Abstract

Recognize that Padang City has a high potency of earthquake and tsunami, Badan Penanggulangan Bencana Daerah dan Pemadam Kebakaran (BPBD-PK) of Padang City is formed as the Coordinator and Implementor of Disaster Management at the local level. The mitigation activities used to reduce the hight risk of negative effect of the earthquake andtsunami such as formulate regulations as a reference of mitigation, hazard maps, socialization and simulation, procure The Early Warning System, Determination of earthquake-safeconstruction, and manufacturing lines and evacuation (shelter). Conservation of coastal forests do not become the main focus of the Government of Padang City.Mitigation earthquake and tsunami based on principle of coordination in order to deploy and mobilize all the resources that needed to actualize the prevention and preparednesssuccesfully in Padang City. There are some constraints that used to faced are limited funds, the lack of apparatus ability, and the high level of the turn-over of employees. Based on the results of the research, Researcher recommend that the strengthening of cooperation with other parties in order to overcome obstacles in implementing the mitigation of earthquake and tsunami.

Abstract

Penelitian ini dilatarbelakangi oleh masalah yang menarik untuk diteliti yaitu mengapa Kebijakan Pelayanan Administrasi Terpadu Kecamatan di Kecamatan Gunungpati Kota Semarang belum dilakukan secara optimal. Faktanya adalah pelaksanaan PATEN di Kecamatan Kota Semarang masih berjalan setengah, Pemerintah Kota Semarang dan kecamatan belum siap melaksanakan kebijakan PATEN, kurangnya pemahaman masyarakat mengenai PATEN dan kurangnya pegawai teknis di bagian pelayanan publik. Tujuannya adalah untuk mengevaluasi kebijakan PATEN, serta menganalisis dan mengidentifikasi faktor pendorong dan penghambat pelaksanaan kebijakan PATEN. Teori yang digunakan adalah evaluasi kebijakan publik beserta tolak ukur evaluasi kebijakan yang dikemukakan oleh William N Dunn meliputi efektivitas, efisiensi, kecukupan, perataan, responsivitas, dan ketepatan, dan faktor pendorong dan penghambat pelaksanaan kebijakan dikemukakan oleh George C Edwards III meliputi komunikasi, sumberdaya, disposisi, dan struktur birokrasi. Metode yang digunakan adalah metode penelitian kualitatif dengan teknik pengumpulan data melalui wawancara terstruktur. Hasil penelitian menunjukkan bahwa Kecamatan Gunungpati belum sepenuhnya dapat melaksanakan kebijakan PATEN sesuai dengan pedoman PATEN. Efektivitas dan efisiensi pelaksanaan kebijakan PATEN belum tercapai maksimal. Namun, pegawai dalam memberikan pelayanan sudah bersikap adil kepada masyarakat. Respon masyarakat terhadap PATEN tidak begitu berdampak bagi masyarakat karena masyarakat dalam melakukan pelayanan masih berpedoman pada kelonggaran waktu. Kebijakan PATEN memiliki maksud dan tujuan yang baik demi meningkatkan kualitas pelayanan, dan kebijakan PATEN tepat adanya diterapkan di Kecamatan Gunungpati apabila dibandingkan dengan sebelum adanya PATEN, lebih baik sekarang. Sedangkan faktor pendorong kebijakan PATEN adalah komunikasi, sedangkan penghambatnya adalah sumberdaya, disposisi, dan struktur birokrasi.

Abstract

Services is a Success key of various businesses or services activities. The role of servicing gets bigger and determined when there’s service in community activities. Public service scope are very wide, one of them is the transportation service. There’s Semarang BRT as part of the transportation system in Semarang city, and its one of Semarang community needs at transportation area. BLU UPTD Mangkang Terminal Section as Semarang BRT management had a vision “ Creating a Professional, Independent, reliable, sustainable and affordable service”.The objective of research was to identify BRT Semarang corridor II service quality. To identify How does the quality of service that has been given from BRT Semarang corridor II to the community and also what kind of dimensions can be the inhibitor of BRT Semarang corridor II service quality. A measure of the quality, seen from 8 quality service dimensions that has been formulated. The research used a descriptive qualitative with repondents from BLU Semarang city employeses and BRT Semarang corridor II user.The result of the research are the BRT Semarang corridor II quality service was good enough if identified from 8 dimensions quality services, only at direct tangibles dimension and officer reliability that needs to be improved.

Abstract

The research is included on qualitative research. Character of the writing processin this research is descriptive narrative. One of the reason background and reasoning blowup the issues is there no enough space for public interest in the coastal area policy inSemarang City. In cases, fisherman in Semarang has doesn’t freedom to run their dailyactivity to full fill their family needs. In other side, corporate is dominated investment onthat area, make any narrow space for public interest.The model consists of Problem Understanding, Aim Deciding, AlternativeFormulating, Modeling, standard Deciding, Alternative Development, Recommending, andBranding New Policy. In the research, researcher finds phenomenon going on the societywhich should be analyzed carefully. In cases unbalances government policy making. Thereno enough space for public interest to fill the policy. Then research focused in the classifiedproblem to formulate new branding policy which suitable with costal area society as anobject of the policy.

Abstract

The objective of this study is to identify and analyze how the “Kantor Pertanahan Kota Semarang” managing and handling complaints from the public based on the point of view of Management Theory. The method of investigation which is used in this study is descriptive qualitative research method with inductively proceed data analysis.The results of this study indicate that the “Kantor Pertanahan Kota Semarang” complaint management has not implemented properly and correctly. Based on the analysis conducted by the writer, the “Kantor Pertanahan Kota Semarang” is still ignoring some activities in management functions, which ultimately resulted in the lack of maturation and minimum anticipation of planning function. Besides, it also resulted in the overlapping tasks and the functions of the employees as the result of the less maximum of the activity implementation toward the organizing function, as well as weaken the supervision function that resulted in the emergence of the passive working conditions and vulnerably trigger diversion.Based on the results of the study, the suggestions and the solutions that the writer explains in this study, therefore it is expected that those can be used as a suggestion for the “Kantor Pertanahan Kota Semarang” in making policies to improve the quality of the service, especially in the management and handling complaints which furtherly will also be useful for the sake of succeeded implementation of Good Government, i.e. creating a public service which is more professional, effective, efficient, transparent, punctual, adaptive, responsive and accountable to gain the satisfaction and trust from the government public service users.

Abstract

In government service quality is a very important factor and must be considered as a good quality service will give satisfaction to the community as a whole. Given as a servant of the state provide quality service is his their duty and obligation. However field data about the quality of service at the District Land Office Kendal indications of poor quality of services performed by employees, where people have to wait long amounts necessary to take care of the land titling and the accumulation of the completion certificate.. The purpose of this study was to describe the quality of service creation in the land certificate at the District Land Office Kendal.This research is a quantitative description of the five indicators that is tangible (direct evidence), reliability (reliability), responsiveness (responsiveness), acess (ease) and courtesy (employee attitudes). The sample in this study is that people who need land titling in Kendal District Land Office as much as 89 respondents. The collection of data by distributing questionnaires to a sample that comes to Kendal District Land Office to take care of the land certificate and contains closed questions with four choices answer. Then the research data is processed using the analysis of quantitative description using the mean (average).The results showed that the quality of service in the District Land Office Kendal included in category tangible (direct evidence), reliability (reliability), responsiveness (responsiveness) and courtesy (employee attitudes) all of them categorized as good and acess ( ease ) in enough categories.

Abstract

This research aims to whather the current strategy is not effective or not. Research design used is descriptive qualitative reesearch with descriptive qualitati method. Informants in this study is the head of the field of tourism and marketing cation of Disbudparpora Wonogiri disctrict, the head of government of Setda Wonogiri district. Technique use is technique purposive sampling and random.Of the results showed the condition of the district tourism Wonogiri not good. SWOT analysis, resulting strategy is promoting of the potential that exist in the district Wonogiri order to attract investors to invest in the tourism sector with the aim of improving the walfare of soiciety.Conclusion of this study is to function as a SWOT analisys of strategy formulation. Tourism development strategy Wonogiri district a affected by vision and mission, human resources, budget, facilities and infrastructure, commitment stakeholder, economic factor, social and cultural, regulatory, role pokdarwis. To improve and develop tourism in the disctrict Wonogiri, authors suggest to Disbudparpora disctric Wonogiri to improve the quality of human resources, collaborate with stakeholders, creating distinctive new food product.

Abstract

Kudus regency as one of the biggest cigarette’s tax producing in Indonesia. Based on that statement, so Kudus regency government arrange policy of governor’s rule No 4 2013 about guidelines for the management funds for tax results and tobacco’s result in Kudus regency. With the presence of its management, it is expected can help to decrease amount of destitution, unemployment, and increase economic development in Kudus Regency. The purpose of this study is to know how the system of management and how management of guidelines for the management funds for tax results and tobacco’s result in Kudus regency. Which to answer about the purpose and problems in this study is by using governor’s policy No 4 2013 as reference of management system and management theory by George R Terry in describing guidelines for the management funds for tax results and tobacco’s result in Kudus regency. The method used in this study is qualitative method by the study’s object are BAPPEDA, SEKDA and Dinas Perinkop and UMKM as SKPD of guidelines for the management funds for tax results and tobacco’s result in Kudus regency. The result of this study showed that in the implementation based on governor’s policy No 4 2013. In program that is funded by guidelines for the management funds for tax results and tobacco’s result both physical and non-physical give big effect to mid- low economy’s public in Kudus regency. In its implementation is still met problem, so that the result is far of the target. The problem is like limitedness of human resource in several SKPD. This case can be seen from the activity that is not spread all over yet in Kudus regency and the performance accomplishment that is not spread all over carried out yet.

Abstract

This study aims to describe the performance of the Agency's Staffing area of Semarang and to know what aspects of the lead Agency staffing performance area ofSemarang is not optimal. Locus were used in this research is the staffing agency's Regional Office in the city of Semarang. This research uses qualitative research methods are purely descriptive. The subjects in this study consists of five main informant.Based on the research results show that the performance of the staffing Agency's Office in Semarang City Area can be categorized Either even though there is still some dimensions assessed less well. Aspects that affect optimal performance of Regional Staffing Agency Semarang which aspects of competence and motivation aspects.Conclusions in this study was the overall performance of the civil service agency of The city of Semarang was good, and the aspect of the competence and motivation indeedaffect Staffing Agency performance Area of Semarang. Based on the conclusions researchers recommended to a local employee of semarang to fix dimensions still was not well that more optimal performance can be achieved.

Abstract

Berdasarkan potensi yang dimiliki, Kabupaten Semarang mempunyai prospek yang cukup menjanjikan untuk meningkatkan daya saing daerah baik di tingkat regional maupun nasional, khususnya beberapa komoditas yang memiliki keunggulan kompetitif pada sektor pariwisata, namun hingga saat ini belum dikembangkan secara optimal, hal ini menunjukkan bahwa upaya dari Dinas Pemuda, Olahraga, Kebudayaan dan Pariwisata Kabupaten Semarang Kabupaten Semarang belum maksimal. Sebagai gambaran banyaknya pendapatan dari sektor pariwisata Kabupaten Semarang pada semester pertama tahun 2012 telah mencapai 55 persen atau Rp 1,4 miliar dari total target sebesar Rp 2,5 miliar. Pencapaian tersebut lebih baik dibandingkan realisasi tahun 2011 yang hanya mencapai 70 persen atau 1,8 miliar dari target sebesar Rp 2,3 miliar.Namun kesuksesan Dinas Pemuda, Olahraga, Kebudayaan dan Pariwisata Kabupaten Semarang dalam meraup pendapatan bukanlah satu-satunya tolok ukur suatu keberhasilan dalam pengembangan pariwisata, melainkan proses manajerial yang sempurna dan kompeten lah yang menjadi tolak ukur keberhasilan.Hasil penelitian yang menggunakan metode deskriptif kualitatif menunjukkan bahwa manajemen pengembangan pariwisata di Dinas Pemuda, Olahraga, Kebudayaan dan Pariwisata Kabupaten Semarang belum sempurna. Hal ini dikarenakan masih adanya permasalahan di perencanaan anggaran dan pengorganisasasian dimana kurangnya pegawai berlatar belakang pendidikan pariwisata serta pembagian beban tugas yang diterima para pegawai masih kurang proporsional hal ini disebabkan karena banyaknya beban tugas tetapi tidak ditunjang dengan banyaknya personil..Saran dari hasil penelitian ini adalah untuk perencanan anggaran agar terus mengupayakan pengajuan anggaran ke segala pihak terutama pemerintah provinsi dan pusat untuk pengembangan pariwisata. Untuk pengorganisasian pegawai diberikan diklat khusus atau seminar tentang kepariwisataan dan beasiswa pariwisata untuk pegawai berprestasi serta mengupayakan usulan pemenuhan Sumber Daya Manusia melalui Badan Kepegawaian Daerah (BKD).
