Abstract

This study aims to determine the factors that lead to the occurrence of dynastic politics in village leadership in Wantiworo Village. The research method used is descriptive qualitative research. Data collection techniques were carried out through in-depth interviews (interviews), observation and document studies. Analysis of the data and informants that have been obtained was carried out qualitatively.The results of research on dynastic politics in village leadership (Study of Wantiworo Village, Kabawo District, Muna Regency) where the most influencing the occurrence of dynastic politics in Wantiworo Village are only two factors, including capital strength (economic), the economic ability of a village head is also a consideration in the nomination . Wealth owned by the village head is the basic capital to achieve a goal or victory. Then the power of the network (the family), the family of the village head does have quite a big influence in the community. For example, the former village head of La Ode Gafar is a religious figure and La Ode Kiji is a person who is quite respected in the community besides other important positions in the village that have kinship relations.

Abstract

The purpose of this research is to identify and know how  the political awareness of the community in the Election of Eelahaji Village Head in 2017. This research uses qualitative method, with data obtained from observations, interviews, and field documentation where informants are determined purposive sampling and using interactive data analysis methods by Miles and Huberman.The results showed that in terms of people's knowledge of Eelahaji village voters about politics, they tended to be enthusiastic to participate in the election of the village head but only follow other communities and didn’t know the importance of politics and rules in organizing elections. In terms of understanding politics, the results showed a low understanding of the electorate about politics due to the lack of willingness of the people themselves to know politics further and the lack of role of local government in providing education about politics. In terms of attitudes towards political phenomena, research shows the tendency of people to continue to accept the practice of Political Money and even view the phenomenon as commonplace and not a serious problem. Meanwhile, in terms of behavior patterns, Eelahaji villagers tend to obey all government directives. In addition, there’s also a polarizing phenomenon among the people of Eelahaji Village during the election

Abstract

This study is aimed at knowing the effectiveness of card programs KUSUKA at the Kendari City Fisheries Service Office this research is a qualitative, by using aqualitative descriptive research method. Data collection techniques and documentary studies. Analysed using Miles and Huberman’s method. The effectiveness of the Kusuka Card Program Service at the Kendari City Fisheries Office views of the five research indicators are well. Where, from the aspect of understanding the program is seen that The percentage of the Kusuka Card Program understanding by the Fisheries Service employees can be said to be very good. Similarly, the goal of the accuracy of the target, where the processing of data candidates of the Kusuka Cardiac data is carried out through a strict and integrated process with ministry data so that the channel of the Kusuka Card program can reach the parties who are truly a qualified fishery business personnel. But even so, there is still an indication of human error in the registry process that some societies are listed as fishermen but have actually switched other professions. According to the punctuality of the time, it is evident that although there is no clear rule of service time, the card service process I like is fast-tracked to be completed in less than 24 hours as long as the registry data is valid in the ministry.  In addition, in terms of exposure to the objectives and the existence of real changes, it is seen that the perpetrators of the fishery business that has had the Kusuka Card has benefited in the form of the process of insurance claims and the help of fishery infrastructure facilities.
