Abstract

Over the past two decades, gender mainstreaming in bureaucracy has received increasing attention in public policy and governance studies. This concept highlights the importance of inclusive policies in governance to create a fair and participatory space without gender discrimination. This study aims to understand the direction and development of research related to gender mainstreaming in bureaucracy through a bibliometric approach. An analysis was conducted of 35 scientific articles indexed in the Scopus database from 2004 to 2024. The data was then processed and visualized using the VOSviewer application to identify publication trends; research trends in global, regional, and local contexts; influential journals; authors and countries of major contributors; and potential future research themes. The results of this study revealed five main findings. First, there has been quite sharp fluctuation in this topic, but there are indications of a potential upward trend. Second, there is a tendency for differences in the implementation of gender mainstreaming in global, regional, and local contexts, emphasizing policy adaptation. Third, Comparative European Politics, Gender Work and Organization, and Canadian Public Administration are influential journals in terms of citations, publications, and influential articles. Fourth, the largest contributions came from academics in the UK and the United States. Fifth, several topics were found to be underexplored, such as "gender equality policy" and "gender relations," which have the potential for future development.

Abstract

In the modern era, governance can no longer operate effectively through a purely hierarchical and top-down approach. The complexity of social, economic, and environmental challenges faced by society demands a more inclusive and responsive framework. In line with contemporary public service demands, it is imperative to examine collaborative governance in public services to understand how diverse stakeholders can synergize effectively to address intricate public issues, optimize service delivery, and enhance governmental legitimacy and responsiveness. The purpose of this paper is to provide an overview of numerous research projects concerning collaborative governance in public services. Using VOSViewer as an analytical tool, we present the findings of our bibliometric analysis. Based on data from the Scopus database, covering the period from 2004 to 2025, a total of 76 English-language articles were identified. The highest number of publications—11 papers—was recorded in 2025 (up to July). The most cited document received 145 citations, and the country producing the highest number of articles on collaborative governance in public services is the United States, with 22 publications and 708 citations.

Abstract

Rumah Susun Sederhana Sewa (Rusunawa) is a major public housing program for low-income communities in Jakarta. However, the accumulation of rent arrears—reaching IDR 95.5 billion between 2010 and 2025—raises critical concerns about its ability to ensure housing affordability. This study adopts a qualitative approach using secondary data with two main objectives: first, to assess housing affordability from a residual income perspective as experienced by residents, considering not only housing costs but also post-occupancy costs and broader housing attributes; and second, to examine whether persistent rent arrears reflect structural affordability constraints and, consequently, a form of policy failure. The findings show that low rental prices do not guarantee affordability. Rent-setting mechanisms fail to account for income instability and socioeconomic heterogeneity, while post-occupancy stress—arising from livelihood disruption and increased transportation costs—further erodes residents’ residual income. As a result, persistent rent arrears reflect structural affordability constraints rather than tenant non-compliance, highlighting a misalignment between policy design and residents’ lived economic realities. These findings suggest the need for differentiated rent-setting mechanisms based on household characteristics, alongside strengthened housing pathway support to facilitate transitions into private rental housing or homeownership.

Abstract

This study analyzes the implementation of talent management from a merit system perspective at the Secretariat General of the People’s Consultative Assembly of the Republic of Indonesia. The background of this research lies in the increasing need for professional, accountable, and adaptive human resources in public organizations amid bureaucratic reform. The study aims to examine the actual implementation of talent management, identify its challenges, and formulate strategies to accelerate its execution within a merit-based framework. Using a post-positivist paradigm with a descriptive qualitative approach, data were collected through in-depth interviews, document analysis, and literature studies, validated by triangulation of sources and data. The findings show that the institution has established a comprehensive policy framework and guidelines supported by a digital platform and competency assessment system. However, implementation remains suboptimal due to weak data integration, insufficient managerial commitment, and limited meritocratic culture. The study identifies four key influencing dimensions cultural, managerial, human resources, and environmental where leadership consistency and organizational culture transformation are critical. It concludes that although the Secretariat General has developed a strong conceptual foundation, the full institutionalization of merit-based talent management requires stronger leadership commitment, integrated data systems, and alignment between organizational strategy and human capital development.
