Abstract

Pengembangan pariwisata merupakan strategi untuk memajukan, memperbaiki, dan menumbuhkan daya tarik wisata agar meningkatkan kunjungan wisatawan sehingga semua pihak merasakan dampak positifnya. Konsep kerjasama yang digunakan mengacu pada collaborative governance. Dalam pengembangan wisata Goa Pindul, masih terdapat permasalahan yang mengindikasi belum maksimalnya kolaborasi dalam pengembangan wisata Goa Pindul. Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis collaborative governance dalam pengembangan wisata Goa Pindul Desa Bejiharjo, Kecamatan Karangmojo, Kabupaten Gunungkidul beserta faktor yang mendukung dan menghambat. Metode yang digunakan adalah deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara, dokumentasi, dan studi kepustakaan. Hasil penelitian menunjukkan bahwa, collaborative governance dalam pengembangan wisata Goa Pindul belum berjalan secara maksimal karena komponen kepemimpinan fasilitatif belum terpenuhi dan proses kolaboratif masih menimbulkan permasalahan, seperti pada proses membangun kepercayaan dan proses membangun komitmen terhadap proses kolaborasi. Faktor pendukung yang ditemui yaitu faktor kultural, sedangkan penghambatnya faktor struktur sosial dan kepentingan pemerintah. Saran yang diberikan adalah penguatan peran Dinpar Kab. Gunungkidul dan BUMDes Maju Mandiri, perlu kebijakan tegas dengan memberikan sanksi sesuai aturan, dan Pemda Kab. Gunungkidul perlu mempertimbangkan alokasi anggaran perbaikan jalan wisata Goa Pindul.

Abstract

Number of residents who haven’t recorded E-KTP in Cilongok shows the highest in Banyumas being the research background. Making E-KTP online is regulated in Permendagri No. 7 of 2019 realized through Gratis Kabeh website. This study analyzes application of procedure for making an E-KTP based on Permendagri Number 7 of 2019 (Gratis Kabeh Websites in Cilongok, Banyumas) and the support or obstacle factors. This research method is descriptive qualitative through interviews and documentation. The theory used was put forward by George C. Edward III. The procedures for making E-KTP through the Gratis Kabeh website in Cilongok are mostly in accordance with Permendagri No. 7 of 2019, but it hasn’t yet been completed with the stages of registering account and affixing e-signature. The supporting variable is active communication through outreach and dissemination of information; availability of complete facilities; and there was no objection from any group; there’s good distribution of responsibilities and coordination between policy implementers. Low quality of village administrator and unavailability of SOP’s are the obstacle factors. The preparation of guidebooks, videos, special programs that substitutes for SOP’s and the provision of periodic training for village admins are the suggestions that the researchers put forward in this study.

Abstract

Villages as the spearhead of national development have broad autonomy to improve the welfare of their people. This is in accordance with the substance of Village Law Number 6 of 2014 to provide wider autonomy to villages so that they can progress and be independent through village funds. Based on the Regulations of the Minister of Villages, Development Regions Disadvantaged, and Transmigration Republic of Indonesia Number 13 Year 2020 about Priorities Use of Village Funds Year 2021explained that priority usage village funds for the 2021 fiscal year are focused on community empowerment. Tarubatang Village, seen from the allocation of village fund costs for the 2021 fiscal year, is not in accordance with existing regulations because village funds for community empowerment are still small. In fact, the welfare of the people in Tarubatang Village has decreased in the last three years as evidenced by a decrease in poverty. The aim of this research is to determine the management of village funds for the 2021 fiscal year for community empowerment in Tarubatang Village and the factors that influence its management. This research uses village fund management theory. The method used in this research is descriptive qualitative. The results of this research show that from the analysis of village fund management starting from the planning, implementation and reporting stages, it is known that the cause of non-compliance with existing regulations is due to the community's lack of understanding of village development and hamlet consultation mechanisms that do not comply with regulations. Factors that influence the management of village funds for empowerment include human resources from village officials, the quality of the population, and openness of village information.
