Abstract

This research examines the role of the Department of Manpower and Transmigration of East Nusa Tenggara Province in empowering the community as local labor. Using an empirical juridical approach, this study explores how the department formulates and implements labor and transmigration policies, including the evaluation and reporting functions, as well as additional tasks assigned by the governor. Findings show that while several initiatives such as training programs, skill development, and cooperation with vocational institutions have been implemented, significant obstacles hinder their effectiveness. These include limitations in human resources, inadequate infrastructure, and insufficient budget allocations. Moreover, the quality of training often fails to meet the actual needs of local workers, and many potential beneficiaries remain uninvolved or unaware of existing empowerment programs. The study suggests that a more targeted, participatory, and well-supported approach is needed to improve the capacity and competitiveness of local labor in East Nusa Tenggara.

Abstract

The purpose of this study was to determine and analyze the effectiveness of the implementation of the functions of the public works and spatial planning offices in managing irrigation in Kambera District, East Sumba Regency. To determine the factors inhibiting the effectiveness of the implementation of the functions of the public works and spatial planning offices in managing irrigation in Kambera District, East Sumba Regency. The type of research used by this researcher is empris juridical method and the data is analyzed descriptively qualitative in which the focus of the research is procurement planning, implementation, supervision, and accountability of irrigation management, as well as inhibiting factors, namely research whose data is directly obtained from the research location of 13 resource persons. The results of this study indicate that the implementation of the functions of the Public Works and Spatial Planning department in irrigation management in Kambera District, East Sumba Regency, starting from planning, implementation, supervision, accountability of irrigation management that has not been done optimally. Factors inhibiting the implementation of the functions of the Public Works and Spatial Planning Office in managing irrigation in Kambera District, East Sumba Regency include: human resources of ASNs within the Public Works and Spatial Planning Office, especially the Water Resources sector which is lacking in both quality and quantity, inadequate facilities and infrastructure factors and a budget that is lacking and not in accordance with the needs.

Abstract

This study aims to analyze the regulation of residence permit services for foreign citizens after the stipulation of the regulation of the Minister of Law and Human Rights number 22 of 2023 concerning visas and residence permits. This research is a normative research supported by field research and literature research using primary legal materials, secondary legal materials and tertiary legal materials collected using documentation techniques or literature studies and processed and analyzed in a qualitative descriptive manner. The results of the study show that (1) Synchronization of foreigner residence permit arrangements between Law Number 6 of 2011 concerning Immigration, Government Regulation Number 31 of 2013 concerning Implementation Regulations of Law Number 6 of 2011 concerning Immigration and Regulation of the Minister of Law and Human Rights Number 22 of 2023 concerning Visas and Residence Permits It is important to create legal certainty and the effectiveness of the implementation of rules (2) Factors that cause Foreign Citizens to exceed the limit of Residence Permit in Indonesia, namely Legal Awareness Factors and Legal Compliance Factors.

Abstract

Tourism is one of the strategic fields to obtain foreign exchange and support national and regional development. Indonesia has a rich diversity of tourist destinations, spread across the country. One of the regions famous for its beautiful and attractive tourist destinations is East Manggarai Regency, East Nusa Tenggara Province (NTT). This regency has various tourist destinations that attract attention and have unique characteristics. Currently, the focus of the community, particularly the people of East Manggarai Regency, is on the Watu Pajung Beach and Rana Tonjong Lake tourist destinations in Nanga Mbaur and Nanga Mbaling villages, Sambi Rampas sub-district. Considering its potential to increase regional income, this destination is specifically regulated through the East Manggarai Regency Regional Regulation Number 7 of 2016 concerning the management of the Watu Pajung Beach and Rana Tonjong Lake tourism area.This research uses empirical juridical methods, collecting data through interviews, observations, and literature studies. The results of the study show that the implementation of the function of the East Manggarai Regency Tourism Office has shown an increase, but it is not yet optimal. Based on field experience and information obtained, the researcher can provide suggestions and input, namely: The Tourism Office must be more serious in overcoming the obstacles of managing the Watu Pajung Beach and Rana Tonjong Lake tourism to achieve optimal results, and the Local Government supports with larger budget assistance so that the management of tourist destinations is smoother.

Abstract

Penyelenggaraan pemerintah negara berdasarkan Undang-undang Dasar Negara Republik Indonesia Tahun 1945 dalam rangka melaksanakan tujuan negara yakni mewujudkan kesejahteraan bagi seluruh rakyat Indonesia. Pulau Sumba di Nusa Tenggara Timur mempunyai potensi pariwisata  yang sangat besar, ini menjadi perhatian untuk pemerintah agar lebih memperhatikan destinasi wisata agar dapat dikembangkan dengan baik. Rumusan masalah dalam penelitian ini adalah: (1)Sejauh Manakah Pengembangan Potensi Pariwisata oleh Pemerintah Desa dalam Peningkatan Perekonomian Desa di Desa Umbu Pabal Selatan dan Desa Umbu Pabal, Kecamatan Umbu Ratu Nggay Barat, Kabupaten Sumba Tengah? (2) Apakah Yang Menjadi Faktor Penghambat Pengembangan Potensi Pariwisata oleh Pemerintah Desa Dalam Peningkatan Perekonomian Desa di Desa Umbu Pabal Selatan dan Desa Umbu Pabal, Kecamatan Umbu Ratu Nggay Barat, Kabupaten Sumba Tengah? Penelitian ini menggunakan metode penelitian yuridis empiris dan data dianalisis secara deskriptif kualitatif, yakni penelitian yang datanya langsung diperoleh dari lokasi penelitian terhadap responden 20 orang. Hasil penelitian ini menunjukkan bahwa pengembangan potensi pariwisata oleh pemerintah desa di desa umbu pabal selatan dan desa umbu pabal mulai dari tahap perencanaan sammpai pada tahap pengevaluasi belum dikembangkan secara baik. Faktor penghambat pengembangan potensi pariwisata oleh pemerintah desa di desa umbu pabal selatan dan desa umbu pabal, yaitu keterbatasan sumber daya manusia aparatur pemerintah desa yang masih minim, promosi potensi pariwisata oleh dinas pariwisata dan ketrampilan masyarakat memberdayakan potensi pariwisata yang ada di desa.

Abstract

Pengembangan infrastruktur desa merupakan elemen kunci dalam meningkatkan kesejahteraan masyarakat pedesaan. Dalam konteks ini, pemerintah desa memegang tanggung jawab penting dalam perencanaan, pelaksanaan, dan pengawasan pengembangan infrastruktur sesuai dengan Undang-Undang Nomor 6 Tahun 2014 tentang Desa. Penelitian ini bertujuan untuk mengevaluasi dan menganalisis bagaimana Pemerintah Desa Fatusuki di Kecamatan Amfoang Selatan, Kabupaten Kupang, melaksanakan tugasnya dalam mengembangkan infrastruktur untuk mendukung kesejahteraan masyarakat, serta mengidentifikasi kendala yang dihadapi dalam proses tersebut. Penelitian ini menerapkan pendekatan yuridis empiris dengan perspektif sosial-hukum dan konseptual. Data diperoleh melalui wawancara, observasi lapangan, dan analisis dokumen, kemudian dianalisis menggunakan teknik kualitatif deskriptif. Hasil penelitian menunjukkan bahwa Pemerintah Desa Fatusuki telah melakukan upaya pengembangan infrastruktur, khususnya dalam pembangunan jalan dan peningkatan jaringan telekomunikasi. Namun demikian, upaya tersebut belum sepenuhnya optimal. Pengembangan infrastruktur baru mencapai sekitar 75% dari target yang direncanakan dan belum cukup memenuhi kebutuhan masyarakat, terutama terkait akses jalan yang menghubungkan desa dengan pusat kecamatan. Kendala utama meliputi keterbatasan kapasitas sumber daya manusia desa dan alokasi dana desa yang tidak mencukupi. Berdasarkan hasil tersebut, dapat disimpulkan bahwa pelaksanaan tugas pemerintahan desa dalam pembangunan infrastruktur di Desa Fatusuki belum sepenuhnya efektif dalam mencapai tujuan pembangunan desa. Oleh karena itu, penguatan kapasitas pejabat desa, peningkatan pengelolaan keuangan dana desa, dan peningkatan keterlibatan masyarakat sangat penting untuk mewujudkan pembangunan infrastruktur berkelanjutan yang dapat lebih mendukung kesejahteraan masyarakat setempat.

Abstract

This research explores the implementation of supervisory duties carried out by Bawaslu Kupang City in monitoring the design of campaign billboards used by legislative candidates during the 2024–2029 general election period. The study adopts an empirical legal approach with socio-legal and statutory methods, involving interviews and document analysis. The findings indicate that Bawaslu plays a crucial role in ensuring the design, placement, and content of billboards comply with electoral regulations. However, the supervision process faces challenges such as limited human resources and inadequate use of technology. In addition, violations often occur due to deliberate actions by candidates or teams, seeking political visibility. This study concludes that strengthening institutional capacity, public awareness, and stricter law enforcement are essential to improve the quality of democratic elections.

Abstract

General elections are an important foundation of democracy to ensure people's representation in legislative institutions. Election supervision is a crucial element so that elections are honest, fair, and democratic. This study aims to analyze the implementation of the duties of the Kupang City Election Supervisory Agency in supervising the 2024–2029 Kupang City Member General Election and identify factors that inhibit the effectiveness of supervision. The study uses an empirical legal approach with socio-legal and conceptual methods. Data were collected through interviews with the Chairperson and members of General Election Supervisory Body, legislative candidates, literature studies, and field documentation in Kota Raja District. The results of the study show that Bawaslu has been active and collaborative in supervision, through the formation of working groups, cross-institutional cooperation, and direct and administrative supervision methods. However, there are obstacles such as limited personnel, low community participation, and weak coordination between organizing institutions. The study concludes that the effectiveness of supervision is influenced by the readiness of human resources, institutional support, and community participation. It is necessary to strengthen the role of General Election Supervisory Body through training, legal counseling, and synergy with the General Election Commissions and law enforcement officers in order to create elections with integrity.
