Abstract

The purpose of this study is to describe the management of records in the General Subdivision of the PMD Service in Banggai Kepulauan Regency. This type of research is descriptive, with the number of informants involved as many as 5 informants, which for determining the informants using Purposive Sampling techniques. In addition, in the technique of data collection in this study through observation, interviews, and documentation activities With the method of data analysis with steps namely (1) data reduction, (2) data display, and (3) conclusion and verification. From the results of the research, it is known that the implementation of archival management of the General Subdivision of the PMD Service of Banggai Islands Regency is still running less optimally, because the three aspects (planning, implementation and supervision) which are used as indicators in this study are considered to run less optimally, this is because: 1) In terms of planning, planning activities are only limited to the design of budgeting and procurement of archival equipment, even though the archival management system and the development of archival HR management also need to be planned in order to ensure clarity in the implementation of archival management in the agency properly and correctly; 2) In terms of implementation, so far in the process of storing the archives there are still a number of letters that have not been archived, even though when viewed from the date of entry, some of these letters should have been filed. Other problems are also in the arrangement of archives, there are still problems, where documents are still mixed with different types and functions, making it difficult to find the required records; and 3) In terms of supervision, maintenance of records in the General Sub-Section of the PMD Service of Banggai Kepulauan Regency is still rarely done, besides that there has also been no concrete effort to do file depreciation through the destruction of records that have no value so that the files are abandoned and piled up inside the storage warehouse

Abstract

Abstrak Pembayaran retribusi sampah dikelurahan Taipa sebagian besar masih dilakukan dikantor kelurahan. Mesikipun saat ini sudah ada aplikasi pembayaran berbasis online melalui aplikasi pakagali.com. Namun Sebagian besar Masyarakat mesih membayar dikantor kelurahan, seharusnya jika saat ini pembayaran retribusi sampah masih terpusat dikantor kelurahan maka sudah seyogyanyah ada manajemen khusus yang mengelolah terkait dengan pemungutan retribusi sampah. Akan tetapi pada kenyataanya fungsi manajemen pegawai dikantor kelurahan Taipa terkait dengan pemungutan retribusi sampah masih belum berfungsi dengan baik. Untuk mengetahui bagaimana manajemen pemungutan retribusi sampah dikelurahan Taipa, Kecamatan Palu Utara, Kota Palu. Maka peneliti menggunakan teori George R Terry (Sukarna, 2011), Perencanaan (planning), Pengorganisasian (organizing), Pengarahan (acunting), Pengawasan (controlling). Metode pengumpulan data dilakukan melalui observasi, wawancara langsung dan dokumentasi. Teknik pemilihan informan menggunakan teknik purposive. Dari hasil penelitian lapangan manajemen pemungutan retribusi sampah dikelurahan Taipa belum efektif. Hal tersebut dikarenakan dari empat aspek menurit George R Terry, satu diantaranya belum efektif yaitu aspek Pengawasan (controlling). Pada aspek pengawasan (controlling) retribusi sampah dikelurahan Taipa masih belum mempunyai standar operasional pelaksanaan (SOP), sehingga tidak ada ukuran dalam penilaian, yang kedua adalah sosialisasi terkait dengan aplisasi pakagali.com belum sampai pada lapisan Masyarakat secara menyeluruh sehingga masih banyak Masyarakat yang belum mengetahui terkait dengan aplikasi tersebut. To find out how the management of waste retribution collection in Taipa Sub-district, North Palu District, Palu City. So the researchers used George R. Terry's theory (Sukarna, 2011), planning, organizing, directing, and controlling. Data collection methods were carried out through observation, direct interviews, and documentation. Informant selection technique using purposive technique. From the results of field research, the management of collecting garbage levies in Taipa Village has not been effective. This is because of the four aspects of George R. Terry, one of which is not effective, namely the aspect of supervision (controlling). In the aspect of supervision. Abstract

In general, this study aims to determine the Quality of Service in Making E-KTP at the Population and Civil Registration Office of Tojo Una-Una Regency. In its implementation, this study uses a descriptive method, namely a method that is compiled based on certain rules in a real context, which aims to describe and explain systematically and accurately about the state of the quality of E-KTP making services at the agency. This study is based on a qualitative approach. The theory used refers to the concept put forward by Zaithaml, Pasuraman, and Berry, as quoted by Pasolong (2007:135), which includes 5 (five) main indicators, namely: physical appearance, reliability, responsiveness, assurance and empathy. The results of this study indicate that the Quality of E-KTP Making Services at the Population and Civil Registration Office of Tojo Una-Una Regency, it can be concluded that of the 5 (five) aspects assessed, namely Tangible, Reliability, Responsiveness, Assurance, and Empathy, 3 (three) aspects have been running optimally, namely Tangible, Reliability, and Responsiveness. While 2 (two) aspects that have not run optimally, namely Assurance and Empathy are not running optimally. It is considered not optimal because there are still some employees who show discriminatory actions in providing services to the community.

Abstract

Tujuan pengabdian kepada masyarakat adalah membantu masyarakat dalam berbagai hal. Kegiatan ini merupakan salah satu komponen Tri Dharma Perguruan Tinggi, yaitu program pendidikan berbasis masyarakat yang memberikan pelatihan nonformal kepada mahasiswa. Latihan edukasi komunitas ini berfokus pada pemahaman mendasar mengenai ujaran kebencian dan hoax. Beberapa tahun terakhir, terjadi peningkatan signifikan dalam penyebaran ujaran kebencian dan hoaks, yang menyebabkan ketidakstabilan sosial. Fenomena tersebut akhirnya mendorong pemerintah untuk merancang UU ITE yang berisi aturan yang mengatur penggunaan teknologi tersebut. Pemerintah juga membatasi akses penggunaan dan penyebaran informasi di media sosial, khususnya berbagi foto dan video, karena adanya fenomena hoaks dan ujaran kebencian. Terkait dengan hal tersebut, maka dalam pelaksanaan kegiatan pengabdian kepada masyarakat ini dilaksanakan di IPMIL Raya Palu. Melalui pendekatan sosialisasi dan diskusi, diharapkan literasi akan hoaks dan ujaran kebencian dapat dipahami sehingga mahasiswa mengetahui cara bermedia sosial dengan baik tanpa menyebarkan ujaran kebencian dan berita hoax.

Abstract

This study aims to investigate and evaluate Social Support in the development of a Sustainable Employment and Entrepreneurship Ecosystem within the North Morowali Nickel Industrial Area, focusing on (1) the Upstream-Downstream Employment and Entrepreneurship Ecosystem in the North Morowali Nickel Industry; (2) work plans and potential collaborations concerning Multistakeholder Entrepreneurship Initiatives in the North Morowali Nickel Industrial Area; and (3) Gap Analysis (Current Condition vs. Ideal Condition) in the North Morowali Nickel Industrial Area. This study employs a qualitative methodology utilizing a case study approach. Data collecting methods included online questionnaires, in-depth interviews with diverse stakeholders, focus group discussions (FGD) with stakeholder representatives, and document analysis. Thematic analysis was employed to discern the primary themes associated with social support and the employment and entrepreneurial ecosystem in the North Morowali Nickel Industry region.

Abstract

Penelitian ini bertujuan untuk menggambarkan perilaku Aparatur Sipil Negara (ASN) pasca penyetaraan jabatan struktural ke dalam jabatan fungsional, dengan studi kasus pada Badan Kepegawaian dan Pengembangan Sumber Daya Manusia Daerah (BKPSDMD) Kota Palu. Penyetaraan jabatan merupakan bagian dari kebijakan penyederhanaan birokrasi yang diterapkan pemerintah untuk menciptakan sistem pemerintahan yang lebih efektif, efisien, dan responsif terhadap pelayanan publik. Perubahan struktur organisasi ini menuntut ASN untuk menyesuaikan diri dengan sistem kerja baru yang lebih berbasis kompetensi dan tanggung jawab individual. Metode yang digunakan dalam penelitian ini adalah metode kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Informan dalam penelitian terdiri dari pejabat struktural, pejabat fungsional hasil penyetaraan, dan ASN pelaksana. Analisis data dilakukan menggunakan model perilaku organisasi Robbins & Judge dan model interaktif Miles dan Huberman yang meliputi tahapan kondensasi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa ASN di lingkungan BKPSDMD Kota Palu mengalami berbagai respons terhadap perubahan jabatan, mulai dari sikap adaptif hingga resistensi terhadap sistem kerja baru. Perubahan perilaku ASN sangat dipengaruhi oleh faktor kepemimpinan, motivasi kerja, komunikasi organisasi, serta kesiapan individu dan kelompok dalam memahami peran barunya. Selain itu, minimnya sosialisasi dan bimbingan teknis turut menjadi hambatan dalam proses penyesuaian. Temuan ini menunjukkan bahwa keberhasilan penyetaraan jabatan sangat ditentukan oleh pengelolaan perubahan organisasi yang baik, dukungan struktural, serta pembinaan berkelanjutan terhadap ASN
