Abstract

Acceleration of development in the 3T (Forefront, Outermost and Disadvantaged) areas is the main goal of the government in supporting economic equality and educational services in the land of Papua. So that Cenderawasih University as an extension of the government plans to build a Teaching Hospital to support the activities and development of Cenderawasih University graduates and carry out health services, research and community services. In this study to analyze the feasibility of this teaching hospital project using the NPV (Net Preset Value), BCR (Benefit Cost Ratio), IRR (Internal Rate Ratio), BEP (Break Even Point) and sensitivity analysis methods to determine whether the hospital The project is feasible or not feasible but it is hoped that the results of the analysis are positive.

Abstract

The handling of slum settlements has been mandated through Presidential Regulation No. 18 of 2020 concerning the 2020-2024 National Medium Term Plan Development Plan (RPJMN). Sentani City as the center of government in Jayapura Regency also needs to make arrangements for existing slum settlements. This was followed up through the Decree of the Regent of Jayapura Regency No. 188.4/332 of 2020 concerning Determination of the Location of Slum Housing and Slum Settlement in Jayapura Regency in 2020. This study aims to identify and analyze the condition of slum settlements in Jayapura Regency and develop strategies and handling them. Primary data collection was done through direct observation, documentation and field interviews. Secondary data through coordination with related parties, information through the media and related research journals. Data analysis was carried out qualitatively. The results showed that there were 49.09% of houses that were uninhabitable, only 10.38% of drinking water was provided for households, there were 3,655 households that had not been served by electricity, still high house construction and construction without environmental impact analysis and building permit regulations, unavailability of public cemeteries owned by local governments, high cases of land grabbing and blocking, many environmental roads are in a damaged condition, inadequate drainage in residential areas, there are still many lands and lands that have not been certified and land management has not been optimal. The strategy and handling of slum settlements in Jayapura Regency is referring to the Jayapura Regency's 2017-2022 medium-term development vision, potential area of Jayapura Regency, the problem of the uneven distribution pattern of infrastructure and facilities in the Jayapura Regency area and the prospect of developing new residential areas..

Abstract

This study aims to provide an overview of the Trans Papua Jayapura-Waeman road construction project which is included as a Strategic Priority Project (Major Project) numbered 31 in Presidential Decree number 18 of 2020 concerning the National Medium Term Development Plan (RPJMN) 2020-2024. This road construction project contains plans for the construction of nine roads from Sorong to Merauke. The approach used in this study is a qualitative approach with the research subject being the local government of Yalimo Regency. The selected informants were those who had the relevance needed for research consisting of the Head of the Yalimo District Development Office, the Secretary, the Head of the Yalimo District Community Social Welfare Service as respondents. Data collection techniques using observation and interviews or interviews. The data were analyzed qualitatively descriptively supported by primary and secondary data. The results showed that the Trans Papua Jayapura-Waemana Road had a positive impact on the social and economic changes of the community in Yalimo Regency. Overall, it can be seen from 3 (three) aspects of research observations which include; Increasing Productive Economic Enterprises. The factors that affect the social and economic level of the community include; the availability of an adequate budget, There is a strong commitment from the government (Pemda) in supporting the implementation of development. Inhibiting factors include; Lack of facilities and infrastructure, the existence of community habits, and others (cultural factors).

Abstract

Jayawijaya as the parent regency in the Central Highlands Region of Papua Province, is the economic center as well as a buffer for the 6 new divisions in the Lapago customary area. This is because the flow of goods and services mobilization that enters the central mountainous region (La Pago) only uses airplanes and the location of the airport is in Wamena City, Jayawijaya Regency. Jayawijaya as the parent regency in the central mountainous region of Papua province, is an economic center as well as a buffer for the 6 expansion districts in the Lapago customary area. This is because the flow of goods and services mobilization that enters the central mountainous region (Lapago) only uses airplanes and the location of the airport is in Wamena, Jayawijaya Regency. regulation. The existence of a policy regulation of the Special Autonomy Law provides opportunities for the Balinese people to get opportunities, both in the fields of education, health and community economic empowerment, and infrastructure. The high unemployment rate in Jayawijaya Regency is due to the low level of Human Resources (HR) in the context of absorbing local workers by the local job market in Jayawijaya district. So Regional Development is essential to increase competitiveness between regions, increase economic growth, reduce inequality between regions, and advance people's lives. Strategic and quality regional development is the hope of Jayawijaya Regency. In this regard, the Government is required to prepare Human Resources (HR) who have competitiveness in the Global Job Market. To prepare human resources to have competitiveness, this can be done, among others, through job training that is carried out in a structured, systematic, and professional manner so that output is produced as expected, namely a competent workforce.

Abstract

Evaluation of Land Spatial Planning for the Development of the Capital City of Yalimo Regency. Yalimo Regency is a new division of Jatawijaya Regency, with the product of Law Number 4 of 2008 dated January 4, 2008, concerning the formation of Yalimo Regency, Papua Province, which consists of five (5) districts namely: The districts of Elelim, Abenaho, Apalapsili, Benawa, and Welarek, with three hundred (300) villages spread across five districts, with a total population of Yalimo district, sixty-three (63). especially the population of the Elilim District, the capital of the Yalimo Regency. Based on the RDTR of Yalimo Regency, which is located in Elilim, the development of this area aims to build a dream city in the future that is green, sustainable, and integrated. A city that has very good prospects because it is very easy to arrange and organize in terms of the area of spatial land that is divided into three zones namely zone one elelim, zone two Hobakma, and zone three kilometers (km ) 120 Based on Law Number 25 of 2004 concerning the national development planning system, regional governments are given the mandate to develop a systematic and unidirectional development plan. The plan is set out in the form of a Regional Medium-Term Development Plan (RPJMD) for five years. The RPJMD document is a document that contains development plans to respond to various problems from various affairs. The document will be used as a guide in carrying out regional development, as well as to translate the vision and mission of regional heads. in addition, the preparation of the RPJMD becomes very crucial because the RPJMD is the guiding basis for the preparation of strategic plans (Renstra) for all regional apparatuses in Yalimo Regency so that they are more effective, efficient, and focused on providing measurable impacts. Regulation of the Regent of Yalimo Regency Number 8.2013, Concerning the Spatial Planning for Yalimo Regency for 2013-2033. That is to direct the development of Yalimo Regency by utilizing regional space in an efficient, effective, harmonious, balanced, and regional manner.

Abstract

Transportation is a derivative need that arises due to demand for commodities that differ from one region to another. Transportation is formed by several components including infrastructure and people. Therefore, at travel meeting points between one region and another, a place that can guarantee smooth transfers, namely the terminal, is needed. Youtefa Terminal is one of the terminals in Jayapura City. The location of the Youtefa Terminal is integrated with the Youtefa Market so that the existence of the Youtefa Terminal is very important for the community. The research location is Youtefa Terminal. The analytical method used is a qualitative method. The results showed that the existing infrastructure at Youtefa Terminal, such as the parking area, passenger waiting room and terminal office, was in very poor condition. So in order to optimize the condition of the Youtefa Terminal, it is necessary to develop a Service Strategy and Infrastructure Maintenance in the Youtefa Terminal.

Abstract

Due to the functioning of the Youtefa Bridge has had an impact on regional development in the Muara Tami District. This area was once a transmigration area which was transformed into a residential and trade area. This research aims to identify and analyze the current growth of settlements in the Muara Tami District, the availability of residential infrastructure and develop strategies for improving existing infrastructure. Data collection was carried out by observation and interviews, then analyzed qualitatively. The research results show that Residential growth in Muara Tami District area is currently very rapid, marked by the growth of new housing, commercial buildings and many land conversions occurring, namely from agricultural land to land for settlement in the form of housing and plots of land. The growth of settlements in Muara Tami District area has not been fully supported by the availability of adequate residential infrastructure.Public infrastructure is basically provided by the government, including roads, drainage, electricity and on-site Waste water treatment plant systems. However, everything is not in the best condition according to standards because it has not been upgraded and there is a lack of maintenance. Clean water and drinking water infrastructure is basically not yet available, so people still rely on drilled wells, dug wells, bottled water and refillable clean water supplies. There is no green open space specifically in the form of a playground (play ground). It is necessary to develop strategies for improving and maintaining existing but not yet optimal infrastructure, including road infrastructure, sanitation and drainage, waste management and housing. Meanwhile, efforts must be made to develop infrastructure that does not yet exist, such as green open space (play ground) and clean water/drinking water.

Abstract

The People's Home Infrastructure Development Program in Sarmi Regency began to be planned and carried out faster development penetration since Sarmi Regency was separated from the main Regency, namely Jayapura Regency in 2022 with the passing of Law Number: 26 of 2002. This research in the West East Coast District aims to know about the above and also know what obstacles occur in the field if the beneficiaries of the construction of people's housing infrastructure after receiving development assistance, their economic income conditions remain the same or increase or vice versa. The descriptive research method can also be described as a procedure for solving the problem being studied by describing or depicting the condition of the subject and research object of an institution, society and others. The form of this research will also begin with the research stage as the key to the research, followed by collecting data through several stages after which the data that has been collected will be analyzed in the form of a qualitative description in the form of meaning related to the problem being studied, namely the development of people's housing infrastructure and the economic conditions of the recipient community. assistance for public housing infrastructure in the East West Coast District, Sarmi Regency. The respondents who were the subjects of this research were people in the West East Coast District who received Assistance for People's Home Infrastructure Development from 2018-2022. Based on the data obtained, it is known that all variables have an AVE value of more than 0.5, but there are several indicators that measure a variable that has an outer loading of less than 0.5 (red writing).

Abstract

The uncontrolled development of street vendors makes them occupy every empty space in the city even if it is a public facility. The street vendors illegally sell almost all pedestrian paths, open spaces, green lanes and other urban spaces. The existence of street vendors has positive and negative sides, thus making the existence of street vendors a dilemma for the city government in arranging them One of the trading areas in Jayapura City that is widely occupied by street vendors is the Entrop area. This area is located between Jayapura and Abepura, so its position becomes strategic. The subjects referred to in this study are street vendors located along Jl. Kelapa Dua, Entrop, Jayapura City. The analysis method used in this study is a qualitative approach where research on data, findings and visualization in the field is carried out by prioritizing description, explanation and comparison which includes descriptive, assumptive, and normative. The street vendors operating in Entrop often occupy locations that are not actually intended for street vendors. The location used is the shoulder of the road along Jln. Kelapa Dua, Entrop Village, South Jayapura District, Jayapura City. Solutions that can be done to provide effective space and space to street vendors in Entrop, Jayapura City are regional planning by involving all regional stakeholders, relocating street vendors into the market and increasing the knowledge and participation of street vendors in waste processing.

Abstract

Di Kota Jayapura terdapat 9 Rumah Sakit dengan tipe B, C dan D serta terdapat 13 Puskesmas dan 15 Klinik Pratama sehingga warga kota mempunyai banyak pilihan dalam memperoleh layanan kesehatan. Penelitian ini bertujuan untuk mengkaji preferensi masyarakat Kota Jayapura dalam menentukan fasilitas kesehatan untuk memperoleh pelayanan dan faktor apa saja yang mempengaruhinya. Penelitian ini menggunakan metode analisis deskriptif kualitatif. Informasi preferensi warga Kota Jayapura dalam memilih fasilitas kesehatan diperoleh lewat penyebaran kuesioner yang didesain dengan menggunakan skala Likert serta analisisnya menggunakan aplikasi SPSS. Hasil penelitian menunjukkan bahwa mayoritas penduduk Kota Jayapura memilih memanfaatkan fasilitas kesehatan lain dari pada fasilitas kesehatan yang berada dekat rumah atau tempat tinggalnya untuk memperoleh layanan kesehatan dan faktor penting yang mempengaruhi preferensi dalam memilih fasilitas kesehatan adalah: ketersediaan tenaga medis (spesialisasi), ketersediaan pelayanan jaminan Kesehatan (BPJS), kelengkapan sarana/prasarana, dan jarak. Preferensi terhadap tenaga medis (dokter spesialis) memperoleh nilai 30,155, pelayanan jaminan kesehatan (BPJS) dengan nilai 26,619, kelengkapan fasilitas kesehatan dengan nilai 21,896 dan jarak dengan nilai 21,330. Berdasarkan hasil analisis konjoin dapat disimpulkan bahwa terdapat hubungan positif yang sangat erat antara preferensi masyarakat Kota Jayapura dengan atribut faktor-faktor yang mempengaruhi preferensi.
