Abstract

This research aimed to identify the source of conflict that occurred in authorizing Nagari Market. This research was conducted in Kenagarian Pianggu, Subdistrict of IX Koto Sungai Lasi, Regency of Solok through a qualitative method. Data is collected through depth interview technique and direct observation and supported by library studies. Sampling used is snowball sampling, whereas data analysis is conducted by using triangulation. The findings of research indicate that there are four causal source of conflict on authorizing Nagari Market between village government and KAN, that is:  (1) a different and controversy of value that followed by the village government and KAN; (2) overlapping of power and authority that possessed by the village government and KAN; (3) economical interest of the two institutions; and (4) the implementation of more high government policy, that is Undang-undang No.5/1979, in West Sumatra.   Key Words:   conflict, village government, Kerapatan Adat Nagari (KAN)

Abstract

The Amendment of UUD 1945 at reform era have brought implication happened change to high institute structure of state. The change influenced by existence of the change of political constellation and political power in Indonesia. Because, constitution influenced by will political from top kick political power at one particular state. By normative- juridical, having implication is existence of change authority had previous Institute State, and there is also Institute new State emerges. By political-sociological, change the constitution influenced by existence of change political constellation and political power in Indonesia Kata Kunci: Konstitusi, Amandemen, Lembaga Negara

Abstract

This research focuses on PKS’s  strategy to win the election in terms of segmentation strategy, targeting, and establishing position. The problem is:“how is PKS, dealing with opportunity and treat, win the election in terms of internal and external context”?. Data was collected through depth interview and analyzed using Miles and Huberman models. The finding of the research showed that in terms of segmentation strategy, PKS focus on  five communities segmentation, those are;  1) group of modern and educated peoples,  2) group of community fishermen, 3)  groups of farmer on the villages, 4) young educated peoples who’s participated in the reform period, and 5) group of women as active voters. From all of segmentations, PKS focuses on young educated peoples as their targeting party, while in terms of positioning strategy, PKS stated it self as dakwah and reform party. PKS opportunity in general election in 2009 relates to three dominant factors, that are; 1) party’s image 2), recruitment member system and 3) Minangkabau society culture.
