Abstract

Penelitian ini bertujuan untuk mengetahui pengaruh pemberian penghargaan berbentuk ekstrinsik dan intrinsik secara parsial dan simultan pada kualitas kinerja pegawai pelayanan publik di masa Covid-19. Metode yang digunakan adalah metode kuantitatif analisis regresi linier berganda. Sampel yang digunakan adalah sebanyak 45 pegawai pada bidang pelayanan publik di Dinas Kependudukan dan Pencatatan Sipil Kota Malang. Teknik pengumpulan data menggunakan software IBM SPSS 25,0. Penelitian ini menemukan adanya pengaruh variabel penghargaan ekstrinsik (X1) secara signifikan terhadap variabel kualitas kinerja pegawai (Y) dengan hasil t hitung sebesar 3,367 >t tabel 2,020 dengan taraf signifikan 0,001 < 0,05 dan adanya pengaruh variabel penghargaan intrinsik (X2) secara signifikan terhadap variabel kualitas kinerja pegawai (Y) dengan hasil t hitung 3,193 > t tabel 2,020 dengan taraf signifikan 0,003 < 0,05. Lalu kedua variabel yang diuji memiliki pengaruh simultan secara signifikan terhadap variabel kualitas inerja pegawai (Y) dengan f hitung 10,357 > f tabel 2,61 dengan nilai Sig. 0,000 < 0,05. Kata Kunci : Penghargaan Ekstrinsik, Penghargaan Intrinsik, Kualitas Kinerja Pegawai, pelayanan publik

Abstract

Abstract:The PTSL program launched by the central government is like a breath of fresh air for the people of Batu City, where the community is greatly helped in terms of the ease of obtaining land certificates. However, in the general PTSL implementation process as regulated in PP 24 of 1997, there are several irregularities and problems, particularly related to administration which does not require a transfer deed. This study uses a qualitative approach with a SWOT analysis technique. The analysis is carried out based on maximizing strengths and opportunities, but at the same time minimizing weaknesses and threats. In conclusion, the village as the spearhead of the implementation of the PTSL program has different problems, both in terms of resources and technical aspects, namely, (1) Extension or socialization that is not comprehensive because the counseling process is carried out individually on the RT RW committee. (2) Issuance of certificates of property rights whose issuance still contains several errors. 3) There are internal problems within the Village level committee team which result in obstacles in the form of a decrease in service quality. (4) There is no certainty regarding the completion period for the issuance of the Certificate of Ownership which is announced to the public or the issuance is delayed from the schedule. Then suggestions that can be given are efforts to improve infrastructure, increase human resource capacity and be more active in conducting socialization activities both to the community and village officials, which should be carried out by the Batu City Government, in this case the Batu City Land Office.Keywords: Effectiveness, PTSL, Service, Administration Abstrak:Program PTSL yang dicanangkan oleh pemerintah pusat seperti menjadi angin segar bagi masyarakat Kota Batu, dimana masyarakat menjadi sangat terbantu dalam kaitannya kemudahan pengurusan sertifikat tanah. Namun, Pada proses penyelenggaraan PTSL secara umum sebagaimana diatur dalam PP 24 Tahun 1997 terdapat beberapa penyimpangan dan permasalahan, khususnya terkait administrasi yang tidak memerlukan adanya akta peralihan. Penelitian ini menggunakan pendekatan kualitatif dengan teknik analisis SWOT. Analisis dilakukan dengan didasarkan kepada pemaksimalan kekuatan (strength) dan peluang (opportunities), namun secara bersamaan juga meminimalkan kelemahan (weakness) dan ancaman (threats). Kesimpulan, desa sebagai ujung tombak pelakasnaan program PTSL mempunyai problem yang berbeda beda baik dari segi sumberdaya maupun teknis yakni, (1) Penyuluhan atau sosialisasi yang kurang menyeluruh dikarekan proses penyuluhan yang dilaksanakan secara individu pada panitia RT RW. (2) Penerbitan sertifikat hak milik yang penerbitannya masih terdapat beberapa kesalahan. 3) Adanya permasalahan internal dalam tim panitia tingkat Desa yang mengakibatkan adanya hambatan berupa penurunan kualitas pelayanan. (4) Tidak adanya kepastian mengenai jangka waktu penyelesaian penerbitan Sertifikat Hak Milik yang diumumkan kepada masyarakat atau penerbitan mundur dari yang sudah dijadwalkan. Kemudian saran yang dapat diberikan yakni upaya perbaikan infrastruktur, peningkatan kapasitas sumberdaya manusia dan lebih aktif dalam melakukan kegiatan sosialisasi baik kepada masyarakat maupun petugas dari pihak desa harus dilakukan oleh pemerintah kota batu dalam hal ini adalah Kantor Pertanahan kota batu.Kata Kunci: Efektivitas, PTSL, Pelayanan, Administrasi

Abstract

The purpose of this research is to understand and discuss Indonesia's green growth strategies in facing global challenges related to climate change The main focus of this study lies in policy adaptation and practices that support climate change mitigation and adaptation, taking into account both local and global contexts. Through secondary data analysis, this article identifies the main challenges faced by Indonesia, such as increasing greenhouse gas emissions and deforestation Additionally, the article evaluates government and private sector initiatives in promoting renewable energy, natural resource conservation, and enhancing community adaptation capacity. Research findings indicate that the success of Indonesia's green growth strategy heavily relies on multisectoral collaboration, increased public awareness, and strong political commitment The conclusion of this article emphasizes the need for a holistic and inclusive approach in designing policies and implementing them to achieve sustainable economic growth and climate resilience.

Abstract

Abstract This research is aimed at finding out and analyzing the optimization of the implementation of the Kayutangan Heritage Policy in Malang City. The identification of problems in this research is related to perception, trust, support, impact on the implementation of the Kayutangan Heritage Policy in Malang City. This research uses the theoretical basis of Public Policy which includes: policy formulation, policy implementation, and policy evaluation and policy communication. Apart from that, this research also uses several supporting theories such as communication theory and development theory which are used in this research. This research uses a mixed research method (max method) which focuses on analyzing and evaluating the implementation of the Kayutangan Heritage policy in Malang City. The results of this research show the category of perception of the people of Malang City, regarding the construction of Kayutangan Heritage which received categoryA Very Good (49.35 points), in addition to the form of community support for the construction of Kayutangan Heritage amounting to (62 points) and the impact resulting from the construction of Kayutangan Heritage, In the social media analysis, the impact was positive (52%), negative (15%)and neutral (33%). Abstrak Penelitian ini ditujukkan untuk mengetahui serta menganalisa tentang optimalisasi diterapkanya Kebijakan Kayutangan Heritage di Kota Malang. Identifikasi masalah dalam penelitian ini berkaitan dengan persepsi, kepercayaan, dukungan, dampak atas diterapkanya Kebijakan Kayutangan Heritage di Kota Malang. Dalam penelitian ini menggunakan landasan teori Kebijakan Publik yang didalamnya memuat : formulasi kebijakan, implementasi kebijakan, dan evaluasi kebijakan serta komunikasi kebijakan. Selain itu penelitian ini juga menggunakan beberapa teori pendukung seperti teori komunikasi dan teori pembangunan yang digunakan dalam penelitian ini. Dalam penelitian inimenggunakan metode penelitian campuran (max metode) yang berfokus untuk menganalisis, dan mengevaluasi diterapkanya kebijakan Kayutangan Heritage Kota Malang. Hasil penelitian ini menunjukkan kategori persepsi masyarakat Kota Malang, terhadap pembangunan Kayutangan Heritage yang mendapatkan kategori A Sangat Baik (49,35 poin), selain itu bentuk dukungan masyarakat terhadap pembangunan Kayutangan Heritage sebesar (62 poin) serta dampak yang ditimbulkan dari pembangunan Kayutangan Heritage, yang terdapat didalam analisis media sosial, dampak positif sebesar (52%), negatif (15%) dan netral(33%). Kata Kunci: Optimalisasi, Kebijakan Publik, dan Persepsi Masyarakat

Abstract

According to Edward III's policy implementation model, which focuses on four key elements—communication, resource availability, implementers' attitudes, and bureaucratic structure—this study examines the Zero Stunting policy's implementation in the Malang City Health Office. The study's primary goals are to assess how well the Zero Stunting policy has been applied and to pinpoint any roadblocks that may be affecting the field's implementation process. In-depth interviews, observations, and documentation studies were used to gather data for this descriptive qualitative study. According to the research findings, regular socialization and the use of a variety of communication platforms have demonstrated that the communication between policy makers and implementers in the field has been going rather smoothly. Resources are generally sufficient, however implementers must deal with tasks that overlap with those of other programs, which affects how well they are implemented. The implementers, however, maintain vigilance and operate the program as efficiently as possible. Although there are currently implementation irregularities in a number of work areas, the majority of implementers exhibit a strong commitment in terms of disposition. Although a cross-sector coordination-supporting bureaucratic framework has been established, its execution has not been entirely successful because of overlapping authorities and a lack of data integration. Therefore, to guarantee the sustainability and efficacy of the Zero Stunting policy in Malang City, it is imperative to build human resource capacity, improve sectoral synergy, and carry out regular evaluations.

Abstract

Penertiban administrasi merupakan hal terpenting dalam tatanan pemerintahan karena dari penertiban adminsitrasi pemerintahan bisa memberikan pelayanan pablik yang prima terhadap masyarakat, oleh karena itu urusan pemerintahan oleh pemerintah desa dan badan permusyawaratan desa dalam mengatur dan mengurus kepentingan masyarakat, Pemerintahan desa harus melaksanakan dengan baik sehingga mampu mendukung pelaksanaan fungsi administrasi pemerintah desa. Disamping itu pemerintah desa dan kelurahan merupakan satu aspek yang di anggap penting dalam rangka peningkatan dan pengembangan kinerja aparatur pemerintah desa serta pelaksanaan pemerintahan desa sehingga berdampak terhadap pelayana terhadap masyarakat, baik pelayanan kesehatana, administrasi kependudan dan lain-lain. Metode yang di gunakan adalah dengan metode wawancara, yaitu mendapat informasi atau data dengan cara bertanya langsung kepada responden. Hasil penelitian menunjukkan adanya proses-proses administratif yang telah dijalankan namun masih perlu beberapa perbaikan.

Abstract

The implementation of higher education management system in public universities is not new anymore, but every challenge of innovation developed has always been a new problem for college maintainers. This research aims to analyse the implementation of education management system, and control system of educational system of education in higher education environment, especially State University and developing alternative model of coordination system in implementing higher education management system. The research methods used are qualitative research with case study approaches. The research location is determined based on purposive sample method. The results of the study showed that control system in implementing the management system of higher education in Brawijaya University involves several systems and actions as follows: 1) quality assurance system; 2) work properly; 3) Customer satisfaction guarantee; 4) Pay attention to and record stakeholders ' complaints; 5) management based on facts; 6) Continuous improvement.

Abstract

Rapid urban growth in mid-sized cities within developing countries has increased challenges in municipal solid waste management, especially in urban areas known for their concentration of educational institutions and dense populations. This study aims to evaluate the effectiveness of these policies through the framework of Good Environmental Governance, identifying critical gaps in policy implementation and proposing sustainable solutions. This study employs Soft Systems Methodology, a participatory approach for exploring complex, ill-structured problems. The key steps included rich picture creation, root definition, conceptual modeling, and comparison with real-world practices. This allowed for the integration of stakeholder perspectives and the identification of feasible, context-specific interventions that were gathered from key stakeholders through in-depth interviews. The findings show substantial disparities between regulatory frameworks (de jure) and their practical application (de facto), evidenced by low compliance rates in household waste separation, limited institutional coordination, underdeveloped 3R (reduce, reuse, and recycle) infrastructure, and deeply rooted community habits that hinder effective waste management. This study proposes a conceptual model for integrating community-based recycling systems, strengthening the 3R infrastructure at the grassroots level, and fostering sectoral collaboration. Moreover, this study aims to promote the establishment of a City Waste Governance Task Force co-led by universities, local governments, and community groups to strengthen cross-sectoral coordination; implement performance-based incentives for neighborhood associations that achieve waste separation and recycling targets; and develop a municipal waste data dashboard managed jointly by student research centers and the Environmental Agency to enhance transparency and real-time tracking.
