Abstract

This article discussed the function and formula of block grants in Indonesia. The general block grants called ‘Dana Alokasi Umum' (DAU) in Indonesia faced many problems, such as the goodness of fit the formula, the principle of goals, and local dependency. The impact of DAU to the local budget can be seen two different functions: (1) improve the capability of local finance; (2) increase the fiscal dependency. Both impacts tend to face ‘trade-off' in implementation. However, fiscal dependency is an indication that local government depend to transfer of fund from central government. Finally, DAU support local budget where as DAU also increase the dependency. Re-formulation of DAU can elaborate the differences of local satisfaction and local fiscal dependency. Abstract

Exploitation of oil and gas has been done in the long time ago in South Sumatra. Last decade, many problems come up with decentralized responsibility to natural resources such as primary energy oil and gas between central and local government. Lack of community development activities was complained by native people because it could not generate local economic growth by multiplier effect. Empirically, many projects have already subsidied in some social activities, but those did not educate the native people surround the projects. It caused many enclaves facing dualism behaviour.In the decentralization era, the new paradigm emerge that many local governments want to share managing the production of primary energy sources, especially oil and gas. Meanwhile, the decline of production of oil and gas will cause future estimation of consumption and contribution to local budget. What's happen in the future exploitation of primary energy of oil and gas to local economic development? Empirically, it's still hope to support the main local budget by equalizing fund programs. The problem is how local economic growth by exploitating oil and gas resources without sacrificing the local sustainable development. Key Words: Impact, oil & gas energy, local economic

Abstract

This research aimed to see the sequence level of "Anggaran Pendapatan dan Belanja Daerah (APBD)” or local budget implementation based on effectiveness and efficiency, the growth of APBD, local finance capability indicators, and elasticity of local real income. Data used in this research was secondary data and panel data from 2004 until 2006 in ‘kabupaten/kota in South Sumatra. The analysis technique that used in this research were effectivenesss, efficiency, the growth of estimate and realization, local finance capability, elasticity concept, and by using Kolmogorov Smirnov and Mann-Whitney Test. The analysis result showed that Musi Banyuasin District has the first sequence level of "APBD” implementation, and Musi Rawas District has the last sequence level of "APBD” implementation. Elasticity of PAD to real income showed that Palembang City had elastic and the other ‘kabupaten/kota' had inelastic. Meanwhile, the result of Kolmogorov Smirnov showed that was significance differences of "APBD” implementation among districts/cities in South Sumatera. The result of Mann-Whitney Test showed that was no significance differences of "APBD” implementation between districts/cities. Abstract

Aimed of this study is to know implication result of audit categories in implementing of local budget in South Sumatra. This study focused on several two years between 2004 and 2007. Analysis method used is a qualitative description by figuring cross tabulation and comparing highest-lowest indicators of audit categories. Result of this study can be identified relating to some implications such as: (1) entities of the departments and institutions tended to be better; (2) part of the entity of local budget were getting better, but part of entity were getting worst; (3) nine of the entity in South Sumatra got qualified opinion (WDP). It means that the local governments have not implemented yet the principles of manageable budgeting, such as efficiency, effectivity, transparency and accountability. The majority of finding aspect was in the process of administration in managing of local finance to be performance-based budgeting. The implication on opinion result of audit indicated that in transition era to be improved in budgeting implementation to reach ‘unqualified opinion'. Abstract

This research was conducted to determine the effect of Regional Original Income (PAD), General Allocation Funds (DAU) and Consumption Credit on Economic Growth Study in Two Districts and Two Cities in South Sumatra Province in 2006-2015. This study aims to empirically examine the Effect of Regional Original Revenue, General Allocation Funds, and Consumer Loans on Economic Growth. The data used in this study are secondary data from 2006-2015 the location of this research was conducted in Lahat District, Musi Banyuasin Regency, Palembang City and Pagar Alam City. This research was carried out by using the Least Square (PLS) Data Regression Panel using Eviews 8.0. The final model selection used in this research was the Fixed Effect Model. The results of this study indicate that Regional Original Revenue, General Allocation Funds, Consumer Loans simultaneously influence Economic Growth. Partially Regional Original Revenue, General Allocation Funds, Consumer Loans have a positive and significant effect on Economic Growth. From the results of the estimation model, it is known that the value of the Determination Coefficient (R2) is 0.999868, this means that independent variables such as Regional Original Income, General Allocation Funds and Consumption Credit have been able to explain what happened to the dependent variable Economic Growth of 99.98% while the other 0.02% is explained by other variables not included in the regression model. The final results of this study, show that Local Revenue, General Allocation Funds, Consumer Credit can explain the changes that occur in the dependent variable of Economic Growth

Abstract

This research was conducted to determine the effect of GDP, the number of taxpayers and inflation, on the land and building tax receipt (PBB). The data used in this study are secondary data from 2010-2015 the location of this study was conducted in Palembang City, Prabumulih City, Lubuk Linggau City and Pagaralam City. This research was conducted using analysis of Panel Least Square (PLS) Data Regression using Eviews 6.0. The results of this study indicate that GDP per capita, the number of taxpayers and inflation simultaneously affect the land and building tax receipt (PBB). Partially the GDP per capita variable and the number of taxpayers have a positive and significant effect on the PBB, while the inflation variable has a negative and not significant effect on the PBB). With the value of the Determination Coefficient (R2) of 0.990260 which means that the independent variable GDP Per capita, Number of Taxpayers and Inflation can explain the changes that occur in the UN dependent variable amounting to 99.02% while the other 0.98% are explained by other variables not included in the regression model

Abstract

The purpose of this research is to analyze the influence of capital expenditures, infrastructure of the long road, and the human development index (HDI) to GDP District/city in South Sumatera Province. The data used in this research is data from the year 2010-2015 results from publications of the Central Bureau of Statictic (BPS) and the Directorate General of Financial Equalization (DJPK). Location of research covering 15 District/City in South Sumatera Province. This research was conducted by means of panel data regression analysis using program of Eviews 8. The selection of late-model in this data regression analysis using program of Eviews 8. The selection of late-model in this study i.e the Fixed Effectmodel. The results showed that variable capital expenditures, infrastruture of the long road, and the human development index (HDI) are jointly significantly to GDP. The variable infrastucture of the long road and the shuman development index (HDI) a negative and siignificant effect against the GDP. The value of the coefficient  of the determinaation (R-square) obtained the value of the variable 0.986993 which means capital expenditures, infrastucture of the long road, and the human development index is able to affect the GDP of 98.69 percent 1.31 percent and the rest is determined by other variables that are not listed in the model
