The target population is teachers who take part in the Teacher Professional Education (PPG) program in office, as many as 150 people. The sample was obtained by simple random sampling determined at 30% or a number of 60 people. Data collection using a questionnaire, distributed via google forms. Data analysis techniques using computer assistance with software SmartPLS 3.2. The research findings obtained from hypothesis testing explain that: 1) The education and training factor has a significant and positive influence of 23% on efforts to improve teacher professionalism; 2) The active factor in professional organizations has a significant and positive influence of 28.5% on efforts to increase teacher professional competence; 3) The factor of writing and publishing scientific papers has a significant and positive influence of 28.5% on efforts to increase teacher professional competence. Abstract

This study aims to evaluate the role of Islamic higher education in supporting the process of Islamic law adaptation within a Muslim minority community in the city of Manado, through a cultural management approach. Manado was selected as the research locus due to its unique characteristics as a region with a Muslim minority population, which presents specific challenges in the open and adaptive implementation of Islamic law. This qualitative research approach involved in-depth interviews with stakeholders in Islamic higher education, including academics, university administrators, and local religious leaders or scholars. The findings reveal that cultural management implemented by Islamic higher education institutions in Manado plays a significant role in the contextual integration and adaptation of Islamic law, aligning with local cultural values through effective collaboration with community leaders and curriculum adjustments based on the needs of the Muslim minority. The study is expected to serve as a reference for other Islamic higher education institutions in developing responsive policies tailored to minority communities. The research also implies the need for a more inclusive model of Islamic legal adaptation, potentially contributing to the development of globally relevant Islamic legal education policies without compromising core Islamic principles.

Abstract

Islamic Higher Education Institutions (IHEIs) in developing countries face a dual challenge of maintaining cultural identity while pursuing digital transformation. Although digital innovation has been widely studied as a driver of efficiency and competitiveness, limited empirical research explores how local wisdom functions as a strategic enabler in higher education management. This study addresses this gap by proposing a hybrid strategic management model that integrates local wisdom, digital innovation, and strategic leadership. Using a comparative case study of Indonesia, Malaysia, and Egypt, data were collected from secondary sources, including policy documents, institutional reports, and peer-reviewed literature, and analysed through thematic content analysis with cross-case coding. Findings reveal that local wisdom provides legitimacy and cultural grounding, while digital innovation strengthens adaptability and efficiency; strategic leadership integrates both dimensions into sustainable institutional transformation. Theoretically, this study contributes to value-based strategic management literature by challenging the modernity–tradition dichotomy in non-Western contexts. Practically, it offers actionable insights for policymakers and administrators to design strategies that balance technological adoption with the preservation of institutional identity.
