Abstract

In industrial relations, the role of workers is represented by the union as a forum to voice and accommodate aspirations in the rights and obligations of workers. Meanwhile, the owners of capital are represented by human resource management (HRM), which acts as the manager of the company's assets in order to achieve ideal industrial relations. The purpose of this study is to explore the role of human resource management in fostering industrial relations. This is motivated by a violation of high work discipline, which has an impact on industrial relations involving management and trade unions. This study used a qualitative method. The data of this study consists of primary data and secondary data. The primary data are obtained from the direct interviews with related parties at PT PAL Indonesia (Persero) and the secondary data are obtained from various written sources. The results of this study showed that the management is already at the stage of cooperation, where trade unions and management work together in fostering industrial relations. This is done through the handling and resolution of employee complaints.

Abstract

This paper aims to examine marine tourism as an empirical phenomenon. To gain insight into the systemic conditions of the collaboration process, it is observed from the point of view of the principles of the collaboration process from Roberts, Van Wyk & Dhanpat. The authors identify the principles implemented in the collaborative process between the Community, Village-Owned Enterprises, and the Government in a collaborative network towards sustainable marine ecotourism. This analytical descriptive study used case survey methods in the partnership networks. The data is obtained through a qualitative approach, observation, semi-structured interviews, and documentation. The findings reveal that stakeholders involved in the collaboration contribute to realizing a common purpose and providing mutual benefits, but the quality of collaboration is not optimal because it is still informal. Lessons learned from the application of collaboration principles on marine tourism in the Lusi Mud Island, Sidoarjo Regency, Indonesia are: the importance of trust and enabling environmental factors that collaboration to be realized; the importance of the characteristics of community leaders who have a deep concern as leaders, and ensure the participation of local communities in the development and management stages of marine tourism towards marine ecotourism.

Abstract

This study was conducted to evaluate the zonation of MCA in Pamurbaya. The methods are field survey, GIS methods using satellite imagery in 2012, 2014, and 2015. The results showed that the zoning of MCA has no less effective. It can be seen from the conditions, ie.: the buffer zones have been partly used for settlements (+ 13.35 Ha) and the core zone has been used for ponds (+ 462.30 Ha). The areas of ponds in the core zone were reduced by 18.39 ha in 2012 to 2014 but increased by 4.09 ha in 2014 to 2015.

Abstract

Good management of international relations has been a major concern of Indonesia's foreign policy since the country's independence. The character of the nation and state leaders is often the determining factor that causes relations between countries in a situation full of uncertainty. Some parties, based on the analysis of confidential documents, are allegedly trying to influence the policies of their respective countries to give recognition to Papuan independence and sovereignty. Based on Presidential Regulation No. 16 of 2017 concerning the Indonesian Maritime Policy dated February 20, 2017, Indonesia's geographical and demographic conditions will have consequences for the emergence of the real challenges for Indonesia that must be managed comprehensively. Specifically, in Papua, referring to data from the Navy of 2019, at least in the last period more than 50 (fifty) transnational crime and intrastate conflicts (communal conflicts and separatist movements) occurred in Papua. In addition to maritime defense forces, maritime diplomacy as a form of state policy has been transformed into an alternative in efforts to reduce the vulnerabilities that have arisen in the Papua region. The Navy as a military force is part of implementing the policy to realize the main program of Maritime Diplomacy, namely increasing the active role in efforts to create world peace and security. The Indonesian Navy describes the policy through the perspective of modern maritime defense policies that understand the nation's history to meet the political will aspects (maritime diplomacy) through cooperative, persuasive and coercive efforts. There are six factors that influence the implementation of the Maritime Diplomacy Policy in Papua, including: 1) Size and Policy Objectives; 2) Resources; 3) Characteristics of Implementing Agencies; 4) Communication between Implementing Agencies and Implementing Activities; 5) Disposition of Implementing Agencies; and 6) Environmental Effects. Environmental influences are the most influencing factors in implementing policies. The influence can come from inside or outside. The main internal influence comes from the longstanding conflict in Papua. External influences take the form of conventional and non-conventional threats. Keywords: Maritime, Diplomacy, Papua

Abstract

The purpose of this research is to describe collaborative efforts in the management of coastal tourism and to describe the supporting and inhibiting factors in the collaborative management of ecotourism-based Indrayanti coastal tourism. This type of research is descriptive qualitative. The research location is Indrayanti Beach, Gunungkidul Regency. The research informants used purposive sampling, namely the Tourism Office of the Gunung Kidul Regency Government, the Head of Sidoharjo Village, the private sector, academics, and the Sidoharjo Village Community. Collecting data used interviews, documentation, and observation. The data analysis technique uses qualitative. The results of the study show that the collaborative management of ecotourism-based Indrayanti coastal tourism has been going well. The Regency Government and Village Government support with facilities and infrastructure. The private sector plays a role in the establishment of lodging, restaurants, and souvenir shops, the community plays a role in beach management starting from cleanliness, also establishing souvenir shops, academics play a role in research development, while the existence of the media is carried out through online media to introduce ecotourism on Indrayanti Beach. Supporting factors for collaborative tourism management based on local wisdom of Indrayanti beach in Sidoharjo Tepus Village, Gunungkidul Yogyakarta, among others are natural charm, facilities and infrastructure, and access, while the inhibiting factor is the limited ability of the local community. Abstract

This article discusses national health insurance-based medical services for the community in patient surgery for Social Security Administrator Board (BPJS) non army at the Naval Hospital Dr. Ramelan in Surabaya. The main problem is whether Tangibles factors; Reliability; Responsiveness; Assurance; Empathy; Expertise; Outcome contributed to the surgical treatment of “BPJS” non army patients at the Naval Hospital Dr. Ramelan. The main focus of this analysis is the use of SERVPERF's Services Quality Model to analyze the factors that support and hinder the service of surgery for “BPJS” non army patients at the Naval Hospital Dr. Ramelan. The research was carried out in a descriptive case-based quantitative study with in-depth interview, documentation and questionnaire techniques, to assess service quality class intervals based is used on the mean and standard deviation. The results of the study show that surgical treatment services in 2015-2016 found a tendency of the increasing number of surgery mainly on major surgery and special surgery, because hospitals can respond to public trust in the sense that medical service employees are able to implement excellent services for “BPJS” non army patients so that patients are satisfied with services provided. The findings that still need to be improved are the Assurance factor in line with the development of science and technology as an effort to increase the competitiveness of human resources and the availability of facilities equivalent to international hospitals. Abstract

The aim of this study was to determine the involvement of the Ampel community in preserving the cultural heritage of the Ampel religious tourist site. This study uses a qualitative method with a case study approach. Techniques for collecting data through observations, interviews, and documentation. This study analyzes using the theory of participation (Uphoff, 2011) including decision making, implementation participation, benefit participation and evaluation participation. The results of the analysis show that community participation in the preservation of cultural heritage in the Ampel area is suboptimal because the Ampel Takmir Mosque Foundation engages in self-determination without government or government intervention. other interested parties. Community participation in the assessment does not include the full participation of the community. However, participating in its implementation requires the participation of local residents as servants of Sunan, both in the clean field and in the safe field. Meanwhile, Ampel UPTD Religious Tourism Organization run by Surabaya City Government is limited to managing kiosks and parking spaces for visitors. In terms of profit sharing, the community can enjoy the physical buildings of the mosque and the mausoleum as a means of worship and pilgrimage, and can also enjoy Arabic cuisine and souvenirs. It is hoped that the Ampel Mosque Foundation and the Surabaya City Government can work together to increase the survival of cultural heritage preservation in the Ampel Religious Tourist Area in the future

RSUD Dr. Soetomo was the biggest hospital at East Indonesia that selected become one of recommended hospital to Jamkesmas patient from around of East Indonesia. That reason tfiat make searcher will concern searching to implementation Jamksesmas program that have been in Dr. Soetomo Hospital Surabaya especially to one of provinces patient. Problem resume in that searching was how did factors support and blocked implementation Jamkesmas program in Dr. Soetomo hospital The goal of this research is to descript about implementation of Jamkesmas program and factors that support and blocked to service aspect by patients from other. Method that have been used in this research was qualitative searching metode in the descript if type. Collecting file was did with indeepth interview technique, observation and documentation. Definite informan technique used key informan, that he or she know much about the field of this research titan other people around. File analyst process was did collecting also combain file that be goten and set up relation file network Searching product show that Jamkesmas program implementation and Dr. Soetomo hospital was transmission and consistency in communication, staff quality and quality progress method in staff sources, responding Jamkesmas subject and commitment disposition subject, level coordination and service standard in bureaucracy. Structure and factor blocked Jamkesmas program implementation was clear communication, staff quantity in the sources of staff and facility.

Abstract

Research on implementation of waste management policies at the port of Tanjung Perak Surabaya (case study implementation of the environment state minister Regulation number 05 of 2009) aims to describe and analyze port waste management policy implementation and analyze the factors that support and hinder the successful implementation of waste management port. Research using qualitative research methods. To determine the waste management policy implementation at the Port of Tanjung Perak port Surabaya, researchers used the theory George Edward III with variable Communication Research. Resources, Disposition and Bureaucratic Structure. and requirements of the executive, while the reality in the field, still found the implementation of waste management is done by certain elements illegally. Abstract

The purpose of this study was to analyze the partnership between Perum Perhutani KPH Cepu and CV Hargo Dumilah Group in managing the Cepu Heritage Trainz Loko Tour tour route in Blora Regency. The Heritage Trainz Loko Tour Cepu tour is a tour package through the teak forest pulled by a steam locomotive made by Berliner Maschinnbau Germany in 1928. This research uses qualitative methods with a descriptive case study approach and focuses on the parameters of Commitment, Coordination of Interdependence, Trust, Communication Behavior with indicators of Communication Quality, Communication Sharing, Participation and Conflict Resolution Techniques. The results of the study show that tourism management is based on a cooperation agreement which contains the rights and obligations of each party and is running well. However, there were problems faced when the Covid-19 pandemic had an impact on tourism development which could not go according to plan. So it can be concluded that the indicator of trust is not optimal, this is due to problems that hinder sustainability in terms of development and arrangement of tourist objects.AsbtrakTujuan dari penelitian ini untuk menganalisa kemitraan antara Perum Perhutani KPH Cepu dengan CV Hargo Dumilah Group dalam pengelolaan jalur wisata Heritage Trainz Loko Tour Cepu di Kabupaten Blora. Wisata Heritage Trainz Loko Tour Cepu adalah paket perjalanan wisata melintasi hutan jati yang ditarik dengan lokomotif uap buatan Berliner Maschinnbau Jerman tahun 1928. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus deskriptif serta fokus pada parameter Commitment, Coordination of Interdependence, Trust, Communication Behavior dengan indikator Communication Quality, Communication Sharing, Participation and Conflict Resolution Techniques. Hasil penelitian menunjukkan bahwa pengelolaan wisata didasarkan atas perjanjian kerjasama yang memuat hak dan kewajiban dari masing masing pihak dan berjalan dengan baik. Namun terdapat permasalahan yang dihadapi saat adanya pandemi covid-19 berdampak pada pada pengembangan wisata yang tidak dapat berjalan sesuai rencana. Sehingga dapat disimpulkan bahwa indikator kepercayaan tidak optimal hal ini disebabkan adanya permasalahaan yang menghambat pada keberlangsungan dalam hal pembangunan maupun penataan pada objek wisata.
