Abstract

The purpose of this study is to capture the phenomenon of the open bidding process carried out in order to select apparatus who have sufficient capacity, competition and integrity to fill certain positions so that they can carry out their tasks more effectively and efficiently. The research design used was a qualitative research design, which investigated the open selection of Echelon III structural officials in the “R” Regency Government Environment (initials in order to maintain the confidentiality of informants) in Bengkulu Province. Research results: (1) The selection of high ranking pratama officials in the Regency District "R" has referred to the laws and regulations; (2) The regional head uses the final result of open bidding in filling the position, based on his authority the regional head does not have to appoint an official who gets the highest score; (3) The inhibiting factor of the open bidding implementation of pratama high-ranking officials in the “R” Regency environment is the fulfillment of competency of the examinees which is not infrequently influenced by the culture of personal closeness and the insistence of politicians to penetrate the structuring of the bureaucratic elite; (4) The perception of the implementation of open bidding related to the determination of each position position, namely selection is a formality impacting on the competence of applicants.

Abstract

Perkebunan karet di Kabupaten Sintang terus meningkat. Pada tahun 2019 luas kebun karendi kawasan ini adalah 69.281,00 ha, pada tahun 2022 menjadi 84.930,00 ha. Pengembangan perkebunankaret ini perlu disikapi dengan penyediaan bibit karet yang baik. Penelitian ini bertujuan untuk mengetahuipengaruh panjang akar stum terhadap pertumbuhan bibit karet dalam polibag, dan untuk mendapatkanpanjang akar stum yang menghasilkan pertumbuhan bibit karet dalam polybag tertinggi. Penelitian inibermanfaat untuk menambah pengetahuan tentang pengaruh panjang akar stum terhadap pertumbuhanbibit karet dalam polybag, dan diharapkan dapat memberikan pedoman bagi petani yang akan mencobamembuat bibit karet dalam polybag. Penelitian ini menggunakan Rancangan Acak Kelompok (RAK)yang terdiri dari 5 perlakuan, masing-masing perlakuan diulang sebanyak 5 kali. kelima perlakuantersebut adalah: A = Panjang akar stum 15,0 cm. B = Panjang akar stum 17,5 cm. C = Panjang akarstum 20,0 cm. D = Panjang akar stum 22,5 cm. E = Panjang akar stum 25,0 cm. Pengamatan dilakukanterhadap peubah tinggi pucuk, diameter pucuk, dan jumlah daun. Hasil penelitian menunjukkan bahwapanjang akar stum berpengaruh terhadap pertumbuhan bibit karet klon PB 260 dalam polibag.Pertumbuhan tertinggi dicapai pada panjang akar stum 22,5 cm. Panjang akar stum menghasilkan tinggipucuk rata-rata (35.250 cm) dan diameter pucuk (5.160 mm).

Abstract

Penelitian ini bertujuan untuk memperoleh hipotesis terhadap pelaksanaan wewenang supervisordalam rangka supervisi akademik dalam perbaikan pembelajaran berkelanjutan di sekolah dasar.Berdasarkan tujuan dan permasalahan yang diteliti, metode yang digunakan dalam penelitian iniadalah metode penelitian kualitatif. Penelitian ini dilaksanakan pada bulan Mei sampai denganAgustus 2020, dengan tempat penelitian di Kabupaten Brebes Provinsi Jawa Tengah. Fokus dalampenelitian ini adalah mendeskripsikan kewenangan supervisoi akademik dalam perbaikanpembelajaran berkelanjutan melalui analisa kesenjangan/gap yang terjadi untuk dicari akarpermasalahannya dan kemudian ditarik kesimpulannya. Teknik observasi, teknik wawancara, danteknik dokumentasi merupakan teknik pengumpulan data yang digunakan dalam penelitian ini. Hasilpenelitian ini berupa hipotesis bahwa komitmen terhadap tanggungjawab dalam wewenang yangmelekat pada diri supervisor melalui bimbingan berkelanjutan, penjadwalan, dan motivasi denganpendekatan yang berbasis kombinasi antara pendekatan behaviouristik, kognitifistik, sertahumanistik menjadi hal mendasar dan berpengaruh terhadap terciptanya peningkatan kualitaspembelajaran secara berkelanjutan di sekolah dasar demi tercapainya output pembelajaran sesuaidengan standar kompetensi lulusan.

Abstract

This research aims to examine the influence of BUMDes personnel performance on financial KPIs, with non-financial KPIs serving as a mediator. The sample for this research consists of BUMDes in Bengkulu Province, with a total of 60 observations. The data used is primary data collected through questionnaires. The independent variable is BUMDes personnel performance, which is measured using four indicators: work quality, quantity of work, timeliness of work, and work effectiveness. The mediating variable is the non-financial KPI, measured by three indicators: customer satisfaction metrics, the ratio of repeat customers to new customers, and market share. The dependent variable in this research is the financial KPI, which is measured using three indicators: Gross Profit Margin, Net Profit Margin, and Current Assets. The results prove that: (1) BUMDes personnel performance has a positive and significant effect on financial KPIs; (2) BUMDes personnel performance has a positive and significant effect on non-financial KPIs; (3) financial KPIs have a positive and significant effect on financial KPIs; and (4) non-financial KPIs fully mediate the influence of BUMDes personnel performance on financial KPIs. The findings of this research strengthen stewardship theory and the balanced scorecard approach. Therefore, it is hoped that the follow-up to the results of this research will provide important insights for BUMDes managers in Bengkulu Province in designing strategies to improve organizational performance.
