Abstract

The high number of child violence in Sumbawa regency in the last four years (2016-2019) shouldencourage the local government, the community and the educational institution to give special attention. Thedata issued byKPAIin 2018 showed that the child violence in school area increased significantly, particularlythe case of physical and sexual violence. The cases reached 51.20 %. Meanwhile, the regulation regardingthe prevention and tackling the violence in education unit has been determined through the regulation of theminister of education and culture of Indonesia Republic in 2015. The aim of this study is to understand therole of educational institutions in preventing and tackling the violence in educational environmentwith a casestudy in junior high school and senior high school across Sumbawa regency. The study used a qualitativedescriptive approach. This method focused on depth research in order to look at the role of educationalinstitution in preventing and tackling the violence in educational environment. The results of the study showedthat the educational institutions are less active to do a prevention and tackling the violence in the schoolenvironment. One of a routine active conducted by each school is ‘IMTAQ’(religious improvement). Besidesthat the kids’ friendly school and the fulfilment of the children’s right to create the kids’ friendly school hasnot fully understood by educational institutions in Sumbawa regency. Therefore, the kids’ friendly schoolcould not be implemented.

Abstract

Violence against children is a national issue that is a common concern, so that the child of the victim will have to be protected by both the state and the community. This is because the child is a successor generation in both a family and a society and a nation, so it is necessary protection and coaching in the child in ensuring the development of his mental and physical and social. The purpose of this research is to know the problems and efforts in the protection of children victims of violent acts in Sumbawa district. The method used to achieve the objectives is to use a descriptive research type that describes the problem of child violence as well as protection efforts by Sumbawa District governments against victims of violent acts, and research This uses a qualitative approach. The data collection techniques consist of primary data obtained through field observation and in-depth interviews. Meanwhile, secondary data is obtained through the reviews literature of previous studies and other literature and legislation. The results of this research show that the protection of child victims of violent acts in Sumbawa district has not walked the maximum, some of the obstacles are maintenance of child protection has not been a priority program of local governments, yet The availability of safe houses and human Resources Limited in the agencies that provide services and assistance for victims.

Abstract

The magnitude of the impact of smoking on health and the high number of smokers in Indonesia, prompted the government of the Republic of Indonesia to make policies related to this. Sumbawa Regency as one of the regencies in West Nusa Tenggara Province is participating in realizing a non-smoking area by passing regional regulation number 7 of 2016. But smoking activities are still often found in public transportation, children's playground areas, in health and education service facilities in Sumbawa Regency. The purpose of this study is to find out how the implementation of regional regulation number 7 of 2016 on No Smoking Areas (KTR) in Sumbawa Regency. The research method used is a qualitative research method with a descriptive approach, which describes the implementation of the policy of no-smoking area in Sumbawa Regency. The results of this study are the implementation of policies on non-smoking areas in Sumbawa Regency which are not yet running, the Regional Organization of Organizations (OPD) which have a connection in the implementation of these regulations do not understand the mechanism of implementing these regulations so that there are no programs or activities in related agencies that are trying to realize and encourage the creation of a non-smoking area in Sumbawa

Abstract

The phenomenon of bullying has undergone significant changes in the digital age. What used to be limited to physical spaces like schools or communities has now shifted to cyberbullying that crosses social and geographic boundaries. This article discusses bullying as a new challenge in the digital era, adopting a human rights perspective. Bullying practices not only violate the rights to dignity and equality but also threaten global human security. The article analyzes how identity-based cyberbullying creates a dilemma between freedom of expression and protection from hate speech, using a review of literature and international documents that emphasize the need for global regulation. The findings show that digital-age bullying is a serious threat to human rights because of its anonymous, fast-spreading, and cross-border nature. Therefore, international policies, cooperation, and social diplomacy are necessary to strike a balance between free speech and the protection of individuals who are victims of discrimination. This article stresses that identity-based bullying in the digital age must be viewed as a human rights violation that requires a collective response across nations.   Keywords: Bullying, identity Politics, Digital Era, Human Rights.

Abstract

This study aims to comprehensively analyze the role of UNICEF as an international organization in supporting efforts to address child malnutrition in Indonesia through the Country Programme Action Plan (CPAP) for the 2021–2025 period. The research employs a qualitative method with a descriptive-analytical approach to examine the forms, mechanisms, and contributions of the cooperation implemented. Data were collected through a literature review of official Indonesian government documents, UNICEF reports and publications, as well as relevant and credible academic literature. The analysis is guided by the theoretical frameworks of Institutional Liberalism, Human Security, and International Organization theory to understand UNICEF’s role in fostering cooperation, protecting children’s rights, and strengthening national capacity. The findings indicate that cooperation between UNICEF and the Government of Indonesia through the CPAP 2021–2025 has made a significant contribution to strengthening the national health and nutrition system. This contribution is reflected in technical and policy support, evidence-based advocacy, institutional capacity building at both national and subnational levels, and the implementation of multisectoral, inclusive, and community-based nutrition programs. Nevertheless, the implementation of CPAP programs continues to face several challenges, particularly disparities in local capacity, resource constraints, and the complexity of cross-sectoral coordination. Overall, the CPAP serves as a strategic instrument in supporting efforts to reduce child malnutrition and in advancing the fulfillment of children’s rights to health and adequate nutrition in Indonesia. Keywords: CPAP, Child Malnutrition Indonesia, International Cooperation, UNICEF   Abstrak  Penelitian ini bertujuan untuk menganalisis secara komprehensif peran UNICEF sebagai organisasi internasional dalam mendukung upaya penanganan malnutrisi pada anak di Indonesia melalui kerangka Country Programme Action Plan (CPAP) periode 2021–2025. Metode penelitian yang digunakan adalah pendekatan kualitatif dengan jenis penelitian deskriptif-analitis, yang bertujuan untuk menggambarkan sekaligus menganalisis bentuk, mekanisme, dan kontribusi kerja sama yang dijalankan. Data penelitian diperoleh melalui studi kepustakaan terhadap dokumen resmi pemerintah Indonesia, laporan dan publikasi UNICEF, serta literatur akademik yang relevan dan kredibel. Analisis data dilakukan dengan menggunakan kerangka teori Liberalisme Institusional, Human Security, dan teori Organisasi Internasional untuk memahami peran UNICEF dalam mendorong kerja sama, perlindungan hak anak, serta penguatan kapasitas nasional. Hasil penelitian menunjukkan bahwa kerja sama antara UNICEF dan Pemerintah Indonesia melalui CPAP 2021-2025 berkontribusi signifikan terhadap penguatan sistem kesehatan dan gizi nasional. Kontribusi tersebut diwujudkan melalui dukungan teknis dan kebijakan, advokasi berbasis bukti, pengembangan kapasitas institusi di tingkat nasional dan daerah, serta implementasi program gizi yang bersifat multisektoral, inklusif, dan berbasis komunitas. Namun demikian, pelaksanaan program CPAP masih menghadapi sejumlah tantangan, khususnya terkait dengan ketimpangan kapasitas antar daerah, keterbatasan sumber daya, serta kompleksitas koordinasi lintas sektor. Secara keseluruhan, CPAP berperan sebagai instrumen strategis dalam mendukung upaya penurunan malnutrisi anak sekaligus memperkuat pemenuhan hak anak atas kesehatan dan gizi yang layak di Indonesia. Abstract

This paper examines the vulnerability of undocumented Indonesian migrant workers in Malaysia by highlighting the human security paradox within the migration regime. Undocumented status is not only an administrative condition but also a structural mechanism that produces systemic illegality, insecurity, and uncertainty. Drawing on Nicholas De Genova’s argument that migrant illegality is socio-politically produced through state regulation, the paper argues that the logic of protection within the migration regime not only fails to reduce vulnerability but rather perpetuates it in everyday life. This paradox illustrates how the existing protection regime, rather than mitigating vulnerability, contributes to its persistence among undocumented migrant workers. Using qualitative methods and a case study approach, this research explores the lived experiences of undocumented migrant workers through in-depth interviews, participant observation, and secondary sources. The findings indicate that fear of detention and deportation constrains undocumented workers from accessing formal protection channels and compels them to rely on informal networks of solidarity. This dynamic demonstrates that illegality restricts access to rights and protections, thereby reproducing the vulnerabilities that protection frameworks are intended to address. By situating the experiences of undocumented migrant workers within a broader security framework, this research contributes to critical migration and human security studies.
