Abstract

Sumedang Regency is one of the districts in West Java Province that has implemented the Smart Government concept to increase the effectiveness of its government role. In 2020 Sumedang Regency succeeded in winning the Innovative Government Award (IGA) with an Electronic Based Government System (SPBE) index of 3.81. This success is reflected in the Regional Secretariat of Sumedang Regency which has implemented Smart Government, especially in the Regional Secretariat Organization Section. This research aims to find out what and how Smart Government is implemented in the Regional Secretariat of the Sumedang Regency Organization Section in a more comprehensive manner. This research uses descriptive research methods with a qualitative approach. The data collection techniques are carried out through direct observation, interviews with predetermined informants, and accompanying documentation. This technique is carried out so that the required data can be obtained more concretely. The results of the research show that the Regional Secretariat Organization Section of Sumedang Regency has been able to implement Smart Government, but the human resources and infrastructure it has are not yet capable of optimizing the implementation of Smart Government. This is the impact of employee mutations caused by changes in structural positions to functional ones. This problem is further strengthened by findings in the field that human resources with the required competencies and expertise have not been able to optimize their roles and functions in implementing Smart Government in Sumedang Regency.

Abstract

This study aims to explain innovation in human resource (HR) development in the organization. Through qualitative data collection and literature study, this research identifies several innovations that can be applied in the context of HR development. This research highlights the importance of innovation in HR development in response to the dynamics that occur within organizations. In an era of globalization and rapid technological development, organizations need to adopt innovative approaches to improve employee competencies and skills. The object of this research was taken located at the Regional Secretariat of the Sumedang Regency Organization Section. This research obtains data and information on how human resource development innovations in the Regional Secretariat of the Sumedang Regency Organization Section have been carried out optimally or not. As well as what factors affect the development of human resources. The report uses a descriptive research analysis approach. The results showed that the Regional Secretariat of the Sumedang Regency Organization Section had carried out optimal human resource development. External factors, namely government policies, cause problems in this human resource development effort. However, employees try to comply with policies because government policies help them develop as human resources. This research found that the Regional Secretariat of the Sumedang Regency Organization Section innovates in human resource development, as well as any factors that can affect HR development efforts that have been or will be carried out by the Sumedang Regency Regional Secretariat. The advice that researchers can give to the Regional Secretariat of the Sumedang Regency Organization Section in innovating human resource development is that they must continue to develop their resources, especially human resources, which are the most important assets.

Abstract

This study examines the Implementation of Thematic Bureaucratic Reform Policy in the Organization Section of the Regional Secretariat of Sumedang Regency. Therefore, related to the thematic bureaucratic reform policy implemented by the organizational section of the Sumedang Regency Regional Secretariat, this study describes things that explain how the implementation of thematic bureaucratic reform policies in the organizational section of the Sumedang Regency Regional Secretariat. This study used a descriptive method with qualitative data. Data were obtained from interviews and documentation studies. Based on the results of the research, the author obtained the implementation of thematic bureaucratic reform policies in the organizational section of the Sumedang Regency Regional Secretariat, but there were still obstacles faced such as lack of human resources and funds, the absence of SOPs regarding the implementation of bureaucratic reform in writing. Thematic Bureaucratic Reform Policy is expected to have an impact on the future.

Abstract

Technological developments in the digital era have brought about changes in various aspects and can support a leader in carrying out e-leadership for digital transformation in administering good government and realizing excellent public services. The purpose of this research is to find out how the role of E-leadership is implemented in digital transformation in the Sumedang Regency Regional Secretariat organization. The research method uses qualitative with the data collected obtained from literature review methods, observation and interviews. Using E-leadership theory according to Van Wart at al (2019), using 6 dimensions, namely communication skills, social skills, team building skills, change management skills, technology skills and feasibility. The results of the research show that the truth dimension has worked better than other dimensions. Therefore, the role of E-leadership in digital transformation in the organizational section of the Sumedang Regency Regional Secretariat is not yet optimal in implementing the E-leadership attitude for digital transformation. There are still leaders who have not been able to utilize technology properly in administering government and carrying out the main tasks and functions that have been determined.
