Abstract

During this time 50% of local revenue Kabupaten Bintan comes from the tourism sector. Revenue from tourism comes from taxes and retribution restaurants and hotels in the area of international tourism in Lagoi. Other tourist attractions are also contributing, but not as much Lagoi. In the years 2013 to 2015 is estimated at more than 50% contribution Bintan regional revenue derived from this Lagoi tourist area.The first purpose of the research, to explain the political management of attractions in Bintan regency between the government and foreign parties in 2013-2015 second, to explain the impact of the involvement of foreign parties in the management of attractions in Bintan regency. The approach used in this study is a qualitative approach. Type of research data is primary data and secondary data. Data collection techniques in this study is documentation and interviews. Technical analysis of the data used is descriptive qualitative data analysis.Management of tourism development is still concentrated in Lagoi tourism area that is closed system. The correlation that exists between the government and the PT. BRC particularly in managing Tourism Regions Lagoi very strong. Management of tourism conducted by the Department of Tourism and Culture District of Bintan is felt not maximized because of the apparent absence of implementation significantly, despite being made the Regional Tourism Development Master Plan. The impact that a threat is if the investor wants more foreign workers than local experts, therefore, the government is expected to encourage and improve the skills of the local workforce.Keywords: Management of tourism, Tourism Regions Lagoi, Political Economy

Abstract

This article aims to identify the level of citizenship stratification of the nomadic sea tribe, the Suku Laut, after they settled in the Kampung Panglong, Bintan Regency, Riau Islands Province. Due to their previous nomadic life in the middle of the sea, this tribe was excluded from state programs and identified as an isolated tribe. In order to fulfill the universal rights of citizens, the state resettles and empowers the Suku Laut to live “normally” as modern citizens. In identifying the stratification of citizenship, the author uses the concept of citizenship promoted by Hiariej and Stokke (2017), which explains four dimensions of citizenship, namely: membership, legal status, right and participation. Data collected by in-depth interview and desk study. The finding of this article is that the settlement and empowerment programs through the construction of school infrastructure, health centers, houses of worship, establishment of neighborhood, hamlet and village by the government have succeeded to fulfill the legal status and rights dimensions of Suku Laut. On the other hand, dimensions of membership and participation obtained through the ability of Suku Laut to interact with local people and participate in public agendas such as elections and village deliberations. As such, this article emphasizes the importance of “two-way” interaction between the government and isolated tribes to fulfill the stratification of their citizenship from zero citizen to full citizenship.

Abstract

This article aims to discuss the phenomenon behind the management of the Lagoi International Tourism Area, which creates conflicts over the space for residential fishing communities and tourism space for foreign private parties. The presence of foreign private parties as a form of cooperation between the Indonesian government and the Singapore government has created resistance from the people who live as fishermen in struggle for their residential land (fishing ground). In addition, the area manager who came up with Singapore as a role model in managing the tourist area, which of course, there was not compatible with the socio-cultural conditions of the local community, participated in triggering rejection by the community. We uses the theory of resistance by James Scott regarding patterns and strategies of community resistance to fight for their residential land in the management of the Lagoi International tourist area. This research uses a case study research model, using participatory observation, in-depth interviews, and documentation as data collection techniques. The findings are that the fishing community's resistance towards the area manager experienced a shift from the previously closed symbolic pattern to an open-frontal pattern. Community resistance also experienced a weakening caused by external factors and internal factors.

Abstract

Artikel ini melaporkan kegiatan Pengabdian Kepada Masyarakat berupa Coaching Clinic dan Pendampingan Karya Tulis Ilmiah Mahasiswa yang kami selenggarakan bersama Laboratorium Komunikasi dan Sosial Fakultas Ilmu Sosial dan Ilmu Politik Universitas Maritim Raja Ali Haji. Coaching Clinic dilaksanakan dengan tiga agenda utama antara lain: (1) Academic Writing, (2) Mendeley Reference Manager Training, dan (3) Software Tutorial IBM SPSS 26. Coaching Clinic dilaksanakan di Laboratorium Komunikasi dan Sosial FISIP UMRAH dan dijadwalkan selama satu semester dalam bentuk pelatihan dan pendampingan. Kegiatan dilaksanakan dengan metode ceramah dan diskusi yang diperkuat dengan pembelajaran berbasis proyek dengan menggunakan data simulasi penelitian dan referensi. Kegiatan ini berhasil meningkatkan pengetahuan dan kemampuan para peserta dalam melakukan penelitian dan penulisan ilmiah. Selain itu, antusiasme peserta mendorong peserta untuk aktif mendiskusikan rencana penelitiannya masing-masing lebih lanjut dengan para Dosen Pembimbing dalam 'Komunitas Peneliti Muda' yang dibentuk setelah Coaching Clinic selesai.

Abstract

The objective of this study is to analyze the impact of COVID-19 pandemic dynamics in the Entikong land border area between Indonesia and Malaysia, and how they may change as the virus becomes endemic. The Entikong region is highly susceptible to the spread of COVID-19 due to its significant cross-border traffic and trade. The exploratory descriptive method was employed, with primary data (interviews) and secondary data from desk review results related to the COVID-19 situation and its impact on communities in the border areas of the country. This study examines the impact of socio-economic situations on the spread of the virus. The findings suggest that the economic activity of the people in the Entikong region has been disrupted since the implementation of the border access closure due to the COVID-19 pandemic. This economic activity is regulated by the Border Trade Agreement (BTA), which has been in place since the 1970s, allowing economic activities in both regions of Indonesia and Malaysia. The pandemic has forced the border region to close all access to and from goods and people. However, our results also indicate that the region may be better equipped to manage the virus as it becomes endemic. The implications of our findings for policymakers and public health officials are discussed, emphasizing the need for ongoing monitoring and response efforts in the Entikong land border area. This study contributes to the existing literature on the impact of COVID-19 in border regions and provides insights that can guide policymakers in their efforts to mitigate the pandemic's impact on communities living in border regions.

Abstract

Kebijakan Sistem Zonasi PPDB di Kota Tanjungpinang merupakan kebijakan pendidikan yang dimaksudkan untuk percepatan pemerataan akses dan mutu pendidikan di Kota Tanjungpinang. Namun implementasi kebijakan sistem zonasi PPDB di Kota Tanjungpinang memunculkan beberapa fenomena, yaitu adanya 2 (dua) sekolah dasar yang tutup pada awal tahun 2023, kenyataan ini menjadi tamparan keras bagi pemerintah daerah. Adanya mekanisme zonasi juga menjadikan akreditasi sekolah tidak berarti, banyak atau sedikit jumlah siswa bukan berdasarkan kualitas dari sekolah tersebut melainkan hanya berdasarkan jarak tempuh. Beberapa fenomena tersebut menimbulkan pertanyaan bagaimana dampak kebijakan sistem zonasi PPDB di Kota Tanjungpinang. Metode penelitian yang digunakan adalah deskriptif kualitatif. Kajian ini mengacu pada teori evaluasi kebijakan William Dunn, sehingga penelitian ini menghasilkan beberapa temuan: Pertama, kebijakan ini belum berhasil mencapai pemerataan akses dan kualitas pendidikan. Kedua, meskipun menggunakan sistem online/daring, efisiensi sumber daya manusia dan waktu tercapai, tetapi ketidakmerataan jumlah sekolah menyebabkan efisiensi ini menjadi tidak signifikan. Ketiga, mekanisme penerimaan siswa baru masih menimbulkan beragam kontroversial karena masih banyak tindakan kecurangan yang terjadi. Keempat, dampak kebijakan tidak tersebar secara merata di Kota Tanjungpinang, dengan sejumlah sekolah yang kelebihan siswa dan lainnya harus ditutup karena minim siswa. Kelima, walaupun merespons kebutuhan awal, kebijakan ini masih memunculkan beberapa masalah dan respon positif dari target grup lebih dominan daripada respon negatif. Keenam, sistem zonasi PPDB belum tepat sasaran karena kriteria zonasi belum jelas dan transparansi pelaksanaannya masih rendah. Kata kunci; Dampak; Kebijakan; Sistem Zonasi; Pendidikan

Abstract

Bintan Regency is one of the districts included in the border development priority of 4 Lokpri sub-districts, there are still obstacles that affect the effectiveness of this policy. This research aims to analyze the effectiveness of border area management in Bintan Regency. The method used is a literature study by collecting and analyzing data from various sources. The results of the research show that from 2020-2024 the central government and regional governments have carried out development activities for community welfare, both for basic services and improving the community's economy. There are also major challenges faced by the border management section which is still under the coordination of the regional secretariat (Setda ) and do not yet have full authority in managing budgets and programs, limitations in decision making, complex coordination, limited human resources, and financial limitations.

Abstract

This research examines the various implications of land-based sand mining activities in Bintan Regency, which have been ongoing since the 1980s. These activities are closely associated with significant environmental impacts resulting from mining processes that alter the landscape, causing changes to the physical, chemical, and biological environment. One notable outcome is the creation of the Telaga Biru Desert in Bintan Regency, which has become a popular natural tourist destination since 2015. The reutilization of post-mining areas after years of abandonment raises a critical question: How does the government address the multi-dimensional implications of land sand mining? These impacts encompass both positive outcomes, such as economic opportunities, and negative consequences, including risks to the physical and non-physical environment, as well as socio-economic challenges. This study adopts a descriptive and qualitative approach, utilizing primary and secondary data collection, processing, and analysis. The findings reveal that land-based sand mining activities in Bintan Regency have led to significant environmental and socio-economic consequences, including landscape alterations, biodiversity loss, and water pollution. Economically, the transformation of Telaga Biru Desert into a tourist destination highlights the potential for alternative uses of post-mining areas. However, the findings underscore the urgent need for clear governance frameworks to balance economic development with environmental sustainability.

Abstract

SP4N-LAPOR is a platform developed by the Ministry of Administrative and Bureaucratic Reform to facilitate the public in submitting complaints, aspirations, and suggestions related to public services. The number of SP4N-LAPOR! reports in Tanjungpinang City was 252 reports from 2019 to 2023. In 2023, the number of reports increased by 73. Based on data and information gathered during the preliminary research, out of the 73 reports, 54 were completed, 12 were processed, and 7 were archived. The increase in the number of reports prompted the researcher to examine the effectiveness of the resolution process. The research question in this study is: How effective is the resolution of public grievances and complaints through online services in the city of Tanjungpinang in 2023? This study aims to analyze the effectiveness of the resolution of public aspirations and complaints online at several agencies in Tanjungpinang City in 2023. The theory used in this study is Campbell J.P.'s theory, which consists of four aspects: program success, target success, input and output levels, and overall goal achievement. The method used is a qualitative approach. The research results from the program success indicators show that the steps taken in verifying and resolving reports are in accordance with the SP4N-LAPOR! SOP. In the target success indicators, the researcher found that all complaint reports for 2023 have been completed. Although there are still some unfinished reports on the SP4N-LAPOR! website, they are still being followed up by the relevant agencies.

Abstract

Population administration services at the village level often face various challenges, such as technological limitations, lack of outreach, and low digital literacy among the community. These conditions hinder the provision of fast and efficient services, particularly in the KTP (National Identity Card) issuance process. Therefore, innovation in services is needed, one of which is the implementation of digital KTPs. This study aims to analyze the implementation of digital KTP services in Kelong Village, Bintan Pesisir District, Bintan Regency. This service is part of the government's efforts to digitize population administration, which is expected to improve the efficiency and quality of public services at the village level. The approach used in this study is descriptive qualitative, with data collection techniques through in-depth interviews, observation, and documentation. The theory used for analysis is the policy implementation theory of Van Horn and Van Meter, which involves six main indicators. The results show that the digital KTP service in Kelong Village has been implemented since 2022 and provides convenience for the community, especially in terms of service speed and the friendly attitude of village officials. The community feels that obtaining their KTPs is faster than the previous manual procedure. Furthermore, village officials demonstrated a friendly and helpful attitude during the service process, enhancing the community's positive experience. However, this study also identified several challenges in implementing digital ID card services, such as a lack of public awareness regarding the procedures and benefits of digital ID cards. Limited technological devices and unstable internet connections also hampered smooth service delivery. Furthermore, low levels of digital literacy in the community made it difficult for some to access the service effectively.
