Abstract

Pertumbuhan penduduk yang terus meningkat menuntut efektivitas program KB. Namun, partisipasi keluarga muda masih menjadi tantangan.

The informants were determined through the snowball sampling technique, with certain criteria. Efforts were made to find the results of the research through the application of qualitative methods with a case study design. The results indicated the presence of the "Duguk" myth in the Surau Village community with regard to the management of river natural resources. This myth can be considered a local wisdom that emerged from the extraction of the Duguk myth's origins. The results indicated that the "Duguk" myth in the Surau Village community with regard to river natural resource management is a local wisdom that emerges from the extraction of the origins, value system, belief system, religious system, and language of the Surau Village community. The myth of "Duguk" is imbued with values that seek to foster a community imbued with respect and appreciation for the natural environment, especially the river environment. The research findings indicate that the myth of "Duguk" in the Surau Village community is gradually losing its significance. The community of Surau Village is currently experiencing a decline in the practice of "Duguk," which is being superseded by the prevailing cultural dynamics. The phenomenon of Surau arises from the interplay between the dynamics of modernization and the evolving understanding of religion. Abstract

Law Number 6 of 2014 concerning Villages provides a legal basis for village officials in exercise their authority. However, in practice, there are still gaps, especially in the neutrality of village officials in handling conflicts in rural areas, which are often biased. Such impartiality certainly has an impact on the sense of trust in local officials and the social cohesion of the village community. This study analyzes the lack of neutrality of village officials in resolving conflicts in Suka Negeri Village, Lebong Regency. The aim is to describe how this lack of neutrality is not only an administrative issue but also a manifestation of power relations and social legitimacy that shape how law and justice are enforced. This study uses a qualitative case study approach. Research data was collected through semi-structured interviews and observations to gain an understanding of the conflicts that occurred and the resolution of cases by village officials. The theoretical framework uses Ralf Dahrendorf's conflict analysis to review the dynamics of pseudo-groups, interest groups, and conflict groups in the village social structure. This study fills a gap in research that tends to focus only on administrative governance in villages, without examining socio-cultural biases in conflict resolution. The findings show that village officials have not played a fair role in conflict resolution due to partiality and patronage that favor those with kinship ties to them, thereby fostering resistance and a crisis of trust.

Abstract

This study examines the dynamics of the Gender Development Index (GDI) and Gender Empowerment Index (GEI) in Bengkulu City from 2019 to 2023 and identifies local factors influencing their changes. Using a quantitative descriptive approach and secondary data from the Bengkulu Province Central Bureau of Statistics (BPS), the analysis focuses on GDI dimensions such as health, education, and economy and GEI determinants such as women’s participation in parliament, income contribution, and professional representation. The study employs a gender and development framework to interpret equality progress and policy implications. Findings reveal that Bengkulu City’s GDI increased by 0.15 points, reaching 96.12 in 2023, indicating improved gender parity in development outcomes. Conversely, the GEI decreased by 4.41 points to 75.94, highlighting persistent challenges in women’s empowerment, particularly in politics and professional sectors. Contributing factors include limited female representation in parliament, fluctuating women’s income contributions due to the rise of female breadwinners, and the persistence of the glass ceiling restricting women’s career advancement. These findings suggest that while gender equality in basic development indicators has improved, empowerment dimensions remain constrained, emphasizing the need for targeted and sustainable gender-responsive policies.

Abstract

Lake Bermanei has undergone various changes since 2009, with the construction of concrete embankments, asphalt roads and art performances. However, it has not yet achieved tourism popularity equivalent to other tourist attractions. The research aims to analyze what are the challenges and opportunities for the community in developing the tourist attraction. Although many studies have been conducted on tourism development in various locations, specific research on the potential and challenges of tourism development in Lake Bermanei, especially in this context, has never been researched. Using a qualitative approach with data collection techniques through observation and interviews. The population used included all community members of Pahlawan Village as well as related parties such as local government and local communities. Samples were taken from representatives of the village community and local government officials. Data were analyzed using Max Weber's action theory, which focuses on the rational actions taken by the government and community in overcoming challenges and taking advantage of opportunities in tourism development by carrying out inauguration activities, and adding several playgrounds. The results showed that Lake Bermanei has the potential for tourism development with beautiful natural attractions, adequate facilities and infrastructure and the potential for economic improvement. However, it has challenges related to limited fund management, lack of knowledge and interest in community tourism, and limited utilization of technology for promotion. The implication of this research is the need for a planned strategy to overcome these challenges, such as increasing the capacity of fund management, training for the community, and utilizing information technology for tourism promotion. Keywords: Challenges; opportunities; tourism development.
