Abstract

Abstract : The study is in the context of preparing the thesis for Tier One graduated in the Faculty of Social and Political Unsrat Manado. This study aims to determine the Community's Participation in the Motor Vehicle Tax Paid on call centers Bitung. This study uses descriptive qualitative research in the form of case studies and studies done on the case book. Studi call centers Bitung, while the literature study conducted by collecting data from the literature relevant to the problems of motor vehicle tax. The results showed that the level of community participation as a taxpayer in the motorcycle vehicle has been classified as PKB pay advanced, services performed by the employee Samsat is very well to the public taxpayer, but for better results again should the holding of direct socialization of the SAMSAT.Keywords: public participation, pay PKB

Abstract

Abstract : Service can be defined as providing services (serving) the needs of people or communities who have an interest in theorganization in accordance with the rules and procedures that have been established. When associated with publicadministration, service is the quality of bureaucratic service to the community. Quality of service in general can be seen fromsome of the characteristics that determine the good of a service product that comes from government policy. Based on initialobservations made by researchers at the Agrarian Office and Spatial/Land Agency of Manado City, there are several problemsthat still occur in the process of making land certificate service which some of them complained about by the public. This studyaims to determine the Quality of Land Certificate Preparation Service in the Agrarian Office and Spatial/National Land Agencyof Manado City. The quality of public services can be measured from five dimensions, namely tangible, reliability,responsiveness, assurance, and empathy. The research method used is qualitative, where research is used to research on naturalobject condition, and the researcher is the key instrument. Sources of research data consist of primary data and secondary data.The research informant consisted of officials and employees of service providers as well as a community of service users totalingfifteen persons. Technique of collecting data is done by observation, interview, documentation and triangulation. This researchuses data analysis techniques from Miles and Huberman which consists of three steps, namely data reduction, data presentationand conclusion.Keywords: Service Quality, Making Land Sertificates.

Abstract

The implementation of the Rural Development Program is one form of the government indeveloping villages. With rural development, it is expected that a change will occur in various aspects,including efforts to improve the welfare of the community through the pace of economic growth. Thepurpose of this study is to determine the level of effectiveness and the factors that influence it. To measurethe level of effectiveness, researchers use three measures of effectiveness according to Ducan, who isquoted by Richard M. Steers in his book "Organizational Effectiveness" (2005), namely the level ofachievement of objectives, integration, and adaptation to the Effectiveness of the Implementation of RuralDevelopment Programs in Kauneran 1 Village, Sonder District. Researchers strive to be able to observeand analyze the development progress that has been planned. Among them by observing based on theresults of interviews of 15 informants who are the village government, community figures, religiousleaders, and the surrounding community. Based on the results of the study, it can be seen that with thedevelopment of the right target, it has increased the pace of the economy in the local community.Keywords : Effectiveness, Rural Development.

Abstract

ABSTRACT : In accordance with the mandate of Law number thirty-two year two thousand and four andGovernment Regulation number nineteen year two thousand and eight, Head for the implementation ofthe regional autonomy policy has the task of carrying out public service administration in the district, andhandles most affairs of autonomy bestowed by the regent or mayor and the authority of the governmentdistrict with it, this study will answer the question: how effective maintenance tasks in the implementationof district Sub regional autonomy policy in Tahuna. Date This study uses Qualitative. Informant in thisstudy consisted of fourteen people from the district government officials (four people), elements ofleadership in the district or autonomous institution of the Department or Agency Unit (two people),management agency vertically (two people), Leader ( three people), and heads of organizations or publicinstitutions (two men) .Instruments in this study is the researchers themselves, while primary datacollection by interview. Date analysis is an analysis model of Miles and Hubernann Interactive. Based onthese results at the district Sangihe Regency Tahuna can be deduced: (A) The effectiveness of the headmaintenance tasks in the field of public service in general is good governance and effective, but there is stillnot maximized (B) Effectiveness district maintenance tasks in handling affairs of regional autonomygranted by the Regent on generally is good and effective, but there is still not maximized. Right on theseconclusions, the recommended suggestions: (A) The coordination of the implementation of the commontasks of governance needs to be improved through regular coordination meetings every month with all theautonomous institutions and agencies existing vertical sub region, with the village government, and shouldalso involve the leadership of the organization or public institutions at the district level; (B) Task district inhandling affairs of regional autonomy granted by the regent should be clearly formulated in a DistrictRegulation district as a reference in formulating programs and activities.

Abstract

Issues or women’s issues always interesting to demand, even today more and more scientists or researchers focused more on the assesment of women in particular. It is certainly not in spite of the complexity of the issues relating to women themselves, where there had been no agreement on “How the actual existence of the women is placed”. General overview of the Leadership Role of Women in Public Office can be found at area South Minahasa, especially at the District Secretariat Office South Minahasa. The purpose of this study was to determine how the Leadership Role of Women in Public Office. The research method used is a qualitative method. Research on District Secretariat Office South Minahasa shows that the role of women’s leadership has gone well. Women leaders have been very involved in the activities of the organization in the respective fields of the existing. In program planning and activities of women leaders has been very active. Abstract

Abstrak: The system of Licensing and Investment information services Electronically (SPIPISE) is theinnovation of public service that aims to bring about the licensing service and non-licensing better. Thesystem of Licensing and Investment information services electronically allows investors to do simplylicensing arrangements, cheap, efficient, and predictable. The system of Licensing And Investmentinformation services Electronically also provides convenience for officers of the capital investmentCoordination Agency (BKPM) and Integrated Service of one door (PTSP) to do the validation and get datain processing the application for the investment into capital investment coordination board authority norone door Integrated Services. The system of Licensing and Investment information services electronicallyhas three (3) main menu; information capital investment, capital investment and Supporting Services.Implementation of the system of Licensing and Investment information services electronically viewed from4 implementation theory according to Edward III, namely: communication, resources, attitudes andbureaucratic structure. This research uses descriptive method of kualitatif approach through an in-depthinterview to 10 (ten) informants, observation and search additional documents in the form of a list ofguidelines for interviewing, recording device and stationery to write. Abstract

The University of Sam Ratulangi Manado is also supported by the presence of educational personnel.Headquartered at the University of Sam Ratulangi Manado, there is the Academic and Student AffairsBureau. Under the academic bureau, there is an Academic Section that serves the community especiallystudents. Academic activities, such as admission of new students, re-enrolment of freshman students whenthey have been graduated as Unsrat students, graduation, and others. These activities are done by educationalstaff.The purpose of this study is to determine the competence of educational personnel viewed from aspects ofknowledge, skills, self-concept, personal characteristics, and motives of employees in the Academic DivisionSam Ratulangi University Head Office in carrying out its work duties. The method used is qualitative methodand data analysis technique is descriptive. Data collection techniques are observation, interview anddocument while informant of research done by using purposive sampling.From this study obtained the conclusion that the competence of education staff Academic Section HeadOffice of Sam Ratulangi University has been done. This can be seen based on indicators presented by Spencerand Spencer that is knowledge, skills, self-concept and values, personal characteristics and motives. But forindicators of knowledge and skills of employees require education and training to hone knowledge and skillspossessed.Keywords: Competency, Academic Personnel

Abstract

Abstract: This study is moved from the initial observation that informal scores, especially the motherhousewifebaker government received less attention in terms pemberdayaanya. Thus, this study aims todescribe the role of the informal sector in increasing people's income, khsusunya low-income families inthe District Tuminting. This research uses descriptive-analytic method. Purposive sample drawn as manyas 45 respondents mother-housewife wet cake maker and pastries. Data were collected through surveysand direct observation techniques using instruments Questionnaire. Once the data is collected, and thenanalyzed using analytical techniques frequency table and cross table.Having analyzed the results obtained as follows: (1) The business of the informal sector, especially bakinghas an important role in increasing the income of low-income people, especially for mothers ofhouseholds to help meet the needs of their families. (1) Most businesses informal sector, especiallymothers cake makers (wet and dry) to get working capital from a third party (the release of money / loanshark) or cooperative with relatively high interest, because they do not understand the procedures andterms of the loan capital Work through the bank. This reality is a consequence of the lack of socializationof business credit (KUR) channeled government.Thus, the conclusion that can be drawn from these results is that the factors formal education, skills andworking capital is a determinant (determinant) increase in operating income in the informal sector,especially the business of making pastries and cakes by the mother-housewife from low-income families inthe District Tuminting.Suggestions or recommendations can be given, anatar others: governments need to streamline thedissemination of KUR and provide guidance and empowerment to businesses cake maker, through ease ofaccess memdapatkan scholarship vocational school for the children of the target group, the ease of accessto business loans KUR and provide training job skills, especially in the field yeknik cake-making andmanagement of usaaha.Keywords: Informal sector, Cake Makers, family income

Abstract

Abstract : This research moved from the problem that the performance of the Department ofIndustry and Trade organization Manado indicated relatively low. This is presumably related to theapplication of the principles of good governance do not optimal. Thus, this study aims to: (1). Todescribe the application / implementation of the principles of good governance. (2). To describealso the achievement of the organization's performance; and (3). To analyze the effect of theapplication / implementation of the principles of good governance to organizational performanceDepartment of Industry and Trade of Manado.By using a quantitative approach and descriptive method, data were collected throughquestionnaires distributed technique to 30 employees and 30 respondents respondents were fromindustry and commerce businesses. Once the data is collected, then processed and analyzed usingdescriptive analysis techniques stratisk (Table freuensi) to describe the variable-varabel research isconducted and to test the hypothesis applied inferential statistical analysis techniques (correlationand regression analysis).The results showed that (1) the application of the principles of participation, according to therespondents' assessment of employees are in the category of "moderate" tend to be high, while forthe group of businesses that are in the category of "moderate" or medium, tend to be low, but thetwo groups of respondents agree that the principle of participation has not been implementedoptimally, because only about 28.3% of all respondents (60 people) to assess the "high" applicationof the principles of good governance in the context of the application. (2) the application of theprinciples of transparency, responsiveness, rule of law and responsiveness, according to theassessment respondents the average employee in the category of "high", while the respondentbusinesses categorized only "moderate".Organizational performance through employee achievement in reality has not achieved optimally,even a group of businessmen assess the "low" while the employee group precisely assess the "high"the achievement of the organization's performance. However, the majority (36.7%) of the twogroups of respondents agree that the achievement of the organization's performance is still in thecategory of "low". This indicates that the achievement of performance at the organizational level ofthe Department of Industry and Trade of Manado has not been recorded in full so necessaryrearrangement.Thus, it can be concluded that the implementation of good governance and a real positive impacton organizational performance. This means that when the principles of good governance (goodgovernance) can be applied with no-Sunggu, it will encourage the improvement of organizationalperformance.Keywords: good governance, organizational performance.

Abstract

Indonesia is a country that has very many tourist objects to go. With that, Indonesia has the capital to attract foreign tourist to visit Indonesia. The presence off oreign tourists does have a good influence on Indonesia, especially in economic sector. To support this, the Presidential Regulation No. 21 of 2016 concerning visa-free visits was made. Policies taken by the government to make it easier for foreign countries to visit Indonesia. Including the province of North Sulawesi, which is now the focus of research. By using qualitative methods, so as to obtain data through direct observation and in-depth interviews with several informants. The results of this study indicatethat, in terms of communication has been going well. Then in terms of resources it is good, butt here must be additional staff becauseof a short age of workers. Then from the disposition or attitude of the employee, it has gone very well. From the bureaucratic structure it has also been arranged very well. However, in this policy, there are still problems, which is theuse of visa-free visits for those who have not fully understood this policy. Then, there are too many countries granted visa exemptions to Indonesia, whichis 169 countries.Keywords: implementation, visit visa-free policy.
