Abstract

Policy implementation is the execution of a government work program that results from a consensus of stakeholders with the goal of improving community welfare. The goal of this research is to present an outline of the Wamanggu Market Retribution Management Policy as Regional Income in Merauke Regency. In order to collect study data, researchers interviewed 11 persons who served as informants. The descriptive approach was used to analyze the data. The author employs a qualitative method in this study, and the data analysis process consists of three stages: data reduction, data presentation, and conclusion drawing. According to the findings of the communication research, there existed information in the form of oral and written communication. In terms of resources, there is also the deployment of personnel to supervise punishment for the Wamanggu market. Furthermore, there is a pledge packed in a meeting with traders at the Wamanggu market, as well as the engagement of the fish quarantine and fisheries product security agency, which carries out cleaning activities.

Abstract

Public service is a concrete action taken by a group of rang to create a good workflow that demands professionalism and empathy to create a predetermined goal. This research was conducted in the village of Prudence. The purpose of this study is to review and know the quality of service in supporting the performance of Gapoktan Lumbung Sehati sloping land district merauke regency. The research method used in this study is qualitative, which is to gain an understanding of an event on the ground about human actions under certain conditions translated according to the researcher's thinking. This type of research is qualitative descriptive. Then the data collection technique is done by conducting obesitrvasi to the first research place, then conducting interviews with several informants and documentation of the results of the study. The results showed that the quality of service, namely the actions of gapoktan managers, was good. The leader of the peasant group provides information when there are things that are considered important to create a conducive peasant group atmosphere. Then, a combination of farming groups is always listening to complaints and providing solutions or taking action to answer the complaints. And from the aspect of responsibility gapoktan has carried out obligations in fulfilling the duty of service to the members even though it is not yet maximal.

Abstract

ABSTRACT This study discusses the role of the Village Government in managing village funds in Kweel Village, Elikobel District, Merauke Regency, based on Permendagri Number 20 of 2018. The method used is descriptive qualitative through observation, interviews, and documentation. The results of the study indicate that the management and use of Kweel village funds are in accordance with and follow Permendagri Number 20 of 2018 and in accordance with the regulations, but there are still weaknesses in financial administration and low community participation. These are factors that hinder the Kweel village government in carrying out the development of Kweel village. lack of affirmation to the community and weak community participation so that the achievement of village goals is not optimal. To overcome these obstacles, active community involvement is needed in development planning so that it is in accordance with local needs so that the targets of development are in accordance with the wishes of the community. Abstract

Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis pelestarian nilai keramat Kanemoton pada masyarakat adat Suku Wambon di Kampung Tinggam, Distrik Mindiptana, Kabupaten Boven Digoel. Kanemoton merupakan warisan budaya yang memiliki makna sakral sebagai pedoman kehidupan masyarakat adat dalam menjaga hubungan harmonis antara manusia, leluhur, alam, dan Tuhan. Penelitian menggunakan pendekatan deskriptif kualitatif. Informan dipilih secara purposive yang terdiri atas kepala kampung, tokoh adat, tokoh agama, tokoh masyarakat, pemuda, dan masyarakat adat Suku Wambon. Data dikumpulkan melalui wawancara mendalam, observasi lapangan, dan dokumentasi, kemudian dianalisis menggunakan model interaktif Miles, Huberman, dan Saldaña yang meliputi kondensasi data, penyajian data, serta penarikan kesimpulan. Hasil penelitian menunjukkan bahwa pelestarian Kanemoton masih dilakukan melalui pewarisan nilai secara lisan, pelaksanaan ritual adat, penghormatan terhadap kawasan keramat, penerapan hukum adat, serta pembinaan oleh tokoh adat kepada generasi muda. Tokoh adat memiliki peran sentral sebagai penjaga nilai budaya sekaligus penyelesai konflik adat. Namun demikian, pelestarian Kanemoton menghadapi berbagai tantangan berupa modernisasi, globalisasi, masuknya budaya luar, berkurangnya regenerasi pemangku adat, serta minimnya dokumentasi budaya. Di sisi lain, meningkatnya kesadaran masyarakat dan dukungan pemerintah daerah terhadap pelestarian budaya menjadi peluang untuk menjaga keberlangsungan nilai Kanemoton. Penelitian ini menyimpulkan bahwa pelestarian Kanemoton memerlukan sinergi antara masyarakat adat, pemerintah daerah, lembaga pendidikan, dan generasi muda melalui dokumentasi budaya, pendidikan berbasis kearifan lokal, serta penguatan kelembagaan adat agar nilai budaya tersebut tetap lestari sebagai identitas masyarakat Suku Wambon di tengah dinamika perubahan sosial
