Abstract

Proyek konstruksi didefinisikan sebagai aktivitas tunggal dengan durasi yang terbatas. Pengaturan jadwal sangat krusial untuk memproyeksikan durasi aktivitas, mengukur dampak pergeseran waktu, serta mengelola sumber daya secara efisien. Berdasarkan hasil observasi ditemukan adanya deviasi negatif pada progres mingguan pembangunan Ruang Perawatan Wing Utara Tahap 1 RSU Payangan. Proyek mengalami fluktuasi keterlambatan dalam tiga periode, dengan deviasi negatif sebesar 0,197% pada minggu ke-8, meningkat menjadi 0,743% pada minggu ke-9, dan sedikit membaik menjadi 0,226% pada minggu ke-10. Langkah percepatan menjadi esensial. Studi ini menerapkan metode Fast Track berbantuan Microsoft Project sebagai solusi untuk mengejar ketertinggalan jadwal tersebut. Data-data yang digunakan pada penelitian ini berupa time schedule rencana, time schedule realisasi, laporan harian dan laporan mingguan serta kalender proyek. Data mengenai uraian, durasi, dan keterkaitan antarpekerjaan dihimpun dari jadwal rencana, sedangkan perkembangan proyek dipantau melalui laporan harian dan mingguan. Dengan mempertimbangkan kalender kerja, seluruh data tersebut diolah menggunakan Microsoft Project 2007 untuk mengidentifikasi lintasan kritis. Hasil analisis terhadap 3.570 item pekerjaan menunjukkan bahwa terdapat 21 aktivitas yang berada pada jalur kritis dengan durasi total 289 hari. Meskipun dilakukan upaya percepatan menggunakan metode fast track, durasi proyek tetap tidak berubah. Hal ini disebabkan oleh aktivitas pada lintasan kritis yang telah mencapai batas maksimal percepatan serta ketiadaan nilai float, sehingga durasi pelaksanaan tetap bertahan pada 289 hari.

Abstract

The implementation of the Road and Bridge Preservation Project in several districts in Bali, namely Gianyar, Bangli, Klungkung, and Karangasaem, experienced a setback in the 18th week by 4%. In the implementation, a design change caused a volume change and caused delays. The purpose of this study was to compare the implementation plan with the conventional method and the PERT method with Microsoft Project. This method is often used in project planning using a network that requires three time estimates: the most likely, optimistic, and pessimistic. The data used were the Budget Plan data, the Time Schedule (planning time), the work calendar, and the interview results related to the percentage of success of activity time from the contractor. The data were analyzed with Microsoft Excel to obtain the optimistic, pessimistic, and most likely times. Based on the PERT analysis, data processing was then continued with Microsoft Project to produce the optimal time. The planning time obtained using the conventional method is 226 days, and using the PERT method, the optimistic planning time is 215 working days, the pessimistic planning time is 246.5 working days. The optimal planning time is 227.58 working days. The implementation time of the PERT method analysis is 1.58 days longer than that of the conventional method

Abstract

This study aims to evaluate the compliance of Denpasar City’s spatial planning with Sustainable Urban Drainage Systems principles. Denpasar, as a major urban and economic center in Bali, faces significant challenges related to flooding and waterlogging, driven by a combination of population growth, land-use change, and inadequate conventional drainage infrastructure. This research employs a qualitative approach, focusing on spatial planning document analysis, in-depth interviews with relevant stakeholders (government officials, academics, and practitioners), and field observations. The findings indicate a fundamental non-compliance between the Denpasar City Regional Spatial Plan (RTRW) and the implementation of Sustainable Urban Drainage Systems (SUDS) principles. While the spatial planning documents normatively incorporate environmental aspects, their on-the-ground implementation is still dominated by conventional end-of-pipe approaches, neglecting the importance of stormwater retention, detention, and infiltration at the source. Recommendations include integrating Sustainable Urban Drainage Systems (SUDS) principles into spatial planning regulations, enhancing institutional capacity, and public education to foster the holistic implementation of sustainable drainage practices.
