Abstract

Abstract. In the era of war for talent, attracting and retaining the talented people become necessary to gain organization’s competitive advantage. Facing the airport industry in the regional area that become more competitive, PT Angkasa Pura I, try to formulate its key competence called World Class Airport Officer (WCAO). This study aims to formulate strategically within human resources for all PT Angkasa Pura I’s staff. The method of the research is using Soft Systems Methodology (SSM). SSM is implemented with the consideration that the implementation of the Human Capital’s Strategy Formulation is seen as a human activity system, which involves many stakeholders among top executives, Branch Managers, Human Capital Division Head, Training and Development Department Head, Organizational Development Department Head and all employees. The result indicates that management conducted learning process which are systematically desirable and culturally feasible in formulating Human Capital Road Map to achieve WCAO. Furthermore, the competencies of WCAO consists of innovative, professional, collaborative minded, service oriented, integrity and also be proactive.Keywords: Business strategy, soft system methodology, strategic human resource management, strategy formulation, airport industry

Abstract

Leadership refers to one’s capacity to change another party’s behavior as he wishes. Regional leadership has significant influence to build a better quality regional bureaucracy. Bureaucracy reform is a demand that needs to be met to improve bureaucracy’s quality and performance which from time totime suffers stigma from the public. This research applies qualitative datacollection through in-depth interview with local government, parliament (DPRD), NGO, business people, and public leaders. The result in general indicates that HerryZudianto’s leadership role as seen from Mintzberg theory has been performed well, particularly as seen from dimension of interpersonal roles, informational roles, and decisional roles.

Abstract

Evaluation of existing e-government needs to be done so that the existing e-government is following its role in improving government services in terms of effective and efficient public services. The DeLone and Mclean information system success model is a model that can be used to measure the extent to which an information system is implemented, especially e-government. This study aims to determine the evaluation of e-government implementation using the information system success model from DeLone and Mclean, assessing user satisfaction has a significant influence on the use of e-government. This study also analyzes user satisfaction from e-government correlated with the quality of government services in delivering public services. This study uses Systematic Literature Review or SLR. The author conducted a systematic literature review of previous studies published between 2019 and 2022 using a prism reporting mechanism that includes five important steps to take when conducting a systematic review. The results of the study show that evaluating e-government implementation using the information system success model from DeLone and Mclean, the quality of e-government systems significantly influences user satisfaction and the quality of services produced.

Abstract

The Online Single Submission Risk Based approach (OSS RBA) system in the issuance of Standards for Fulfillment of Home Industry Food Production Commitments (SPP-IRT), provides ease of business licensing and shows positive growth in the Home Food Industry (IRTP). In its implementation, the dynamics of implementing OSS policies related to Food SPP-IRT have a real impact on the home industry and food safety. OS RBA is a digital public service that prioritizes the use of digital technology and digital platforms to transform public services so as to improve government services with the aim of increasing efficiency, accessibility, and responsiveness, increasing involvement and satisfaction of the public as customers. The suitability of policy implementation and policy design is one of the processes in measuring a policy. So an analysis of the implementation of the RBA OSS policy needs to be carried out. This research uses a descriptive research method using a qualitative approach with literature studies to analyze factors influencing the implementation of risk-based business licensing policies through the online single submission (OSS) system in the issuance of standards for fulfilling food production commitments for home industries (SPP-IRT). The research results show that the implementation of the OSS RBA policy regarding SPP-IRT Food is a complex process that is influenced by various factors. The level of compliance with the RBA OSS regulations helps measure the level of success of this policy in supporting the growth of the home industry and improving food safety. To improve the implementation of RBA OSS policies related to Food SPP-IRT, there needs to be close coordination between all stakeholders, clear and understandable regulations, and the ability to respond to changes in the business environment and food production technology. Keywords: policy implementation, OSSRBA, Food, SPPIRT Abstrak Sistem Online Single Submission Risk Based Approached (OSS RBA) dalam penerbitan Standar Pemenuhan Komitmen Produksi Pangan Industri Rumah Tangga (SPP-IRT) Pangan, memberikan kemudahan perizinan berusaha serta menunjukkan pertumbuhan Industri Rumah Tangga Pangan (IRTP) yang positif. Dalam implementasinya dinamika pelaksanaan kebijakan OSS terkait SPP-IRT Pangan memberikan dampak nyata pada industri rumah tangga serta keamanan pangan. OS RBA merupaka layanan publik digital yang mengutamakan penggunaan teknologi digital dan platform digital mentransformasi layanan publik sehingga meningkatkan layanan pemerintah dengan tujuan meningkatkan efisiensi, aksesibilitas dan responsivitas, meningkatkan keterlibatan dan kepuasan masyarakat sebagai pelanggan. Kesesuaian implementasi kebijakan dan desain kebijakan merupakan salah satu proses dalam pengukuran sebuah kebijakan. Sehingga analisis terhadap imlementas kebijakan OSS RBA ini peru dilakukan. Penelitian ini menggunakan metode penelitian deskriptif melalui pendekatan kualitatif dengan studi literatur untuk Analisis Faktor-Faktor yang Mempengaruhi Implementasi Kebijakan Perizinan Berusaha Berbasis Risiko melalui Sistem Online Single Submission (OSS) dalam Penerbitan Standar Pemenuhan Komitmen Produksi Pangan Industri Rumah Tangga (SPP-IRT) Pangan. Hasil penelitian menunjukkan implementasi kebijakan OSS RBA terkait SPP-IRT Pangan adalah proses yang kompleks yang dipengaruhi oleh berbagai faktor. Tingkat kepatuhan terhadap regulasi OSS RBA membantu mengukur tingkat keberhasilan kebijakan ini dalam mendukung pertumbuhan industri rumah tangga dan meningkatkan keamanan pangan. untuk meningkatkan pelaksanaan kebijakan OSS RBA terkait SPP-IRT Pangan, perlu adanya koordinasi yang erat antara semua pemangku kepentingan, regulasi yang jelas dan dapat dimengerti, serta kemampuan untuk merespons perubahan lingkungan bisnis dan teknologi produksi pangan. Abstract

Penelitian ini bertujuan untuk menggambarkan kebijakan TNI AD khususnya di lingkungan Inspektorat Jenderal (Itjen) TNI AD dalam mewujudkan profesionalisme prajurit melalui program pelatihan dan pendidikan. Dengan menggunakan pendekatan post-positivisme melalui metode kualitatif, penelitian ini mengeksplorasi kebijakan TNI AD dalam mendorong terbentuknya profesionalisme prajurit. Hasil penelitian menunjukkan terdapat 5 jenis pelatihan dan 6 jenis pendidikan yang menjadi basis pengembangan profesionalisme prajurit. Program pelatihan meliputi pelatihan kemampuan prajurit tingkat perorangan non-Proglatsi, program latihan standarisasi (Proglatsi), perencanaan dan anggaran (REN), program administrasi pelatihan, program kerjasama latihan militer antara TNI AD dengan militer negara-negara non ASEAN dan ASEAN. Sementara pendidikan militer meliputi pendidikan pertama (Dikma), pendidikan pembentukan (Diktuk), pendidikan pengembangan umum (Dikbangum), pendidikan pengembangan spesialisasi (Dikbangspes), pendidikan ilmu pengetahuan dan teknologi (Dikilpengtek) dan pendidikan peralihan (Dikalih). Secara khusus, program tersebut dijalankan Itejenad dengan memfokuskan pada 2 program yaitu pelatihan prajurit tingkat perorangan non-Proglatsi dan pendidikan pengembangan spesialisasi (Dikbangspes). Hasil pelaksanaan program tersebut tahun 2022 menunjukkan pelatihan prajurit tingkat perorangan non-Proglatsi mencapai target terpenuhi sebesar 100 persen, sementara pendidikan pengembangan spesialisasi (Dikbangspes) terpenuhi 87 persen dari target. Peneliti merekomendasikan perlu peningkatan pelaksanaan pelatihan dan pendidikan secara terpadu dalam proses perencanaan dan penganggaran agar target pelatihan dan pendidikan prajurit dalam lebih optimal.

Abstract

Capaian target nilai indeks profesionalisme ASN provinsi DKI Jakarta belum sepenuhnya memenuhi target yang ditentukan. Kondisi ini mengisyaratkan masih adanya kesenjangan kualitas ASN Provinsi DKI. Penelitian ini menggali upaya yang dijalankan oleh Pemerintah Provinsi DKI dalam mengatasi kesenjangan kualitas ASN melalui pengembangan Jakarta Corporate University (JakCorpU). Penelitian ini menggunakan pendekatan postpositivism yang berofkus melakukan wawancara mendalam di Badan Pengembangan Sumber Daya Manusia (BPSDM) DKI Jakarta. Pemilihan lokasi tersebut dipilih berdasarkan fokus penelitian yaitu JakCorpU pada lingkungan Pemerintah Provinsi DKI Jakarta. Hasil penelitian ini menunjukan kebijakan Jakarta Corporate University (JakCorpU) merupakan bentuk strategi pengembangan pembelajaran yang berfokus pada pencapaian kinerja strategis Provinsi DKI Jakarta melalui sinergi pembelajaran dengan kegiatan SDM. Desain dan komposisi pembelajaran menggunakan komposisi sebesar 70% (tujuh puluh persen) untuk aktivitas pembelajaran terintegrasi yang dilakukan di tempat kerja, 20% (dua puluh persen) aktivitas pembelajaran kolaboratif dalam sebuah komunitas maupun bimbingan teknis dan 10% (sepuluh persen) untuk aktivitas pembelajaran melalui metode ceramah di dalam maupun di luar kelas. Namun arah perubahan pada pola pembelajaran yang semakin cepat melalui sistem daring perlu mendapatkan atensi yang lebih besar. Apalagi model pembelajaran menggunakan proporsi 70-20-10 yang lebih menitikberatkan pada praktik atau pengimplementasian di tempat kerja memiliki kerentanan terhadap sistem kontrol dan monitoring. Maka penelitian ini merekomendasikan untuk membangun sistem monitoring yang ditujukan untuk memantau hasil kinerja yang dapat diukur secara aktual dengan mendasarkan pada output kinerja.

Abstract

People and organizations need to adapt to rapidly evolving technology and information trends, but are often faced with limited resources. Therefore, innovation is important to be applied to various sectors, including the public sector which is known for the many regulations that surround it. Innovation is seen as a source of change, growth, and organizational effectiveness, but leadership factors have a dominant impact and are fundamentally critical to success in achieving it. This study aims to see trends in scientific publications (journals) regarding transformational leadership in public sector innovation; the most influential journals and authors; as well as potential research topics in the future. This study uses bibliometric analysis taken from the database of highly reputable journals Scopus by looking at the analysis results from the Scopus web on data that has been filtered according to criteria; visualization and analysis of data using VOS viewer application as well as biblioshin application. Based on the results of the study, the research topic of Transformational Leadership in Public Sector Innovation is still little discussed in Scopus indexed journal publications. The data obtained also shows that in the middle of the last 5 years, the topic shows the significance of increasing the quantity of publications which increasingly shows the interest of the theme of transformational leadership in public sector innovation with the times.

Abstract

Open Parliament is a movement that encourages transparency, participation, and accountability in the legislative process in parliament. One form is data openness, which is a tool for the public to understand the programs and performance of the legislature. Data disclosure in parliament is also carried out to answer public unrest over parliament's attitude which is considered closed in discussing legislation products. The research will reveal how parliamentary data disclosure has been running in Indonesia and other countries, namely Norway, Sweden, and Denmark. The research paradigm is carried out qualitatively and to answer research questions, data collection methods use interviews and literature studies. The results of the study revealed that data openness in Indonesia currently does not fully meet the principles of government data openness, namely primary, timely, license-free, non-discriminatory, and supports the data processing process using machines. Therefore, the Indonesian Parliament needs to make efforts to improve data disclosure services based on the above principles, with the aim of providing easy access to data and meeting people's data needs.

Abstract

Innovation in public services has become inevitable and relevant in the development of modern society. The importance of this innovation lies in efforts to provide services that are more effective, efficient and responsive to the needs of the community, which are universal and contextual. Developed countries such as China, South Korea, and Denmark have become role models in developing public service innovation. They leverage technology, inclusive policies, community engagement, and approaches focused on user needs. Case studies of public service innovation in China, South Korea, and Denmark provide insight into the success of innovation in its public services. The results of this study show that there are several success factors that include the development of systems, procedures and methods, infrastructure, personnel training, and community empowerment so as to help the success of service innovation in the public sector that is more responsive, inclusive, and oriented to community needs.

Abstract

Pencapaian tujuan reformasi birokrasi di Indonesia untuk menjadi level pemerintahan kelas dunia pada tahun 2025 masih dipertanyakan. Hal ini mengingat luasnya fokus reformasi birokrasi dan tantangan yang dihadapi dalam pencapaian tujuan substantif. Penelitian ini bertujuan untuk menganalisis implementasi penyesuaian pada jabatan struktural menjadi jabatan fungsional di Kementerian Pertanian RI dan kaitannya dengan upaya mewujudkan reformasi birokrasi dan manajemen publik baru. Riset ini menggunakan metode kualitatif melalui telaah literatur tentang reformasi birokrasi di Kementerian Pertanian RI. Hasil penelitian menunjukkan bahwa penyederhanaan birokrasi melalui penyetaraan jabatan menjadi salah satu alternatif mewujudkan sumber daya yang cerdas, produktif, inovatif, dan kompetitif dalam memberikan pelayanan publik terbaik. Tantangan dari budaya organisasi dan pegawai yang skeptis terhadap transformasi jabatan menyebabkan implementasi penyederhanaan birokrasi kurang optimal. Adanya unsur koordinasi dalam struktur organisasi masih membayangi fungsi manajerial pada jabatan fungsional.
