Abstract

ABSTRACT : The purpose of this research to see how of policy implementation SOP on PKB in the office of SAMSAT Manado. Revenue, the collection or tax management motor vehicle is performed at one an office that involves agencies in it work together between the police of the republic of Indonesia (POLRI) that have function, and authority in registration and identification motor vehicle, the local government to this department of local revenue (DISPENDA) in tax collection of motor vehicles and BBN-KB, PT. Jasa Raharja (persero) authorities in the delivery of compulsory contributions funds traffic accident the way (SWDKLLJ). Because there were three agencies who are served in SAMSAT the process of the implementation policy is held up on the bureaucratic structure, communication, disposition, and human resources/mental owned by officers/ASN to serve the people. For example, when of obtaining has been completed in the local treasury office (DISPENDA) but be stunted in Police, so also on the other hand. This research is descriptive with a qualitative approach interactive. The research uses guidelines, observation and study documentation with informants research as much as 8 (eight) a person, including 5 (five) officials SAMSAT Infroman keys is head technical unit agency  (UPTB) and  The Department PKB service, bea balik the vehicle motor (BBN-KB), surface water tax (PAP); and 3 (three) a person of the community/people or an applicant tax who takes care of PKB. The conclusion of the research indicated that in general the implementation of policies in SOP on state revenues PKB served in SAMSAT Manado already has worked fairly well, but has not yet been optimized. This can be seen from SAMSAT officers who have not socialize the standart time, and the cost of motor vehicle taxes, and the lack of facilities in obtaining motor vehicle taxes. Advice can be given at this research is of implementation policy SOP on state revenues or SAMSAT Manado on the communication, disposition, resources and bureaucratic structure have generally been it can be said is good, but the system and legal procedures for obtaining motor vehicle tax ongoing between counter needs to be simplified for his ministry more practical and efficien.Keywords : Implementation Policy SOP, Motor Vehicle Tax, SAMSAT Manado.

Abstract

ABSTRACTEffective administration of the village is needed to support rural development, namely as a source ofdocuments and information in rural development planning. Therefore, the government continues tomake improvements on the village administration, among others, by issuing Regulation Number 32 of2006 on Village Administration. This study aimed to know how to transform the effectiveness of theadministration of the village in the village Lemahino, and the extent of the effectiveness of theimplementation of the village administrasu supporting development in rural Lemahino.This study used qualitative methods. The informants as many as 10 people were taken by usingpurposive of the various elements of the village government, BPD, LPM, PKK, social organization /social, leaders / village community leaders and villagers. The data was collected using interviewtechniques and equipped with a documentary and observation techniques. The documents analysistechnique used is the qualitative analysis of interactive model of Miles and Hubernann.Based on these results it can draw the following conclusions: (1) administrative Penyelenggaaraanvillage (village administration books), good public administration, administrative resident, financialadministration, and the administration of rural development Lemahino not yet fully effective, but it isgood enough. (2) The effectiveness of the administration of the village in supporting development inrural Lemahino pretty good but not maximized.Conclusions based on these results it is necessary to put forward the following suggestions: (1) Theeffectiveness of the administration of the village in the village Lemahino should be improved. It urgesthat must be done is to increase the village administration of human resources, provision of adequateresources allocation, and the provision of facilities and infrastructure of the village administration andadequate representative. (2) The planning of rural development should always be based on documentsand information that is accurate and reliable. To the village government and community agenciesconcerned in the preparation of village development plan should refer to the documents that have beenprocessed in the books related administrative villages.Keywords: village administration, village development.

Abstract

Abstract : Organizational knowledge is an important factor to explain the effectivenessas it relates to the organization’smorale employee. Bureaucratic organization’s impressed thegovernment has not been able to motivate emploe morale to improve the effectiveness of its workbecause of the critical diminsions of organizational climate has not been realized in accordancewith the needs and espectation of employes, and the suspeck is the of the causes have notmakximum service effectiveness.Inconnection with this matler,this study was to determine theeffect of organizational climate on the district government public service effectiveness TaliabuUtara north sula island.This research uses methods quantitative data source research respondents are as manyas 30 officer/employess government districts Taliabu Utara.Data collection technique usingquestionnaires and interviews quide.Techniquehelp with data analysis to test the hypothesissimple regressionanalysis and correlation simple/product moment.Data analysis showe : (1) variable regression coefficient effectiveness organizationclimate on public services is positive and the real significance level of 0,01 or 1%. (2) Thecorrelation coefficient and the power of organization climate variable determination of theeffectiveness of public services is high/close and rear to the significant level of or 1%.The conclusions suggested by the results of the study the effectiveness a public servantin the office distrct heard north Taliabu needs to be improved by improving the qualitydimensions of organizational climate can push high morale of employes such as:tskstructure,the relationship reward - penalties,communications within the organization ,thedevelopment of human resources mployee,the personal relationship between the atmospherewithin the organization,facilities and/support eguipment executing the task,and the safety andcomfort of the organization’s environment.Keywords:Organizational knowledge, public services effectiveness.

Abstract

Mature and planning development is one of the important aspects which is also a benchmark forthe progress of a country through village development planning is the initial step to determine the goals forvillage progress and independence. This study aims to determine the development planning in petta villageeast tabukan subdistrict north of sangihe island regency. The method used in this research is a descriptivequalitative method with the inductive approach. Qualitative descriptive research with an inductive approach isa method that illustrates the problem or case that is based on the facts that are based on specific facts andthen examined to solve the problem and draw conclusions generally. Researchers used five indicatorsnamely determining goals, develop the premise (opinion), determine alternative-alternative actions andevaluate this alternative, choose one of the best alternatives, implement a plan and evaluate the results.Based on the results of research conducted that village development planning has not fully gone well. Thisis seen in physical development (community needs) and non-physical development as a whole has not gonewell, yet there are still many community needs that have not been met.Keywords : Planning, Development, Village.

Abstract

ABSTRACT: The purpose of this study was to determine the effect on the performance of the ethics office at theState Secretariat of Civil Administrative Region city of Manado.The method used is the method of quantitative research korelasional.Responden are 36 people ASN / PNS taken byrandom sampling technique of structural official and executive employees / staff at the Regional SecretariatManado.Data used is primary data collected using questionnaires and assisted with interview techniques. Theanalysis technique used is a simple linear regression analysis and simple correlation / product moment.The result showed: (1) variable regression coefficient ethics office to the level of performance of the apparatus isvery significant posifive and (2) the correlation coefficient and the coefficient of determination variables ethicsoffice to the performance of the apparatus is high / strong and highly significant.Based on the results of these studies conclude is ethics office have functional relations / positive and significantimpact on the performance of the State Civil Apparatus (PNS) in the Regional Secretariat of Manado.According to the conclusion that the ethics office let be used as a tool or a means to improve the performance of theState Civil Apparatus.Keywords: ethics office, the performance of the apparatus.

Abstract

ABSTRACTThis study departs from the phenomenon that the villages in the district governance Silimoindicated Yahukimo Papua Province has not been effective . This condition seems to be related to severalfactors inhibiting . Thus , this study aims to : ( 1 ) To determine the effectiveness of village governance ;and ( 2 ) . To determine the factors inhibiting the achievement of effective governance at the village SilimoDistrict Yahukimo .This study used a qualitative approach to the application of descriptive methods . Data andinformation gathered through interviews with 16 informants techniques , and equipped with observationand documentation , then analyzed by applying descriptive analysis techniques .Based on the analysis of data , it is known that : Implementation of the village administration .Particularly in Silimo District Yahukimo generally not effective . This condition can be seen from thereality of the interview in which the criteria for effectiveness penyelnggaraan village administration hasnot been implemented to the maximum .Thus , it can be concluded that there is some obstacle , namely : low accessibility factors , quantityand quality of human resources village government officials are inadequate , infrastructure andgovernment facilities were inadequate , and still strong patriarchal values that characterize the activity ofthe community , especially government officials village that gave birth to the paternalistic culture asinhibitors of achieving effectiveness village governanceTherefore , it is suggested that regional governments need to reform Yahukimo in several sectors , amongothers : land transportation network , infrastructure , equipment , facilities and budget supporting thedelivery of village governance , improving the quality and quantity of resources and village governmentofficials to build a culture system oriented achievement through religious guidance .Keywords : Effectiveness , Government , Village

Abstract

ABSTRAKDesa memegang peranan penting dalam pembangunan nasional. Berbagai bentuk program untukmendorong percepatan pembangunan kawasan pedesaan telah dilakukan oleh pemerintah namunhasilnya belum signifikan dalam meningkatkan kualitas hidup dan kesejahteraan masyarakat. Olehkarena itu pembangunan desa harus dilakukan secara terencana dengan baik dan harus menyentuhkebutuhan real masyarakat desa. Secara garis besar garis besar perencanaan desa mengandungpengertian sebagai berikut; pertama, perencanaan sebagai serangkaian kegiatan analisis mulai dariidentifikasi kebutuhan masyarakat hingga penetapan program pembangunan. Kedua, Perencanaanpembangunan lingkungan yaitu semua program peningkatan kesejahteraan, ketentraman,kemakmuran dan perdamaian masyarakat di lingkungan pemukiman dari tingkat RT/RW, dusun dandesa. Ketiga, Perencanaan pembangunan bertumpu pada masalah, kebutuhan, aspirasi dan sumberdaya masyarakat setempat. Dan keempat, Perencanaan desa menjadi wujud nyata peran sertamasyarakat dalam membangun masa depan. Sangatlah jelas bahwa perencanaan adalah prosespenting dalam pelaksanaan pembangunan dan keterlibatan masyarakat merupakan upaya untukmendekatkan kebutuhan masyarakat dalam kerangka pilihan keputusan dalam perencanaan. Denganperencanaan yang baik diharapkan pelaksanaan pembangunan desa dapat terukur dan menjadi lebihbaik serta bersifat jangka panjang. Dari hasil penelitian dapat disimpulkan bahwa PerencanaanPembangunan Di Desa Kapoya di lihat dari empat aspek yaitu: Analisis dan identifikasi, perencanaanberbasis lingkungan, perencanaan bertumpu pada masalah kebutuhan aspirasi dan sumber dayamasyarakat, dan peranan masyarakat maka dapat dikatakan belum maksimal karena darikeseluruhan fokus masalah masih banyak kekurangan seperti kebutuhan masyarakat yang belumterpenuhi secara keseluruhan kemudian masyarakat belum dilibatkan secara maksimal dalamperencanaan dan juga proses analisis dan identifikasi dalam perencanaan pembangunan yang tidakmaksimal. Oleh karena itu diharapkan pemerintah bisa lebih memperhatikan empat aspek penting diatas agar perencanaan pembangunan di desa kapoya bisa maksimal dan menyentuh kebutuhan yangsebenarnya guna kesejahteraan masyarakat.Kata Kunci: Perencanaan, Pembangunan, Desa

Abstract

ABSTRAC: In accordance with the results of research in the field shows that the coaching of athletes inthe District Talaud islands are less sustainable. Athletes only get awards and a variety of services in the lastevent of the championship, after the completion of the event and there is no longer a championship, then ingeneral the athlete is no longer considered and will be sought at the time held more championships. It is animportant task for local governments in general and the Department of Education Youth and Sports inparticular that would be an assurance for athletes who have the name of the area.This type of research is qualitative, focusing on the field of research in the form of case studies (casestudy) directly to the Department of Education Youth and Sports Talaud Islands. Informants were taken asmany as 13 people, which is 5 employees Department of Education Youth and Sports, 4 athletes and 4 membersof the public. The focus of research is more emphasis on the availability of infrastructure as the primary meansof supporting the success in the development of athletic performance.Not optimal role of the Ministry of Youth and Sports in guidance increase athletic performance as wellas the lack of attention in the provision of facilities and infrastructure development of athletes. development ofnational sport is still first, just as a routine oriented instant achievement based on past experience poorinnovation. That is what causes athletes Talaud Islands minimal achievements both at the provincial andnational level. Therefore it needs financial support in supporting the activities of athletic performance, localgovernment more organized and held sporting-iven championship-scale regional and national, furtherenhanced the development of advice infrastructure supporting sport in this case is a gymnasium complete withthe football stadium and other facilities necessary reward for athletes who excel through appointedAdministrative State Civil or provide housing facilities that simple.Key words: The Role of Local Government, Facilities and Infrastructure Development of Athletes

Abstract

AbstractThis thesis aims to determine the contribution of local tax revenue to PAD who performed theDepartment of Finance and Asset Management District South Halmahera during the three fiscal years(2010-2012) , as well as enabling and inhibiting factors in increasing revenue ( PAD ) in taxes area inSouth Halmahera . The results showed that the contribution of local taxes to large revenuecontribution. This is reflected in the amount of local tax contributions increased from year to year anda source of revenue ( PAD ) District. South Halmahera where we see of the total revenue of Rp .11,735,130,069.82 in 2010 , local taxes accounted for Rp 1,223,577,233.00 or 10.51 % and then in 2011of the total revenue of Rp.32.296.618.479,35, local taxes accounted for Rp 2,333,993,323.00 or 29.93 % ,and in 2012 of the total revenue of Rp.43,965,874,804.28 local taxes accounted for Rp 3,368,905,822.00or 40.59 % .The factors affecting the increase in revenue ( PAD ) of the local tax sector enabling andinhibiting factors . Supporting factors include the organization and management , facilities andinfrastructure as well as the intensification and extension were carried Dpkad Kab . South Halmahera, while the limiting factor is the participation of the community in paying taxes , data collection orcomplicated test , and quality personnel inadequate marked with the level of education that do notcomply with the ability to manage local taxes .Keywords : Local Taxes , Local Revenue

Abstract

Abstract : In early 2014 the government held health insurance for all of society,namely the NationalHealth Insurance with the program implementing agency is the Agency Social Security Health.Institutionof Social Security health,is a helath insurance program for all people.In the program of social securityhealth agencies have determined a standard operating procedure for a smooth service to be provided.Inconnection with this research was to determine how to implementation of standard operating proceduresin the ministry of health of social security agencies in public hospitals Prof.Dr.Kandou.This study used a qualitative research method using four variables from the policyimplementation Edward George III consisting of communication, resources, disposition and bureaucraticstructure through interviews to 15 informants.Observation and document tracking aided additionalinstruments such as interview guides.Based on the results of the study show that the first variable communications programmanagers,service providers and the community is effective,human resources and adequate financialresources also,the third variable that is the dispositionof executing and caregiversviews of commitmentand consistency is good enough,and the last variable that the existing bureaucratic structure has beenarranged in accordance with the provisions in force.Based on the results obtained it can concluded that the implementation of standard operatingprocedure in the ministry of social security organizing body public healthhospital Prof.Dr.Kandou prettywell and runs fairly effectively viewed from four variables implementation of Edward III.Suggested shouldbe increased again in the effectiveness and efficiency of exsting standard operating procedures in theministry of social security agencies in order to become better health and quality.Keyword :Implementation, Standard Operating Procedures
