Abstract

Kebutuhan lahan untuk permukiman di Kota Jayapura meningkat searah dengan pertambahan jumlah penduduknya. Dampak dari pertambahan jumlah penduduk ini adalah munculnya kantong-kantong kegiatan yang tidak saling menunjang, salah satunya permukiman baru yang berkembang di luar perencanaan sehingga terbentuk permukiman kumuh. Tujuan penelitian ini adalah menentukan strategi penataan kawasan permukiman kumuh perkotaan dan pengendalian munculnya kawasan kumuh baru di Kota Jayapura. Penelitian ini menggunakan pendekatan kualitatif deskriptif dan metode SWOT dengan responden dari para pakar (purposive sampling). Hasil analisis menunjukkan bahwa penataan kawasan permukiman kumuh yang dilakukan adalah lewat: sosialisasi peraturan, penegakkan peraturan, monitoring dan evaluasi, peningkatan ekonomi masyarakat pemilik ulayat dan menentukan posisi yang tegas antara pemerintah dan masyarakat hukum adat. Strateginya berada pada kuadran IV (WT) yang artinya meminimumkan semua kelemahan untuk menghadapi setiap ancaman. Untuk pencegahan terbentuknya permukiman kumuh baru, strategi yang diperoleh adalah SO (kuadran I) yaitu memanfaatkan kekuatan internal untuk mengambil keuntungan dari peluang eksternal. Pada aspek internal, terdapat faktor: masyarakat memiliki keinginan untuk memiliki lingkungan huni yang layak serta adanya tokoh masyarakat yang mensosialisasikan tentang lingkungan huni yang layak. Pada aspek eksternal, terdapat faktor: aturan atau undang-undang yang mendukung pencegahan terbentuknya kawasan kumuh baru dan program tahunan pemerintah pada peningkatan infrastruktur dasar perkotaan.

Abstract

Kota Jayapura mengalami pertumbuhan dan perkembangan yang signifikan, terutama dalam hal pembangunan infrastruktur, industri, dan sektor-sektor lainnya. Pertumbuhan dan perkembangan ini telah menciptakan dinamika yang menarik dan mempengaruhi pertumbuhan ekonomi kota. Penelitian ini bertujuan untuk mengkaji perkembangan fisik Kota Jayapura selama empat tahun terakhir dan kaitannya terhadap pertumbuhan ekonomi di Kota Jayapura. Metode yang digunakan adalah metode deskriptif kuantitatif yaitu untuk memberikan gambaran yang jelas, ringkas, dan objektif tentang karakteristik data yang diamati atau suatu fenomena tertentu. Hasil penelitian menunjukkan bahwa lahan terbangun di Kota Jayapura setiap tahun mengalami perubahan luas, pada tahun 2020 seluas 45,18 km2 menjadi 45,81 km2 di tahun 2023 yang berarti terjadi peningkatan luas sebesar 0,63 km2. Penutup lahan lain yang terindikasi akan menjadi lahan terbangun adalah lahan terbuka seluas 38,36 km2 pada tahun 2023. Lahan terbuka sangat memungkinkan untuk menjadi lahan terbangun namun tidak menutup kemungkinan lahan vegetasi juga dapat menjadi lahan terbangun. Rata-rata laju perubahan tutupan lahan terbangun di Kota Jayapura selama beberapa tahun terakhir adalah 0,16 km2 per tahun atau 0,35% per tahun sedangkan rata-rata laju pertumbuhan ekonomi di Kota Jayapura adalah sebesar 3,86 % per tahun sehingga dapat dikatakan bahwa perkembangan fisik kota berpengaruh positif pada pertumbuhan ekonomi Kota Jayapura.

Abstract

Tender offer below 80% HPS can cause concerns during the implementation of the work, including the quality of work that does not meet the standards in the contract, delays to contract termination. The purpose of this study is to analyze the evaluation of price reasonableness, time performance, quality performance and describe the quality of work. The research variable is Quality of Work (X). The research method used is Quantitative Descriptive Analysis using SPSS version 26. Data collection methods using interviews and questionnaires. The analysis used is Price Fairness Evaluation Analysis, Time Performance Analysis, Quality Performance Analysis, and Quantitative Descriptive Analysis. The results of the fairness evaluation analysis show that the total bid without VAT is more than the total clarification price so that the bid is declared reasonable. Time Performance Analysis shows the acceleration of the project against the plan, Quality Performance is more than the quality of the plan. Descriptive Analysis of the quality of the Log Cs Bridge Construction work is Good. The price quote of PT Tantu Konstruksi Engineering is declared reasonable. Time Performance is Good, Quality Performance is Good. The quality of work on the construction of the Log Cs Bridge is good.

Abstract

Groundwater is dynamic and influenced by a number of natural factors. Geology and geomorphology greatly determine the condition of the soil in an area. The geological structure influences the direction of groundwater movement, the type and thickness of the aquifer. The Karubaga District in Tolikara Regency is an area with a morphology of mountains, hills and valleys so it has the potential for rivers and streams that can be used as a source of raw water. Identification of the depth of the groundwater level in the Karubaga District is carried out using tools in the form of the AIDU Golden Rod (AGR), which is a special geophysical study instrument that provides a detailed vertical picture 300 m into the ground surface to read the resistivity values of rocks and aquifers by measuring the natural electric field

Abstract

Maluku adalah sebuah provinsi yang meliputi bagian selatan Kepulauan Maluku, Indonesia. Provinsi ini berbatasan dengan Laut Seram di Utara, Samudra Hindia dan Laut Arafura di Selatan, Papua di Timur, dan Sulawesi di Barat. Provinsi ini memiliki ibu kota bernama Kota Ambon yang semakin hari berkembang menjadi salah satu kawasan strategis di wilayah timur Indonesia. Pasar Mardika saat ini hanya dapat menampung 1500 pedagang dari semua aktivitas para pedagang yang berjumlah 2785. Oleh karena itu Pemerintah kota mengusulkan untuk dapat dilakukan revitalisasi guna mencukupi kebutuhan jumlah pedagang. Pembangunan Pasar Mardika dimulai dengan jenis kontrak Multi Years Contract dengan nilai Rp.122.662.220.059,97, -. Dalam pelaksanaan pembangunan terjadi penambahan biaya 10% dikarenakan adanya perbedaan kondisi eksisting lapangan antara perencanaan dan saat pelaksanaan. Sehingga penelitian ini bertujuan untuk menganalisis risiko dominan yang terjadi dan berpengaruh terhadap adanya penambahan biaya pelaksanaan agar pelaksanaan proyek selanjutnya akan mendapat gambaran agar meminimalisir adanya addendum terhadap penambahan anggaran pelaksanaan. Metode yang digunakan yaitu Severity Index. Hasil dan kesimpulan yang di dapat adalah Terdapat 3 (tiga) risiko paling dominan dengan tingkat risiko tinggi ABSTRACT Maluku is a province covering the southern part of the Maluku Islands, Indonesia. This province borders the Seram Sea to the North, the Indian Ocean and Arafura Sea to the South, Papua to the East, and Sulawesi to the West. This province has a capital city called Ambon City which is increasingly developing into one of the strategic areas in eastern Indonesia. Mardika Market can currently only accommodate 1500 traders out of all 2785 traders' activities. Therefore, the city government is proposing to carry out revitalization to meet the needs of the number of traders. The construction of Mardika Market began with a Multi Years Contract type contract with a value of Rp. 122,662,220,059.97, -. In the construction implementation, there was an additional 10% cost due to differences in existing field conditions between planning and implementation. So this research aims to analyze the dominant risks that occur and influence the addition of implementation costs so that subsequent project implementation will get an idea in order to minimize the existence of addendums to additional implementation budgets. Abstract

The need for clean water increases every year, this is due to an uncontrolled increase in population growth so that the population is directly proportional to water needs. The problem of increasing water availability and demand due to the impact of uncontrolled population growth is also felt in Waya Udara Hamlet, Tehoru District, Central Maluku Regency. The reservoir clean water distribution network system was built to meet the clean water needs of the people of Waya Udara Hamlet at that time, but with the population growth that increased the need for clean water, so residents looked for other ways to meet clean water needs This research uses a type of quantative research with a descriptive method that aims to find facts that actually occur in the field. In this study, the study population was all heads of families in Waya Udara Hamlet, Tehoru District, Central Maluku Regency. The number of households in the village is 90 households. Analysis and Assessment of Community Satisfaction Level with Clean Water Service Distribution Service quality is one of the techniques for measuring the level of satisfaction. The results of the analysis of the level of satisfaction with the clean water service of Waya Udara Hamlet through the results of questionnaires for satisfaction, from the aspects of taste, color, smell, taste and turbidity are very satisfying. From the aspect of needs, water discharge, water tariffs are also very satisfied with the average satisfaction with needs and availability as well as tariffs and water discharge because of the results of the analysis of availability and needs. for the analysis of the availability and need for clean water of Waya Udara Hamlet in 2023 is 47.79 m3 / day for the needs of a population of 354 people and for the projection of the next 10 years in 2033 with a population of 496 people requires water as much as 66.9 m3 / day based on the discharge availability at the source is 4.97 liters / second with 1 hour filling the reservoir bath is 17.89 m3 / hour with the filling time for the reservoir for 100 m3 / day is 5.89 hours / m3 / tub. From the results of the analysis, it can be seen that the availability is greater than the need for projections for the next 10 years and from the results of the analysis on SPSS-22 the level of satisfaction with the use of clean water in the Waya Udara Hamlet Community is satisfactory because the availability and need for water are met.

Abstract

This research aims to identify the factors influencing the growth of settlements and economic activities inKoya Barat Village, Muara Tami District, and the efforts made in the growth of settlements and economic activitiesin Koya Barat Village, Muara Tami District. The quantitative research method and data collection techniquesinvolve questionnaires and documentation. The data analysis uses simple linear regression. The results of theresearch indicate that the factors influencing the growth of settlements and economic activities in Koya BaratVillage, Muara Tami District, show that the level of settlement growth in Koya Barat Village, Muara Tami District,is categorized as high, with 65 respondents or 65%. This includes several factors such as the type of physicalbuilding, building/occupant type, wall type, roof type, ceiling, floor type, door, sanitation, window, ventilation,and ridge. The economic level of the community with a very high economic level is 33 respondents or 33%, anda high economic level is 31 respondents or 31%, which means that the economic level of the community in KoyaBarat Village, Muara Tami District is high, including education level, occupation/livelihood, and householdincome. The efforts made in the growth of settlements and economic activities in Koya Barat Village, Muara TamiDistrict, indicate a significant influence of settlement growth on the economy in Koya Barat Village, Muara TamiDistrict, which means that if settlement growth increases, economic activities will also experience a significantincrease.

Abstract

The Central Market of the Supiori Regency is one of the economic centres in the Supiori Regency.However, in its development, it did not turn out as expected. The market was abandoned by the traders whopreferred to sell along the streets of Sorendiweri City, the capital of Supiori Regency. This has caused the mainroad in Sorendiweri City, which is used as a trading area, to be filled with scattered trash. Vehicle drivers passingthrough the location become uncomfortable and disturbed because the vendors occupy half the road to sell theirgoods. This research has two objectives, namely, first, to identify and analyze the factors causing traders to preferselling on the main road within the city of Sorendiweri rather than at the Central Market, and second, to identifyand analyze the local government's policy strategies in building new infrastructure to improve accessibility to theCentral Market. This research uses qualitative descriptive analysis to analyze the data.

Abstract

The Papua Mountains region has extreme geographical challenges that have an impact on the high need for road infrastructure maintenance. This study aims to analyze the relationship between the value of the Pavement Condition Index (PCI) and Life Cycle Cost (LCC), and to consider estimated inflation and net present value (NPV) as the basis for long-term budget planning. The study was conducted on the Tiom–Kuyawage (4.6 km) and Tiom–Balingga (2.7 km) roads in Lanny Jaya Regency. The PCI value in Tiom–Kuyawage has decreased significantly from 89.19 (2023) to 58.30 (2025), while Tiom–Balingga remains high at 87.44 (2025). The projected total maintenance cost for 20 years (2025–2045) shows a need of IDR 201.42 billion for Tiom–Kuyawage and IDR 122.62 billion for Tiom–Balingga. However, if calculated based on present value (NPV), assuming inflation of 3.09% and an interest rate of 5.04%, the actual need will be IDR 105.75 billion and IDR 64.58 billion, respectively. These findings suggest that the deterioration of road conditions (PCI) directly raises the cost of maintenance (LCC), and that the use of an NPV-based financial approach is important for budget efficiency. This study recommends a road maintenance strategy based on actual conditions, to be carried out periodically in the mountainous Papua region.

Abstract

The Trans Papua road network spans 3,259.45 km, comprising 58.24% national roads (1,898.32 km) and 41.76% strategic roads (1,361.13 km). A specific issue arises on the Trans Papua Segment IV (Jayapura–Elelim–Wamena), where the geometric design of the road does not align with the standards set in the Ministry of Public Works and Housing Regulation No. 5 of 2023 regarding technical requirements for road design. This non-compliance poses risks of traffic accidents and impacts travel time, particularly for essential vehicles like fuel supply trucks, which cannot navigate certain segments due to the road's steep gradient (overgrade). This study aims to analyze the compliance of the geometric design on the Jayapura–Elelim–Wamena road segment with the established technical standards and its alignment with the central government's policy to enhance the local economy and ensure equitable pricing in mountainous regions. The research findings reveal that while road handling in Segment IV Jayapura–Elelim–Wamena has been managed by the BPJN Jayapura and BPJN Wamena, the existing geometric conditions do not meet the requirements of Permen PUPR No. 5 of 2023. The current policy focuses on maintaining the functionality of the road through preservation work packages rather than addressing the design deficiencies. This study underscores the need for more comprehensive upgrades to meet regulatory standards for safe and efficient road use.
