Abstract

Regulations in the onggaya village sometimes do not pay attention to the needs or conditions of the village according to the level of the draft legislation. Training and assistance improve the ability to formulate village regulations or other legal products as well as experience in the field of government also greatly affect the ability and technical skills with their area of ​​work. The method used is socialization activities, training and technical guidance for the preparation of village regulation making techniques through socialization and training activities including the development of lecture training materials from speakers, case studies, group discussions, games and brainstorming carried out in three stages, namely socialization, training and technical guidance as well as assistance in drafting village regulations in onggaya, for 8 months in 2019. Targets of this activity: (1) Equipping the Onggaya Village Deliberation Board and the Onggaya Village Chief with basic legal knowledge regarding the techniques for drafting village regulations. (2) Providing skills in making arrangements related to village regulation making. (3) Form a networking between the team and partners in this case the Onggaya Village Deliberation Board and the Onggaya Village Chief to assist in the formulation of village regulations.

Abstract

Parliamentary Treshold sebagai syarat memperkuat sistem presidensial menjadi tajuk diskursus publik maupun ilmiah sejak penerapan sistem multipartai di Indonesia. Ada dugaan yang menjelaskan bahwa untuk membantu berjalannya sistem politik agar stabil maka diperlukan menyederhanakan jumlah partai politik melalui penerapan parliamentary threshold agar pemerintahan berjalan lebih efektif. Namun, apakah partai politik tidak akan bertumbuh,  apakah jumlah partai politik akan berkurang, dan lantas apakah hipotesis ini benar? Tujuan tulisan ini menganalisis isu naiknya angka parliamentary threshold yang diguangkan oleh elit-elit parpol di parlemen demi penyederhanaan sistem kepartaian untuk mewujudkan pemerintahan yang efektif. Artikel ini menggunakan metode penelitian kualitatif dengan memakai pendekatan historis institusionalisme sebagai pisau analisisnya. Studi pustaka menjadi model memperoleh data dan dianalisis kemudian disimpulkan. Artikel ini berpendapat parliamentary treshold tidak memberikan kondisi yang cukup untuk menyederhanakan sistem kepartaian di parlemen. Pada praktiknya, sistem multipartai adalah sebuah keniscayaan yang harus diterima dalam dinamika partai politik di Indonesia. Begitu juga tumbuh kembangnya partai politik berjalan seiring dengan perkembangan pemilu dan demokrasi di Indonesia.

Abstract

The purpose of the study was to describe the role of the Fisheries Service of Merauke Regency in Increasing the Income of Fishermen, Samkai Village, Merauke Regency. This study uses a qualitative method with a descriptive approach, while the data analysis technique uses three stages: data reduction, data presentation, and efforts to draw conclusions or verification. The results of this study indicate that the role of the Merauke District Fisheries Service in increasing the income of the fishing community in Lampu one, Samkai sub-district, has not been implemented properly. This has an impact on the empowerment of fishing communities in order to increase their income. From several research indicators used, in terms of labor resources, there is still a lack of knowledge and skills in the use and repair of fishing gear, due to the lack of maximum guidance from the service and the lack of responsiveness of the fishing community. The lack of capital for the fishing communities, as well as limited business capital assistance from the agency, have not been able to increase significantly. Fish catching facilities and techniques are still simple, many use tools or traditional boats to catch fish, also equipment assistance from the service has not been able to fully provide assistance to fishing communities due to the limited government budget. The marketing and financial management and management techniques owned by fishing communities in order to increase their income are still lacking, also in terms of increasing skills from the service, it is not intensive and unsustainable.

Abstract

The management of state borders between Indonesia and PNG holds potential problems in the form of differences in socio-economic conditions between the two countries. While socially and culturally, people in the two countries have close kinship ties. This paper intends to recommend an asymmetric policy for managing national border areas, especially between Merauke and PNG. The conclusion of this study is that the adoption of the ChinaVietnam border management model can be applied in the management of the Indonesia-PNG border. This adoption is accompanied by several strategies in the form of: acceleration of construction of facilities and infrastructure, strengthening the socio-economic conditions of border communities, human resource development and strengthening of good institutional aspects.

Abstract

Dalam studi ini, kami menjelaskan pembentukan Badan Usaha Milik Kampung (BUMK) sebagai solusi untuk mengoptimalkan potensi kampung dan mendorong perkembangan menuju desa mandiri. Pengabdian ini bertujuan untuk menjadikan desa Zenegi mandiri dengan melalui pembentukan Badan Usaha Milik Desa (BUMK). Metode yang digunakan melibatkan pendekatan sosialisasi, ceramah, diskusi, dan tanya jawab dengan mitra untuk memecahkan masalah yang telah disepakati. Selain itu, BUMK juga dibentuk dan pelatihan diselenggarakan untuk meningkatkan kompetensi mitra. Evaluasi dilakukan dengan mengukur kompetensi masyarakat melalui kuisioner untuk mengevaluasi pelaksanaan kegiatan secara berkelanjutan. Hasil pengabdian ini adalah terbentuknya BUMK di Desa Zenegi sesuai dengan UU Desa yang mendorong pengelolaan potensi lokal dan kemandirian desa. Sebagian besar responden (80%) memiliki pemahaman yang baik tentang BUMK dan kegunaannya dalam pengembangan potensi kampung. 15% responden memiliki pemahaman yang terbatas tentang BUMK, dan masih perlu penjelasan lebih lanjut terkait konsep dan manfaatnya. Responden menyoroti beberapa kebutuhan kampung yang dapat diangkat melalui BUMK, antara lain infrastruktur yang memadai, akses ke pasar, pelatihan keterampilan, pembiayaan, dan promosi pariwisata. Pendirian BUMK dan peningkatan pemahaman masyarakat desa di Desa Zenegi merupakan solusi dalam mengembangkan potensi lokal dan menuju desa mandiri. In this study, we explain the formation of village-owned enterprises (BUMK) as a solution to optimize village potential and encourage development towards independent villages. This service aims to make Zenegi village self-sufficient through the establishment of a Village-Owned Enterprise (BUMK). The method used involves a socialization approach, lectures, discussions, and questions and answers with partners to solve agreed problems. In addition, BUMK was also formed and training was held to improve partner competence. Evaluation is carried out by measuring community competence through questionnaires to evaluate the implementation of activities on an ongoing basis. The result of this service is the formation of BUMK in Zenegi Village in accordance with the Village Law which encourages management of local potential and village independence. Most of the respondents (80%) have a good understanding of BUMK and its use in developing village potential. 15% of respondents have limited understanding of BUMK, and still need further explanation regarding the concept and benefits. Respondents highlighted several villages needs that could be addressed through BUMK, including adequate infrastructure, access to markets, skills training, financing and tourism promotion. The establishment of BUMK and increasing the understanding of the village community in Zenegi Village is a solution in developing local potential and towards an independent village.

Abstract

Pengabdian kepada masyarakat ini bertujuan untuk membantu membangun karakter positif dan kepemimpinan masyarakat melalui program pemberdayaan di Merauke. Metode pengabdian yang dilakukan adalah dengan memberikan pelatihan dan bimbingan kepada masyarakat dalam rangka meningkatkan keterampilan, pengetahuan, sikap, dan perilaku yang positif. Pelatihan dan bimbingan dilakukan melalui pendekatan partisipatif yang melibatkan masyarakat secara aktif. Hasil dari pengabdian ini menunjukkan bahwa program pemberdayaan masyarakat dapat membantu membangun karakter positif dan kepemimpinan masyarakat di Merauke. Masyarakat yang telah mengikuti program ini menunjukkan peningkatan keterampilan, pengetahuan, sikap, dan perilaku yang positif dalam memimpin dan berinteraksi dengan lingkungan sekitar. Diharapkan bahwa pengabdian ini dapat memberikan manfaat yang nyata bagi masyarakat di Merauke dan juga dapat memberikan inspirasi bagi pengembangan program pemberdayaan masyarakat di daerah lain. Kesimpulannya, pengabdian ini membuktikan bahwa program pemberdayaan masyarakat merupakan salah satu strategi yang efektif untuk membantu membangun karakter positif dan kepemimpinan masyarakat di Merauke

Abstract

BPJS services certainly cannot be separated from efforts to maintain service quality standards which at least include service procedures, completion time, service costs, service products, facilities and infrastructure, as well as the competence of service personnel. Therefore, BPJS as an institution that provides health insurance to the public should measure the quality of services provided, especially through the HIS program. The aim of this research is to describe how the Health Insurance Administering Agency (BPJS) provides services at the Merauke Regency Regional General Hospital (RSUD Merauke Regency). The research method used is a qualitative descriptive technique. Based on the research results, the availability of adequate health facilities and equipment at BPJS counters can help officers in carrying out their duties in providing services to BPJS participants and is a factor that influences services at BPJS counters in Merauke-General Region. the affected hospitals are physical evidence. In accessing health services, officers must be sensitive in handling patient complaints and nursing staff must be responsive in resolving complaints from BPJS participants. Apart from that, nurses or civil servants must be punctual and each have an educational background related to BPJS. This applies to both training in the health and non-health sectors and the last is certainty, namely that to get services from BPJS, patients must follow the procedures set out in regional regulations, do not follow

Abstract

This research examines the role of youth in supporting e-government in the era of digital-based government 5.0, highlighting how the younger generation can be the main agent in the digital transformation of government. In this context, youth not only act as users of technology, but also as developers of innovations that support the efficiency, transparency, and responsiveness of public services. Secondary data collected through document searches of literature, journal articles, government reports, and other official documents form the basis of this research analysis. The descriptive-analytical qualitative method is used to describe and criticise various aspects of the role of youth in e-government. Case studies such as "LAPOR!" and "Qlue," as well as hackathon initiatives, show how youth directly contribute to the development of digital solutions. In addition, their participation in e-participation platforms such as "Musrenbang Online" shows active engagement in technology-based decision-making processes. Youth also play a role in digital literacy campaigns, helping less tech-savvy communities to utilise e-government services. Involvement in advocacy and research further underlines the potential of youth as a source of innovative ideas and solutions. The results of this study confirm that the contribution of youth in supporting e-government is significant and covers various aspects, from technology development, participation in policy processes, to education and advocacy. Thus, youth are the main key in accelerating the digital transformation of government, ensuring that technology can be maximally utilised to improve the quality of public services and meet the needs of society in the digital era 5.0.
