Abstract

The designation of Armed Criminal Groups as terrorists invites pros and cons, because some believe that implementing this status could lead to increased violence in Papua and innocent civilians could be affected, so the government is asked to take another approach. Separatist movements that develop into terrorists, however, cannot be justified because they can threaten the sovereignty and integrity of the Unitary State of the Republic of Indonesia. The implementation of the status of the Free Papua Organization as an Armed Criminal Group and then a terrorist is not without basis. This research is descriptive qualitative research, a type of research with the aim of describing phenomena or dynamics that occur using data collection methods in the form of interviews and observations. FKPT in carrying out counter-radicalism outreach certainly has big obstacles. Radicalism is difficult to detect because it is a latent danger that exists but is not visible. As long as there are still many in our society who don't know what radicalism is, they only have passionate religious zeal but lack sound and social reasoning, so during that time they will be indoctrinated by groups that are indicated by this radicalism. Apart from that, the obstacles faced by FKPT Papua not only occur outside the FKPT itself, but also within the FKPT internally. This can be seen from the top down way of working of FKPT Papua. Because the funding comes directly from BNPT, the only activities carried out are those determined by the Central BNPT. Thus, this means that the abilities of the FKPT management are not channeled properly in preventing counter-radicalism

Abstract

Enggros Village is the first village in Papua Province that has the most complete internet facilities complete with a wifi grant from the Ministry of Villages Trans. Unfortunately, it has not been used in making village websites. On the other hand, the village head's desire to have a website is only limited to sending village youths to attend training outside Papua, but they have not yet been able to create a website. Therefore, mentoring is an effort to help Enggros Village in creating a village website. The service method is carried out in stages starting from program socialization, website creation training, domain registration and hosting rentals as well as fulfilling website content. The results of the service resulted in the village government website as an e-government model that can be applied in the village and can be utilized by the government and the Enggros village community.

Abstract

Social development in Papua still faces complex challenges in the form of socio-economic inequality, low community participation, and weak trust in the government. This study aims to analyze the urgency of transformative leadership as a conceptual and strategic solution to accelerate equitable social development in Papua. This study uses a qualitative approach with discourse analysis methods on various secondary data sources, such as policy documents, previous research results, and relevant scientific literature. The analysis was conducted descriptively through the stages of data reduction, presentation, and drawing interpretive conclusions. The results show that social development in Papua is still top-down and has not optimally supported the local community. Transformative leadership has proven relevant because it is able to shift the development paradigm from an administrative one to a participatory one oriented toward humanitarian values. Transformative leaders act as agents of change who foster community awareness, trust, and independence by building on local cultural values such as mutual cooperation and deliberation. This study confirms that the synergy between inclusive policies, transformative leadership, and community participation is key to realizing equitable, inclusive, and sustainable social development in Papua

Abstract

Regional competitiveness in the era of global economic competition increasingly depends on the capacity of local governments to implement policy innovations. In Jayapura City, such innovations are crucial to overcome structural constraints and to optimize the potential of regional development. This study aims to examine the policy innovation strategies implemented by the Jayapura City Government, identify supporting and inhibiting factors, and assess their contribution to economic growth, human resource quality improvement, and investment climate enhancement. Employing a qualitative case study approach, the research involved in-depth interviews, field observations, and policy document reviews. Key informants included local government officials, micro, small, and medium enterprise (MSME) actors, academics, and community leaders. The findings indicate that the digitalization of licensing services, the establishment of the Regional Innovation Forum, and human resource training programs have positively impacted public service efficiency, ease of doing business, and cross-sector collaboration. However, challenges such as limited digital literacy, uneven infrastructure development in peripheral areas, and a shortage of innovative human resources still hinder policy optimization. Overall, the policy innovations of the Jayapura City Government have contributed to strengthening regional competitiveness, but their sustainability requires strategies to ensure equitable benefits, enhance human resource capacity, and maintain consistent data-driven evaluation.
