Abstract

The purpose of this research is to find out the Implementation of Kendari Mayor Regulation No. 13 of 2008 concerning the Arrangement of Street Vendors in Kendari City (Study of Mandonga District), as well as the factors that influence the Implementation of Street Vendor Merchant management policies in Mandonga District and the Constraints faced by the City Government Kendari in the Arrangement of Street Vendors in Mandonga District. The method used in this research is descriptive qualitative research method. All data in this study were obtained from interviews, observations and documentation. Based on what has been described in the results of the study, it can be concluded that in the implementation of the policy of the Mayor of Kendari Number 13 of 2008 concerning the arrangement of Street Vendors in Mandonga District conducted by related agencies namely the Department of Commerce, Cooperatives and SMEs of the City of Kendari, Civil Service Police Unit Praja Kendari City and Each Camat in Kendari City can be said to have not been maximized due to the lack of precise goals, aims and objectives of the policy regulated in Kendari Mayor Regulation No. 13 of 2008 concerning the arrangement of Street Vendors, which resulted in street vendors doing their activities, not in their place or a place that is legalized by the Kendari City Government.

Abstract

The problem of this research is : (1) How to restructure of bureaucracy supports good governance at the secretary of local government North konawe regency.  (2) How to restructure of bureaucracy that implemented by secretary of local government north konawe regency creates good governance.The aim of this research is : (1) To analyze how to restructure  of bureaucracy at the secretary of local government north konawe regency supports good governance. (2) To know how to restructure that carried out by the secretary of local government north konawe regency in supporting good governance.This research is a study case, the population of this research is all head of a division , at secretary of local government north konawe regency and taking totally sampling, data is collected by interview, observation, and documentation to all respondents and inform men . data is processed by descriptive qualitative.The result of the research shows that (1) Implementation of restructuring of bureaucracy in supporting good governance at the secretary of local government north konawe regency has generally been carried out and met their needs to organization dynamic. (2) Implementation of restructuring of bureaucracy toward good governance at the secretary of local government north konawe regency.Based on the result of research can be concluded that restructure of bureaucracy at the secretary of local government north konawe regency has been better carried out,  because of all resources potency has been optimally maximized.  Keywords: Bureaucratic restructuring, Good Governance

Abstract

Thus, this research aims to: (1) To know the leadership style of the Head of Department to improve the employee motivation in Kendari Public Works Department. (2) To know the work motivation of employees at the Kendari Public Works Department.This research is qualitative research, which is research procedure that produces an analytical description of the written word and the behaviour of the object being observed. In this research, the determination of the informant set intentionally. Data was collected using three techniques, namely, observation, interviews and document analysis.The results showed that: 1) the dominant leadership style adopted by the Head of Department of Kendari Public Works is democratic leadership. This is based on interviews and analysis according to each indicator - free leadership style, autocratic, bureaucratic and undemocratic. All informants stated that the Head of the Kendari Public Works Department divides the tasks to subordinates in a fair and equitable, and using collaboration and discussion within the team to discuss the work and decision-making, this is in accordance with democratic leadership style indicator. While other leadership styles, there are several indicators that are not met. 2) Democratic leadership style adopted by the Kendari Head of the Public Works Department has not fully improved employee motivation. This is according to the results of the analysis and interviews on each indicator. As; still lack some office facilities and field facility at the sub-variable leadership attention on employee work environment; still, a lack of employees who follow the Structural Training, take formal education (bachelor and master) on the sub-variable provide opportunities for advanced. This is an indicator that can reduce the work motivation of employees of the Kendari City Public Works Department.   Keywords: Leadership Style, The Work Motivation

Abstract

The purpose of this study was to determine the management of parking levy taxes and efforts made by Kendari City government in optimizing the receipt of parking tax/retribution in Kendari City.The research method used is a qualitative research method with a descriptive analysis approach, data collection using interview, observation and documentation techniques. The data analysis technique used by the author is a qualitative data analysis technique that is by searching and compiling systematically from the results of interviews, observation and documentation then selecting the data needed and making conclusions that are easy to understand.Based on the results of the study, the management of parking fees that have been carried out so far has been quite good, can be seen from the percentage between the target and the realization of parking retribution from 2016-2018 experiencing fluctuations and in 2017 did not reach the target set, and the last 3 (three) years this contribution of parking fees to local original income is very small. This is because there are still many obstacles experienced by the Regional Tax and Retribution Management Agency in Kendari in managing parking fees. In the planning process has been going well can be seen in determining the target parking retribution per year which always refers to the results of the evaluation of the achievement of targets in the previous year and see the potential in the field. Organizing is still not effective, it can be seen from the standard of work of the parking fees officers still experiencing obstacles in the number of personnel. From the implementation efforts, it is still not effective in collecting parking taxes, such as the provision of parking permits, there are still some who do the installation without making prior permission and lack of awareness of the taxpayer about the importance of paying taxes which is the foundation for Kendari City Development. Only the supervision indicators carried out by superiors to subordinates are effective, such as monitoring carried out to evaluate the work is maximized, so as not to provide opportunities for individuals in the field to commit fraud. But supervision of the community is still not effective because there are still many illegal parking lots without having installation permits.

Abstract

This study aims to find out how the management of market retribution in increasing Regional Original Revenue in the Lapulu market Kendari City. The approach of this study is a qualitative approach with a type of descriptive qualitative research. The technique of collecting data is done through observation, interviews, and documentation. The data analysis technique used consists of data collection, data reduction, data presentation and conclusion drawing.The results of this study indicate that: planning in terms of setting targets that have been arranged is optimal. This can be seen from the determined and implemented stages of targeting that are carried out every year, but the achievement of targets has never been fulfilled due to lack of awareness of traders or mandatory retribution in terms of paying retribution. The conclusion of the study was that the implementation of market retribution management in increasing Regional Original Revenue in the Lapulu market in Kendari City was not effective due to the lack of intensive collection of mandatory levies, delinquent payment of levies by traders for various reasons so that the realization of market retribution did not reach the planned target.

Abstract

The purpose of this study was to determine the contribution of regional taxes as a source of Original Regional Revenue, regional strategies in increasing revenue sourced from local taxes, and the status of regional independence in East Kolaka Regency in the era of regional autonomy. This research uses mixed methods with purposive sampling technique. Data collection in this research was carried out through literature studies and field studies and then analyzed descriptively quantitatively using frequency tables. The results showed that in 2016-2018 the tax did not make the slightest contribution to regional income. The strategy of East Kolaka Regency in increasing Local Revenue through local taxes is by issuing local regulations on local taxes, promoting local regulations, intensifying tax collection, imposing sanctions on taxpayers who do not obey taxes, increasing the ability of the implementing apparatus, overseeing tax management officers, optimizing updating local tax potential data and looking for potential new tax types in the region. Other findings, East Kolaka Regency cannot be said to be an autonomous region that is independent in the implementation of regional autonomy because of the low financial capacity of the region and its dependence on central assistance is still quite high.

Abstract

The purpose of this research is to know the City Development Policy Recommendations Worth Children in the town of Kendari. The location of the research is on Duty and authorized Agencies in the task force as well as Decent City Development Forum of the child, the child's caregivers and the business world in the city of Kendari.  This type of research is a Qualitative Description. Informants in this study a total of 11 people which is the representation of the regional development planning board, a body of women empowerment and child protection, Education, health services, Social Service, Department of labor, Police Resort Kendari, the children's Forum, the task force of the sub-district, and recipient of the City Program Worth Child Kendari. The technique of data collection in this research is the observation, interview and study documents. The analysis of the data used in this research in the form of data collection, reduction of: 1) maximize the synchronization with equating views on the urgency of the fulfillment of children's rights for work unit area devices; 2) implement the coordination between the task force as well as Decent Town monitoring at regular intervals and follow-up; 3) Effective use of guesthouses by the Government so that local government Kendari can provide guidance and rehabilitation for street children; 4) Socialization and strengthening child protection task force levels of the tenets of citizenship as a whole in preventing acts of violence, as well as roles and functions, can be recognized by the public. Keywords: Implementation Policy, The City Deserves A Child

Abstract

The purpose of the study was to analyze the effect of transformational leadership and human resource development on the performance of employees of the Public Works Office of Southeast Sulawesi Province. The design of this study is associative explanative research. The population of this study was a staff of the Public Works Agency of the Southeast Sulawesi Province. The study sample was selected by cluster random sampling according to the level of education using the Taro Yamane formula. Thus a sample of 88 people. Besides that, 8 informants were used. Data collection using questionnaires, interviews and documentation. Data analysis using multiple linear regression analysis followed by t-test (partial) and F test (simultaneous). The results of the study show that: (1) Transformational leadership has a significant effect on the performance of employees of the Public Works Office of Southeast Sulawesi Province. (2) The development of human resources observed through the dimensions of education and training has a significant effect on the performance of employees of the Public Works Office of Southeast Sulawesi Province. (3) Transformational leadership and human resource development simultaneously have a significant effect on the performance of employees of the Public Works Office of Southeast Sulawesi Province.

Abstract

Poverty reduction is an issue that should be resolved by the Government to soon completed and disconnected the chain of causes. Poverty reduction is currently oriented material so its sustainability depends greatly on the availability of the budget and the Government's commitment. The policy measures were undertaken by the Government to abolish it one is the family Program expectations. Welfare is the ultimate goal of the Family Expectations Program, namely to improve the quality of life of the family is very poor with access to health services and education. With the unsettled Family, Hope Program is expected to improve the social life of economy, education and public health, especially in poor community groups. The purpose of this study is to describe the implementation of a programme of Family expectations, find supporters and restricting factors and efforts to overcome it in the Wakatobi Binongko. Theory approaches used in this research is policy implementation approach Daniel Mazmanian and Paul Sabatier. The theory sees variables easy to control, the issue of whether or not the variable policy capabilities in the implementation process to manage appropriately and the variable outside the policies that affect the process of implementation. The research method used is descriptive research methods with qualitative approaches. Data collection was done through observation and interview. Research results showed the Family Hope Program Implementation in district Binongko Wakatobi many experience obstacles and have not been implemented properly. Socialisation has not been comprehensive so that less had the support of the parties concerned. It captures the recipient's Family Hope Program participants is not yet comprehensive, there are still many who have not to get family Program expectations. This has not been done well and the use of funds the Program Families Hope by very poor Households often used outside the conditions. Abstract

This study aims to explore the development of leadership capacity and empowerment of staff and to know the factors of leverage in the management of position mutations. This research was conducted in 2014. Analysis of the data used in this study was comparative analysis and SWOT analysis. The results of the research are (1) providing broad opportunities to participate in both relevant and accredited education to support the management of position mutations (2) Encouraging employees to take part in Leadership Training especially for structural office holders (3) Encouraging Civil Servants to participate in tiered Functional Training for functional officeholders, (4) Encouraging Civil Servants to participate in Technical Training for staff and officeholders in order to strengthen the implementation of tasks, (5) Encouraging Civil Servants to attend short courses, (6) developing in-house training in the context of mastering assignments for staff.  The policy strategy that can be carried out is to improve the quality of the apparatus resources through formal education of SI, S2, S3 and leadership training and tennis training, improve solid policy matching in the field of apparatus development and improve the facilities and infrastructure of personnel management information systems.
