Abstract

Based on reports on the implementation of recruitment activities for Taruna and Taruni Akmil candidates in 2019 and 2020, several problems were found during the recruitment and selection process for Taruna Akmil. These problems certainly must be resolved by the Indonesian Army, with the aim of getting the best and quality Military Academy cadets. Departing from these problems, the researcher conducted an evaluation of the policy of the Army Chief of Staff Decree No. Kep/1023/XII/2016 concerning Technical Instructions on Admission of Military Academy Cadets and Cadets based on a merit system. This research was conducted using the literature review method. Several criteria are used to identify the application of the merit system during the recruitment and selection process for Akmil Cadets. These criteria are equal opportunity, open competition and fairness, and passing grade. The results found were that the recruitment and selection policies for Cadets of the Military Academy had supported the implementation of the merit system. However, problems occurred when the policy was implemented, which ultimately resulted in these criteria not being met during the recruitment and selection process for Academy Academy Cadet.

Abstract

Penelitian ini bertujuan untuk mengetahui implementasi Permendiknas Nomor 2 Tahun 2002 tantang buku dan mendeskripsikan masalah-masalah yang ditimbulkannya. Pene-litian dilaksanakan dengan metode campuran kuantitatif dan kualitatif di Kota Depok, Kabupaten Cianjur, Kota Makassar, dan Kabupaten Maros dengan menggunakan angket, wawancara mendalam dan diskusi kelompok terfokus untuk mengumpul-kan data. Hasil penelitian menunjukkan bahwa implementasi Permendiknas yang bertujuan untuk menyediakan buku murah dan berkualitas bagi masyarakat belum sepenuhnya tercapai. Terdapat beragam masalah dalam pelaksanaannya antara lain minimnya sosialisasi, tidak memadainya infra-struktur teknologi informasi, ketidaksesuaian materi dengan kurikulum, rendahnya kualitas cetakan, dan Permendiknas dianggap sebagai kebijakan elitis yang mematikan iklim persaingan usaha.Kata kunci: kebijakan, pelaksanaan, buku cetak, buku sekolah elektronik   ______________________________________________________________IMPLEMENTATION AND ISSUES IN IMPLEMENTATION PERMENDIKNAS NUMBER 2 OF 2008 ON THE BOOKAbstract This research aims to figure out and elaborate the implementation of  Cultural and Educational Ministry's regulation No 2, 2002 as well as the problems occurring during the implementation. The research was conducted by applying mixed method -qualitative and quantitative- held in Depok City, Cianjur Regency, Makassar City, and Maros Regency using questionnaires, interviews and focus group discussion to collect data. The result shows that the implementation of regulation, which originally aimed to provide affordable and quality book for the people, fails to achieve its purpose. There are various problems found in the implementation, e.g. lack of socialization, lack of information technology infrastructure, unfitness between the materials with the curriculum, lack of printing quality, and the prevailing opinion that the regulation is an elitist policy that kills business competition.Keywords: implementation, policy, education, text book

Abstract

People and organizations need to adapt to rapidly evolving technology and information trends, but are often faced with limited resources. Therefore, innovation is important to be applied to various sectors, including the public sector which is known for the many regulations that surround it. Innovation is seen as a source of change, growth, and organizational effectiveness, but leadership factors have a dominant impact and are fundamentally critical to success in achieving it. This study aims to see trends in scientific publications (journals) regarding transformational leadership in public sector innovation; the most influential journals and authors; as well as potential research topics in the future. This study uses bibliometric analysis taken from the database of highly reputable journals Scopus by looking at the analysis results from the Scopus web on data that has been filtered according to criteria; visualization and analysis of data using VOS viewer application as well as biblioshin application. Based on the results of the study, the research topic of Transformational Leadership in Public Sector Innovation is still little discussed in Scopus indexed journal publications. The data obtained also shows that in the middle of the last 5 years, the topic shows the significance of increasing the quantity of publications which increasingly shows the interest of the theme of transformational leadership in public sector innovation with the times.

Abstract

Sorong Regency, located in Southwest Papua Province, is among the regions facing a serious poverty problem, where the number of people living in poverty has decreased by only 350 over a span of seven years, despite at least IDR 739.8 billion being allocated to poverty alleviation efforts. While numerous studies have identified structural factors as contributing to persistent poverty, few have examined the cultural dimensions. This study aims to identify the cultural roots of poverty in Sorong Regency and to propose psychosocial intervention alternatives that have proven effective in generating sustainable poverty reduction outcomes. The research adopts a qualitative approach, employing in-depth interviews, focus group discussions (FGDs), and participatory observation techniques. Findings indicate that patterns of dependency, resignation to fate, and limited social motivation are key elements of the culture of poverty in Sorong Regency. It is recommended that psychosocial interventions be implemented in the form of life skills training and the development of aspirations, using a spiritual approach through the strengthened involvement of the Church.

Abstract

This study aims to analyze the influence of transformational leadership and work climate on organizational commitment, while also examining the mediating role of work motivation among members of the Central Kalimantan Regional Police (Polda Kalimantan Tengah). This research employed a quantitative approach using a survey method. A total of 160 active police personnel were randomly selected as respondents. Data were collected through questionnaires adapted from previously validated instruments. The data were analyzed using Structural Equation Modeling (SEM) with Partial Least Squares (PLS) approach, utilizing SmartPLS version 3 software. The findings reveal that transformational leadership and work climate have a positive and significant effect on organizational commitment. Furthermore, work motivation partially mediates the relationship between both independent variables and organizational commitment. These results highlight that enhancing organizational commitment is not solely dependent on leadership style and work environment, but is also significantly influenced by the motivation of personnel. This study contributes new insights by integrating transformational leadership and work climate variables in the context of the Indonesian police force, a setting that has rarely been examined simultaneously. Moreover, the inclusion of work motivation as a mediating variable offers a novel perspective on the internal mechanisms influencing organizational commitment in semi-militaristic environments such as law enforcement institutions. The practical implication of this study lies in its relevance for the management of the Central Kalimantan Regional Police to formulate effective leadership strategies and improve work climate in order to enhance work motivation, which in turn fosters greater organizational commitment. Abstract

The Online Single Submission Risk Based approach (OSS RBA) system in the issuance of Standards for Fulfillment of Home Industry Food Production Commitments (SPP-IRT), provides ease of business licensing and shows positive growth in the Home Food Industry (IRTP). In its implementation, the dynamics of implementing OSS policies related to Food SPP-IRT have a real impact on the home industry and food safety. OS RBA is a digital public service that prioritizes the use of digital technology and digital platforms to transform public services so as to improve government services with the aim of increasing efficiency, accessibility, and responsiveness, increasing involvement and satisfaction of the public as customers. The suitability of policy implementation and policy design is one of the processes in measuring a policy. So an analysis of the implementation of the RBA OSS policy needs to be carried out. This research uses a descriptive research method using a qualitative approach with literature studies to analyze factors influencing the implementation of risk-based business licensing policies through the online single submission (OSS) system in the issuance of standards for fulfilling food production commitments for home industries (SPP-IRT). The research results show that the implementation of the OSS RBA policy regarding SPP-IRT Food is a complex process that is influenced by various factors. The level of compliance with the RBA OSS regulations helps measure the level of success of this policy in supporting the growth of the home industry and improving food safety. To improve the implementation of RBA OSS policies related to Food SPP-IRT, there needs to be close coordination between all stakeholders, clear and understandable regulations, and the ability to respond to changes in the business environment and food production technology. Dalam implementasinya dinamika pelaksanaan kebijakan OSS terkait SPP-IRT Pangan memberikan dampak nyata pada industri rumah tangga serta keamanan pangan. OS RBA merupaka layanan publik digital yang mengutamakan penggunaan teknologi digital dan platform digital mentransformasi layanan publik sehingga meningkatkan layanan pemerintah dengan tujuan meningkatkan efisiensi, aksesibilitas dan responsivitas, meningkatkan keterlibatan dan kepuasan masyarakat sebagai pelanggan. Kesesuaian implementasi kebijakan dan desain kebijakan merupakan salah satu proses dalam pengukuran sebuah kebijakan. Sehingga analisis terhadap imlementas kebijakan OSS RBA ini peru dilakukan. Penelitian ini menggunakan metode penelitian deskriptif melalui pendekatan kualitatif dengan studi literatur untuk Analisis Faktor-Faktor yang Mempengaruhi Implementasi Kebijakan Perizinan Berusaha Berbasis Risiko melalui Sistem Online Single Submission (OSS) dalam Penerbitan Standar Pemenuhan Komitmen Produksi Pangan Industri Rumah Tangga (SPP-IRT) Pangan. Hasil penelitian menunjukkan implementasi kebijakan OSS RBA terkait SPP-IRT Pangan adalah proses yang kompleks yang dipengaruhi oleh berbagai faktor. Abstract

The aim of this study is to investigate the implementation of the ETLE policy in the Greater Jakarta Metro Area Police Jurisdiction. Data has shown that there have been fluctuations in the trend of traffic violations in the Greater Jakarta Metro Area Police Jurisdiction from 2018-2023. This research examines further the implementation of the Electronic Traffic Law Enforcement (ETLE) policy to realize an orderly traffic area in the Greater Jakarta Metro Area Police Jurisdiction. Researchers use Grindle's policy implementation model to look at policy implementation. The researchers used a post-positivist approach by conducting data analysis techniques using illustrative methods on primary data in the form of in-depth interviews. In-depth interviews were conducted with several crucial policymakers, including the Traffic Director at the Greater Jakarta Metro Area Police, who led the ETLE policy in its jurisdiction. The results showed that implementation of the ETLE policy in the Greater Jakarta Metro Area Police jurisdiction has not run optimally in establish an orderly traffic area. Although there is progress in implementation, there are several critical notes that must be addressed to achieve policy objectives.

Abstract

Personel militer menghadapi tantangan unik dalam hal keseimbangan kehidupan kerja karena sifat profesi mereka, sehingga personel angkatan darat membutuhkan adanya work life balance dalam menjalankan tugasnya. Penelitian ini bertujuan untuk menggambarkan aspek – aspek terkait work life balance personel angkatan darat dan strategi yang perlu ditempuh oleh manajemen personalia dalam menjaga work life balance personel. Metode penelitian menggunakan sistematik literature riview dengan pola PRISMA. Penelitian menunjukkan aspek terkait work life balance personel Angkatan Darat antara lain: 1) pembagian waktu pekerjaan dan keluarga, 2) beban dan komitmen pekerjaan, 3) peran ganda sebagai anggota dan keluarga, 4) ketahanan dalam menjalankan operasi dengan tempo yang berubah, dan 5) kepuasan terhadap pekerjaan. Adapun implikasi pada manjemen personalia adalah setidaknya dalam penetapan sistim kerja dapat mempertimbangkan pengaturan jadwal kerja, waktu istirahat yang cukup, dan akses terhadap sumberdaya kesehatan fisik dan mental terutama bagi keluarga personel.

Abstract

Open Parliament is a movement that encourages transparency, participation, and accountability in the legislative process in parliament. One form is data openness, which is a tool for the public to understand the programs and performance of the legislature. Data disclosure in parliament is also carried out to answer public unrest over parliament's attitude which is considered closed in discussing legislation products. The research will reveal how parliamentary data disclosure has been running in Indonesia and other countries, namely Norway, Sweden, and Denmark. The research paradigm is carried out qualitatively and to answer research questions, data collection methods use interviews and literature studies. The results of the study revealed that data openness in Indonesia currently does not fully meet the principles of government data openness, namely primary, timely, license-free, non-discriminatory, and supports the data processing process using machines. Therefore, the Indonesian Parliament needs to make efforts to improve data disclosure services based on the above principles, with the aim of providing easy access to data and meeting people's data needs.
