Abstract

The existence of street vendors are often cause a dilemma in every region, on one hand can increase local income. But, on the other hand can reduce the beauty of the city and causing jams. In Indonesia, especially Semarang, Government has made a Regional Regulation Number 11 years 2000 about Setting and Development of Street Vendors to resolve the existing problems of street vendors in Semarang. On the implementation, the government's control to the street vendors who have been set is very lack.The purpose of research is to describe the process of Controlling Structuring The Street Vendors that exists around Simpang Lima Semarang. The theory that used in this research is controlling process using variable of standard setting, monitoring, evaluation, and corrective action. This research use descriptive qualitative methods, and the informant is from Markets Departement and streetvendors around Simpang Lima Semarang.Overall results of this research is, controlling structuring of street vendors in Simpang Lima Semarang is still ineffective. The main problem that cause the lack of effective controlling is insufficient availability of human resources. Minimal amount of human resources will affect to the intensity of controlling.

Abstract

Di setiap Organisasi manapun di dunia ini, manusia memegang peranan yang sangat penting terhadap perkembangan maupun kehancuran organisasi. Sehingga dapat dikatakan bahwa manusia merupakan motor penggerak Organisasi dalam menuntun ke arah tercapainya tujuan Organisasi. Hasil kerja atau Kinerja yang belum optimal yang mendasari dilakukannya penelitian ini,. Kinerja pegawai juga di pengaruhi oleh gaya kepemimpinan yang sesuai dengan tingkat kematangan setiap pegawai serta motivasi yang baik yang akan menuntun kearah tujuan Organisasi yang harus dicapai. Agar kinerja yang di dapatkan dalam bekerja menjadi maksimal.Penelitian ini menggunakan pendekatan analisis data kuantitatif. populasi yang digunakan dalam penelitian ini sebesar 47 responden yang merupakan pegawai Biro Tata Pemerintahan Sekretariat Daerah Provinsi Jawa Tengah. Analisis data digunakan adalah Uji Korelasi dan Konkordasi Kendall.Hasil penelitian menunjukkan bahwa kinerja pegawai Biro Tata Pemerintahan Sekretariat Daerah Provinsi Jawa Tengah Tidak Baik/Rendah yaitu sebesar 36.2%. Besarnya pengaruh Gaya Kepemimpinan (X1) terhadap Kinerja (Y) sebesar 16.81%, besarnya pengaruh Motivasi (X2) terhadap Kinerja (Y) sebesar 7.56%, dan Kinerja (Y) yang dipegaruhi Gaya Kepemimpinan (X1) dan Motivasi (X2) secara bersamaan sebesar 51.55%. Hasil penelitian menunjukkan bahwa ada hubungan yang signifikan antara Gaya Kepemimpinan dan Motivasi Kerja terhadap Kinerja Pegawai.

Abstract

Tourism contributes in the creation of work,the business world society wage,local revenue,foreign exchange to country. Kampung wisata Kandri divides into four RW each have the potential and distinctive cloistral. Were along RW I was education tourism as education nature. In RW II as a plantation arena is equipped with a variety of fruit and in this later developed as arena outbound. RW III as the cultural area, and in the RW IV is focus on typical food stalls. This research use SWOT analysis. The research of this strategy based on Litmus analysis there are any six strategic issues : Establishing facilities and infrastructure, an increase in the quantity and quality of human resources, development of quality tourism object, increasing promotion strategies, increasing coordination between local communities with tourism department and related parties, increasing.

Abstract

E-Procurement Policy refers to the President of the Republic of Indonesia Regulation No. 70 of 2012 on Procurement of Governments Goods / Services. It Has the purpose to increase transparency and accountability, improve market access and fair competition, improve the efficiency of procurement processes, supporting the monitoring and auditing processes and till the needs of real-time information access. These goals can be achieved through the effective implementation of the policy views of accuracy, precision of execution, the target precision, accuracy and precision of the process environment. Process of Implementation of E-Procurement Policy in achieving the goals contained inhibiting factor and support factor, Based on Theory George C. Edwards III factors that support and hinder are Communication, Resources, Bureaucratic Structure and Disposition. Based on the existing barriers in the implementation of E-Procurement Policy in Wonogiri, Author recommend as follows: (1) Adding Column LPSEs Evaluation on the Website, (2) Using of Digital Signatures in the process of procurement of goods and services, especially in the evaluation, (3) socialization is held in the community as well so that people understand and they become control functions in the implementation of the policy, (4) Structured encoding on the party who has the certification of the procurement of goods and services, (5) Increasing the use of government Software.

Abstract

This research explain to know how the implementation of elimination of the worst forms of child labour especially for Child Domestic Labour in Semarang. There is child labour in domestic, this job classified to be abolished job by the government incorporated in the Action Committee for the Establishment of Districts / Municipalities based in Semarang Mayor Decree No. 560.05/256 on the establishment of the Committee Action for the Elimination Worst Forms of Child. In research method, the author used policy implementation theory by Meriiee S. Grindle consist of two variable they are content of policies (content) and environmental policy (contex). The data collection conducted from Manpower and Transmigration Department, Empowerment Entities, Women and Family Planning, Merdeka Domestic Union Semarang and Child Labour. There are many findings actual Policy Implementation Elimination of the Worst Forms of Child in Semarang, constrained by limited human resource capacity as stakeholders, lack of coordination, there is still weak sanctions for those who violate it provides, offers and take advantage of children for the exploitation.

Abstract

Semarang city including the city experienced a fairly complicated transport problems, particularly road transport. Congestion in major cities, roads damaged, the terminal does not support, a growing number of vehicles, is not in line with the increase in capacity and access opening. As part of the effort to solve the congestion problem, the central government through the Ministry of Transportation propose the implementation of Bus Rapid Transit (BRT). The purpose of this study is to describe how the implementation of the BRT program in the city of Semarang and if it is in accordance with the applicable rules and to find out what are the constraints related to or are being faced in the implementation of BRT in the city of Semarang. This study used a qualitative approach with managers and HR Public Service Agency (BLU) Trans Semarang as the interviewer.The results in the development of BRT Trans Semarang constraints experienced by other anatar limited land BRT shelter placement on the right of way, the understanding of the shelter as utulitas by Highways that shelter placement should require permits, can not fulfill the contract mechanism plural, then the auction / tender providers services each year so that continuity of care is constrained at the beginning of the year, the limited ability of local budgets for fleet investment, travel speed bus yet eligible (still too soon exceed 8 km / h because of the standards set for congested areas or standard traffic mix is 10-12 km / h, the number of passengers has not been eligible for the hall I the average number of passengers per day by 5419 as much as standard from 1000 to 1200 and for corridor II of 2930 passengers per day with a standard 500-600 passengers per day.Suggestions presented in this study is the need for fleet expansion given the large number of passengers per day to meet the standards set by the Director General of Communication and Information, need to be reviewed on the performance of the crew bus driver, especially considering the speed of the vehicle exceeds the Directorate General of Land Transportation Standards. This is certainly endanger passengers and crew of the bus itself, need to increase coordination with relevant parties about the existence of shelters that shelter is expected to be in a strategic location, if necessary, plus amusing shleter to increase the capacity of passengers waiting for Bus Trans Semarang, facilities note the presence in the shelter as a place to sit or read media so that passengers feel comfortable.

Abstract

Reformasi sektor publik yang disertai adanya tuntutan demokratisasi menjadi suatu fenomena global termasuk di Indonesia. Salah satu output dari reformasi sektor publik khususnya dalam bidang pengelolaan keuangan daerah adalah alokasi anggaran pendapatan dan belanja daerah. Dengan adanya reformasi ini daerah diberi kebebasan untuk mengelola kekayaan daerahnya seoptimal mungkin untuk membiayai penyelenggaraan pemerintahan daerah, sehingga muncullah kebijakan otonomi daerah. Salah satu tujuan otonomi daerah adalah untuk mempercepat pertumbuhan ekonomi dan pembangunan daerah. Masalah yang muncul adalah terjadi ketimpangan yang cukup signifikan dalam pengalokasian anggaran pendapatan daerah terhadap anggaran belanja pegawai dan anggaran belanja pembangunan. Tujuan penelitian yaitu untuk mengkaji seberapa besar alokasi anggaran pendapatan dan belanja daerah terkait dengan ekonomi makro dalam hal ini pertumbuhan ekonomi dan terkait dengan pembangunan daerah. Upaya menjawab permasalahan ini dengan menggunakan teori evaluasi oleh Dunn yang digunakan untuk menarik kesimpulan. Dengan desain penelitian kualitatif deskriptif. Hasil penelitian menunjukkan bahwa terjadi hubungan yang positif antara alokasi anggaran pendapatan dan belanja daerah dengan ekonomi makro, khususnya pertumbuhan ekonomi. Dimana pertumbuhan ekonomi dapat dilihat dari pembangunan daerah, dalam hal ini pembangunan manusianya yang dapat dilihat dari kemampuan daya beli masyarakat yang dapat diukur dengan Indeks Harga Konsumen (IHK) dan Laju Inflasi. Disarankan perlu adanya keseimbangan dalam penyusunan proporsi alokasi anggaran untuk belanja pegawai dan belanja pembangunan.

Abstract

The problem admission process in SMP 3 Semarang was always about the achievement scores of the prospective students that applied to SMP 3 Semarang. This problem is getting worst and more complex by years, so SMP 3 Semarang is trying to prevent it by making a policy that oblige all prospective students that want to apply to SMP 3 Semarang by using the achievement scores to undergo the achievement scores test done by the school admission committee and oblige to sign a stamped statement that acknowledge the truth of their achievement scores as well. This research aims to identify and analyze the policy impact of school admission policy made by SMP 3 Semarang and to find out all the supporting and impeding aspects during the policy implementation/practice. The research uses descriptive qualitative. In conclusion The research showed that this policy that have been made by SMP 3 Semarang have both internal and external effects, in the form of positive responds giving by public and the Education Board itself already fully support as well the policy that oblige all prospective students that want to apply by using the achievement scores must undergo the achievement scores test done by the school admission committee and oblige to sign a stamped statement that acknowledge the truth of their achievement scores. This policy is having effect on SMP 3 Semarang as well in the form of the descent rate of fraud in the school admission process in SMP 3 Semarang, so the school quality is maintained

Abstract

Kudus regency as one of the biggest cigarette’s tax producing in Indonesia. Based on that statement, so Kudus regency government arrange policy of governor’s rule No 4 2013 about guidelines for the management funds for tax results and tobacco’s result in Kudus regency. With the presence of its management, it is expected can help to decrease amount of destitution, unemployment, and increase economic development in Kudus Regency. The purpose of this study is to know how the system of management and how management of guidelines for the management funds for tax results and tobacco’s result in Kudus regency. Which to answer about the purpose and problems in this study is by using governor’s policy No 4 2013 as reference of management system and management theory by George R Terry in describing guidelines for the management funds for tax results and tobacco’s result in Kudus regency. The method used in this study is qualitative method by the study’s object are BAPPEDA, SEKDA and Dinas Perinkop and UMKM as SKPD of guidelines for the management funds for tax results and tobacco’s result in Kudus regency. The result of this study showed that in the implementation based on governor’s policy No 4 2013. In program that is funded by guidelines for the management funds for tax results and tobacco’s result both physical and non-physical give big effect to mid- low economy’s public in Kudus regency. In its implementation is still met problem, so that the result is far of the target. The problem is like limitedness of human resource in several SKPD. This case can be seen from the activity that is not spread all over yet in Kudus regency and the performance accomplishment that is not spread all over carried out yet.
