Abstract

The Effectiveness of Employee Performance at the Kelapa Lima Sub-District Office, Merauke Regency. This study aims to evaluate the effectiveness of employee performance at the Kelapa Lima Sub-District Office, Merauke Regency. The research employs a descriptive qualitative approach, with data collected through interviews, observations, and document analysis. The findings indicate that employee performance is generally good but not yet optimal. The organizational characteristics show that duties and functions have been carried out properly, although challenges remain, particularly regarding employee capabilities, which affect the timeliness of task execution. The work environment is divided into external and internal environments. The external environment, which includes factors outside the organization, influences decision-making and organizational actions. The internal environment, which encompasses the organizational climate, plays a crucial role in the overall functioning of the organization. Regarding employee characteristics, there is a variation in educational levels and employee competencies, which contribute to delays in completing tasks. Efforts to improve performance are being made through training provided by the sub-district head, which gradually helps employees master their duties.

Abstract

The struggle of women to achieve prosperity and justice, which has been carried out for a long time, has not been able to raise the dignity of women to be equal to men. Law number 23 of 2004 concerning the elimination of domestic violence very clearly mandates that every act against someone, especially women, which results in violence or physical, sexual, psychological suffering and/or domestic neglect includes threats to commit acts, coercion, or unlawful deprivation of liberty within the domestic sphere. This research aims to analyze the implementation of policies to protect women victims of domestic violence in Merauke City. The method used in this research uses a qualitative approach to explore an in depth understanding of this phenomenon, with data sources in the form of primary and secondary data. Primary data was obtained through in-depth interviews with relevant informants, while secondary data was obtained from supporting documents related to policies and their implementation. Data collection was carried out through observation, interviews, and documentation. Data analysis was done using Miles and Huberman's interactive approach, including data reduction, presentation, and conclusion. Results of this research The results of the study show that the implementation of the policy to protect women victims of domestic violence in Merauke Regency faces several challenges, including limited human resources and facilities. Still, collaborative efforts between the regional government and local communities have positively contributed to its implementation. This research recommends that related parties increase policy effectiveness by strengthening institutional capacity, public awareness, and cross-sector collaboration. Thus, it is hoped that this research can improve women's protection services and policies in Merauke Regency

Abstract

This study provides an overview of the implementation of the Regulation of the Minister of Home Affairs Number 72 of 2022 in Merauke Regency. The purpose of this study is to analyze and comprehensively describe the implementation of the Regulation of the Minister of Home Affairs Number 72 of 2022 in Merauke Regency and to identify the factors inhibiting its implementation in the region. This study applies Edward C. III’s policy implementation theory and uses a qualitative research approach through in-depth interviews with 16 informants to explore their meanings, perceptions, and understandings. A semi-structured interview approach was employed to enable the researcher to obtain flexible yet focused data, as stated by Prof. Dr. Lexy J. Moleong (2014). The study utilized an interactive data analysis technique consisting of data collection, data reduction, data presentation, and conclusion drawing. The results of this study indicate that the implementation of the Digital Population Identity (IKD) policy in Merauke Regency has been carried out in accordance with directives from the central government through a tiered and continuous communication mechanism. However, its implementation has not yet been optimal at the regional level. The main obstacles include limited socialization, low understanding and acceptance of the policy among implementers, the absence of specific Standard Operating Procedures (SOPs) for IKD, and the lack of motivation, commitment, and integrity of human resources, ICT infrastructure, and budgetary support. In addition, the social, economic, cultural, and geographical conditions of the community also hinder the utilization of IKD, resulting in its limited use and the continued dominance of physical population documents. The findings of this study emphasize the need to strengthen communication aspects, resources, implementers’ commitment, and policy adjustments to local conditions in order to achieve the objectives of the IKD policy effectively and equitably.

Abstract

This study aims to analyse the strategy of the Merauke Regency Government in managing Wamanggu Market and to identify the factors influencing its implementation. The research employed a qualitative descriptive approach, with data collected through interviews, observations, and documentation. The informants included the Head of the Department of Industry, Trade, Cooperatives and Small and Medium Enterprises (SMEs) of Merauke Regency, the Head of the Trade Division, the Head of the Wamanggu Market Technical Implementation Unit (UPTD), the Chairperson of HIPPAM, market traders, and consumers. Data were analysed using data reduction, data presentation, and conclusion drawing techniques. The findings indicate that the management strategy of Wamanggu Market is implemented through four main aspects: trader registration, trader regulation and enforcement, market management evaluation, and the enforcement of trader discipline. However, the implementation of these strategies has not yet been fully effective. Trader registration continues to rely on outdated data, resulting in discrepancies between administrative records and actual field conditions. Regulatory measures have not been entirely successful, as some traders continue to operate outside the designated market area and kiosk allocation does not always comply with established zoning arrangements. Market management evaluations are conducted regularly; however, follow-up actions have not been sufficient to resolve existing problems significantly. Furthermore, the enforcement of trader discipline remains constrained by low levels of compliance among traders and the inconsistent application of regulations.The study also reveals that market management strategies are influenced by internal factors, including limitations in human resources, infrastructure, budget availability, and inter-agency coordination, as well as external factors such as regulatory frameworks, trader participation, environmental conditions, market dynamics, and consumer behaviour. Therefore, improvements in human resource capacity, stronger institutional coordination, enhanced infrastructure, and the development of adaptive management strategies are necessary to achieve more effective and sustainable management of Wamanggu Market.

Abstract

Pemerataan pelayanan kesehatan di wilayah terpencil masih menjadi tantangan utama dalam pembangunan kesehatan di Indonesia, khususnya di Provinsi Papua Selatan yang memiliki karakteristik geografis, sosial, dan budaya yang kompleks. Kondisi tersebut menuntut adanya formulasi kebijakan kesehatan yang adaptif dan berbasis karakteristik wilayah agar mampu meningkatkan akses dan kualitas pelayanan kesehatan. Penelitian ini bertujuan menganalisis proses formulasi kebijakan kesehatan berbasis karakteristik wilayah terpencil di Papua Selatan serta merumuskan model kebijakan yang sesuai dengan kebutuhan masyarakat. Penelitian menggunakan pendekatan kualitatif dengan desain studi kasus. Informan dipilih secara purposive sampling yang terdiri atas pejabat Dinas Kesehatan, Bappeda, kepala puskesmas, tenaga kesehatan, tokoh masyarakat, dan tokoh adat. Data dikumpulkan melalui wawancara mendalam, observasi, dan studi dokumentasi, kemudian dianalisis menggunakan model interaktif Miles, Huberman, dan Saldaña. Hasil penelitian menunjukkan bahwa formulasi kebijakan kesehatan masih menghadapi berbagai kendala, meliputi keterbatasan akses geografis, distribusi tenaga kesehatan yang belum merata, keterbatasan sarana dan prasarana, serta belum optimalnya koordinasi lintas sektor dan pelibatan masyarakat dalam penyusunan kebijakan. Proses formulasi kebijakan masih didominasi oleh pendekatan administratif sehingga belum sepenuhnya mengakomodasi karakteristik lokal. Penelitian ini menghasilkan model formulasi kebijakan kesehatan berbasis karakteristik wilayah terpencil yang menekankan lima komponen utama, yaitu identifikasi kebutuhan masyarakat, analisis karakteristik geografis dan sosial budaya, analisis kapasitas sumber daya kesehatan, kolaborasi multipihak, dan penyusunan kebijakan berbasis bukti (evidence-based policy). Model tersebut diharapkan menjadi acuan bagi pemerintah daerah dalam merumuskan kebijakan kesehatan yang lebih adaptif, partisipatif, dan berkelanjutan guna meningkatkan pemerataan akses pelayanan kesehatan di Papua Selatan.

Abstract

Distrik Tanah Miring merupakan salah satu wilayah dengan populasi ternak sapi yang cukup tinggi di Kabupaten Merauke. Namun, sebagian peternak masih menerapkan pola pemeliharaan tradisional, terutama dalam manajemen kesehatan dan perkawinan ternak. Kondisi tersebut terlihat dari belum teraturnya pemberian obat cacing dan vitamin, terbatasnya penerapan biosekuriti sederhana, serta belum terarahnya pengelolaan perkawinan ternak. Kegiatan pengabdian kepada masyarakat ini bertujuan untuk meningkatkan pengetahuan peternak mengenai manajemen kesehatan dan perkawinan ternak sapi. Kegiatan dilaksanakan melalui survei dan observasi awal, penyuluhan, diskusi, tanya jawab, serta monitoring dan evaluasi. Peserta kegiatan merupakan peternak sapi di Distrik Tanah Miring yang dipilih berdasarkan jumlah kepemilikan ternak, keterlibatan aktif dalam pemeliharaan sapi, dan kebutuhan pendampingan. Hasil survei awal terhadap calon peserta menunjukkan bahwa sekitar sepertiga peternak telah menerapkan manajemen kesehatan sederhana, sedangkan penerapan manajemen perkawinan secara terarah masih sangat terbatas. Penyuluhan melibatkan tim pengabdian, dokter hewan, dan tenaga inseminator dengan materi mengenai pencegahan penyakit, pemberian vitamin dan obat cacing, sanitasi dan biosekuriti kandang, deteksi birahi, penggunaan inseminasi buatan, serta pemilihan sistem perkawinan. Kegiatan ini memberikan pemahaman awal kepada peternak mengenai pentingnya pengelolaan kesehatan dan reproduksi ternak secara lebih terencana. Pendampingan lanjutan masih diperlukan agar pengetahuan tersebut dapat diterapkan secara konsisten dalam praktik pemeliharaan sapi.
