Abstract

This article intended to provides an explaination of how women political comprehension and their party identification in 1999 general election in Padang. The data is collected from 200 respondents by questionaire and analyzed by using quantitative descriptive method. Data finding shows majority of respondents engage to superficial political comprehension. Women political comprehension is only better in case of real political nuance such as presidential power, bureaucracy service and general election management. Meanwhile, in general, level of party identification is found rather weak which is resulted to easiness for women to being politicized. Party preferences of respondents in 1999 general election were PAN, PPP, Golkar, PK and PDI-Perjuangan in a row.

Abstract

This study tried to describe the recruitment process of women candidate of Legislative Body members in Padang City handled by some popular political parties. Qualitaive approach was used in this study. The finding of this study indicated that every political parties had different policies in their recruitment process of Legislative Body members, including for women candidates.In addition, the implementation 30% quota of women representation in the recruitment process still had some problems, like the lack of qualified women candidates, inconsistency of the political party leaders to implement the regulation, etc. Kata Kunci: rekrutmen, keadilan gender, penjaringan dan penyaringan, keterwakilan perempuan

Abstract

This article is based on a study related to marginalization of traditional society in the implementation of Nagari government in West Sumatera, especially in connecting with political/government, economic, and socio-cultural aspects. This study was conducted through an exploratory survey in five regencies and fifteen Nagari in West Sumatera. Data in this study was collected through deep interview, questionnaire, observation, study of documentation and analyzed with descriptive analysis. Abstract

This research aims to describe the factors which influence the voting behavior of young generation in general election 1999 in Padang Timur, West Sumatra. There are two clarifies variables that are used. They are : political comprehension and party identification. While the problems of this research are: Fisrtly, how much significance of political comprehension and party identification influence the voting behavior of young generation? Secondly, in all of that determine factors, which one is the most influence toward the voting behavior of young generation? Questionaires were distributed to 96 respondents in five kelurahan in Kecamatan Padang Timur. The data was analyzed by multi-regression methods. The result of analysis shows that there is a significance influence from political comprehension and party identification simultaneously toward the voting behavior. These two variables can give explanation about the voting behavior 54,48%, where as the biggest contribution is given by political comprehension about 68,16%. Abstract

The role of student politics looks dominant in every phase of political life which formatted in the political system. Students are seen as agents of change, noblesse oblige, the future generation, or as a prophetic minority. This article focuses on the study of the perceptions of student politics FIS UNP. The finding of this research showed that political perception is awakened from the high level of knowledge and critical attitude made it possible that they become reformer actors for the acceleration of the reform agenda. However, based on some indications, there is not impossible that they become destabilizing forces in political life.Kata kunci: Persepsi politik, peran politik mahasiswa, sistem politik.

Abstract

This research aims to describe the legal awareness of Kuranji people in obeying Spatial Plan of Padang City. This research used qualitative methods with a descriptive analytical approach. This Research conducted in the subdistrict of Kuranji Padang City. The location is chosen because it is one of the agricultural allocation area which is stipulated by Perda No. 4 year 2012 about Spatial Plan of Padang City. The selection of the informant in this study used purposive sampling techniques. Research findings suggest that: 1) the development of Spatial Plan of Padang City in Kuranji sub-district. To control and defend agricultural land, Padang city government is more focused on the approach of law by making regulations that are prohibiting over the function of agricultural land, especially the field of irrigated technical land. 2) The level of public law is still low in implementing Spatial Plan of Padang City, especially in maintaining the existence of food farming land in Kuranji sub-district. 3) Government efforts to foster public law awareness of Spatial Plan of implementation of Padang City in Kuranji sub-district namely: a) conducting socialization, b) Conducting supervision and control, and C) The imposition of incentives and disincentive in Land utilization.

Abstract

Penelitian bertujuan untuk menganalisis bentuk sikap toleransi dan berpikiran terbuka dalam interaksi sosial di masa pandemi Covid-19, karena di masa ini hampir seluruh tatanan kehidupan masyarakat berubah, termasuk interaksi sosial masyarakat transmigrasi yang melakukan malakok di Nagari Sungai Sirah. Berawal dari kronologi kedatangan masyarakat  transmigrasi sehingga tercipta masyarakat yang beragam, untuk itu dibutuhkan sikap toleransi dan berpikiran terbuka untuk menstabilkan kehidupan sosial di Nagari Sungai Sirah. Penelitian ini dilakukan dengan menggunakan pendekatan kualitatif fenomenologi. Pengumpulan data menggunakan teknik observasi, wawancara yang mendalam dan mengadakan Focus Group Discussion (FGD) di tempat penelitian. Hasil penelitian menunjukkan bahwa sikap toleransi dan berpikiran terbuka di Nagari Sungai Sirah terlaksanakan dengan baik, bahkan kadar sikap toleransi dan sikap berpikiran terbuka nya lebih besar ketimbang sebelum terjadinya pandemi Covid-19. Adat istiadat pada masa sebelum terjadinya pandemi Covid-19 mewajibkan semua unsur adat untuk melakukan suatu kebiasaan yang sudah ditetapkan secara adat namun di masa pandemi Covid-19 semua unsur adat memberi dan diberi toleransi serta keringanan dalam hal pelaksanaan adat tersebut serta fenomena ini juga disikapi dengan pikiran yang terbuka oleh semua masyarakat. Melalui tradisi “malakok” masyarakat pendatang masih mampu hidup berdampingan dan menjaga harmonisasi sosial dalam persaudaraan yang dibingkai dalam sikap toleransi dan berpikiran terbuka.AbstractThe research aims to analyze forms of tolerance and open-mindedness in social interactions during the Covid-19 pandemic, because at this time almost the entire order of community life changed, including the social interactions of the transmigration community who carried out malakok in Nagari Sungai Sirah. Starting from the chronology of the arrival of the transmigration community so that a diverse society was created, it requires an attitude of tolerance and an open mind to stabilize social life in Nagari Sungai Sirah. This research was conducted using a phenomenological qualitative approach. Collecting data using observation techniques, in-depth interviews, and holding Focus Group Discussions (FGD) at the research site. The results showed that tolerance and open-mindedness in Nagari Sungai Sirah were carried out well, even the levels of tolerance and open-mindedness were greater than before the Covid-19 pandemic. Customs in the period before the Covid-19 pandemic required all elements of custom to carry out a custom that had been established in custom, but during the Covid-19 pandemic all elements customary gave and were given tolerance and relief in terms of implementing these customs, and this phenomenon was also addressed with an open mind by all societies. Through the “malakok” tradition, immigrant communities are still able to live side by side and maintain social harmony in a brotherhood framed in an attitude of tolerance and open-mindedness.

Abstract

The policies of a school tend to be no gender value and no a wise  affirmation applied to the broadening  of women's access to continuing education to a higher level or go on to university. The efforts made by the community, school, or government for the extend of women's access to secondary education remains piecemeal. Abstract

The purpose of this research is to examine the implementation of kinship politics, community response, implications and filling in the membership of the Tanjung Pauh Mudik Village BPD political practice in village head elections. The problem is focused on kinship politics. To approach this problem, a theoretical reference from Pablo Querobin (2011) is used which states that dynastic politics is a special form of elite efforts to maintain power in which one or several family groups monopolize political power. The data were collected through direct interviews to the field and analyzed qualitatively. This study concludes that the political implementation of Tanjung Pauh Mudik Village is based on the urgent interests of someone who is running as a candidate for village head and a member of the local village BPD. The community's response to the politics of kinship that occurred in the village of Tanjung Pauh mudik is very visible in the concept of applying the norms that tend to be seen in the village. In the kinship politics in Tanjung Pauh Mudik Village, it has been seen that there is continuity between people who use kinship politics as a reference to get positions easily.

Abstract

Policy formulation should be essential because it will produce laws governing society and regulate the local government. Local policy position is included in the order of legislation in the Republic of Indonesia. This is where problems often occur in terms of synchronization and harmonization. Using the method of documentation study and in-depth interviews and focus group discussions, this research produces an analytical description to understand the formulation of Regional Regulations, particularly in the field of education services that, according to the 1945 Constitution, are decentralized the regions. The case study was conducted by dissecting Perda No. 6 of 2003 on Compulsory Reading and Writing of the Qur'an for School Children and Prospective Brides. The research method consists of 2 layers, the first is an inventory, and the second is a normative and procedural analysis of the process and substance of the intended public policy. The regional regulations studied were contained sharia nuances and regulated the religious sector, which was not under the authority of regional autonomy, which was derived from the principle of decentralization. In the guide, the legal drafting process in Limapuluh Kota Regency follows the applicable regulations, both with the disclosure of proposals from the DPRD and the Regional Heads by involving the leading sector SKPD in the formulation process. The Local Regulation (Ranperda) proposal has also been formatted through an Academic Paper process. However, the research found that the public policy documentation and dissemination system has not been running well and effectively.
