Abstract

The implementation of PNPM-MP is still have lots of weakness, it is proven that the number of poor families target years 2009-2011 and 2011-2013 Kemijen Village Semarang are still same. Based on the observation by researcher, PNPM-MP resistance due to weak human resources; institutional coordination; differences in perceptions and lack of understanding of the guidelines. Based on the description of the background of the problem, can be taken 3 problem, they are: How the role of actors in policy formulation for PNPM-MP on Kemijen Village Semarang City?; What are the obstacles in the implementation of PNPM-MP? And how handling the weakness in the implementation of PNPM-MP? According to James Anderson Charles Lindblom and James P. Lester and Joseph Stewart, Jr. actors or actors participate in policy formation process can be divided into two groups, namely the cast and the cast as well as official and unofficial. Which belongs to the actor and is the official government agency (bureaucracy), the president (executive), legislative and judicial. While belonging to the unofficial role include interest groups, political parties and individual citizens. This research uses the theory of James E. Anderson, the policy is as the behavior of a number of actors (officials, groups, government agencies) or a set of actors in a particular policy area. Talk of the policy cannot get out of the relationship between interest groups, both at the government and society at large. According to Walter J.M. Kickert, Erik-Hans Klijn and Joop F.M. Koppenjan, actors cannot be separated from each other and have connection with each other. According to Sri Suwitri, strong policy networks are the five things they are the interests of network members, membership, interdependence, isolation from other networks, and the distribution of resources among the members. Network integration of high membership, membership has stability, interdependence network members, and isolation from other networks. The larger the policy network will strengthen the pluralistic society. This study uses qualitative research and data collection based on interviews with key informants and direct observation conducted by researchers at Kemijen Village Semarang City.Based on theory, the actor cannot move on their own without collaboration of other actors, so that is needed a network diagram to known the role of each actor. In the implementation of PNPM-MP should refer to the operational guidelines PNPM-MP and develop accessibility advisory assistance from the sub-district or districts. Then, it is necessary establishes public complaints unit to accommodate all the complaints that can be sought alternative solutions. In finding such alternative PNPM-MP need to use incremental models so that any problems that arise can be done rectification and correction to create anew policy. Suggestions in this study are it need a similar view from actors to improve the welfare ofsociety and transparency in the implementation of PNPM-MP.

Abstract

The train is one of the mass transport that demanded by the public. PT.KAI(Persero) is a sole operator of organizing railway in Indonesia. The Vision and Mission of PT.KAI(Persero) is providing service and safety to the public as a train users. In 2007-2011 there was a train accident with the same factor from the train itself. Based on Law No.23 Tahun 2007 about Railways, there was a discussion of investigation and research of train accidents ,in which the discussion was intended to minimize the railway accidents. Implementation of transparency investigation reports and research train accident done by PT.KAI (Persero) deficient, because PT.KAI (Persero) give information is still common, simple, and temporary to public, the description of the results of investigation reports and research train accident PT.KAI (Persero) should be valid and must announce it to public in accordance with the contents of the Law No.23 Tahun 2007 of the Railways.

Abstract

Implementation of Perda No. 9 in 2009 about retribution service markets is an effort from the government to provide services for merchants. Levy retribution charged to merchants used to cost a oprasional market and to increase services for merchants. Talk to rate retribution charged by merchants pre-set by the Regional Secretary is assisted the DPPKAD which is calculated by multiplying the number of traders as the areaof floor with a rate of retribution pre-set at Perda. The market is as a place for conducting trading deals. The market function itself is one of the principal means to drive and improve the economy. Markets need to be managed, organized and arranged so that the wheels of the economy community area can run smoothly. Retribution is charged to every trader who utilize the facilities of the market. Rate retributionare different, determined by class and place the used market. Occupies a place in the trade market, traders must also obtain a trade license issued by the placement department ofindustry and commerce. This type of research used in this study is qualitative research with qualitative descriptive method that aims to describe, explain and analyze. An informantwho concerned in the implementation of perda is nameli disperindag, UPTD Puri market already implementing regulation 9 of 2009 but still appears constraints in the implementation of the levy charges eventually hamper the realization of the income levy income levy charges that are not in accordance with pre-determined targets. Ineffectiveness of socialization has been done by the Disperindag and UPTD market also makes some traders there is no pleasure to pay the levy. An informant who is involved also came out differences of opinion between disperindag with UPTD Puri market,

Abstract

One of the government’s efforts to reduce poverty in Indonesia is giving health aid for poor citizens by giving Jamkesmas (Public Health Assurance) to them. Wonogiri Regency is one of poor regencies in Indonesia, shown by increasing number of people who receive Jamkesmas. There are some aspects that have to be improved in the data collection of Jamkesmas’ beneficiaries in Baturetno District. This is according to the incompleteness of the Jamkesma coverage. Based on this condition, this research is aimed at investigating how Jamkesmas can be enjoyed by poor people listed in Jamkesmas beneficiaries and investigating the achievements of the objectives of Jamkesmas towards poor people in Baturetno District. This research uses the criteria of policy evaluation by William N. Dunn: effectiveness, efficiensy, adequacy, responsiveness, dan accuracy. This research uses qualitative descriptive method. The data were obtained by interview, observation, documentation, and literary review. By using descriptive method, the researcher studied the problem faced by describing the situation of the subjects or the objects of the research based on facts found and based on the real condition. The sources of this research were authorities of Jamkesmas and the beneficieries of Jamkesmas in Baturetno’s Health Center (puskesmas)The results of this reserach were: (1) there is no annual verification or update of the data of Jamkesmas beneficiaries that caused the incompleteness of Jamkesmas beneficiaries, (2) the objectives of Jamkesmas were achieved well in Baturetno District, (3) the acces and quality of health service for poor community were improved, (4) poor neighbourhood had more understanding about the benefits of health service, (5) Jamkesmas program positively affected poorer community in Baturetno Distict, and (6) people felt it hard to complete the requirements of the referral and felt that the registration in the hospitals were convoluted.Based on the above results, it is recommended that the data of Jamkesmas beneficiaries are verified, authorities need to improve coordination so that any information obtained by society is true and complete. The weaknesses of Jamkesmas concluded in this research are expected to improve JKN (National Health Insurance) which is now being implemented by the government.

Abstract

Performance is the result of work that had attained by a person in a group or organization in accordance with the authority and responsibilities. Organizational performance is the achievement of results at the organizational level or unit of analysis. Performance on the level of the Organization related the objectives of the Organization, design, organization, and management of the organization. Dinas Pasar Kota Semarang which has a role as a provider of public services, especially in the field of the Stup and management of Traditional markets, serve the community by providing a safe market, comfortable, orderly, clean and healthy. Dinas Pasar Kota Semarang carrying out the Affair of local government in the field of management of traditional markets and street vendors based on the principle of autonomy and pembantuan tasks. The city of Semarang had the vision that embodies the modern traditional markets towards a prosperous society.The purpose of the research was to analyze the performance of the Dinas Pasar Kota Semarang. Analyzing the factors that support and hinder the performance of Dinas Pasar Kota Semarang. Organizational performance assessment of public views of 5 dimensions such as productivity, responsivity, responsibility, accountability and quality of service; and 3 factors that influence the organizational performance of Dinas Pasar Kota Semarang such as organizational structure, leadership and team work. This results of the study as a whole, the performance of the Organization could not be said to be optimal if seen from the 5 dimension of performance assessment organizations and 3 factors that influence organizational performance of Dinas Pasar Kota Semarang. On dimension of productivity and accountability proved still need any improvement.

Abstract

The Government of Semarang through Perda No. 4 / 2008 about poverty reduction in Semarang City which is an acceleration in poverty reduction efforts. The strategy called Gerdu Kempling ( Integrated Health, Economy, Education, Infrastructure, and Environment ) and one of the program that is productive labor intensive by Dinas Tenaga Kerja dan Transmigrasi Kota Semarang. Productive Labor Intensive Program has been part of Gerdu Kempling starting in 2011 its in three locations: Village of Tanjung Mas, Mangunharjo, and Tugurejo. Evaluation of this program to see the performance on productive labor intensive programs will be viewed using criteria-criteria evaluation of policies according to William Dunn are: effectiveness, efficiency, sufficiency, alignment, responsiveness, accuracy. The barriers program that is viewed with a pattern which includes the planning, implementing, and controling.Productive labor intensive program performance in gerdu kempling Semarang City in 2011 where in this criteria evaluation, there are still 5 criteria judged not good, based on the effectiveness, efficiency, sufficiency, alignment, and accuracy activities. While good judgment only in criteria responsiveness activities. Barriers to programs such as provisioning and organizing where immature making activity stalled in the middle of the road. Lack of mentoring and controling is also a barrier to factor in this program.Overall many judgment that haven’t been good on these evaluation criteria, then program which have run this 2011 not been expressed successfully. Recommendations of this program, such as strengthening strategy and commitment of program implementor, using performance based budgets, the study of back numbers of the manpower, the need for intensive monitoring, as well as mentoring on group activities.
