Abstract

Public service problems are something that cannot be avoided by the people of Bekasi City. Advertising permits are the permits most widely accessed by the public in DPMPTSP Bekasi City and each year it always increases. However, the community considers that the services provided related to the issuance of advertising permits are still not satisfactory to the community. Complaints from the public are regarding the difficulty of registering an account at SILAT, frequent interruptions at SILAT, as well as maintenance which tend to often hinder people who want to take care of licensing through SILAT. This study aims to analyze the characteristics of the Sistem Layanan Perizinan Terpadu (SILAT) innovation in advertising licensing at DPMPTSP Bekasi City and to find out the supporting and inhibiting factors in its implementation. The research method used is descriptive qualitative with data collection techniques through interviews and documentation. SILAT's innovation in advertising licensing is seen through relative advantage, compatibility, complexity, triability, and observability. In practice, advertising licensing through SILAT has been going well although there are still obstacles regarding its implementation. There are supporting factors for the SILAT innovation in advertising licensing, namely good leadership, DPMPTSP Bekasi City employees who have attended training, and technology that continues to be developed. While the inhibiting factor is the lack of competent employees in terms of risk management.

Abstract

The implementation of the Village Information System (SID) through SIDEKEM is an innovation program that utilizes information and communication technology to support resource management at the regional and village levels in order to provide free and open village data information. The purpose of this study is to collect data and then analyze what factors have caused the unsuccessful implementation of SID through the SIDEKEM program in Pemalang Regency. The research method used in the research is descriptive qualitative, with data collection techniques of interviews and documentation. The results showed that the factors that caused the unsuccessful implementation of SIDEKEM in Pemalang Regency were the unavailability of specialized human resources who were competent to operate SIDEKEM, the lack of budget and facilities to support SIDEKEM operations, and there were problems of authority disputes in implementation. This has resulted in a very low level of village compliance with the established SOP. Researchers suggest that each village should have a dedicated human resource and DINPERMASDES should improve the quality of human resources through training for village administrators. In addition, impose sanctions on villages that do not implement SIDEKEM so that they can be motivated to meet the standards and objectives of the SIDEKEM program, and maximize the budget for operations in implementing the SIDEKEM program in Pemalang District. In addition, researchers also provide suggestions so that the SIDEKEM program can be reviewed regarding the effectiveness of the program to continue to implement.

Abstract

The highest drought disaster in Central Java Province was in Boyolali Regency. This study aims to analyze disaster mitigation management by the Regional Disaster Management Agency (BPBD) of Boyolali Regency in tackling drought disaster in Boyolali Regency and to find out the inhibiting factors of disaster mitigation management. The research method used is a qualitative research approach in analyzing predetermined research problems. The research subjects used purposive sampling and accidental sampling techniques, BPBD Boyolali Regency Field I Prevention and Preparedness and communities affected by drought. This study uses management functions by George R Terry which consist of planning, organizing, actuating, controlling. The results of the study show that there are still problems with the actuating phenomenon, namely in the implementation of activities jealousy arises between communities, the use of clean water is not good and programs/activities that are no longer running. The inhibiting factor is the absence of good supervision by BPBD Boyolali Regency in collecting clean water as evidenced by the absence of serial numbers and restrictions on the collection of clean water.

Abstract

Desa Wisata Sembungan merupakan salah satu desa wisata di Kabupaten Wonosobo yang memiliki banyak potensi kepariwisataan yang patut dikembangkan. Pengembangan desa wisata membutuhkan peranan dari berbagai stakeholder. Dalam mengoptimalkan peranan tiap stakeholder yang terlibat dalam pengembangan potensi Desa Wisata Sembungan maka diperlukan adanya pengidentifikasian peran-peran stakeholder yang terlibat. Tujuan penelitian ini adalah mengidentifikasi stakeholder dan perannya dalam pengembangan Desa Wisata Sembungan beserta mengidentifikasi faktor pendukung atau penghambat peran stakeholder dalam pengembangan Desa Wisata Sembungan. Penelitian ini menggunakan metode penelitian deskriptif kualitatif. Hasil penelitian menunjukkan bahwa stakeholder dalam pengembangan Desa Wisata Sembungan terbagi atas tiga kelompok stakeholder, yaitu stakeholder primer, stakeholder kunci, dan stakeholder sekunder. Berdasarkan perannya dalam pengembangan Desa Wisata Sembungan, stakeholder memiliki peranan ssebagai policy creator, koordinator, implementor, fasilitator, dan akselerator. Peranan yang dilakukan oleh seluruh stakeholder telah memenuhi semua klasifikasi peran stakeholder, meskipun masih memiliki beberapa kendala dan tantangan. Faktor penghambat pengembangan Desa Wisata sembungan berasal dari faktor masyarakat yang masih kontra terhadap pengembangan Desa Wisata Sembungan, faktor keuangan yang masih belum mencukupi berbagai pengembangan kepariwisataan dan faktor sumber daya manusia yang belum memiliki kompetensi yang memadai

Abstract

Pertumbuhan penduduk yang pesat dan tanpa terkendali dikhawatirkan menjadi beban pembangunan nasional, karena pertumbuhan penduduk merupakan isu multisektor atau dapat dikatakan berhubungan dan berdampak pada banyak sektor lain salah satunya adalah sektor lingkungan. Jumlah sampah atau limbah yang dihasilkan oleh aktivitas manusia memiliki korelasi lurus dengan jumlah penduduk di suatu wilayah. Kota Jakarta sebagai kota terpadat di Indonesia dengan penduduk 10,6 juta jiwa di tahun 2022 menyimpan banyak tantangan dan permasalahan pada sektor lingkungan. Pengelolaan sampah yang menjadi kewenangan Dinas Lingkungan Hidup Kota Jakarta dilakukan melalui beberapa cara, salah satunya oleh Bidang Pengelolaan Sampah dan Limbah B3 yang memiliki inovasi layanan dropbox e-waste untuk mengelola limbah bahan beracun dan berbahaya di Kota Jakarta. Penelitian ini akan menganalisis inovasi pelayanan yang dilakukan oleh Dinas Lingkungan Hidup Provinsi DKI Jakarta. Penelitian ini menggunakan atribut inovasi milik Rogers M. Everest dengan pendekatan deskriptif kualitatif untuk mendeskripsikan hasil penelitian. Teknik pengumpulan data yang digunakan adalah observasi, dokumentasi, dan wawancara dengan beberapa informan seperti Bidang Pengelolaan Sampah dan Limbah B3 DLH Kota Jakarta dan masyarakat pengguna inovasi layanan dropbox e-waste serta masyarakat non-pengguna layanan dropbox e-waste. Hasil penelitian menunjukkan bahwa dalam pelaksanaan inovasi dropbox e-waste di Kota Jakarta sudah memenuhi beberapa indicator pada atribut inovasi, tetapi masih ada beberapa faktor yang menghambat pelaksanaan inovasi pelayanan dropbox ewaste di Kota Jakarta.

Abstract

Stunting is a nutritional problem that is a priority health problem that must be addressed immediately at this time. Reducing stunting rates needs to be done early so that the impact does not continue in the long term, so handling it requires collaboration between stakeholders. In Kelurahan Tanjung Mas, although the program has been implemented, the stunting rate still shows an increase. So, it is still a question of how the role played by stakeholders in the acceleration program to reduce stunting in Tanjung Mas Village. The purpose of this study is to identify and analyze the role of stakeholders in the accelerated stunting reduction program in Tanjung Mas Village, Semarang City and to analyze the supporting or inhibiting factors. This research uses qualitative research methods with data collection techniques through observation, interviews, documentation, and literature study. The theory used in this research is the theory of stakeholder roles by Nugoroho. The results showed that the stakeholders in the stunting reduction acceleration program in Tanjung Mas Village, Semarang City are the Health Office, Puskesmas, Kelurahan, Posyandu, Community and Private. These stakeholders carry out roles that are divided into five, namely policy creator, implementor, coordinator, facilitator, and accelerator. The supporting factors of the stunting reduction acceleration program in Tanjung Mas Village are values and communication. The inhibiting factors in accelerating stunting reduction in Tanjung Mas Village are ineffective communication and limited policy resources. The recommendations given are to increase communication between stakeholders and involve relevant stakeholders in the policy formulation process.

Abstract

Pasar tradisional dalam pengelolaannya memiliki berbagai kendala, seperti kebersihan pasar, ketidaktertiban pedagang, hingga kerusakan fasilitas pasar. Melalui Perda Kabupaten Demak Nomor 4 Tahun 2020 Tentang Penataan dan Pembinaan Pasar Rakyat, Pusat Perbelanjaan, dan Toko Swalayan, Pemerintah Kabupaten Demak berkomitmen melaksanakan pengelolaan pasar daerah serta menciptakan ketertiban hingga kebersihan pasar. Tujuan penelitian ini untuk menganalisis implementasi Perda Kabupaten Demak Nomor 4 Tahun 2020 terkait pengelolaan Pasar Mranggen dan mengidentifikasi faktor pendukung serta penghambat implementasi Perda Kabupaten Demak Nomor 4 Tahun 2020 terkait pengelolaan Pasar Mranggen. Metode penelitian yang digunakan deskriptif kualitatif. Hasil penelitian menunjukkan bahwa implementasi Perda Kabupaten Demak Nomor 4 Tahun 2020 terkait pengelolaan Pasar Mranggen mencakup pemanfaatan dan pemeliharaan pasar, pengelolaan kebersihan pasar, penataan dan penertiban pasar, penataan dan pemberdayaan pedagang, pengembangan kegiatan perekonomian di pasar, penetapan dan pemungutan retribusi, serta pengelolaan kawasan di sekitar pasar. Faktor pendukungnya yaitu kemampuan teknis pengelolaan pasar dan koordinasi Dindagkop UKM Kabupaten Demak dengan pihak lain, serta pembagian tugas dan tanggungjawab kepada setiap petugas. Tidak adanya SOP pengelolaan pasar yang berlaku, kurang pahamnya informasi terkait perda yang berlaku, hingga kurangnya partisipasi pedagang dalam kegiatan Pasar Online menjadi faktor penghambat dalam proses implementasinya.

Abstract

Oemah Pintar Petani is a non-governmental organisation (NGO) in Kandri Village, Gunungpati Subdistrict, Semarang City that oversees the field of agricultural education. Oemah Pintar Petani functions as an empowerment platform for farmer groups, an agricultural education tourism destination for the community, and an independent economic area for Kandri Tourism Village. The purpose of this study is to determine the Empowerment of Oemah Pintar Petani and analyse the achievements that have been achieved by Oemah Pintar Petani in increasing community empowerment in Kandri Village, Gunungpati District, Semarang City. The research method used by researchers is a mix method (mixed method) used is embedded design. This research focuses on descriptive qualitative data as primary data and quantitative as secondary data by collecting data using interviews with farmers, administrators, and programme members. The analysis technique used is data reduction carried out on qualitative data, data presentation and coding used on quantitative data, and conclusion drawing. The results show that Oemah Pintar Petani has succeeded in bringing about positive changes in accordance with the principles of empowerment. In overcoming the decline in the number of active farmers, the programme empowers farmers through increasing knowledge and skills, which is a central aspect of empowerment theory, seen from the survey that reached 92% success rate, confirming that the provision of knowledge and skills has turned farmers into agents of change in agriculture.

Abstract

Banyumas Regency is one of the active districts in accelerating the tourism industry. Cikakak Tourism Village is the only tourism village with an advanced category in Banyumas Regency. This is proven through the Decree of the Banyumas Regent Number /556/166/Year 2020. Management in the development of the Cikakak Tourism Village involves direct community participation to empower the community which aims to realize community independence. The purpose of this research is to find out the stages of community empowerment in the management of Cikakak Tourism Village and the inhibiting factors for the implementation of community empowerment in the management of Cikakak Tourism Village. This research uses a descriptive method with a qualitative approach. The research site is Cikakak Tourism Village. Data collection techniques in this study through in-depth interviews, observation, and documentation. After the data is collected, the writer will then carry out an analysis using Miles Huberman's analysis technique which includes three stages, namely data reduction, data presentation, and drawing conclusions. The validity of the research data was carried out by source triangulation. The results of the study were seen from the three stages in community empowerment, namely the stages of awareness, capacity building, and empowering in the Cikakak Tourism Village that had not gone as expected, as evidenced by the obstacles encountered at each stage of community empowerment. The inhibiting factors for community empowerment in the Cikakak Tourism Village are organization, human resources, and business capital.
