Abstract

The fundamental problem faced by the Farmers is the lack of interference from the Governmentin empowering the Kalipitu Village Community. Viewed from an economic perspective, the Local Potentialin the Village of Kalipitu constitutes the majority of Agriculture or crops, (nutmeg wija) such as tomatoes,vegetable onions, and corn. But the big question is, with so many plants in the Kalipitu Village it cannotempower the Community in the economic field, with this the Community is helpless and it turns out that theKalipitu Village Community only stands alone without any assistance, protection, and strength for theadvanced farmer Community to develop in technology agriculture, the lack of the Government's role in thewelfare of the Peasant Community in Kalipitu Village. this is seen from the lack of counseling, socialization, and assistance from the Government in developing the existing potential in the Kalipitu Village, there is noaction so that the community stops operating in farmer groups. The purpose of this study was to determinethe empowerment of KaliPitu Village Community in Central Tobelo District, North Halmahera Regency.This study uses a descriptive qualitative research method. Data collection techniques used are observation,interviews and data collection with documents. To see how the Community Empowerment of Kali PituVillage in the Agriculture sector in the District of Tobelo Tengah, North Halmahera Regency, VillageCommunities. Based on the results of research conducted on Kalipitu Village Community Empowerment inthe agricultural sector in Central Tobelo District, North Halmahera district, there has been no progress interms of increasing the economic income of the Village Community or in terms of empowering. This is dueto the lack of understanding and the lack of role of the Regional and Village Governments in payingattention to the Kalipitu Village Community. The suggestion is that there is a need for full attention fromthe Regional Government (Agriculture Office) and more specifically the Village Government in payingattention to the Kalipitu Village Community, in order to build coordination with the local Government.Keywords: Empowerment, Communities, Economic Development.

Abstract

Abstract: The problems of poverty are quite complex requiring the intervention of all parties together and coordinated. To improve the effectiveness of poverty reduction and job creation, the government launched the National Program for Community Empowerment (PNPM's) began in 2007. The method used in this research is descriptive method with qualitative approach. A qualitative approach is used because researchers are planners, the interpreter of data / information, and in the end as well as a reporter research. This research was conducted in the village Ranotana Sario Manado District of focusing research on the effectiveness of the implementation of the National Program for Community Empowerment Urban. PNPM Mandiri is a national program to reduce poverty, especially that based on community empowerment. To improve the effectiveness of poverty reduction and job creation, the government launched the National Program for Community Empowerment began in 2007. The problems of poverty are quite complex requiring the intervention of all parties together and coordinated. Based on the results of research and discussion, it can be concluded that the implementation of the National Program for Community Empowerment in Urban Village District of Sario Manado Ranotana not effectively be seen from the output or the amount issued results, level of satisfaction, creative products and intensity. Abstract

AbstractThe existence of NGOs in the village is expected to play a role to support ruraldevelopment both direct and indirect, indirectly through the implementation of their ownprograms as well as directly through participation or involvement in rural developmentactivities undertaken by the village government. The role of NGOs in supporting ruraldevelopment can also be realized in their role as the aspirations channel of thecommunity, as a media that connect the communication between the government andthe community, as a media for mobilizing community participation in development, andas a public controller of the development in the village. Therefore, this study wasconducted to the extent of the role of NGOs in supporting rural development in thedistrict of South Pamona.This study used qualitative methods. Sources of data or informants drawn fromgovernment districts, village government, community organizations or LPMD in thevillage, leaders or community members, and administrators or managers of the NGO inthe sub-district / village, entirely as many as 13 people. Data collection is using interviewtechniques. While the analysis of the data using qualitative techniques.The results showed: (1) NGOs that exist and operating in South Pamona subdistricthas been proved in supporting rural development through programs andactivities that they are perceived to support the progress of the village, and providebenefits to rural communities, especially the target of the NGO itself. (2) The role ofNGOs in supporting rural development through their role as as the aspirations channelof the community, as the communication bridge between government and community, asa media for mobilizing community participation in development, and and as a publiccontroller of the development in the village, it can be realized but generally still limitedto their organization or they only focus for the members or target of the NGO itself. Theresults of these studies may lead to the conclusion that the existence of NGOs operatingin the community or village level, can really play a useful role in supporting ruraldevelopment.Based on the study results, it is suggested that the implementation of programsand activities must be adapted to local conditions, so that NGOs should coordinate withlocal authorities in this case can be the head of district or village in the preparation ofthe program implementation.Keyword(s): The role of NGO, Rural Development

Abstract: Rise of the blossoming decade shows the magnitude of the last public attention will be the fulfillment of needs against the importance of the improvement of quality of service onthul. IT was based on the background of the issue, to find out the effectiveness of this research aims at servicing openbare Kawangkoan sub-district post extraction in the Regency of Minahasa Regency North Minahasa. This qualitative research methods. It is intended for the use of the method of obtaining answers to problems that are associated with the service that was provided to the implementation process of openbare Oleg Kawangkoan Subdistrict North of Apparatus to the community. The results showed the execution of existing services in openbare Cantor camat Kecamatan North Kawangkoan still need to be improved. The quality of the implementing Ministry apparatus openbare Kawangkoan in district North be concentrated the main elements of the BBC respondents for the study. Disimping it's the quality of the implementing apparatus resource stewards openbare Kawangkoan Kacamatan Cantor in the North being the main elements got the attention of BBC respondents for the study. Abstract

Abstract : The background of this study is that each village has difficulties or obstacles to be solved in order to achievecommon goals. The constraints occur in various participation and the field of development planning, whether or notachieved the development of the quality of existing human resources. Therefore, the researcher focused on CommunityParticipation in Development Planning in Igo Village, North Loloda Sub-district, North Halmahera District. The problemsin this research are how the community participation, the efforts made and the results achieved in improving participationbased on development planning in Igo Village. This research is a study of qualitative descriptions by taking the backgroundof Igo Village. The purpose of this study was to decrypt the community participation in Igo Village. The data collection isdone by observation, interview, and documentation. Data analysis is done by data collection, data reduction, datapresentation then drawn conclusion.The results of research using participatory methods in development planning in Igo Village begins with thegovernment conveying the goals of development planning and motivating the community, presenting information,evaluating community participation. While the results of community participation in Igo Village experience a lack ofimprovement, this can be proven by the final evaluation of development planning that is in the category less than themaximum because the community is less participate in development planning. The improvement of the final evaluationresult on community participation is inseparable from the role of the government that continues to invite, motivate, thecommunity to participate in the development planning that the village or village government is proposing to the village.Keywords: Participation, Planning, Development

Abstract: This study aims to find out how the planning of tourism object development conducted by the Tourism Department.The research was conducted in April-June 2017. The method used in this research is qualitative with the source data is unsorman and non human element.From the results of the study explained that the Department of Tourism Halmahera West, in the planning is done very well, canbe seen in the Strategic Plan (RENSTRA) Tourism Department.With reference to some of the interviews in this study, it is deemed necessary to provide some suggestions as a solution to problemsolving in this study, as follows. Abstract

ABSTRACT :Village Consultative Body (BPD) is one of the perpetrators of PNPM Rural in the village which serves as the agency that oversees the process of each stage desa.Tujuan PNPM Rural in this study to determine how the function of BPD supervision of the implementation of PNPM Rural Village Kalasey One Subdistrict Mandolang Minahasa.The method used is descriptive qualitative method. The focus of research is supervision of BPD at the planning and implementation stages of PNPM Mandiri in the village. Informants were taken from perpetrators PNPM Rural Village Kalasey One, entirely as many as 10 people. Data collection techniques used were interviews. Data analysis technique used is descriptive-qualitative analysis interactive model of Miles and Hubernann.Based on research results ditariki conclusions: (1). BPD supervisory functions in the planning activities of PNPM Rural done fairly well, namely through the activity of BPD in every stage of the planning of activities ranging from the preparation and dissemination of early, stage of planning at the village and district. (2) The oversight function of BPD at the stage of implementation of PNPM Mandiri in the village is quite well done is through the activity of BPD in each stage of the start of the preparatory meetings implementation in the village, distribution and use of funds, procurement of labor, materials and tools, monitoring and evaluate progress on implementation of activities in the field, and village meetings for accountability by the implementation team.Based on the results of this penellian then it can be recommended some suggestion that: although PNPM Mandiri is no longer there, but the results achieved must be maintained and preserved to support the efforts penanggunglangan poverty. For that BPD oversight function to be needed in the maintenance and preservation of the results of PNPM Mandiri.Keywords: Monitoring, BPD, PNPM Mandiri.

Abstract: This study aimed to "analyze the influence of regional performance benefits to public serviceIn the City Health Office Ternate North Maluku province" to explain Effect Benefit performance ofRegional Against Public Service is the allowance given to servants which is a function of thesuccessful implementation of bureaucratic reforms and based the gains of the Civil Servants in linewith the achievement of the organization's performance in which the Servant of the work. Therefore,the individual performance benefits Servants may increase or decrease in line with the increase ordecrease in performance measured by Key Performance Indicators lnstansi.Based on the characteristics of the issues raised in this study, the approach used by theapplication of the relevant quantitative descriptive method (Nazir 1988; Koentjaraningrat, 1997); andekplanatoris survey (Vredenbreght, 1981: 41). This is possible because in addition to this study want touncover problems that are actual and factual, it also aims to find circuit / influence of one factor orsymptoms by a factor or other symptoms. According Vredenbreght (1981: 41), that the explanatorysurvey method is a method used to test a hypothesis or, more generally, to explain the relationshipsbetween variables.Presidential Regulation No. 81 Year 2010 concerning the Grand Design Reforms 2010-2025mandates entire Ministries / Agencies and Local Government to conduct bureaucratic reform.Ministries / Agencies and Local Government has awarded bureaucratic reform in the form ofperformance benefits.Results of the assessment of the program and activities of the bureaucratic reform Ministry /Agency which conducted the National Bureaucracy Reform Team (TRBN) used by the Ministry ofFinance for consideration in the calculation of the amount of allowances of performance and are usedin the process of determination of the amount approved in the Meeting KPRBN performance benefits.Furthermore, the amount of allowances of performance after approval OPR determined byPresidential Decree. Abstract: Potential Development of Human Resources is very important in order, improve the quality ofpersonnel who are competent and capable of carrying out duties as civil servants and even the community.Human resource development can be done by means of education and training of both the education andin-service training as well as education and training positions as stipulated in Government Regulation No.101 of 2000 on Education and Training. To determine the potential development of human resourcespersonnel in Sarmi, in this study was conducted using qualitative informant number as many as 10 people.Efforts Potential Development of Human Resource Apparatus in Sarmi is done by means of education andin-service training and occupation is already running but is not optimal, it is because first, the RegionalEmployment Board Sarmi as implementing education and training is still less put through an evaluation ofthe results of education and training ; Secondly, there is still a shortage of teachers (widyaswara) so this isone of the obstacles in the implementation of education and training in Sarmi.To realize the potential of human resources personnel in Sarmi, the strategic steps that must be done isnecessary to evaluate the implementation of education and training, and should be pursued additionalteaching staff (widyaswara) in order to expedite the implementation of education and training nets. Abstract

ABSTRACTAllocation of funds village is part of the balance funds received district / city, village fund allocation of at least 10% of the balance funds received by the district / city in the budget revenue and expenditure net of fund special allocation. The purpose of the Village Fund Allocation (ADD) is to Improve the organization of village government in carrying out government services and community development in accordance with its authority, Improve the ability of an association of villages and village in the planning, implementation and control of participatory development in accordance with the potential of the village, improving income distribution , employment and business opportunities for rural and urban communities, non-governmental Encourage increased mutual aid society.The purpose of this study was to evaluate the extent of the effectiveness of the allocation of funds in the village of East Motoling District of South Minahasa District. Data collection techniques in this research is through: Observation of the direct observation to the study site, melakukakan Interviews and Documentation.The evaluation result shows that the allocation of funds village in the district East Motoling not effective because there are still some things that are not appropriate as the manufacture of the plan to use the village fund allocation that does not involve people who mislead people do not know exactly to what the actual village fund allocation. Likewise, there is a budget that is used only for personal and group interests such as technical guidance old law that has all the roads when it would be better if the allocation of the funds are used for community development. In addition, the supervision of the district governments are still lacking that causes the allocation of village funds are not utilized properly.Keywords: Evaluation of Effectiveness of the Village Fund Allocation
