Abstract

Program kampung tematik merupakan salah satu program pemerintah kota semarang untuk menanggulangi permasalahan kemiskinan yang dilakukan melalui peningkatan kualitas lingkungan dan peningkatan potensi lokal untuk mendorong perekonomian masyarakat. Kampung Alam Malon merupakan salah satu kampung tematik yang mampu mempertahankan keberlanjutannya sejak ditetapkan pada tahun 2016 hingga saat ini. Metode yang digunakan dalam penelitian ini adalah kualitatif deskriptif dengan teknik pengumpulan data observasi, wawancara, serta dokumentasi. Indikator yang digunakan untuk mengetahui efektivitas program adalah pemahaman program, tepat sasaran, tercapainya tujuan, dan perubahan nyata. Selain itu faktor pendorong dan penghambat program dilihat dari faktor kondisi lingkungan dan sumber daya. Hasil penelitian menunjukkan bahwa pelaksanaan program kampung tematik di Kampung Alam Malon belum sepenuhnya dapat dikatakan efektif karena masih terdapat masyarakat yang belum mengetahui maksud dan tujuan program, peningkatan kualitas lingkungan dan partisipasi masyarakat yang belum optimal, serta belum adanya perubahan nyata di bidang ekonomi terkait pendapatan kelompok. Faktor penghambat program berasal dari kondisi lingkungan berkaitan dengan kondisi pendidikan masyarakat. Saran yang dapat diberikan penulis untuk mengoptimalkan efektivitas program yaitu diperlukan sosialisasi secara lebih intensif melalui para tokoh masyarakat dan menyebarluaskan informasi mengenai program melalui media online, menyelenggarakan gotong royong yang melibatkan seluruh masyarakat guna memelihara sarana yang telah dibangun, membuat kegiatan yang inovatif dan variatif untuk memaksimalkan partisipasi anggota kelompok, serta mengoptimalkan promosi secara online maupun offline untuk meningkatkan penjualan batik dan kunjungan wisata. Faktor penghambat berasal dari kondisi sosial terkait tingkat pendidikan masyarakat dapat diatasi dengan pemberian pemahaman secara informal melalui tatap muka langsung diluar pertemuan warga.

Abstract

Kualitas pelayanan pada pelayanan Samsat Mal Pelayanan Publik Kabupaten Kebumen masih belum optimal dengan ditemukan beberapa permasalahan yaitu terkait kondisi fisik lingkungan dan kecermatan pegawai. Tujuan dari penelitian ini adalah menganalisis bagaimana kualitas pelayanan pada Samsat Mal Pelayanan Publik Kabupaten Kebumen dan menganalisis aspek pendukung dan penghambat kualitas pelayanan pada Samsat Mal Pelayanan Publik Kabupaten Kebumen. Dimensi kualitas pelayanan yang digunakan untuk menganalisis kualitas pelayanan pada Samsat Mal Pelayanan Publik Kabupaten Kebumen yaitu tangible, reliability, responsiveness, assurance, dan empathy. Metode penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif. Hasil penelitian menunjukkan bahwa kualitas pelayanan pada Samsat Mal Pelayanan Publik Kabupaten Kebumen dapat dikatakan belum baik. Hal ini disebabkan karena ada dua dimensi yang masih belum maksimal, yaitu dimensi tangible menunjukkan kondisi ruang tunggu yang tidak kondusif. Fasilitas yang ada pada Mal Pelayanan Publik Kabupaten Kebumen juga belum maksimal. Dimensi reliability menunjukkan kecermatan pegawai yang belum maksimal. Adapun aspek pendukung kualitas pelayanan pada Samsat Mal Pelayanan Publik Kabupaten Kebumen yaitu komitmen pegawai yang baik dan sarana dan prasarana pendukung proses pelayanan. Aspek penghambat pada pelayanan Samsat Mal Pelayanan Publik Kabupaten Kebumen yaitu kondisi ruang tunggu yang tidak kondusif, fasilitas yang belum maksimal, dan kecermatan pegawai yang kurang optimal.

Abstract

Pemerintah sebagai penyelenggara pelayanan dituntut untuk selalu meningkatkan kualitas pelayanan serta dapat memenuhi segala kebutuhan dan tuntutan dari masyarakat. Administrasi kependudukan dan pencatatan sipil merupakan dokumen penting yang dibutuhkan oleh setiap warga Negara, sehingga dalam pemberian pelayanan harus maksimal. Penelitian ini bertujuan untuk menganalisis Kualitas Pelayanan Publik di Tempat Perekaman Data Kependudukan (TPDK) Disdukcapil Kecamatan Pedurungan Kota Semarang menggunakan teori Zeithaml yaitu Tangible, Reliability, Responsiviness, Assurance dan Empathy serta teori faktor pendukung oleh H.A.S Moenir dan teori penghambat oleh Taufiq Effendi. Penelitian ini menggunakan metode deskriptif kualitatif. Hasil penelitian menunjukkan bahwa kualitas pelayanan publik sudah baik dilihat dari keseluruhan dimensi, namun masih ada yang perlu di optimalkan di salah satu kriteria pada dimensi Tangible dan dimensi Assurance. Faktor pendukungnya berasal dari faktor organisasi, faktor kemampuan dan keterampilan, faktor sarana prasarana dan juga terdapat faktor penghambat yaitu kurangnya sumber daya manusia. Saran yang dapat diberikan yaitu membuka peluang untuk kegiatan magang bagi mahasiswa, memberikan teguran lisan maupun tertulis bagi pegawai yang terlambat, koordinasi lebih ke Pemerintah Pusat dalam pendistrisbusian blangko E-KTP serta mempertahankan dan selalu meningkatkan kembali kualitas pelayanan publik.

Abstract

This research aims to explain the Analysis of the Quality of Inclusive Education Services at SMPN 2 Kunduran Blora, Central Java. The provided services are not optimal because there are no supporting facilities for inclusive children, no special assistant teachers, and damaged road conditions. This is qualitative descriptive research. The data are collected using interviews, documentation, and literature reviews. This research uses an accidental technique, snowballing sampling, and service theory to examine and identify some factors that disrupt the implementation of inclusive services at SMPN 2 Kunduran Blora, Central Java. The results show that inclusive services are not yet implemented optimally. It can be seen from the service indicators that include Tangible, Reliable, and Access (ease of accessing communication and location). There are no supporting media for children with disabilities, and the school does not have special assistant teachers. Besides, the roads which lead to SMPN 2 Kunduran are badly damaged. Some factors that disrupt the inclusive services such as no supporting infrastructure for the children with special needs, the teachers do not yet have specific competence to educate the children with special needs, and bad road conditions. The researchers suggest that SMPN 2 Kunduran should conduct a rolling system for the teachers of children with special needs to teach at SMPN 2 Kunduran at least once a week. Special training should also be held for homeroom teachers based on inclusion programs. These recommendations also apply to future researchers who want to study inclusive schools in the Blora regency.

Abstract

The Pekalongan Regency Government has attempted to deal with the issue of batik industry wastewater pollution by issuing Pekalongan Regency Regional Regulation Number 5 of 2014 concerning Wastewater Management. The purpose of this study was to analyze the implementation of policies and identify the driving and inhibiting factors in the implementation of Wastewater Management policies in the batik industry in Samborejo Village, Pekalongan Regency. This study uses a qualitative descriptive method with data collection techniques through interviews and documentation. The results showed that the batik industry players in Samborejo Village had not fulfilled several obligations and did not have a waste water disposal permit that had been stipulated in the policies, guidance and supervision of batik industry players in Samborejo Village had not been carried out strictly, and the Pekalongan Regency Government had not been able to provide Strict sanctions to the batik industry players in Samborejo Village who commit violations. The inhibiting factors include, there are standards and objectives of policy implementation that have not been achieved, limited budgetary resources, communication between the Pekalongan Regency Government and batik industry players in Samborejo Village that is not sustainable, supervision activities have not been carried out strictly, and unfavorable socio-economic conditions.

Abstract

Tourism plays an important role in promoting local development and generating revenue for local governments.The government of Semarang district, to promote the tourism sector, made a tourism policy in Regional Regulation No. 8 of 2019 on the Master Plan of Tourism Development for Semarang District in the years 2020–2025. One of the tourist destinations mentioned in Regional Regulation No. 8 of 2019 for Semarang District is the Semirang Waterfall tourist destination, located in Gintungan Hamlet, Gogik Village, Semarang District. However, based on the observation, there are lots of facilities that are still infeasible to use. The purpose of this research is to describe and analyze Regional Regulation No. 8 of 2019 Semarang District and to obtain the resistivity factor and the driving factor faced in implementing the policy. This research uses qualitative methods. The result of this research shows that the implementation of tourism policy in Semirang Waterfall Tourist District is not enforceable yet, where the quantity and quality factors show that there has not been any increase in the number of visitors and the number of infrastructure facilities and conditions of infrastructure that are infeasible for use. In terms of tourism institutional factors, there is still a lack of human resources at the Forest Village Community (LMDH) of Gogik Village. In terms of the tourism promotion factor, there have been efforts made by LMDH in Gogik Village to promote tourism objects. In the organizational ability factors, two out of three elements are unfulfilled: the increase in service and SOP. People have yet to socialize about regional policy in the information factor, and it is still impossible to do so in the potention distribution factor.Improvements that can be given are: improving infrastructure, increasing the number of LMDH members, collaborating with other tourist attraction managers to create communication media, increasing service and SOP updates, and restructuring the organization.

Abstract

Community empowerment places the community as a subject not an object so as to create an independent society. This study aims to find out about the Stages of Community Empowerment through Tourism Village Development in Kaligono Village, Kaligesing District, Purworejo Regency. This research is a qualitative descriptive research with data collection through observation, interviews, documentation, and literature study. This study uses purposive and accidental techniques. This study uses the theory of stages of community empowerment to examine and identify supporting and inhibiting aspects of community empowerment through the development of a tourist village in Kaligono Village. The results of this study indicate that the process of community empowerment through the development of a tourist village goes through 4 stages, namely the location/region selection stage, the socialization stage, the program implementation stage, and the evaluation stage. The results of the research show that in the selection stage of the location/area of community empowerment and the socialization stage there were no obstacles, but there were obstacles in the program implementation stage and the evaluation stage so that community empowerment through the development of a tourist village in Kaligono Village was not optimal which can be seen from the lack of maintenance of tourist object facilities and environmental conditions of tourist objects that are less clean due to limited funds to carry out maintenance of tourist objects, the level of participation of the community who are members of the management of POKDARWIS and BPDW has decreased both in number and activity, promotions carried out have not been maximized, community activities for entrepreneurship are still low, and there is no follow-up of the evaluation results and the absence of innovations made to encourage the development of the Kaligono Tourism Village. The suggestions recommended by the researchers are to allocate village funds for tourism object maintenance activities, carry out activities that can encourage the community to increase entrepreneurial activity, regenerate POKDARWIS and BPDW management, follow up on evaluation results and carry out innovations to support the development of the Kaligono Tourism Village.

Abstract

Changes in an increasingly advanced era require optimal development to be able to keep up with changing times. The development aims to realize people's welfare which is one of the goals of the Unitary State of the Republic of Indonesia. Decentralization makes it easy for each region to be able to carry out development based on the potential possessed by a region. However, infrastructure development in Karangwotan Village has not run optimally. This is due to the lack of community participation in infrastructure development in their area. Lack of community participation has an impact on infrastructure development that is not by community needs. This study aims to determine and analyze community participation in infrastructure development in Karangwotan Village, Pucakwangi District, Pati Regency, the inhibiting factors, and the driving factors for community participation in infrastructure development. This research uses a descriptive qualitative approach. Data collection techniques through observation, interviews, and documentation. The results of the analysis and discussion in this study indicate that community participation in Karangwotan Village has not run optimally. This problem is caused by factors inhibiting participation such as a lack of public awareness in attending development planning activities (MUSRENBANGDes) and a lack of outreach by the government regarding the importance of community participation in infrastructure development. There are also factors driving community participation in development such as the opportunity to participate, the willingness to participate, and the ability to participate in the implementation of infrastructure development. Suggestions or recommendations in this study are to increase socialization carried out by the government to the community so that they understand the importance of their participation in infrastructure development in their area.

Abstract

The Smart Indonesia Program (PIP) is a government program in the field of education as an effort to advance the quality of education in Indonesia. SMP Negeri 3 Satu Atap Bantarkawung is one of the schools in Brebes Regency whose students get PIP. This study aims to determine the implementation process and identify the supporting factors and inhibiting factors for PIP at SMP Negeri 3 Satu Atap Bantarkawung. This research uses descriptive qualitative method with purposive sampling technique. Sources of data through the results of interviews, observation and documentation. The results of this study indicate that PIP has been running well. The aim of PIP is to increase access to education, prevent children from dropping out of school due to economic difficulties and attract dropout students to return to education services. The characteristics of the implementing agency, communication, social, economic and political conditions are the driving factors. Discrepancies in the use of aid funds by the community, beneficiaries who were not fully on target, school delays in collecting files and delays in disbursement were the inhibiting factors. In this research, it was also found that cultural factors influenced the implementation of the Smart Indonesia Program policy, where people's perceptions of the reasons for dropping out of school were because people preferred to work outside the city to help their family's economy. Recommendations in the research are providing counseling to parents regarding the importance of education, efforts to monitor the use of PIP funds, updating and matching data to minimize inaccuracies in targeting recipients and encouraging a more role for BUMN in ensuring channeling banks to minimize delays in disbursement.

Abstract

Terdapat dua permasalahan pendidikan bagi penyandang disabilitas di Indonesia. Pertama, pemerataan layanan pendidikan yang berkualitas belum tercapai karena adanya ketimpangan partisipasi sekolah pada status disabilitas sejumlah 17,64% dan non disabilitas sejumlah 5,41%. Kedua, terdapat ketimpangan pada anak tidak sekolah umur 7-12 tahun dalam kelompok disabilitas sejumlah 8,43% dan non disabilitas sejumlah 0,52%. Pemerintah Kota Semarang menetapkan Peraturan Walikota Semarang No.76 Tahun 2020 tentang Penyelenggaraan Pendidikan Inklusif sebagai upaya untuk meminimalisir keterbatasan aksesibilitas bagi Anak Berkebutuhan Khusus dalam mendapatkan pendidikan. Penelitian ini bertujuan untuk menganalisis implementasi kebijakan pendidikan inklusif melalui Perwal No.76 Tahun 2020 di SD Negeri Pekunden Kota Semarang dan faktor yang mempengaruhi proses implementasinya. Metode penelitian yang digunakan adalah deskriptif kualitatif dengan teknik pengambilan data yaitu wawancara dan dokumentasi. Implementasi Perwal No.76 Tahun 2020 di SD Negeri Pekunden dilihat dari dimensi peserta didik, kurikulum, pendidik, sarana prasarana, pembiayaan, peran sera masyarakat, pembinaan, pengendalian, pengawasan. Dalam melihat faktor yang mempengaruhi digunakan teori Mazmanian dan Sabatier yang terdiri dari kelompok sasaran, stakeholder, badan berwenang, badan pelaksana.. Penyelenggaraan pendidikan inklusif di SD Negeri Pekunden Kota Semarang telah berjalan sesuai dengan ketetapan yang ada meskipun masih terdapat kendala dalam pelaksanaannya, serta terdapat faktor yang menghambat pelaksanaannya yakni perbedaan jenis ekonomi pada orangtua/wali dari anak berkebutuhan khusus, keterbatasan SDM pada Rumah Duta Revolusi Mental (RDRM), keterbatasan anggaran dari Dinas Pendidikan, serta keterbatasan pengetahuan dan kuantitas guru peserta didik pendidikan inklusif di SD Negeri Pekunden Kota Semarang.
