Abstract

Indonesia merupakan salah satu negara yang memiliki kekayaan dan berbagai macam potensi wisata. Potensi wisata yang dimiliki Indonesia dapat dikembangkan menjadi suatu aset bagi negara untuk mendatangkan devisa bagi negara. Seiring perkembangan waktu dan semenjak terjadinya reformasi, di Indonesia terjadi perubahan sistem pemerintahan. Pada awalnya Indonesia menggunakan sistem pemerintahan terpusat atau yang biasa dikenal dengan sebutan sentralisasi, semanjak adanya reformasi berganti menjadi sistem desentralisasi. Dimana sistem desentralisasi memberikan kewenangan kepada daerah untuk mengelola rumah tangga daerahnya masing-masing. Dengan adanya sistem desentralisasi dan otonomi daerah seperti yang dirasakan saat ini, maka setiap daerah terpacu untuk mengelola rumah tangga daerahnya masing-masing. Tidak terkecuali Kota Bengkulu yang juga mengelola daerahnya. Dalam hal ini, pemerintah daerah Bengkulu melakukan pembangunan di berbagai sektor, salah satunya yaitu sektor pariwisata. Bengkulu memiliki berbagai macam potensi wisata yang kemudian oleh pemerintah setempat dilakukan pembangunan dan pengembangan serta perbaikan-perbaikan. Tentu saja dari pembangunan yang dilakukan tersebut akan menimbulkan dampak baik secara sosial ekonomi terhadap masyarakat sekitar kawasan wisata tersebut. Begitu juga terhadap pembangunan kawasan wisata Pantai Panjang, yang disekitar kawasan wisata tersebut bermukim ratusan keluarga yang tentunya akan merasakan dampak sosial ekonomi dari pembangunan kawasan wisata tersebut. Tidak hanya akan menimbulkan dampak terhadap masyarakat sekitar kawasan wisata saja, tetapi juga pemerintah Kota Bengkulu juga akan merasakan dampaknya terhadap pendapatan asli daerah (PAD) dan Pendapatan Domestik Regional Bruto (PDRB). Dalam penelitian ini menggunakan metode penelitian gabungan yaitu antara metode penelitian kuantitatif dan metode penelitian kualitatif.

Abstract

Desentralisasi fiskal dalam otonomi desa merupakan masalah vital yang harus diperjuangkan oleh desa dalam pelaksanaan otonomi kewenangannya. Tulisan ini mencoba mengangkat beberapa pemikiran yang berkenaan dengan desentralisasi fiskal dalam kemadirian desa dan kesiapan desa dalam menghadapi otonomi desa. Metode penelitian menggunakan pendekatan penelitian kualitatif dengan menggunakan teknik pengumpulan data melalui observasi, wawancara, FGD, dan dokumentasi. Berdasarkan hasil penelitian diketahui bahwa masyarakat di Desa Pulau Panggung ini masih belum memperhatikan kesehatan mereka masing-masing. Pendidikan di desa Pulau Panggung sudah lumayan baik, sudah ada peningkatan mutu pendidikan. Di Desa Pulau Panggung ini, teknologi yang dipunyai yaitu semi modern (menuju ke modern). Rata-rata masyarakat di Desa Pulau Panggung bermata pencaharian sebagai Masyarakatnya sebagian berprofesi menjadi petani, pedagang, pegawai negeri / TNI / swasta.

Abstract

In implementing the government system, public participation is an important thing. Where, participation doesn’t have an limit who can be involved. Because, a government cannot function as expected if public participation is excluded or if someone who is part of the public is not involved or someone is excluded. If you recall, one of the elements of the founding of a country is the existence of citizens. Citizens of the country as a whole without exception. The research carried out is research by reviewing and using literature or literature studies that are relevant to the situation that occurs in Indonesia as a country that implements the principles of democracy. This research uses qualitative research methods with a descriptive approach. By conducting literature and literature study analysis. As a result of the research conducted, it is known that overall public participation in legislative decision making in Indonesia is still not optimal. There is still a pattern of decision making that does not involve public participation. Public indifference towards the government and legislative policy makers is also part of the public's disappointment with every policy taken. Apart from that, people with disabilities, the elderly, and minority groups, where helplessness is the reason these people isolate themselves and are not involved in any decision making. Decision makers need to pay attention to involving the public from all elements, without anyone being excluded. Of course, this is not an easy thing to implement, but it is also part of the task of state administrators to be able to build public participation in every legislative decision making.

Abstract

Marriage registration is a fundamental legal process that ensures the protection of marital rights and administrative recognition. However, many married couples have yet to obtain official marriage certificates, particularly in Bengkulu City, Indonesia. This study aims to identify the factors influencing community participation in marriage registration. Using a descriptive qualitative research method, this research explores societal attitudes and administrative challenges associated with the registration process. Data was collected through in-depth interviews, observations, and document analysis involving key informants, including married couples, religious figures, and government officials. A content analysis technique was employed to interpret the findings systematically. The results indicate that low public awareness and limited legal knowledge are the primary factors contributing to the reluctance to register marriages with the civil registry. Many couples believe that religious marriage alone is sufficient and are unaware of the legal consequences of unregistered marriages, such as complications in inheritance, child legitimacy, and access to state services. Additionally, a lack of government-led awareness campaigns and inadequate public outreach efforts have exacerbated the issue, leaving many couples uninformed about the registration process and its legal significance. This study highlights the urgent need for enhanced legal literacy, targeted socialization efforts, and administrative reforms to improve marriage registration rates. Strengthening collaboration between government agencies, religious institutions, and community organizations is crucial to increasing public participation. These findings contribute to the broader discourse on public administration and legal compliance in non-Western governance systems, emphasizing the role of community-driven legal awareness in enhancing civic engagement. Further research is recommended to explore marriage registration challenges across different socio-economic and cultural backgrounds to develop more inclusive and effective policy interventions.

Abstract

This community service activity begins by identifying problems in the community, especially the Cahaya Negeri village apparatus who have not been skilled in guiding events. Furthermore, in the implementation activities, good public speaking will be provided, in this activity, feedback activities will be given in the form of evaluation. The final step of the activity will be an evaluation and improvement of the results obtained during the activity. With good communication skills, village officials can convey information effectively, solve problems better, and provide more satisfactory services to the community.

Abstract

The JKN Mobile application has purposed to facilitate BPJS Health participants in employing JKN-KIS services without the need to come directly to the BPJS office. The aim of this research is to determine how JKN Mobile is employed by senior citizens at Bengkulu City's Harapan and Doa Hospitals, as well as to outline the services provided to JKN Mobile senior citizens at RSHD Bengkulu City.The research method employed in this study is the qualitative research method. Data collections were carried out through observation, interviews, and documentation. Informant selection technique using accidental sampling.  The stages of data analysis used are data reduction, data presentation, and conclusion drawing. The results of this study indicate the application of JKN Mobile for older people users at Harapan and Doa Hospital, Bengkulu City, found problems with older people users who claimed to be quite difficult in using the JKN Mobile application to get services at the hospital such as not having a smartphone that supports it, not understanding how to use the JKN Mobile application, to difficulties due to not having a family companion as a source of information supporting the older people.

Abstract

This study aims to evaluate the comparative effectiveness of bottom-up and top-down approaches in the management of forest fringe areas in Tanjung Betung II Village, Padang Guci Hulu District, Kaur Regency, Bengkulu Province. The study was motivated by persistent resource management friction, limited community participation, weak inter-agency institutional coordination, and unsustainable forest utilization within peripheral communities. Adopting a qualitative case study design, data were collected through in-depth semi-structured interviews, direct field observation, institutional documentation, and literature analysis involving village officials, traditional (adat) leaders, forest farmer groups (Kelompok Tani Hutan), and local forestry administrators. The findings demonstrate that while the top-down approach offers high regulatory standardization and uniform administrative control, it generates low social legitimacy, fails to accommodate localized ecological-economic needs, and produces fragile program sustainability. Conversely, the bottom-up approach is significantly more effective in strengthening community participation, leveraging traditional local wisdom (kearifan lokal), and establishing robust local ownership. This research advances public policy discourse by demonstrating that an isolated approach is insufficient; rather, an integrated collaborative governance model that bridges formal state regulations with community-based institutional arrangements is essential for sustainable forest fringe ecosystem management.

Abstract

Bantuan Operasional Sekolah (BOS) adalah program pemerintah yang pada dasarnya digunakan untuk penyediaan pendanaan biaya operasi non porsanalia bagi satuan pendidikan dasar sebagai pelaksana wajib belajar 9 tahun. Skripsi ini berjudul analisis pengelolaan dana Bantuan Operasional Sekolah (BOS) di Sekolah Dasar (SD) Negeri 11 Kota Bengkulu. Tujuan dari penelitian ini adalah untuk mengetahui jalannya pengelolaan dana BOS dalam mencapai hasil yang dilakukan. Metode yang digunakan dalam penelitian ini adalah kualitatif deskriptif untuk memberikan gambaran yang jelas terhadap masalah penelitian. Aspek berpedoman pada teori Goerge dan Leslie yaitu pengelolaan dalam perencanaan, pelaksanaan, pengawasan dan evaluasi. Hasil penelitian dilapangan menunjukkan bahwa perencanaan dana BOS pihak sekolah telah melaksanakan rapat dengan melibatkan kepala sekolah, bendahara, guru-guru dan karyawan, serta komite dan orang tua siswa, pelaksananaan dalam pengelolaan dana BOS sudah sesuai dengan apa yang ada di rapat perencanaan, dalam pengawasan BOS juga telah dilaksanakan sesuai dengan komponen penggunaan dana BOS yang ada pada rencana anggaran sekolah, evaluasi dana BOS dilakukan secara rutin serta evaluasi dilaksanakan melalui rapat bulanan yang diselenggarakan oleh sekolah.

Abstract

Produksi kopi yang tinggi di Kabupaten Kepahiang Bengkulu, menyebabkan limbah kulit kopi yang melimpah, namun belum dimanfaatkan secara optimal. Di sisi lain, peternak lokal menghadapi tantangan ketersediaan pakan berkualitas yang terjangkau. Tujuan kegiatan : 1). Mentransfer teknologi fermentasi kulit kopi kepada masyarakat mitra, 2). Menghasilkan pakan ternak fermentasi berbasis limbah kulit kopi yang layak pakai, 3). Meningkatkan kapasitas pengetahuan dan keterampilan peternak terhadap pengelolaan limbah dan pakan alternatif. Teknologi yang digunakan adalah fermentasi anaerob kulit kopi menggunakan mikroba seperti EM4 untuk meningkatkan nilai nutrisi. Proses ini terdiri dari tahap pencacahan, inokulasi, fermentasi tertutup, dan pengeringan. Teknologi ini bersifat sederhana, aplikatif, dan berbasis potensi lokal yang memungkinkan adopsi berkelanjutan oleh masyarakat. Melalui pelatihan intensif, pendampingan, dan penyediaan sarana fermentasi sederhana, mitra diharapkan mampu memproduksi pakan fermentasi secara mandiri. Program ini juga membuka potensi ekonomi baru dari sektor limbah pertanian yang selama ini terabaikan.

Abstract

This study aims to analyze the utilization of village websites in improving public services in Margo Mulyo Village, Central Bengkulu. Using a qualitative case study approach, data were collected through interviews, observations, and documentation, and then analyzed with Miles and Huberman’s content analysis stages. The findings reveal that although the website is available, its use remains low due to limited digital literacy, unstable internet access, and people’s preference for direct services. The technology adoption process is still in the early stages according to the diffusion of innovation theory. Theoretically, this research contributes by enriching the discourse on digital transformation in rural public services and expanding the diffusion of innovation framework with socio-cultural factors. Practically, it provides recommendations for local governments and village officials to strengthen training, socialization, and infrastructure as a strategy for inclusive and sustainable digital governance in villages.
