Abstract

ABSTRACTThis study aims to determine the role of the district development planning in the District Kampung BuruwayKaimana district, West Papua Province. By applying the method of descriptive and qualitative approach, teninformants selected as a data source (sources) to be interviewed, then analyzed using interactive techniques.The analysis showed that the District Chief Buruway quite instrumental in facilitating the preparation of theMedium Term Development Plan of the village, the village Government Work Plan and Budget Plan for the village;as well as facilitating the decision-making role in the village and the decision of the Head of the village. DistrictChief Buruway also always willing to facilitate the implementation of the tasks and functions of KampungConsultative Body (Bamuskam) and social institutions / other traditional institutions.It was concluded that the District Chief Buruway also instrumental in carrying out oversight throughmonitoring and evaluation of the process of preparing village development plans to fit with the vision, mission, goalsand objectives of the regional administration and the provisions of existing law. It is recommended that DistrictChief perlua enhance its role in safeguarding the implementation of programs of village development in order notto deviate from the plan that has been dipustuskan in Musrembangkam; and include hometown competentauthorities, especially officials Bamuskam for training village development plans, especially the preparation ofRAPBKam.Keywords : Role of the Chief District, Village Development Planning.

Abstract

ABSTRACTThe purpose of this study was to determine the relationship between the system of promotion andmotivation of employees working in the Secretariat of the South Halmahera District.This study uses a quantitative method that is associative. Sample of respondents were taken byproportional random sampling technique as many as 50 people or about 52% of the population (97 peoplePNS) Regional Secretariat of South Halmahera. Collecting data using questionnaires / questionnaire andassisted with interview techniques. The analysis technique used is descriptive statistical analysis is theanalysis of the frequency distribution and percentage, as well as analaisis chi-square and contingencykooefisien.Based on the analysis of data drawn conclusions: (1) System promotion of civil servants in SouthHalmahera District Secretariat is generally performed quite well in accordance with the criteria / basicpromotional applicable, objectively, fairly, and accurately. (2) The level of employee motivation is generallyquite good. (3) There is a significant correlation between promotion and motivation system of employeesworking in the Secretariat of the South Halmahera District; that the better the promotion system is gettingbetter or increase the motivation of the employment.Based on the conclusions of this study it can be suggested: (1) The employee promotion system stillneeds to be improved, especially in terms of the consistency of the use of criteria/ basic promotion,objectivity, and fairness; (2) work motivation of employees still need to be improved; (3) The promotionsystem let be used as one tool to increase employee motivation.Keywords: Promotion System, Work Motivation.

Abstract

BSTRACTDistrict head as leaders of districts is one of the principals in the district PNPM that as Trusteesimplementation to villages in the districts. Therefore the Head role in coordinating the implementationof PNPM Mandiri districts. The purpose of this study was to determine how the district headcoordination in the implementation of PNPM Rural in the district Pasan Southeast Minahasa Regency.This study used qualitative methods. The focus of research is camat coordination in planning activitiesand in the implementation of activities funded by PNPM Mandiri. Data sources / informants drawnfrom elements PNPM actors at the district level and village level, as many as 15 people. Collecting datausing interview techniques. While the analysis of data using qualitative analysis techniques interactivemodel of Miles and Hubernan.The results showed: (1) Coordination Head PNPM Mandiri in planning activities carried outeffectively through inter-village meetings (MAD) Dissemination and Proposed Priority MAD discussand rank the proposed activities, and through MAD Determination Proposal for decision making.With the coordination of the planning of these activities so that the activities set out in the villages canfit the needs of local communities; (2) Coordination Head in the implementation of PNPM Mandiriactivities carried out effectively through Early in the District Coordination Meeting, MeetingEvaluation, Monitoring and Auditing, and Reporting. With District head coordination in theimplementation of activities dilaksanakanpada activities so that villages can run orderly, smoothly andsuccessfully.The research results provide the conclusion that the sub-district coordination in the implementation ofPNPM Rural in the district Pasan Southeast Minahasa Regency implemented effectively.Based on the results of this penellian it can be recommended some suggestions: (1) Coordination HeadPNPM Mandiri in planning activities need to be improved. In this case the sub-district must provideguidance and direction effectively against all perpetrators of PNPM Mandiri in the district and in thevillage; (2) Coordination Head in the implementation of PNPM Mandiri still needs to be improved. Inthis case the sub-district should be more frequent visits to villages to monitor, inspect and supervise theimplementation of PNPM Mandiri.Keywords: District head coordination, implementation of PNPM Mandiri

Abstract

The purpose of the study was to explain the Supervision of Society in Financial Management in Mamuya Village, Galela District, North Halmahera Regency. This study used descriptive qualitative method. Community Supervision in Financial Management was observed from two criteria namely preventive and repressive. The research informants were the village head / village government, village secretary: BPD chairperson, members (BPD), community. Data collection uses interview guidelines, documentation study observations while analysis techniques are carried out through data collection, data reduction, data presentation stages. Based on the results of data analysis concluded that Community Supervision of Financial Management in Mamuya Village, Galela Subdistrict, North Halmahera District was observed from two criteria, namely preventive and repressive, not yet maximally implemented. Based on the results of the study found that Community Supervision on Financial Management has not been maximized so that advice can be recommended: The quality of the human resources of the village head and village apparatus needs to be improved through training in village financial management. Community involvement in financial management is increased so that there are no irregularities between village and community governments, and sources of village financial revenue and other sources of income that are regulated in Government Regulation Number 113 Year 2014 concerning village financial management, and Law. No. 6 of 2014 concerning villages, be optimized.

Abstract

Liquid health services every effort held alone or together in an organizationto maintain and promote health, prevent and cure disease and restore the health ofindividuals, families, groups or communities. Looked at that hospital patientsshould be more capable in providing health services in the quest of healing andrestoration of quality, fast on the outside top of the complaints as well as theprovision of health services.This research uses qualitative research methods, descriptive, the number ofinformants will be interviewed in this study amounted to 8 (eight) theinformant; 1 person head of sub-division of The HOSPITALS of thecity of Kotamobagu, 1 Staff Officer, 6 people of the communitywho are receiving services (patient). Data collection techniques are in use;interview techniques, techniques of observation, and data collection techniques,with documents. Abstract

Community participation in development planning is very important for development planning. Becausebasically the planning process for village development cannot be separated from the participation of thecommunity itself. The purpose of this study was to determine community participation in developmentplanning in Pintareng Village. This research uses descriptive qualitative research methods. Datacollection techniques used are observation, interviews and data collection with documents. To see howcommunity participation in development planning in the Pintareng village. The researcher uses threeindicators namely: contribution of ideas, contribution of funds and goods and contribution of personnel.Based on the results of this study stated that community participation in development planning in thePintareng village is still not good, because people are still less aware of the importance of them participatingin development planning. Thus I can be concluded that the awareness of the community in developmentplanning in the Pintareng village is still not good.Keywords: society participation, Development Planning

Abstract

ABSTRACTThis research thesis is prepared in order to obtain a Bachelor’s degree in The Faculty of Social and Political Sciences, University of Sam Ratulangi Manado. Based on the preliminary study conducted by the researcher, the low awareness of civil servants in the implementation of labor discipline policies in the scope of the civil servants health bureau of north Sulawesi province that has been set in accordance to PP no 53 of 2010, on discipline of civil servants. This the research discovered a need to review and reconsider the policy implementation on labor discipline of the civil servants in north Sulawesi provincial health bureau. This study used qualitative research methods. Date were collected from the stage of observation, interview, to documentation.The conclusion that can be drawn from this research is that the civil servants in north Sulawesi provincial health bureau still have low awareness on the importance of discipline improve the quality of their work. In the other words, they can improve the quality of public service provided to the communities in need.Keywords : Policy Implementation, Employee Work Discipline.

Abstract

The participation of the community in the implementation of development is less visible; almost all thepeople do not participate in the implementation of development either in the form of community activenessin the implementation of development, willingness to donate thoughts or ideas, skills, time, energy andresponsibility to the success of development. Lack of public participation in the implementation ofdevelopment because the government lacks socialization, communication, motivation and even developmentplans are not in accordance with the wishes of the community. This study is to answer the magnitude of theEffect of Public Participation on the Effectiveness of Development Implementation in Timbukar VillageSonder Sub District of MinahasaThis research is a quantitative research that is trying to answer the magnitude of the influence of communityparticipation variable on the effectiveness variable of development implementation. Sampling in this studyis intended to obtain data or the whole of the population, a large sample of 55 respondents. Data analysistechniques use simple linear regression and Pearson Product Moment Correlation AnalysisResult of research Public participation have significant or strong influence to effectiveness of developmentimplementation, where the value of correlation coefficient (r) = 0,720 whereas coefficient of determination(r²) = 0, 5184 or 51, 84%. Abstract

Farmer empowerment is all efforts to improve the ability of farmers to carry out better farmingthrough education and training, counseling and assistance, developing systems and means of marketingagricultural products, consolidation and guarantee of agricultural land area, easy access to knowledge,technology and information, and institutional strengthening of farmers. Farmer Institution is an institutionthat is developed from, by and for farmers to strengthen cooperation in fighting for the interests of farmersin the form of farmer groups and farmer groups combined. Farming community empowerment is the effortsmade in order to improve the agility of the agribusiness community so that they are able to independentlydevelop themselves and do business sustainably. Farmers can be defined as the work of utilizing biologicalresources by humans to produce food, industrial raw materials, or energy sources, as well as to managetheir living environment to meet their daily needs by using traditional and modern equipment. Aren (Arengapinnata Merr) is one type of palm plant potential and can grow well in the tropics, including in Indonesia.In English literature it is called sugar palm, gomuti palm, and palm sugar. Actually the sugar palm plant(Arenga pinnata) has long been known in Indonesia and around the world. Wanga Amongena Village, EastMotoling Subdistrict, Wanga Amongena Village, is seen from natural resources, namely palm sugar whichis one of the people's livelihoods and is one of the potentials of the village that is favored because of themany communities of Wanga Amongena Village who work as palm sugar farmers. The Government ofWanga Amongena Village takes steps so that the income of palm sugar farmers Wanga Amongena Villagecan meet the daily needs of life by providing assistance such as palm sugar farming equipment as well asgovernment steps and community empowerment institutions in stabilizing the selling price of palm sugar,then given training and socialization from community empowerment institutions on how to improve thesmall palm sugar industry so that in the future the community will be able to run palm sugar farming withsatisfying results for them.Keywords: Empowerment, Farmers, Palm Sugar, Training, sosialization

Abstract

Abstract: Coastal and marine areas are areas that have potential and prospective resources for a region if themanaged optimally. This is a challenge for a region in managing resources in a sustainable manner toencourage the acceleration of regional development. As a very atrategic area, the coastal area is a zone ofallotment of various human activities both social, cultural, economic, industrial and utilization of naturalresources directly.High dependence on marine resources has led to massive exploitation. This is what happens with the resourcesof coral reefs which are the most important ecosystems in the coastal and marine areas. The main threats tocoral reefs are overfishing, destructive fishing practices, sedimentation and pollution from the land. Burke etal, (2002) suggests that human activity is currently estimated to threaten 88 percent of Southeast Asian reefs,threatening important biological and economic values for society. About 50 percent of the coral reefs that arethreatened, are at a high or very high level of vulnerability. Only 12 percent of them are at a low threat level.Result of researchconducted through data collection obtained through observation, dokuments and interviews.The results of this study indicate that the process of coastal are management goes well. Thanks to thecooperation between the village head and the village apparatus and the villagers so that they can producemaximum results. The basis and reference in measuring the effectiveness of coastal area management programin improving the economics of Maririk village community of Essang district of Talaud islands is in theregulation of Law Number 27 year 2007.Keywords: Peis Area Management
