The Act No. 16 year 1964 on Fisheries harvest-sharing regulated the policy of harvest-sharing on fisheries products in order to improve the welfare of the fishermen. However, the regulation seems to not running well, especially in Muncar District Banyuwangi Regency, where the fishermen were not familiar with the regulation and had their own customs on fisheries harvest-sharing which come across generations. This writing was applying the empirical legal study. The instruments were structured field interview towards fishermen, boat owner, and local government officials, which supported by literature review. Analysis was carried out by interactive model. This study found that the national regulation was unrecognized among the local fishermen and the harvest-sharing policy was based on their local customs. The harvest- sharing policy mostly was determined by the boat owner without former agreement. Therefore, the local government should supervise the application of the national regulation on harvest-sharing policy in order to improve the welfare status of the local fishermen. In addition, the ultimate social justice for the community will then be achieved.

Street vendors are one of the business actors who are sought after by the public, especially those who sell or provide street food. In the city of Surakarta, street vendors are much sought after by both domestic and foreign tourists because the city of Surakarta is known for its culinary tours which serve typical Solo food. In the arrangement of street vendors, the city of Surakarta has made Regional Regulation No. 3 of 2008 concerning Management of street vendors. The problem to be studied is regarding the implementation of supervision on street vendors by the Surakarta city government. This research is a normative research using a statutory approach (statute approach) accompanied by the results of interviews with the Department of Industry and Trade and the Health Office of Surakarta City. Based on the results of the research that the rights that have been regulated in UUPK must be fulfilled to guarantee the safety and health standards of the food. Especially fulfilling the right to comfort, security and safety in consuming goods and/or services, in this case, is "street food". And the implementation of supervision of street vendors by the Surakarta city government has not been carried out routinely or periodically. For this, it is necessary to have direct and periodic supervision by the Surakarta city government so that consumer rights are fulfilled in terms of safety and health.

This study discussing about the factors that causing the emergence of a double certificate and how agrarian law in Indonesia provides legal permission for certificate of land rights holder. This research is a normative legal research that acts prescriptive. The approach that used in this research are case reporting (case approach) and accessing the law (statute approach). Sources of data obtained from primary, secondary and tertiary legal materials. From the research results it is known that the factors of double certificate are inaccuracy of National Land Agency in the process of certificates issuance. Double certificate causes legal uncertainty for holders of land rights, thus potentially causing disputes in the future which also causing loss for both of holders. Legal protection obtained by the holders of land rights that are harmed because of the existence of double certificate are cancellation and revocation of related documents that are considered harmful by National Land Agency.

This research aims to find out the implementation of advertisement tax collection in Surakarta City based on the Mayor Regulation Number 58 of 2019 and to find out the obstacles that occur as well as the solutions to the existing obstacles.This research is a presciptive normative legal research using a statutory research approach. The data sources of this research are from primary data sources and secondary data sources. Data collection techniques used is interview at Office of the Regional Financial and Asset Management Revenue Agency (BPPKAD) Surakarta City and also document study or library study used. The analysis technique used in this research is the syllogism method. The results of this research indicate that the implementation of advertisement tax collection in Surakarta City is in accordance with The Mayor Regulation Number 58 of 2019. However, there are still obstacles happen in the implementation of advertisement tax collection in Surakarta City, namely the lack of public awareness in paying taxes on time also there are still many people who put up illegal advertisements or unpermitted advertisements that neglecting the beauty and the environment in Surakarta City.

The development of the industrial sector in Indonesia not only has a positive impact but also has a negative impact, especially in terms of environmental pollution. Environmental pollution that occurs can disturb and unsettle the community. The waste produced by PT Rayon Utama Makmur creates a pungent odor that is disturbing and disturbing the comfort of the community, especially those located behind the PT Rayon Utama Makmur factory. The standard criteria for environmental damage have been regulated in laws and regulations. Based on Law Number 11 of 2020 concerning Job Creation, the matter regarding PT Rayon Utama Makmur has been transferred to the Ministry of Environment and Forestry of the Republic of Indonesia so that the Sukoharjo Regency Environmental Service no longer has further authority regarding the continuation of this case. This study aims to analyze the factors that influenced PT Rayon Utama Makmur to finally decide to stop its production process and what PT Rayon Utama Makmur should do to be able to correct its mistakes. In this study, the authors used a normative empirical research method, which is a research method that combines elements of normative law supported by material data or empirical elements. Furthermore, good will and effort from PT Rayon Utama Makmur are needed to improve the production process and waste disposal process, because the relationship between PT Rayon Utama Makmur and local residents has deteriorated. The Central Government and Regional Governments also need to work together to review the way PT Rayon Utama Makmur treats the remaining production waste.

The goal of this paper is to conduct a normative analysis of the PLTSa development in Indonesia as a form of net-zero emissions policy. This research is normative and conducted through library research utilizing the statute approach method. It is done by looking normatively at the relevant statutory regulations. So, utilizing the theory developed by Hans Kelsen and Nawiasky, known as the stufenbau theory, he concentrates on the discussion of statutory regulations connected to PLTSa development in the discussion part and the study findings. Examining if different legal frameworks governing PLTSa development in Indonesia are harmonized is the goal. Additionally, the discussion and research findings in this paper draw on studies of the literature from a range of sources that address the integration of the Sustainable Development Goals (SDGs) and the principles of Good Environmental Governance in Indonesia's PLTSa development plans. According to the research in this paper, it can be concluded that PLTSa development in Indonesia can positively influence efforts to achieve net zero emissions, and that PLTSa use in waste management is a form of environmental protection that is consistent with the objectives of sustainable development. In order to develop and administer PLTSa in Indonesia, the government still needs to take into account a number of factors, starting with the implementation of these policies and statutory regulations. in order for the PLTSa policy optimization to work effectively.

Penelitian ini mengkaji urgensi penerapan kebijakan insentif pajak terhadap peningkatan pajak sektor hotel dan restoran di Kota Madiun serta kebijakan yang dilakukan oleh Pemerintahan Kota Madiun dalam mendukung kebijakan insentif pajak. Metode penelitian yang digunakan adalah penelitian hukum doctrinal dan empiris. Penelitian doktrinal digunakan untuk membuat kesimpulan logis tentang masalah hukum dengan didukung kenyataan yang ada. Penelitian hukum membantu membuat karya penelitian lebih berkualitas. Hasil penelitian menunjukkan bahwasanya implikasi Peraturan Walikota Madiun Nomer 14 Tahun 2021 berdampak pada peningkatan pajak restoran dan hotel dilihat dari realisasi pendapatan Kota Madiun Tahun 2021. Berdasarkan data hasil penelitian bahwasanya penyerapan pendapatan Kota Madiun Tahun 2021 meningkat daripada Tahun 2020. Untuk kebijakan yang dilakukan oleh Pemerintahan Kota Madiun untuk meningkatkan pendapatan daerah sektor hotel dan restoran yang terkena wabah Corona-19(Covid-19) dapat dibagi menjadi 2, yakni secara internal dan eksternal. Secara Eksternal, Pemerintahan Daerah Kota Madiun Khususnya Bapenda melakukan sosialisasi dan mendatangi secara langsung beberapa wajib pajak yang bermasalah dan secara Internal sendiri, dengan melakukan pelatihan digital bagi aparat di Badan Pendapatan Daerah Kota Madiun.

Penelitian ini bertujuan untuk mengetahui dan meninjau peraturan perundang-undangan tentang pengangkatan Penjabat (Pj) kepala daerah yang berasal dari unsur TNI/Polri. Penelitian ini merupakan penelitian hukum yuridis-empiris yang bersifat deskriptif dengan pendekatan penelitian menggunakan pendekatan perundang-undangan, pendekatan kasus, pendekatan konseptual dan mengelaborasikan dengan pendekatan kualitatif. Sumber data penelitian berasal dari data primer dan data sekunder. Data primer yakni merupakan hasil wawancara dan data sekunder yakni merupakan bahan hukum primer dan bahan hukum sekunder. Teknik analisis yang digunakan dalam penelitian ini menggunakan metode deduksi. Hasil penelitian ini menunjukkan bahwa pengangkatan Penjabat (Pj) kepala daerah yang berasal dari unsur TNI/Polri aktif merupakan peristiwa maladministrasi karena bertentangan dengan peraturan perundang-undangan karena tidak memenuhi pengaturan pengisian jabatan pimpinan tinggi sesuai peraturan perundang-undangan. Serta pada kenyataannya pengangkatan Penjabat (Pj) kepala daerah yang berasal dari unsur TNI/Polri merupakan bentuk diskresi dan tidak mencerminkan konsep penyelenggaraan pelayanan publik.

Penulisan ini dimaksudkan untuk mengetahui tentang dasar hukum dari Lembaga Perlindungan Konsumen Swadaya Masyarakat (LPKSM) serta bagaimana implementasi perannya sebagai salah satu instrumen yang berperan dalam memberikan program perlindungan kepada masyarakat yang memiliki posisi sebagai konsumen di dalam komoditas pasar global. LPKSM termasuk dalam lembaga non-pemerintah yang diakui di bidang perlindungan konsumen dan memiliki kesempatan untuk berperan aktif dalam mewujudkan perlindungan konsumen, sesuai dengan amanat Pasal 44 dalam Undang-Undang Nomor 8 tahun 1999 tentang Perlindungan Konsumen. LPKSM dalam fungsi pengawasannya berdasarkan pada pasal 10 dalam Peraturan Pemerintah Nomor 58 Tahun 2001 tentang Pembinaan Dan Pengawasan Penyelenggaraan Perlindungan Konsumen. Implementasi dari amanat Undang-Undang kepada LPKSM, dalam beberapa tahun terakhir mengalami perbaikan meskipun masih jauh dari kata ideal. Pelaksanaan program penyuluhan mengenai perlindungan konsumen kepada masyarakat telah dilakukan dua pada tahun 2021 yang diikuti oleh 502 orang, dan berbagai bentuk advokasi dan pengaduan kepada stake holder mengenai kasus yang merugikan masyarakat sebagai konsumen sudah dilakukan. Namun, evaluasi dan perbaikan harus terus dilakukan, revisi substansi undang-undang yang masih tidak imbang dan masih menguntungkan bagi pihak pelaku usaha dan peningkatan kualitas SDM pengurus LPKSM harus jadi program prioritas untuk menyelesaikan permasalahan pemberian program perlindungan bagi konsumen di Indonesia.

Supervision is one of the systematic activities of environmental management. In the latest provision, environmental management supervision is regulated in the Ciptaker Law and several government regulations regarding risk-based business licensing. This also has implications for environmental management efforts in businesses and / or industrial activities, especially those with a high level of risk, which requires environmental approval as one of the components of the permit. Based on this, the formulation in this study is how effective the implementation of DLH supervision on industries that have a high level of risk in Boyolali Regency. This Legal Research uses empirical methods with a descriptive approach and data collection techniques with interviews. Based on the results of the study, it was found that many high-level industries in Boyolali Regency do not yet have an AMDAL as an environmental approval document as stipulated in laws and regulations. Of course, this is a problem because it is contrary to laws and regulations which are also a benchmark for the lack of effective supervision carried out by DLH. The lack of effective supervision by DLH is due to several inhibiting factors such as the lack of PPLHD and the lack of compliance of those in charge of industrial activities. However, in addition to these obstacles, several efforts have also been made to improve the effectiveness of supervision.
