Abstract

One form of reform in village government in Indonesia is the implementation of simultaneous village head elections in Indonesia following the mandate of Article 31 of Law Number 6 of 2014 concerning Villages, which states that; Village head elections are held simultaneously in all districts/cities. The Regency/City Regional Government stipulates a policy for implementing Village Head elections simultaneously with Regency/City Regional Regulations. One of the regencies in Riau Province that held village head elections simultaneously was Kampar Regency by issuing Kampar Regent Regulation Number 54 of 2019 concerning Simultaneous Village Head Elections. This study aims to find out the results of the simultaneous election of village heads in Kampar Regency in 2021. This research uses qualitative research methods according to the research problem. Data collection techniques using interview techniques, observation, and documentation. The results of the study can be stated that there was a dispute over the election of the village head, the cost of implementing simultaneous village head elections was quite large, and this election made it difficult for the government to carry out supervision.

Abstract

This study aims to Know Implementation Regional Regulation No. 05 Year 2005 Pekanbaru About Supervision and Inspection Levy Water Quality Case Study dikecamatan Bukit Raya. This study uses quantitative methods with reference to the concept of George C. Edward III in 2009 stated Nugroho approaches used to study the implementation of policies that of Communication, Resources, Disposition, and Bureaucratic Structure. Implementation of these regulations allow an open and transparent approach so that all the processes involved in the process palaksanan local regulations can understand and can work didalamnya.yang become informants in this study is Chief Medical Officer of Pekanbaru, Field Control Health Problems, Head of Environmental Health Section , laboratory UPTD Pekanbaru City Health Department and the owner Depot Water Available dikecamatan Bukit Raya. In the method of data collection used questionnaires, interviews and documentation after collected were analyzed using descriptive analysis of quantitative and qualitative. The results of this study found that the implementation of Regulation No. 05 pekanbaru city area in 2005 on the supervision and examination charges and water quality dikecamatan highway hill by each indicator say enough good research. Based on this it is recommended should the City Health Office Pekanbaru perperan order to further enhance socialization and supervision based on the existing rules, and have sufficient personnel so that the purpose of the establishment of the city area pekanbaru No. 05 of 2005 on the supervision and inspection levy can water kwalitas is reached.

Abstract

The rationale for this study due to the real role of civil society in assisting the government's villages, especially in the field of regional pemarintah government services, development, and social. Therefore, it is necessary to know the nature and history of the growth and development of the village community organizations to improve the understanding of the nature and purpose of the establishment of the village community in Indonesia. The results showed that social institutions kelurahandi Indonesia consists of Institutions Neighborhood, Pillars of Citizens, Community Development Institute, Institute for Community Development, Youth Organization, and other agencies that may be established by the community as needed. History of growth and development of each village community institutions are different from each other, but similar in purpose and role of helping the task of government, especially local government. The existence of social institutions that village was already long existed in Indonesia, some even since the reign of the population of Japan in Indonesia Recommendations research directed at the government, especially the local government to maintain the presence and synergy of civil society villages in assisting the government and local government, and expected to governments, especially local governments to be able to budget the cost of assistance to social institutions more proportional villages in the State Revenue and Expenditure in accordance with the activities and needs of community institutions.

Abstract

The issuance of Law No. 6 of 2014 About Village, for the third time village governed by a separate law, after the first time regulated by Law No. 19 of 1965 On Rural Township and second regulated by Law No. 5 of 1979 About the Village Government. This condition shows the village of serious attention of society, so that people feel the need to make updates. Because during this time the village setting incorporated into the Regional Government Law is considered still many weaknesses in governing the country and have not been able to accelerate the development of the village. Explanation of Law No. 6 of 2014, stated; "Village or called by any other name existed before the Homeland existing or formed. As evidence of the existence of the village, seen from the explanation of Article 18 UUD 1945, there are approximately 250 "Zelfbesturende landschappen", such as the Village in Java and Bali, Nagari in Minangkabau, and so forth ". The diversity of characteristics and the type of village, not a barrier for our founding fathers to make informed choices in a unitary state. Although we recognize the need there is homogeneity of the unitary state, but Homeland still provide recognition, protection and guarantee of the existence of a unit of community and unity of indigenous communities and their traditional rights are to grow and develop. The existence of Law No. 6 of 2014 set and answer the problems of the village administration that are expected to accelerate the development of the village, the village government through institutional arrangement.

Abstract

Regional Government is a sub-system of the national government, the existence of local government has been established in Article 18 of the 1945 Constitution and Article 18 A and 18 B of the RI Constitution (Amendment). In Article 1 of the 1945 Constitution states that the State of Indonesia is a unitary state of the Republic. Logical consequence as a unitary state is the formation of the government of the State of Indonesia as a national government for the first time and then the national government for the first time and then the national government that then form the Region in accordance with the provisions of legislation. Then Article 18 Paragraph (2) and Paragraph (5) of the 1945 Constitution states that the regional government has the authority to regulate and manage its own Governmental Affairs according to the Autonomy and Co-Administration Principles and is given the widest autonomy. Along with the development and dynamics in the field Especially the regional government, the government issued Law No. 23 of 2014 on Regional Government in lieu of Law Number 32 Year 2004 on Regional Government. In helping to carry out the concurrent affairs and general government affairs, the Head of Regency / Municipality is assisted by the area. In the juridical existence of the regional apparatus there is a change between Law Number 23 Year 2014 with Law Number 32 Year 2004, so far sub-district and kelurahan institutions become part of the regional apparatus of regency / city, so that directly Camat and Lurah are responsible to the Regent / Mayor. However, in Law No. 23 of 2014 there is a change of position of Kelurahan which has been putting kelurahan as a regional tool but nowadays become a subdistrict apparatus, consequently the Head of Village is no longer responsible to the Regent / Mayor but is directly responsible to the Camat. Abstract

In the long journey of development of a government increasingly multiply and enrich the understanding of the government itself, so that the concepts of government can be viewed from various angles and aspects that can further clarify the notion of the concept of government itself, one of which is the concept of the principle of governance. The existence of a Local Government in the system of government is an integral part of a system of state government or national government, even the concept and theoretical existence of local government is much earlier than the existence of elements of central government or state government. The principle of "Medebewin" as a relic of the Indies government system, at the beginning of the revolution, precisely in 1948, was called "uncompleted surrender", to overcome the principle of full-fledged decentralization. The difference with the principle of decentralization is that the "medebewind" governmental affairs are only handed over the task of execution alone, excluding the authority that determines the policies, the financing, and the execution workers. One of the principles of local governance that has been applied in Indonesia in the history of local governance is the Assistance Task Principle, apart from the principles of decentralization and deconcentration. The principle of the implementation of regional government consists of the principle of decentralization, the principle of deconcentration and the principle of co-administration. In Dutch legislation, between co-administration and medebewin are divided into two, namely mechanical medebewind or more detailed andfacultative medebewind or which provide wider freedom to determine the wisdom of the medebewind ". Definition of assistance task is; assignment with an obligation to account for its execution to the assignee. In its implementation the task of assistance has its own development and dynamics in accordance with the Law on Regional Government which regulates it.

Abstract

Kebutuhan dan dinamika masyarakat yang kompleks tentu menjadi pekerjaan yang cukup berat bagi pemerintah sehingga pemerintah membutuhkan mitra dalam membantu tugas pemerintahan adapun unsur yang dibentuk yaitu Lembaga kemasyarakatan. Namun masih terbatasnya sumber daya yang dimiliki oleh Lembaga kemasyarakatan dalam membantu tugas pemerintah atau sebagai mitra pemerintah. Dari isu tersebut Tim Pengabdian Kepada Masyarakat (PKM) Universitas Islam Riau (UIR) bekerjasama dengan Universiti Utara Malaysia (UUM) dan Pemerintah Mukim Yan District Negeri Kedah, Malaysia membuat program kegiatan dengan tema penguatan Lembaga kemasyarakatan dalam membatu tugas pemerintahan di Mukim Singkir Yan Kedah, malaysia. Kegiatan Pengabdian yang dilakukan dalam bentuk penyuluhan dengan penyampaian materi tanya jawab, dan konsultasi. Manfaat dari kegiatan pengabdian bagi unsur pemerintah dan Lembaga kemasyarakatan yaitu membantu pemerintah dalam merumuskan program pengembangan Lembaga kemasyarakatan, manfaat bagi masyarakat yaitu masyarakat menjadi memahami keberadaan Lembaga kemayarakan sebagai wadah aspirasi masyarakat dalam pembangunan, sedangkan manfaat akademik yaitu dapat di integrasikan kedalam bahan ajar. Kata Kunci: Lembaga Kemasyarakatan; Penguatan; Mitra Pemerintah; Tugas Pemerintahan.

Abstract

In development planning, women's involvement is imperative in order to create conditions which puts women in a fair position, without discrimination. This condition does not only occur in Indonesia but also occurs in developing countries such as Malaysia. From this phenomenon, the Community Service Team (PKM) of Universitas Islam Riau (UIR) in collaboration with Universiti Utara Malaysia (UUM) located in the Government of Yan District Negeri Kedah, Malaysia made an activity program with the theme of being an active woman in development planning. The purpose of PKM activities (1) is to provide an understanding of the importance of women's participation in development planning in Kedah, Malaysia, (2) to provide an understanding of the direct impact that will be felt by the government if women can play an active role directly in development planning. The method used uses the Rapid Rural Appraisal (RRA), Participatory Rural Appraisal (PRA), Actian Research (AR) methods. The results of PKM activities show (1) an increase in the interest and enthusiasm of counseling participants in the involvement of governance in Kedah, Malaysia. (2) an increase in the understanding of counseling participants on the importance of women's participation in development planning in Kedah, Malaysia. (3) there is an increase in the understanding of counseling participants about the direct impact that will be felt by the Kedah State government if women can play an active role directly in the development planning of Kedah State, Malaysia. (4) there is an increase in maximizing programs in the field of development and in the field of community empowerment that are directly related to meeting the needs of women and children of Kedah State, Malaysia.Dalam perencanaan pembangunan, keterlibatan perempuan menjadi keharusan yang tujuannya agar tercipta kondisi yang menempatkan perempuan dalam posisi yang adil, tanpa diskriminasi. Kondisi seperti ini tidak hanya terjadi di Indonesia, tetapi juga terjadi pada negara-negara berkembang seperti Malaysia. Dari fenomena tersebut, Tim Pengabdian Kepada Masyarakat (PKM) Universitas Islam Riau (UIR) bekerjasama dengan Universiti Utara Malaysia (UUM) bertempat di Pemerintah Yan District,Negeri Kedah, Malaysia membuat program kegiatan dengan tema menjadi perempuan aktif dalam perencanaan pembangunan. Tujuan kegiatan PKM (1) untuk memberikan pemahaman tentang pentingnya partisipasi perempuan dalam perencanaan pembangunan di Negeri Kedah, Malaysia, (2) untuk memberikan pemahaman tentang dampak langsung yang akan dirasakan oleh pemerintah jika perempuan dapat berperan aktif secara langsung dalam perencanaan pembangunan. Metode yang digunakan menggunakan metode Rapid Rural Appraisal (RRA), Participatory Rural Appraisal (PRA), dan Action Research (AR). Hasil kegiatan PKM menunjukkan (1) adanya peningkatan animo dan antusiasme peserta penyuluhan dalam keterlibatan penyelenggaraan pemerintahan di Negeri Kedah, Malaysia. (2) Adanya peningkatan pemahaman peserta penyuluhan tentang pentingnya partisipasi perempuan dalam perencanaan pembangunan di Negeri Kedah, Malaysia. (3) Adanya peningkatan pemahaman peserta penyuluhan tentang dampak langsung yang akan dirasakan oleh pemerintah Negeri Kedah jika perempuan dapat berperan aktif secara langsung dalam perencanaan pembangunan Negeri Kedah, Malaysia. (4) Adanya peningkatan memaksimalkan program di bidang pembangunan dan di bidang pemberdayaan masyarakat yang berhubungan langsung dengan pemenuhan kebutuhan perempuan dan anak-anak Negeri Kedah, Malaysia.
