Abstract

Micro and small enterprises (MSEs) are a sector that is important to the country's economy. Despite the limited resources, MSEs have resilience to economic crises. This research focuses on a policy implementation study of Law No. 33 of 2014 concerning Halal Product Guarantee (JPH Law) on micro and small scale businesses in the food and beverage in Surabaya City. This research raises two problem formulations, the role played by stakeholders in this law to increase halal certificates of micro small businesses in the food and beverage in Surabaya City and the obstacles faced by stakeholders in increasing halal certificates of micro small businesses in the food and beverage in Surabaya City. Researchers used the theory of policy implementation initiated by Merilee S. Grindle. This research uses descriptive qualitative methods and uses direct observation and interviews with various sources to obtain primary data. Secondary data are obtained through searches from various sources. The result of this research is that are three kinds of stakeholder actors in the implementation of the JPH Law, government, non- government institutions, and micro and small business actors in Surabaya City. Government and non-government institutions in Surabaya City organize various kinds of collaboration programmes in order to implement the JPH Law in Surabaya City. However, the implementation of the JPH Law in Surabaya City has encountered many obstacles due to weaknesses in the content of policy and context of implementation of the JPH Law that is not in accordance with the needs of the society. Abstract

Pengabdian masyarakat ini bertujuan memberikan pemahaman dan mentransfer pengetahuan untuk meningkatkan kapasitas dan pemberdayaan kelompok tani. Metode kegiatan pemberdayaan menggunakan metode peningkatan kapasitas dalam bentuk kegiatan pelatihan teknis dan intervensi kebijakan sebagai praktik simulasi model atas program yang bisa menjadi model pemberdayaan masyarakat. Pengabdian masyarakat ini menggunakan analisis penelitian partisipasi berdasarkan usaha berbasis komunitas melalui kelompok tani di Kecamatan Poco Ranaka, Manggarai Timur Nusa Tenggara Timur (NTT). Umumnya masyarakat di Manggarai di NTT memiliki kearifan lokal sebagai warisan leluhur seperti Penti Lodo, Mbaru Niang, Kampung Adat Waerebo dan Tarian Caci. Kondisi kelembagaan kelompok tani yang lemah menyebabkan kelompok tani belum bisa bekerjasama dengan mitra. Hasil dari kegiatan pengabdian ini menunjukkan pentingnya peningkatan kapasitas kelompok tani melibatkan berbagai komunitas lokal dalam bentuk sinergi fungsi koordinasi lintas pemangku kebijakan terutama antara pemerintah desa dan Kelompok Tani Golo Pandang Desa Watu Lanur. Penguatan modal sosial dan sinergi lintas lini dapat membangkitkan iklim usaha yang baik pada masyarakat petani tanpa melupakan kearifan lokal yang telah menjadi sistem nilai bermasyarakat secara turun temurun. Kata Kunci: Modal sosial, Pemberdayaan Kelompok Tani, Sinergitas Pemangku Kebijakan, SDGs.

Abstract

This research examines the role of Metro TV media in shaping the political image of Anies Baswedan and Muhaimin Iskandar for the 2024 Presidential Election. The study focuses on how Surya Paloh, a member of the Democratic National Party (Nasdem), biasedly reported on the candidates, affecting their electability in the 2024 General Election contestation. The research uses a qualitative content analysis method, a systematic approach to understanding and interpreting text data, to identify themes, patterns, and deep meaning. The study uses content analysis techniques to analyze narratives and framing strategies used in YouTube videos, while quantitative data, such as views, likes, dislikes, and comments, is analyzed to understand public sentiment and response to the political actors studied. The research provides a deeper understanding of Metro TV’s media alignment and the construction of the political image of Anies Baswedan and Muhaimin Iskandar on YouTube, ultimately impacting public perception and increasing their electability in the context of democracy and participation politics in the 2024 presidential election.
