrapper yang secara otomatis mengumpulkan gambar, video, teks, komentar, dan jumlah likes pada akun Instagram dari sembilan perempuan anggota legislatif dalam jangka waktu Januari 2020 hingga Desember 2020. Hasil penelitian menunjukkan bahwa politisi perempuan menggunakan Instagram untuk mengunggah konten yang bervariasi, tidak hanya mengenai politik. Dalam penelitian ini, terlihat bahwa perempuan anggota legislatif mengunggah konten-konten yang dapat diklasifikasikan sebagai konten atribut feminin, konten politik berupa kegiatan sebagai anggota legislatif, atribut keagamaan, atribut nasionalisme, hingga gaya hidup sosialita.Kata Kunci: Politisi Perempuan, Komunikasi Politik, Media Sosial, Instagram, Analisis Konten

Abstract

This research was conducted to find out Collaborative Governance in efforts to prevent early marriage in Ogan Komering Ulu Regency. The increase in early marriage in Ogan Komering Ulu district has made the government collaborate in overcoming this problem. In this research, the research method used is descriptive-qualitative with data collection techniques such as interviews, observation and documentation.In this study, Miles and Huberman latest analysis method was use with Atlas.ti software. This research uses Ansell and Gash's (2008) Collaborative Governance theory with four variables, namely initial conditions, facilitative leadership, institutional design, and collaboration process. The results of this study show that Collaborative Governance in efforts to prevent early marriage in Ogan Komering Ulu District is still not running optimally. This is because face-to-face dialog and leadership roles are still not optimal. Although, this collaboration is able to reduce the number of early marriages in Ogan Komering Ulu Regency. Based on the results of the data analysis conducted, the suggestion that the author can give is to increase socialization or counseling to the wider community by utilizing current technology such as social media regarding the impact of early marriage and sex education and making agenda settings so that face-to-face dialogue continues to run optimally.

Abstract

Penelitian ini bertujuan untuk menganalisis penerapan whole of government (WOG) dalam pelayanan izin usaha rumah makan melalui online single submission (OSS) di Kota Pagar Alam. Jenis penelitian yang digunakan yaitu kualitatif bersifat deskriptif dengan perangkat lunak Atlas.ti. Teknik penelitian yaitu observasi, wawancara dan dokumentasi serta teknik keabsahan dengan triangulasi sumber. Penelitian ini menggunakan pendekatan WOG menurut Organisation for Economic Co-Operationand Development (OECD) dengan dimensi kebijakan, koordinasi, sumber daya dan budaya administrasi dan dukungan. Hasil penelitian menunjukkan bahwa penerapan WOG dalam pelayanan izin usaha rumah makan di Kota Pagar Alam belum berhasil, karena persyaratan tidak lengkap, website error, rumah makan yang mendaftar kurang dari 43, NIB terbit lebih dari tiga jam, fasilitas terbatas dan KTP tidak sinkron. Saran direkomendasikan penulis untuk penelitian ini yaitu petugas mengkoordinir dan mempromosikan lagi kepada masyarakat khususnya pemilik usaha rumah makan untuk melakukan perizinan, lalu sarana dan prasarana dalam pelayanan OSS ditambah, bagi Kementerian Investasi untuk lebih diatasi agar website tidak error, dan masyarakat khususnya pemilik usaha rumah makan segera untuk mendaftarkan usahanya.

Abstract

Along with the increasing number of victims of COVID-19, the amount of information requested by the public on social media also continues to increase. The emergence of various hoaxes that can influence individual behavior is also an urgent reason for the government to come and contribute. Although the urgency of the government's presence on social media at the time of the COVID-19 pandemic has been recognized, not many studies have looked at this presence, especially whether their presence is beneficial. For this reason, the goal to be achieved in this research is whether local governments provide sufficient and appropriate information required by the Indonesian during the pandemic. This study analyzes the Twitter accounts of local governments in Indonesia that have implemented Large-Scale Social Restrictions (PSBB) by taking tweets for content analysis and replies, retweets, and likes, to see the stakeholder engagement index (SEI). The results of this study indicate that information about reporting on the situation is the content most commonly shared by local governments through their Twitter accounts. The findings also show that the Tangerang Regency Government Twitter account has the highest Stakeholder Engagement Index, indicating the high level of public participation in information shared by the government through Twitter social media accounts. Academically this research fills the gaps between communication streams in crises by providing the need for and availability of information that, in practical terms, can be used to guide the creation of social media content during a pandemic.

Abstract

Provinsi Sumatera Selatan merupakan salah satu provinsi yang terus berusaha melakukan pencegahan penyebaran Corona Virus Desease 19 di Lingkungan Pemerintah Daerah Provinsi Sumatera Selatan yaitu dengan cara menindaklanjuti Surat Edaran Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi Nomor 67 Tahun 2020 tanggal 4 September 2020 tentang Perubahan Surat Edaran Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi Nomor 58 Tahun 2020 tentang Sistem Kerja Pegawai Aparatur Sipil Negara dalam Tatanan Normal Baru. Adapun tujuan dari penelitian ini yaitu untuk mengetahui Implementasi Kebijakan Pencegahan Penyebaran Corona Virus Desease 19 di Badan Perencanaan Pembangunan Daerah Provinsi Sumatera Selatan. Hal yang diidentifikasikan yaitu: Komunikasi masih dilakukan satu arah yang berdampak pada: Gaya komunikator yang mengendalikan/ otoriter yang menggunakan jenis komunikasi lisan sifatnya satu arah (vertikal) sehingga atasan sulit untuk menerima keluhan, saran, dan tanggapan dari bawahan secara langsung serta Tanggapan dari bawahan/ komunikan sulit diketahui oleh atasan karena dalam bentuk komunikasi tulisan yang berupa laporan bulanan, laporan tahunan, rencana kerja dan sasaran/ target kerja karena harus dibaca, diteliti dan dipelajari terlebih dahulu agar mudah dimengerti serta Masih ada pegawai yang belum mentaati peraturan mengenai Kebijakan Pencegahan Penyebaran Corona Virus Desease 19 di Badan Perencanaan Pembangunan Daerah Provinsi Sumatera Selatan tahun 2020. Teknik analisis data yang digunakan dalam penelitian ini adalah teknik analisis data kualitatif. Penelitian ini menunjukkan bahwa: secara keseluruhan Implementasi Kebijakan Pencegahan Penyebaran Corona Virus Desease 19 di Badan Perencanaan Pembangunan Daerah Provinsi Sumatera Selatan, dapat disimpulkan bahwa secara keseluruhan Implementasi Kebijakan Pencegahan Penyebaran Corona Virus Desease 19 di Badan Perencanaan Pembangunan Daerah Provinsi Sumatera Selatan sudah dilaksanakan sesuai dengan Surat Edaran Gubernur Sumatera Selatan Nomor 800/1492/BKD.l/2020 tentang Sistem Kerja Aparatur Sipil Negara Dalam Tatanan Normal Baru di Lingkungan Pemerintah Provinsi Sumatera Selatan, walaupun dari segi komunikasi, dan mekanisme/ prosedur masih mengalami sedikit hambatan. Seperti 1) Komunikasi masih dilakukan satu arah. 2) Masih ada pegawai yang belum mentaati peraturan mengenai Kebijakan Pencegahan Penyebaran Corona Virus Desease 19 di Badan Perencanaan Pembangunan Daerah Provinsi Sumatera Selatan tahun 2020.

Abstract

This community service intends to educate MSME actors in Pelabuhan Dalam Village, Ogan Ilir Regency about how to combat the COVID-19 epidemic through the use of creativity, innovation, and digital transformation. The program was separated into three stages: identification and analysis of problems, coaching and evaluation. The problem identification and analysis process involved interviews with community various stakeholders and village government officials, and revealed five major issues: a lack of public understanding of entrepreneurship development, a lack of innovation and technological use, difficulties with promotion (marketing), limited human resources and low quality, and low management quality. Coaching is conducted by the provision of three materials: creativity, innovation, and digital transformation, which comprise an understanding of the situation, as well as solutions and development strategies. Then, after comparing the data before and after coaching, it was established that there is now a gain in understanding about creativity, innovation, and digital transformation necessary for MSMEs to survive the COVID-19 pandemic before and after the program.

Abstract

This study aims to provision of accessibility to public transportation for people with disabilities is still a problem. This is because there are still many complaints coming from people with disabilities regarding the provision of accessibility on public transportation, which is still not good. As one of the public transportations in Palembang City, the South Sumatra Light Rail Transit needs to provide accessibility for people with disabilities. This is so that people with disabilities can use the South Sumatra Light Rail Transit transportation easily and comfortably. This type of research uses descriptive and qualitative research methods. Researchers conducted interviews with people with disabilities who use the LRT in South Sumatra and LRT officers in South Sumatra to find out how accessible it is for people with disabilities who use the LRT in South Sumatra. In this study, researchers used the Atlas.ti tool to assist in analyzing the data. In this study, it is known that accessibility for people with disabilities has been carried out well. This can be seen from the opinions of people with disabilities who are satisfied with the facilities and services provided when using the South Sumatra LRT public transportation service. Even so, there are still some shortcomings that must be corrected and resolved.

Abstract

Indonesia is a country with a variety ofuniqueness, this cannot be separated from the various tribes, races, customs and cultures that were born and spread throughout the archipelago. Likewise in one of the sub-districts inPagar Alam City, namely Reba Tinggi Sub-district. Born and grown as a sub-district with history and customs that are still inherent in the local community. Therefore, the Reba TinggiSubdistrict PMD Team took the initiative to visualize this in a documentary film containing history, traditional figures, culture and manyother things that are customary in the subdistrict. This documentary film was made based on a well-planned framework from the pre-productionsection which prepared all kinds of concepts and ideas and various kinds of manufacturing permits to smooth the production process, then to theproduction process where there were many shooting areas and interviews with traditional leaders and residents for data. valid, up to quite complex post-production. This documentary film was made with the aim of increasing knowledge about the history and existence of Reba TinggiVillage so that future generations can enjoy various kinds of local wisdom in Reba Tinggi Village.
